Um I had spoken with Stephanie via email. So I'm here tonight for the parking on Breman and Lindsay on the agenda.

I ap I apologize. Lindsay Street. So Breman is not so citizen but you Senator you come right up state your name and uh

uh my name is Beta Boule and I am a resident on Breman Street. I'm here regarding the recent conversion from Breman Street that was a oneway for the past 3 years I've lived there and has converted to now two-way traffic. Um, with that being done, there's eliminated five residential spots. And regarding Lindsay Street, there's also an additional four residential spots that have been removed. So now the closest

spot to my front door is around the corner. Um, like down the block in an already highly congested area. Um, my main concern is that there was lack of transparency with the residents who live there. There was no formal mitigation. there was no uh formal issuance from the city to the residents who live directly in those and on those streets. Um since I've been in contact with the city council and the uh traffic

commissioner uh department about this, I've already gotten two traffic site uh two parking tickets for parking right outside my front door, which was an acceptable parking space for the past 3 years that I've lived there.

um none with photographic documentations.

And uh the fact that these tickets were issued without this issue being resolved seems uh poorly executed and unfair. Um especially since again there was no formal mitigation or issuance of um of when the uh two-way conversion would actually start. The way that my neighbors and myself found out about the two-way conversion being uh implemented was we all got parking tickets. Uh which

seems again not really fair. Um, and I want to be clear that I know in some of the conversation that was brought up, um, the fire chief had said that his main concern was, um, I think not enough room for fire engines to go up and down the street if those spaces were uh, taken up by vehicles. However, my street dimensions are the exact same street dimensions as Lindsay Street, which is

also a two-way traffic with one-sided parking. So, if Breman Street is cause for concern for the traffic department, I imagine Lindsay Street would be as well. Um, so I would need that to be taken into reconsideration as well as um, you know, it was stated that it was public safety for the fire chief and all of that, but did anybody um, think about the public safety of single women walking um, now around the

block to their front door at night? I have a single mother that lives in my apartment. I'm a single woman. I work late nights. So does the single mother.

Um we no longer have access to our front door at a reasonable distance from where we park. Um I'm asking that the consider that the commission consider at least pausing um enforcement uh and exercise discretion until this matter is formally reviewed. Um and I know as I talked to Stephanie that it would be on February's agenda officially.

So you're looking for two-hour parking.

Yeah. What hap what's happening in the area is um we were always conscientious about where we park because we leave the out outside of the of the street on Pleasant Street uh available for for the customers for the stores in the area. And for a while, people were were being nice about it and parking like in the municipal parking lot on Cash Street or we have parking in the back of our store. But now, local

people that have moved into the area that own different stores are parking on Pleasant Street and staying there from like 9:00 until like 8:00 at night. So, we feel like if we give a 2h hour cuz our appointments can run 2 hours. So, we don't want our customers to get tickets, you know. So we feel like a 2hour, you know, time frame would be at least nice to them and not have the owners because

that's the issue that we're having is the owners are parking out there all day versus parking around the corner and back of their stores or whatnot. So we're just asking for it to be freed up for the customers.

And what's the hours of operation for the business?

We have different hours. We have Mondays, Fridays, and Saturdays 10 to 5.

And we have Tuesdays and Thursdays 10 to 8. And we're closed on Wednesdays and Sundays.

I'm sorry. What's the date that What's the days that you're closed?

Wednesday and Sunday.

We tried to speak to them in a nice way and tell them like, hey, you know, it should be for the customers. They don't park in front of their stores.

They park across the street in front of our store. So you looking for one one spot at least two at least two spots because our store is large, right?

And um we have parking in the back and we tell the customers that are familiar with Fall River to just park in the back right?

But we do attract customers from out of state and they don't know.

Right.

Okay. something that a motion on the board get a motion for a uh two-hour parking for a 14 15 Pleasant Street Common Fashions for two spots during those business hours. Right.

From the council. A request from city council, Fall River City Council to do a traffic study on Broadway from Columbia Street to Middle Street due to safety concerns.

Andrew Raposo, 1166 New Boston Road, member of the former city council and a member of the committee of public safety.

So, uh, President Ponty and I filed a resolution, uh, regarding the intersection of William and Broadway particularly, um, due to a resident concern, Mr. Berettto, who had reached out to the council regarding some accidents that have been happening and some pedestrian safety. Um, so, Council Ponty and I had had a discussion with the gentleman, and I know myself the intersection is a little bit of a

concern, especially coming out of William onto Broadway on both sides. Um, so we're just looking to see if the traffic commission could look into possible traffic study or any remediation that could possibly happen to ensure the safety of the residents.

When um when this initially came out through emails, um I did receive them. I am familiar with that area. Uh having a I guess a high high amount of crashes. Um, and I did a very uh brief study on this and it it's definitely painstaking because I I went through every crash report by hand. So, I mean just basically unless we go to uh Serpent to do a a an extensive study

from Colombia to um Middle Street. Uh what I have for William and Broadway is 68 crashes from 2021 to 2025.

Of those 68 crashes, eight were vulnerable. So pedestrian, bicycle, those are vulnerable users. Um, and what I did find, uh, going reading through those crash reports is that, uh, overwhelmingly the operator exiting east from William Street to north on Broadway is striking a pedestrian uh, that is walking from the east side of Broadway to the west side. So, Reds to Robinson um, in the crosswalk.

Uh also in those crash reports, it indicates that the operator is looking right uh for traffic as they attempt to exit that that intersection and they're not seeing the pedestrian.

Ways to mitigate it. I mean maybe not popular. Eliminate that crosswalk.

Traffic signals. I mean you'll have traffic signals every 100 feet. Um that's another way. U maybe Serpent could come up with something else. But um also did a lighting study there. Um lighting on the south side um I believe it's a south side of um from Broadway. The south south crosswalk is a little more dimly lit than the uh north side. But based upon the data that I got through all hours of the day,

nighttime or daytime, that's that's not an issue. So it's it's basically operator error that's causing those crashes. Of the eight eight pedestrians, all vulnerable users in a period of four years.

That's just a brief study that I a little painstaking to, you know, hand crawl through those crash reports, but that's what I got. Um, it it certainly could. It's a a very busy car order for the city.

Um, massive massive track traffic. I'm sure if I put a sign if I put a counter up there, uh, we'd all be overwhelmed on how many vehicles operate on that roadway in a in a in a 24-h hour period, let alone two week period. But I would certainly invite a a surad to do a um an extensive study on what the issues may be going on there beyond my expertise.

And I believe they've they've identified that intersection to be a dangerous one as it is.

So I mean if that's something the the commission could do, I think that would be good to address some of the residents concerns. I also wonder too, does does parking near the corners of Broadway affect the view of how cars come out of William on both sides? because I know when you're coming out of William from the um housing um high-rise side coming out to Broadway, you literally have to

come out a decent amount to see the traffic coming south right up Broadway. So, I'm wondering if that plays into any play about the corner parking and what kind of vehicle's parked there.

If it's a small car, it's easier if it's a larger vehicle, right?

You're you're playing chicken street.

Absolutely agree. Maybe that or flashing lights or I don't So we do have the solar stop sign and the solar pedestrian signage there currently.

I like the um the lights that were installed at the Yes, sir.

Um, the only question I had is any merit or contemplation of making William a oneway heading east, sorry, heading west of it if all the crashes are entering Broadway.

Yep.

Because that intersection will never warrant a signal, especially in its proximity to Broadway.

Correct.

I mean, for Bradford and Broadway, which should be a signalized intersection, um, the easiest solution might be to make it make it that's that's probably the easiest solution. I mean, I think there's just so many vehicles that exit onto Broadway. Um, right on down from, you know, Middle Street and and then Bradford and all the way down division, I believe, is west and then William is a

two-way um and then Colombia obviously is is east and west, but it doesn't affect William Broader. That certainly would would probably solve it. I would I would think I would think that's an option for sure.

It's something I'd be working with Stephanie and and with you to look at moving forward and surface should have some incredible counts there already because we had just done um center right and Broadway. So so they know what the numbers are out there but we can try to move that forward. A real traffic study would require some funding mechanisms which maybe the council could could help with get to that but we might

be able to make some immediate uh changes that that could be responsive as well.

Request from a resident fight Progress Street to discontinue using Progress Street for student drop off and pickup due to parking enforcement issues on Progress Street. This is the Laternal School issue that's ongoing.

Um, just a name and address for Courtney Foley at Five Progress Street.

Um, so what's been going on uh ongoing for the past couple years now is we have parents who are parking blocking my driveway also in my driveway. Um, it's a townhouse unit, so it's three units, so it's kind of like a bigger driveway, so they're blocking not only me, but like my neighbors as well. Um, also other driveways on the street. They're also lining up in the middle of the street as

well. Um, but I do want to say that you guys have sent people out the past few weeks and I really appreciate that. Um, it has helped tremendously. Um, but what I found is that if it's not consistent, then the problem just comes back as you can imagine. Um, so yeah, I just wanted to just bring that to you guys attention. Also, um, a main concern of mine is just safety. An ambulance would

not be able to fire truck would not be able to come to my home. um if need be.

My brother has epilepsy and I have a uh under she's almost 2 years old uh toddler and as well as my neighbor has dementia. So I'm just worried about like you know emergency vehicles not being able to access my property as well. Um so um yeah that was my main concern for that.

I do believe we have a representative here from the school as well if you'd like to come up and just discuss what types of plans are in place with the school department.

All right. So, this is this is to uh alleviate the problem.

Yes. So, so I've I've um I'm John Ventur. I'm the director of safety and security for the school district. Uh so, I've I've been out there on a few occasions. Uh we've asked the SRO's to be out there, which which they've they've done. Uh, the problem is when you guys aren't out there, people people don't obey like they do when you are.

Um, one of the things that I thought might be helpful is if we could put signs on that street that say resident and guest parking only or resident and I I don't know how what kind of signs you have, but we just made it clear that it was resident parking only. Um, that that that may help. And then at least on the days the police can't be out there, if I

can be there or somebody else from the district, we can take pictures of cars and then I can get that information to the SRO's um so that we could that we could ticket people, right?

Um the the the people that are dropping off in the back, it's the kindergarten and first grade. Um, and if we tried to put that on the other side of the building with all the other kids that are already being dropped off and the buses, I don't I mean, I'm sure we at some point could manage it. I just I'm picturing cars and buses just not being able to get off the property, right?

Um, one thing I am looking at is the K through one route that they're taking around the back of the school to leave out through Progress Street. I if the one possibility would be to have the buses actually take that route uh drop off on the side of the school or in the back and then they could just exit out Progress Street. There would be no parking then. Uh I just don't know. It's

very tight back there. Um I'm not sure.

That would have been my next question.

Yeah, I'm not sure they can. I haven't talked to transportation yet, right?

Um but I I will do that um tomorrow. We have a meeting um with our operations group. So, I'll I'll cover that tomorrow and we can maybe get somebody from the bus company to come down and look at it, right?

what more of a problem in the morning or in the afternoon? About the same.

I would say the afternoon is is more of a problem. They they they start parking there early to secure their spot because they want to be close to the school and just grab their kid and go. So, they um so it's mostly in the afternoon. that that is the issue cuz they get out of their cars there.

Um lately there has been since I brought you since I brought the issue to you guys' attention there has been I really appreciate that.

Yeah, I think from the school's perspective I'm Sean Simpson. I'm the principal. You know we we want to support our neighbors in any way.

They're very patient um you know and they're a part of our community obviously.

Um the having progress as an egress has been there for years at at Lerno. Um you know having talked to the neighbors you know we feel the main issue is at dismissal is when parents are parking school is reminding uh the parents neighbors are reminding parents you know at this point we realize like we want to make sure something is done because it's there's a lot of tension it's it's uncomfortable for

our neighbors. Um we do find though when there's um support from traffic officers, SRO's and we understand it it can't be an everyday thing but would you would you say there there is a response when Oh yeah definitely as long as it not you know I'm not asking for every day but as long as it's consistent because I noticed when you guys stop for a while for even a week they it tends to happen

again but I would say consistent presence is what's helping the the signage would probably help.

I know the SRO's have several schools to cover. So, if there's an issue going on elsewhere and they're not able to get there, that could very well be the cause of that, why they're not there, but I mean the PCOS are also responding there as well. So, is this procedure for both drop off and pickup?

It is um for morning and afternoon or is it different?

Two two separate. Yeah. Um so dismissal um we try to avoid having cars on campus.

And the reason being is to try and keep you know our students safe. Um many of the students walk with their parents out.

Okay. So what causes um you know that's why people park on progress okay is kindergarten if you look at the blue line kindergarten first grade they exit in the afternoon out those doors okay so if our families just parked appropriately and if there wasn't a space found another one it would wouldn't be an issue the yeah I would say it's even it's unsafe for the students too the way they're

parking because you have all the kids who are walking on the street. For some reason, they don't use the sidewalks.

Um, so they're all walking in the middle of the street all around these cars. I do have some pictures, too. I can Yeah, it's just a single copy of each. I think there's about like eight photos here.

Yeah. And to back that up, one of the afternoons when I went by, um, there were literally cars parked across the street like on the sides and then one in the middle as well. I'm sure like they just That's crazy.

It was like a a lot. It was like a lot.

And when Wow.

Is there a crossing down at the end of progress sometimes? Not all the time. Not closer to the school. There is not.

Can I ask him, can you, you know, prevent cars from coming in the street?

He said, I'm just I'm just a cross guard. Yeah, that is correct. Yeah, the crossing guards just cross the kids.

They can't direct traffic.

Yeah.

And I, you know, I don't think any signage we put up will be 100% either because people are who they are. Um, but I I think it could be a could be possibly be a help.

It seems like you guys doing the best you can, but it becomes the parents as not being safe. They want their child, but you're going to think about the other children as well.

You know, that's not right.

No, we've had we've had parents um you know park not blocking driveways in people's driveways and then even turning around on I know one resident said turn around on their lawn.

Oh yunately I've been she wouldn't move. I tried to get out of the car. She just turned up her music. I couldn't even leave my drive. Is that Yeah, VA and Green are correct. Yeah, those are not quite to the level of progress, I would think. But I mean, yeah, that's all over the place. That's attached to And there's cars like they're parked all the way up to the end of St uh the

corner of Progress Street in Stafford Road. So they expect you to reverse all the way down Stafford Road so that they can maneuver, you know, through, but then it's dangerous because there's cars coming to Stafford Road. It's just a big mess.

I think I think they will be taking pictures of the license plates and to the police.

So are they are they coming in from the Anthony Street entrance and then going around the block to park at that time? No, it's they're coming in from St.

They're coming from St.

How were they able to turn around? I mean, some of those cars are three stacked.

Yeah. Just they I think those are the ones that are using I think they're coming in pulling on somebody's lawn or in their driveway and then either staying in their driveway or just backing out.

Just parked in the driveway cuz mine's a big So, a big driveway cuz there's three there has to be three spots for neighbors. And I don't know if they think it's a parking lot or something.

Five bucks to park them.

Certainly unacceptable.

Is there any signage there at all?

Um, not official signage. I have a no parking sign on my house. Um, but any city sign there?

Not a city sign and it's it's kind of faded. I think the old older homeowner had put it up there.

That's crazy.

And obviously they're doing the best that they can.

So any any recent recent communication with the parents about the uh I'm pretty well I don't make that he uh Sean does but yeah I mean I think from both ends we've communicated to parents um both specific members generally. We always communicate generally. I mean I communicate weekly about the importance of respecting our neighbors being patient safety and I know um I've been ignored uh I know

you've been met with like hostility. You shouldn't have bought a house near a school. Uh if you don't let me parking here, I'm just going to back up and block you in. I've been called names before.

I guess the problem is the every day.

Yeah. And that's the same thing. I mean with we have problem schools throughout the city. So you know parking control and the SRO.

Yeah. I mean, we are a unique time in the afternoon. Um, in terms of like dismissal, we get out 2:52.

Um, so it it is sort of an in between time where, you know, I I know you said like, you know, when we're able to get someone even once, twice a week, it it does make a a big impact, particularly if it's at once at random, they they start to see there's a consequence beyond us, you know, asking, you know, hey, please, you know, show some respect, you know.

Um, we do know that that would definitely be a part of um the solution.

Yeah, I think and I don't know Mr. Ventura's suggestion of signage. I'm not, you know, I'm sure it couldn't hurt in any capacity. I just don't know exactly what the signage would would look like that would, you know, be the commission would approve and be appropriate.

That's a man behind the wheel.

All right. So, signage and enforcement.

I mean, I think those are going to be the only if Yes, sir.

Um, again, Dan Aby, our director of engineering and planning, which actually oversees traffic. So, this has now been escalated to my attention a little bit dealing with our own PCOS and traffic enforcement.

I was at the school this morning and it's a business and I'm the one that asked for do we have a traffic management plan for this school. Um it would be my recommendation that correspondence be sent to the school department through the superintendent and to Frank Chico of operations asking for the traffic management plan for all schools starting with this one. And if there isn't a formal plan in place, then the

school department should take it upon themselves to fund traffic studies and recommendations from a traffic consultant about pickup and drop off.

This should not be let's just throw up a sign here. Let's try this. No, this should be done by professionals. I was there this morning. I could give you a plan already that would make dramatic change there. No way should Progress Street be um two-way.

impossible. I couldn't believe how difficult it was to drive down there down this little culde-sac right when we have an entire lane behind the building that provides all the stacking in the world. You may need staggered times for drop off and pickup for different age groups. Um there are many ways to improve what's happening out there.

Sure. Um, so I think that's that's what what should take place is is give that recommendation to the school department and let them hire a professional or at least provide what are we doing in all of right because it should be addressed at every school this is the one that's getting the attention right now for faculty at least that would be towards a permanent solution and if it means

you know acquisition of additional land or different traffic patterns it's all things that this is what these people do right it's not what all of us do right we teach, we take care of children, we take care of our homes.

You'd be surprised what what what they come in with. We just did a safe room to school program at at Bons and the redesign of that and how that's being implemented. It's a lot of things that you wouldn't think, but it's a group of 12 people looking at, hey, how do we resolve this?

Right?

So, that would be my recommendation is elevate it to that point and ask the school department. Then the enforcement component which falls under traffic should be a lot easier to do. You know, I I've had conversations with the PCOS.

Um they're they're out there trying to direct traffic more so than enforcement, right?

It's not their job. They're there for enforcement. But if you're not giving them the tools and and the and the capacity to enforce with a a solid plan, then then it's very difficult for them to do their job as well. So, I think as a concerted effort teamwide, um, I think initiating that through the school committee or through the school department would be a really good first step.

I'd agree. I mean, I mean, throwing enforcement out there is only going to go so long, right? We can't be there every day and that's not going to alleviate anything.

I mean it's it's it's going it needs to be a comprehensive change that includes input from the principles from the SRO's from facilities as a group effort of because whoever's looking at it won't know a specific problem but if if you say well how about this how can we address that um those are ways of of resolving this holistically and solving the whole problem for the whole school back of the

building I thought worked very well this morning um but but it seems like there's other space on site that that you could definitely we make some improvements should be used the coming in off of of staff up at the top that was rough this morning it's a mess incredibly incredible right D I think so also parents need to be responsible what 100% and so and we talked about this was a month ago starting

because this we were dealing with our PCOS right and trying to support them in what they do is you know a component where we have the schools promoting education I don't know exactly what's being the social media presence. Every every parent at that school should be provided with what is this pickup on simple on paper, right? A picture is worth a thousand words. Let them know this is what's expected of you because

if you don't do what's expected of you, that's when our enforcement capabilities. You are going to get ticketed and you're going to get ticketed even if you don't get a ticket while you're parked. you will get a ticket through photographic evidence and we have the ability to do that. So there'll be no confrontation. But if you're parked illegally and the PCO is not comfortable with approaching you so

that we're not creating a storm while it's actually happening, you will get a ticket in the mail. And it'll probably take a few of them to get somebody's attention. But if there's a plan in place, a well thoughtout plan, and the expectations are known, worst thing in the world is unmet expectations, right? I can have it in my head that I expect everybody to do this, but if I don't make my expectation

known, shame on me. So I think if we set the expectation through signage or whatever the professionals advise us to do then we have something a clear plan moving forward for everybody parents teachers SRO's PCOS and and the students themselves.

We have an operations meeting tomorrow actually at 9:30. So I'll I'll put that right on top of my agenda.

So, if it can be changed from like I don't know from like 7:00 a.m. to 10:00 p.m. 7 days because currently the store hours are Monday through Friday 5:00 a.m. to 11:30 p.m. and then Saturday and Sunday 6:00 a.m. to 11:30 p.m. But I I also want to be like a good neighbor and be like because uh you know obviously I'm I'm sure you guys are aware parking on an Eastern app is very tough.

Sure. So if after 10 that's right around where the business dies dies down after 10 10:30 like that be fine as well. And in the morning I want to say business picks up at about 7:00 a.m. So like from 7:00 a.m. to 10:00 p.m. If it if it was that 7 days that'd be great.

And you still want it to be 15-minute parking correct?

This is from uh Councelor Pereira. That right.

Residents, I requesting that the board review the section off Lindsay Street and east side of Lindsay Street from Ballad Street to Cory Street. Parking was difficult in this area. Allowing parking on both side, both of the west and east sides of the street in this section would help alleviate parking issues without creating traffic or safety concerns.

I think that uh there were no no parking signs on one side of the street and I guess when they did 79 some of those were removed. They were never removed from ordinance because I chair that committee. Um but the street widens there because you did from um President Avenue on Lindsay Street. We made that a oneway correct um not that long ago. But then when you get to Ballad, the street widens.

I was there yesterday and um there were cars parked on both sides and I was driving down and a truck was coming up.

There was plenty of room for us to park.

I mean for us both of us to pass, right, with no problem. It's just that one section there that there's a lot of six tenement houses.

Um and everybody has automobiles today.

It wasn't like years ago you had one per family. Um, so it's really causing difficulty. They have a plaque and they won't have to pay anyway even if it's me and and during the week. Yeah, I I understand that. So I I see no issue with this. Yeah. At all. So just just so you're aware, it wouldn't be necessarily just for those individuals. The handicap parking space.

We usually only give just one parking space. One handicap parking space. So it would only be one space provided.
