The Fall River Community Development Agency held a public hearing on January 4, 2023, for the Year 4 Annual Action Plan. This plan is part of the city's five-year Consolidated Plan, approved by the U.S. Department of Housing and Urban Development (HUD) on June 10, 2020, and covers Community Development Block Grant (CDBG), HOME, and Emergency Solutions Grant (ESG) programs, which are scheduled to begin July 1, 2023. The city anticipates receiving approximately $2,762,000 for CDBG, $1,206,000 for HOME, and $250,000 for ESG activities, assuming level funding from the previous year. The hearing provided residents an opportunity to express their views on housing and community development needs, the needs of the homeless, and program performance. The agency also acknowledged receiving letters from the Fall River Community Housing Resource Board, People Incorporated, and the Council on Aging. Two individuals provided testimony. Stephanie Mancini, Senior Executive Director of YMCA South Coast Fall River and Swansea, requested $25,000 from the CDBG program to support the Fall River YMCA's Educational Achievement Center (EAC) program, which provides after-school and summer enrichment for elementary and early middle school youth. Sheila, Director of Housing and Basic Needs at Catholic Social Services, spoke in support of the Emergency Solutions Grant and other housing funding, highlighting the increased need for assistance for the homeless and those at risk of homelessness, and noting their agency housed over 30 families and individuals through the ESG program last year. The deadline for submitting funding requests to the Fall River Community Development Agency is January 25, 2023. A summary of the proposed annual action plan is to be published on February 23, 2023, in The Herald News. Another public hearing is scheduled for March 8, 2023, at 5:30 p.m., with residents having until March 27, 2023, to submit additional comments. Mayor Paul Coogan is expected to file the Year 4 Annual Action Plan with HUD around May 3, 2023.
