One is about three degrees, the next one's almost 5 degrees or whatever. And it's just the situation where the cars are just flying down the road these days. And I also want to mention that there's a yellow school buses that go down that road at a very good.

This is the one that High and Lincoln Avenue.

They're talking about high high in Locust Street.

Lincoln Avenue was going to be coming up. Denied because you didn't come.

Oh, no. No. That's something in the past. This is Okay. So, he's he's not here for Is this high in Locust or high in Lincoln sir?

This one here is or both because they're both here.

They're both on the agenda.

So there's no need for that to stop some.

But what I have to say, Florence Street is not a main street. It's a dead end street. It's only local traffic. So, a three-way stop makes no sense.

A three-year inquiry into crashes at that very busy intersection, sir. And I found nothing.

Um, so for the board, there has there has not been one crash at that intersection, that three-way stop.

So, uh, is there a motion on the board to remove that stop sign at that location?

Okay. First, that person was there uh in the rain and people were not paying attention to the stop signs. So, it it's just a no no, I think.

All right. So, miscellaneous request request from Little League Learning Center for two 15minute parking signs in front of the business at 55 North Main Street. Uh they're currently metered spaces there. I believe there's a kiosk there to control the parking. Uh is anybody here for that? Okay, come on.

Um, so the building inspector said if we could just designate two in the front um just for 15 minutes for drop off and pick up in the morning and evening um then it would be all set to go.

Those are there's a kiosk that runs those parking spots there. Is that correct?

All right. So for the board, there's there's a kiosk there that controls the parking uh the needed parking there. Um and the requests you add two 15minute two 15minute parking uh signs.

For drop off and pickup there.

Would that eliminate those two spots for kiosk parking?

I mean technically it would still be timed parking.

So right now anybody has the option to go and feed the kiosk for 15 minutes.

So, it's technically the same thing really being timed parking when when when you pay for those, can you choose 15 minutes?

That's the minimum amount of time that you can actually feed the kiosk for.

All right. So, so for the board consideration, there's a kiosk located there. I believe that's on the east side of North Main.

Um there's a kiosk there. The minimum amount of time that anybody can choose is 15 minutes. My only thought process would be eliminating two spots for people to park in a very busy downtown area which we're trying to get more and more people downtown. So that would be the consideration for the board. We either put them up, eliminate a couple of spots, try to time it, or the people

who are dropping off, picking up, use the 15 minutes, pay the I don't know how much it would be, but a quarter quarter. you pay a quarter to drop off and pick up at that time. So that would be consideration.

How many families you're talking about or how many children?

Um I was thinking about between 35 and 38.

So mad rush between that 15 20 minute window right?

Yeah. Train um the morning and drop off and pick up even in the evening at after 4 after 4 p.m. it's busy.

Yeah. Only to during pickup. Yes.

Um, did they put a sign up for somebody there to help like they do in other schools to remove two spaces?

Yeah, it's going to be removing two time spaces already because it's technically already time space right now unless the board would want to consider I mean it would be the same thing putting them on Bank Street cuz you're you're right on the corner of North Main and Bank, correct?

I mean it is it's metered spaces there versus kiosk, right?

So I don't know if the board would consider that.

And this is a school.

Yeah. Would that be an option to put those on right around the corner on Bank Street? Bank Street.

The reason I would say Bank Street is a good place is that people often neglect to use the passenger side of a car to remove their children.

So when they use the driver's side, they actually they're bringing their children into traffic.

Um I think Bank Street would actually be a better idea in my opinion if the board would consider that.

And it would just be Monday through Friday.

All right. A request from resident requesting a stop sign on High and Lincoln Avenue and make it a three-way stop.

Step right up, sir.

This is Susan. I'm Gerald. We've been taxpayers in this city for over 40 years. We have a situation where there's two hills and it's not a stop sign because of accidents at that intersection. And it's because of this rate of speed that the vehicles uh end up by the time they hit the second uh uh grade. Uh and we have people backing out of driveways. We have uh of course our

own handicapped daughter that she gets a on demand bus that she has to walk around the outside of the street to get into the bus. And there's been some uh couple mishaps already.

Yeah. they they they disregard because it's not a school bus that you know they don't have a a sign that comes out.

So what happens is people don't when they get to the corner to the where it's steeper some cars actually speed up.

We've noticed this for years they go by and what I've been noticing more and more lately with the demand response bus there and they complain too sometimes is she's getting on and they just go by.

I'm trying to get her to be very aware, but we had an incident. Um, when I wrote the initial letter, I guess that was in September, the end of September. Again, today, she actually texted me when she was on the bus cuz she was all shook up because when she went on, she looked, she looked, you know, she had to go in front of the bus, was in front of my

house, she looked. I see the car, too.

And they don't even give it enough room.

The bus, they don't, it just went speeding down there. And she stepped back. Thank God because you would and that's why coming down Lincoln one way street I don't know what else to do other I don't even know that the stop sign will be the total answer but I just feel like something's going to happen use the stop sign to control speed right I'm hoping I'm hoping use something else

I can tell you that I I did run a three-year analysis on that intersection no crashes no not one crash no no I Um, that's not that's not the issue. The issue is I'm worried about my daughter the speed that they speed up at that corner. In the winter, we've had a lot of little fender bend a little.

There's there's crashes on Lincoln and there's crashes on high. It's not just Lincoln and High.

No. No. It's like I live one down from Lincoln, but they they everyone notices it.

That's a good grade, too. Get Yeah. No, Lincoln has a pretty good grade. I don't know the exact amount.

Speed up. I mean, I don't know if a sign should be posted, just slow down. I I I don't know what the answer is. All I know is stop sign dangerous intersection.

I thought stop sign, but I'm open to suggest I mean, this is going to be up to the board, but I can tell you having haven't done traffic for a good amount of time in the city of Fall River, um stop signs pop up and then the complaint becomes they're not stopping for the stop sign.

Is there something else to do?

Um yeah, I'll tell you what I could do. I could put a trailer out there and I could give you the exact statistics of vehicles speeding there or not. Um I I I mean we we had an opportunity with the city council and the um the public safety uh uh board that put that together there and they allowed the they they actually purchased um speed trailers for the police department which are extremely helpful. So, if you're

watching, they are extremely helpful um to either um uh debunk or or show that enforcement is necessary in certain areas of the city.

Um so, you're requesting a stop sign on Lincoln A, correct?

Both ways.

One way to high.

You're requesting it on High Street or on Lincoln Avenue. Yeah, Lincoln would be the There's already Yeah, there's already stop signs.

There's already two stop signs.

There's one already heading east and west crossing, one on high heading north, and it's a oneway oneway.

Correct. It's a oneway.

Okay. I mean, again, it's it's a board issue uh for the board. I I checked. I don't have any crashes there. Um No. And that's not my concern is the speed and I don't want something to happen to my daughter.

Neither do we.

Yeah, she I mean she's fairly independent. She takes the demand response bus to go to work at child and she works at I'm not always home, but I mean I happen to be home those two time and today she's the one that went like whoa. And she text me on her phone.

She said she had to calm down because they just go right by some of the some of the SRT. Um I mean I'm very happy with the bus service through SRTA.

Some of them will get out because they know how the street is, but they don't have to do that and they don't all do that. So, my concern is before something happens, I am open to suggestions, but I just would like to see something done that might stop sign request from the resident is a stop sign on High Street at Lincoln heading north.

Heading north.

Prefer to see a caution sign over the stop sign.

So, like a slow signage.

I mean, we can we can certainly put up some slow signage, you know, dangerous intersection ahead, right? Just, you know, just to see if it'll help alleviate.

I mean, I I get even nervous with like kids, you know, you know, the motorcycles, even the bicycles sometimes the people skateboarding down there.

I think you'll get more attention than a stop sign.

Uh, you know, traffic, I mean, the caution slowed down, right?

Yeah. So, it would basically Yeah. So, what it would be posted prior to the intersection just informing drivers that it's a dangerous intersection ahead to to slow down. Whether it's going to work or not, why not just a stop sign?

That's up to the board.

It really doesn't work like people think it does.

I can I can state based upon my experience, there was another intersection that had come up. um they wanted a three-way stop and based on the data there were already two two opposing stop signs east and west and every single crash there was because people did not stop at the stop sign right um it was it was 100% of the crashes were because of the 899 that it failed to stop at the stop sign

and I'm not saying one way or the other I'm just saying that's what the data shows but if you have two sets of stop signs chances are somebody's going to stop Yeah, right.

Yeah, there's a stop sign there for people to stop. Like, you know, I'm I'm sure you do, sir. It's the people that don't. It's the irresponsible people that caution whatever. I like to see something.

Absolutely. Signage can absolutely. I can put that up. Not a problem.

All right. That so for the board, caution or stop sign. Um dangerous intersection.

Um however we can do it. We can we can also try to evaluate that there if if speeding is an issue.

Yeah. And it's not like again my my concern isn't even the intersection so much. I'm one house down in the intersection but they just some cars not all.

They actually it's like a a race area.

They you know they just I mean I can certainly tell you that the city is is looking into speed tables in the city.

Um how much traction that's going to take I I would certainly propose that we do I know that other communities have speed tables in in um neighborhood areas that would certainly slow cars down um a little bit. I don't know if it's the it's the end all. Um I would certainly be uh in favor of that, but that's that's not the case right now. So, how about a residential speed bump?

Well, basically it's the same thing.

It's it's it's the same thing. It's um you know the speed tables that you know slow cars down in busy areas. I I personally would like to see them around hospitals and schools permanently.

Yeah. I don't understand how people see that they see the white. It's a good size bus. It's a white bus.

Absolutely.

And people they go right by it and they go close to it.

They don't even try to So it's a little nerve-wracking and I I'm sure it is.

Okay. So for the board a favor of a stop sign at high at Lincoln or go with um caution.

I think you're going to get more sign on a caution sign like you have with the lights.

That that really I believe will bring more attention.

All right. Next on the miscellaneous request is Dwelli Street Va School bus parking area. I request by see councelor to strike out ordinance 70-371 prohibited parking at all times and ensure ordinance 70372 parking during certain hours. Um I don't see any issues with it down there by the school.

Yes. So the concern has been brought to us by the residents from the area. Um currently there is parking prohibited completely on the Va side. um for when buses drop off and pick up the students.

Uh the residents are complaining um of that being prohibited at all times and are requesting it to be just during certain hours, which makes sense.

What's happening is because it's prohibited at all times, they are being tagged even on the weekends during school hours prior to buses even getting to the school. So So could we set hours? Correct. So it would go off of the dismissal time and arrival time of school.

Next up is 126 President Avenue, Lindsay Street, Jeff Realy Company Incorporated.

Request for a loading zone signage on Lindsay Street. Um, Mr. Mr. Hey, is that right? Mr. Hag is here for that. Um, this was something that came up at a meeting, uh, a special meeting a couple of weeks ago, and it was regard to the, uh, Mesa parking. They're going to be taking Lindsay Street at 33 feet and making it 31 ft to have the sidewalks for the new construction ADA compliant. Um, that's

something that the state is doing. The city really has no control over that.

They're going to make Lindsay Street a oneway from President Avenue um up to um Brownell, Brownell, Brownell Street. The issue there is that the loading trucks block the road for Lindsay Street and that no traffic get can get through.

Sometimes those trucks are there five minutes, sometimes they're there 20 minutes. Um and and I think the issue that Mr. Hey has brought up and I I believe the board would concur is that emergency vehicles cannot get by. Um uh unfortunately Mesa has suffered a fire in the past and um it's it's not an if in this in this time it's it's a when. So um Mr. Hey, was it was it um is that

something we can take that handicap spot and is that still available? Uh you can do I I got permission from Brad with the car lot next door. Okay. So he did it didn't bother him if uh it extended alongside his. Uh his attitude was they're only there 15 20 minutes so if he has to move a car so he just doesn't go out and move it for 15 or 20 minutes. Um if you want

to put it on my side of the street I really don't care. Um I've got that one handicap entrance at the south end of the building. Uh, I can just to people who might have to walk up could walk a little further, but I'll put it in the corner of my parking lot.

All right. So, currently on the and this is for the west side. Currently on the west side of of Lindsay Street, there is a handicap parking spot there. Um, to have this approved, we'd have to remove that and insert a loading zone for certain times.

So, that's is that pretty is that pretty clear?

Is that is that handicapped spot used?

uh quite often by a resident maybe there or or that's just for the business customers clients for people on the first floor.

Do you have a handicap parking spot in your lot?

No, I don't.

Uh because the only access to the building was at the Lindsay Avenue.

So that's why I asked for one to be at the end of the Okay.

So that request is for a loading zone.

If I might, it might I I think it'd be preferable on the opposite side because 99% of the trucks are all theirs and Brad doesn't have an an objection. But if you put it on my side, I'll take it on my side. I don't care.

He has a curb cut on his side. Correct.

There's a curb cut on Brad's place. Yes.

So, that would be my only concern is putting the poles loading zone on the east side if there's a curb cut there.

Um they'll those trucks will take it right out. Right. Right.

They'll go because they'll drive right over to the curb and they'll knock down that sign, right?

Probably within When you when you say curb cut, I'm assuming you mean a driveway.

Okay. So, it would have to be on It would have to be on the west side.

On my side. Yeah, as long as there's room for the the tractor of course between my driveway and the end. I'm It's okay with me. I don't care. Just keep, you know, street between certain hours. What would those hours be?

Well, thinking of the restaurant, um, you know, we should probably not extend it beyond five because people would want to go there for lunch or dinner, rather.

Um, so you know, I would say just during the day and and not make it a permanent type thing.

And Monday through Friday?

No. Yeah.

What are the typical time for loading? I know they come anytime, but I'd say 8 to 5.

8 to 5.

I mean, they probably don't get going until after 5 anyway. Now, uh, they have lunch like full-blown anyway.

Yeah.

Uh, they're Thursday nights, Friday nights, and weekends are obviously the biggest be open for them. Sure. But, you know, I you know, whatever is easiest to keep the street open so we can get in and clients can come in and park in the lot.

And my question was is um is this going to be one way north? I assume.

Correct. Yes.

That actually makes it good for me too because uh what happens is people come up the street and they say, "Oh, there's a parking spot in the other side." And they whip through my driveway to do a turn. on her own.

So that's that's that's good for me, too. I won't object to that in the least.

So, um, what do we have to do with the HC then? And that's got to come down.

Yep.

Is an official thing.

Correct. So, we'll have to strike out the handicap. Um, we can move the handicap closer to your driveway. So, we just have to change the measurements on it. So, we'll just have to strike out what's currently in ordinance and push it north. You know what I mean?

And then the loading zone would go closer closer to pres.

All right. So, is is there a motion on the board to install a loading zone signage from 8 to 5 on the west side of Lindsay Street, closest to Presav, in which case we will be striking out the handicapping, moving it more north.

Yep. And then, you know, I finally realized that I better park on my nail street because it'll be better for me because there But now with my knees like this, it's so tough by the time I get home and you know with the grandkids and sometimes I do overtime because I work at UMass.

And it's hard for me to get a parking space and especially in the winter time it's terrible. I am going to have knee surgery pretty soon but it's it's horrible. Terrible.

And everybody people that do have driveways, they park on the street.

And there's nothing you can say.

Who parks in the driveway? The homeowner.

We just did a study on the other half of staffing room Saturday. There were spinning tires.

I mean, I I live right on the street there. So, oh my god. I thought it was an asset, but it wasn't. is one going one way, the other I thought they were going to go to each other. Then one decide to go unpunished. I says, "Oh my god." You know, even the kids sometimes they stay with me on the weekends.

The book kids get up. What happened?

This is nothing. It's horrible.

I have the same issue that she has is that people all got driveways. They got four or five cars. One's in the driveway and four of them on the streets. There's work vans that park on my street that people actually leave their cars there after they park their vans and leave, taking up all the spots. And around the corner, there's no parking over there, so they park on my street, which causes

problems for me. Now, my only issue was that I didn't mind parking in front of my house. The problem I was having was as I was causing traffic jams. I was almost attacked because I I couldn't park too fast to get out of the way of people, you know what I mean? So, I started parking across the street where it was easy for me just to pull up in the back in cuz I have two bad

shoulders. I got to have two shoulder replacements. I got to have back surgery and now my knees are starting to give out. You know what I mean? So, what I'm asking is if I can get a handicap parking across where I can park without causing any problems. So, where people not screaming at me and yelling at me and threatening me. And even a school bus driver yelled at me because I

couldn't park fast enough for them to get the kids to the school. You know what I Because in the morning it's horrible, you know what I mean? The schools is backed up and me trying to parallel park with two bad shoulders, dropping my daughter off or even going shopping. I have problems with that. You know what I mean? Trying to reach for stuff. So when I get home, I'm sore. So

trying to parallel park, it hurts my shoulders. And this I'm missing half a ball of my shoulder. And this I got to they got to break a hip off to put in my shoulder. And I got to have shoulder replacements on both of them. And I got to have back surgery. And I don't want to get yelled at no more for trying to parallel park. You know what I mean? I'm

tired of being screamed at. You know what I mean? I can't park in front of my house. So, I'd rather just park across the street where it's easier for me to just to pull up in front of my neighbor's driveway and just to back in, right?
