The Fall River Community Development Agency held a public hearing on January 3, 2024, to gather resident and interested party views on Housing and Community Development needs, homelessness, proposed activities, and program performance. This input will be used to develop the Annual Action Plan for the program year commencing July 1, 2024, which is the fifth year of a five-year Consolidated Plan approved by HUD on June 10, 2020. The city anticipates receiving approximately $2,631,000 for CDBG activities, $1,164,000 for the HOME program, and $242,000 for ESG activities, assuming level funding. Several organizations presented requests for funding and provided testimony. Kenneth F. of Bristol County Economic Development Consultants sought CDBG funding for economic development, highlighting their history of creating over 15,500 jobs and leveraging $297 million in private investment. William Kylie from the Boys and Girls Club requested CDBG funds for their Summer Teen Enrichment Program (STEP) and Aquatics program. Stephanie Mancini of the Fall River YMCA requested $25,000 in CDBG funding for their Educational Achievement Center (EAC) program, which serves underprivileged youth. Sheila Chassis from Catholic Charities of the Diocese of Fall River Massachusetts Inc. requested continued ESG funds for homeless prevention and rapid rehousing, noting the high demand with approximately 16 calls per day to the coordinated entry system. Jessica Howard of The Herin Center requested funding for their "Let's Feelgood" program, offering wellness-based educational programs to underserved communities. Key deadlines were announced: requests for funding applications are due by January 24, 2024, and the citizen public comment deadline is March 25, 2024. Another public hearing is scheduled for March 6, 2024, at 5:30 p.m. to review and comment on the proposed Year Five Annual Action Plan.
