2:23finally being paid to a silent injury post-traumatic stress disorder we put a face to PTSD Christopher Azevedo is a decorated Navy and army veteran he also worked as a firefighter and a prison corrections officer in a Maximum Security Prison he served as a specialist in Desert Storm and then realistic following 9 11 for operation enduring freedom in Iraq during his second deployment Chris's military
2:53vehicle took a direct hit he was assigned at that time to the long-range surveillance Department Chris suffered a traumatic brain injury he his chest his spine internal bleeding also was damaged as well as his knees and his legs but despite those injuries Chris decided and insisted on driving the damaged military vehicle three more Maya three more hours dollars back to base despite having three flat tires
3:26his body healed but his spirit and his psyche took a little longer first flashback I ever experienced my daughter at the time was at a indoor soccer field and it's a metal building which called a Morton Building they're all over Iraq yeah so and they have Nets inside this soccer building and they're kicking the soccer ball and the net protects the soccer ball from hitting the wall well
3:51when they were kicking the soccer ball part of the net fell down and I thought nothing of it and I'm sitting here talking to two other mothers with their kids playing soccer and the soccer ball keeps hitting the wall thud thud thud and at the same time because Otis Air Force Base is in line with New Bedford Airport there were two black hawks flying by they you know the pilots get
4:12their hours they were doing touch and goes and then they fly back to Otis that thud's going off and at the same time I hear the helicopters sorry and uh I instantly had a flashback and I wasn't there and I was back in Iraq and uh to me I was next to the flight line where they bring in wounded and I and the thud was the paladins the motorized Gunnery shooting
4:37out into the towns in Iraq and that's what I heard and I woke up to one of the mothers grabbing my arm and she's asking me are you all right and I instantly uh got embarrassed obviously I didn't know what happened first time I ever experienced that and I literally ran out of the indoor soccer field to my truck and 10 minutes later my daughter runs behind me and she's
4:59asking me you know what's wrong and I was I couldn't tell her I didn't understand at the time that was that was my first flashback and then I started to understand and you know I started going to the VA and to other therapists to get help because I understood something was wrong and I was more affected by that second Tour of Duty than I thought it would have been thank you Chris for your bravery your
5:26service and for sharing your story Chris is back on his feet he's nine years sober that's an accomplishment in itself he's working for his master's degree in Psychology he practices holistic healing and he wants to share that gift with others he talks about meditation and prayer exercise good nutrition talk therapy and assistance to others he certainly believes that sharing is caring

6:48transient population they are often simply too embarrassed and too prideful to ask for help but now 42 year old Joshua Dion did just that and he has so much more living to do he reached out he follows a program and many social service agencies were there to help Tracy Dion is proud of her husband Josh Dion served in the United States Navy and was deployed during 9 11. but Josh struggled transitioning to civilian life
7:20and was often unemployed we were homeless and my sister had sent me a message and it was the picture of this building and she said it's a veteran Building look look up look it up we did Josh went down to the office and they said it's a lottery Pick and they were picking in three days so we filled out the application and we got picked that's I feel like we won the lottery
7:44you know I get along with all my neighbors all the neighbors that are here have been here for over 30 years so it's like family we're all together here I love it two years ago the Dions moved into their first floor Bradford Avenue Apartment they had been denied housing countless times until they were contacted by the Community Housing Resource Board they LED free they're affordable each tenant in this building
8:11pays less than a thousand dollars a month for rent the need is great we have over 200 people on a waiting list we just think it's a service that is uh necessary to be provided to our servicemen I'm a veteran and I can appreciate what they went through the Community Development home partnership is a federal program fall River's annual budget is about 1.6 million dollars one by one buildings
8:39such as this are transformed into lovable affordable housing some for vets and some for nod but the waiting list can be excruciating at minimum someone applying for affordable housing can expect a nine month delay a revolving pool of funds pays local contractors to rehab buildings which are sold or rented based on income eligibility Mike Dion executive director of the Community Development agency says the process
9:09eliminates unsavory absentee landlords I meet a lot of people through my job and I meet a lot of homeless people I meet veterans and I I have a model you know if you have if you have 10 million dollars I treat you the same way if you have nothing and um it's very makes me feel good when I see uh win-win situations when I see people their lives becoming better and it's just proven
9:36here I mean it's it's a success story it's a real good program to get into if you're lucky enough to get into thank God I was lucky enough to get into it and I'm just happy and you know my friend I have my family here and it's just it just feels great to have a place to call my own we've been through so much in uh 10 years of marriage but we've overcome everything and hopefully
10:09we'll overcome more agencies continuously look for opportunities to increase the city's housing Supply one by one families are reunited in safe clean affordable homes there is always hope Josh and Tracy I thank you for opening your home to us it was an emotional interview and one that will stay with me for such a long time the families reunited truly reunited thanks to stable housing and programs the Dions have been

52:56good afternoon uh before I start just want to acknowledge and thank our vso Mccalla Brito as well as members of the Department of Community maintenance Charlie denmead Joe Kennedy and certainly couldn't do any of this without the War veterans Council and especially Billy Damaris and all the the countless folks who are never necessarily seen or heard from but play such an integral part in a
53:23celebration like this this Ceremony this parade everyone really came together and uh and worked together in order to pull this together so that we could we could acknowledge this really important day so I just want to say uh thank you to them
53:44so I'm Seth economic City administrator I was commissioned as a second Lieutenant Army engineers in 1997 and I served until 2005. all the world did all sorts of uh things that sometimes when I think back I can't believe that I did and um having done that and having served with uh not just with with other army soldiers but with Marines uh and with air force uh with folks in all sorts of
54:12different units uh with Israeli forces in Australia and English and Italian um it makes this question of what is a veteran sort of a complicated one um because when you know for any of us who've served we realize that there just is no easy definition the fact is we we all start from a certain place but then you go to your different service and from your service you go on to your life
54:35and you do all sorts of different things and some of us keep the haircut others don't all right some of us you know just have very different perspectives on what that service was like the experience in and of itself is very different for each of us and so it's really difficult to kind of to try to put into a single definition what is a veteran but if you go all the way back
54:55to the beginning for anyone in this room that's served it all starts with a choice and that's actually the thing that that binds us together that's the thing that a veteran is it's a choice to defer or even sometimes sacrifice your own American dream so that other people can have theirs that's really what it comes down to if you think about every message that you hear about in society
55:16today and frankly going back to when Jefferson talked about life liberty in the pursuit of happiness the American dream is about the individual pursuit of your own happiness of your own individuality of your own comfort of trying for every generation to be a little more comfortable and a little bit better off than the generation before and the choice to serve is the opposite of all of that the choice of serve is to
55:38do something difficult not easy the choice to serve is to do something that puts aside your own individuality so you can be part of a unit part of a team part of something bigger than yourself that when it works together the way it's supposed to is one of the awesome and Powerful forces for good and for right that this world has ever seen and so for me that's a better a veteran is somebody
56:03who made a choice and that choice is the one thing that we all have in common and that choice was difficult that choice wasn't always comfortable but that choice was so important because for all the things that we enjoy today the Liberties the rights the opportunities it all started with men and women willing to make a choice and I really thank you for being part of this today

1:00:17we have these gentlemen who are always helping veterans we have Mr Paul pachico Mr Jamie Gonzales who runs the VFW and Mr Lenny Tavares you met Seth Atkins father Angie and our vso Michaela Britto Michaela is with us until the 15th and she's heading for more money she's heading to the town of Somerset we've all given her glowing recommendations and we thank her for the service that she gave the city of Fall River
1:00:55now there is a lady by the name of Heather viveris and she belongs to an organization that's called give to those this organization um became an honor of presenting plaques to fallen heroes and it started on October 7th of 2001. 27 days after the attacks on 9 11.
1:01:21the organization is an exclusive charity to the as you want custom plaques and these plaques for in due of hand work and dedication towards our nation's fallen heroes veterans active duty and their families these plaques in a way is a way to publicly show appreciation to our military Members First Responders and families of fallen heroes that as a nation we give our unwavering gratitude
1:01:52to their hard work dedication service Duty Fidelity Valor integrity and self-sacrifice that will live on for generations to come so this year the plaques that she has made and the first one will be for Scott Andrews and it will be presented to his mother Mrs Joanne Mello

1:09:36and they are wonderful meals they're Chef Rob and Chef Sandy who are chefs and they prepare some great food with the help of the staff which is run by Dawn Trahan and they have provided a lovely lunch today so please even if you can't stay and eat it take a sandwich take some salad bring it home and eat it and make sure you say a prayer for our veterans who are no longer with us
