allow National Grid to run a new overhead feed into the Duan apartment complex the existing overhead fee off poll number 27 on Laurel Street will be eliminated after the new service is energized in accordance with plan number 30811 760 are there any proponents to this public

hearing same concept um with this one um looking to set a jointly own pole in line between two existing polls uh this is for the dueling Apartments um I've been working with Ed and Arthur the fora housing District um Authority I'm sorry um to help revamp the service in this complex um hence this new poll um to allow new overhead service across the street into the complex right thank you thank

good evening City councilors everyone here uh my name is Lori Mitchell I live on 2568 North Main Street I would like to have Wayland Street accepted simply because the road is really patched and whenever you're trying to walk either getting things from the back of your truck or your car um it's really wobbly and you can really fracture an ankle or something like that um it's a nice area it's a nice Road it just needs

to be paved and it also needs to be accepted uh to be paved and be part of the city um so I hope that uh that is accepted and I thank you for your time thank you very much you thank you are there any opponents to this public caring any opponents at all no he's a proponent excuse me you're in favor of this yes so you're a proponent okay you can come down if you like

time uh meeting 68 618 with that we move forward thank you thank you everyone for U inviting us down here it's another year um this was a challenging year for us um we hired a new assessor who did a marvelous job we had a a crew that was out there from a reval company who measured over 12,000 pels they did a wonderful job um it was another year of growth for the city of Far River um

and and I I can just come up with some facts I mean I've been around a long time and a lot of these members have as well and I never thought that we would be over $9 billion now in total taxable property uh last year we were at 8.6 billion this year we're at 9.7 billion so we we grew over a billion dollars in value within one year uh it's a tribute to the uh people who

have faith in us which are the taxpayers uh have faith in our government and have faith in the things we do and our schools and the services we provide as well um last year I remember coming down and saying that we picked up over $3 million in New Growth the actual number I think was close to3 3.7 uh this year we we picked up over 2.9 uh the numbers keep growing which is a

great thing it's growing from uh a point of housing it's growing from a point of commercials and it's also growing greatly from utilities utilities has been a large factor in our growth um i' I'd like to have Dan make a couple of uh his interjections on what happened because uh he's doing again like I stated a marvelous job and so is the staff and um Dan you have anything Dan Lane tax assessor city of

Fall River um I just went through and uh did a few of the highlights as far as the growth um goes for the city uh we had 40 new uh homes that were completed this year um we may have had more started but there were 40 completed um two and three families uh the biggest growth there was Renovations and rehabs uh mixed use um primarily um it was tie agreements that have come off or

changed in valuation um and the biggest as Richard said was utilities uh the gas company and Electric Company putting in new um substations and new gas piping which you've seen all over Fall River um the roads tour uh but those were the biggest uh um improvements this year and the the values continue to grow looking at sales for next year they're still on the rise so so what's the new growth

number New Growth number is 2 million sorry 2,939 what's that compared to last year last year was 3.7 million so what do you project uh so right now um we're projecting I think it's somewhere around 1.8 for this next year but obviously it's it's largely dependent on the utilities uh this year we had 1.7 in just utility growth and there's no way to tell what um National Grid in um Liberty utility the gas and

electric companies will do you know they don't give us a a progression as far as are they 50% done with the city are they 100% done so it's just going to depend on where they're at um and that that was the large number this year once again thank you thank you any other questions C C1 Kaz just in term terms of the utility so if that especially um the gas company if they're not giving you

projections how do you how do you calculate what they've completed is it just so uh so every at every February they give us uh what they're they have to turn a form of list and they give us what they've completed that year but there is no percent complete they just give us numbers that's broken down you know they've laid X number of pipe they've laid you know they Break It All

Out by each little piece and part so so we don't know how much is remaining they haven't given us a total not okay I you thank you counc counc C6 counc vice president per uh Council kadim asked the question that I was going to ask but I will take the time to say I congratulate you Mr Lang in your office and I'm really happy to hear that Sandra Cameron got her MAA so you have all

Massachusetts accredited assessors in your office I think there's only one person that's working on it now and I think that's great that they've done that so congratulation thank you and I hope your office gets the new rugan gets fixed up right away tough to work in close quar about 80% right but thank you very much thank you with that a y thank you councelor all right there be no further questions thank you very

communication from the mayor um and a proposal for Bristol County arpa funding in the amount of 172,0 $372 77 for emergency medical services for the purchase of medical equipment for home health care services motion to approve a motion to refer to finance in order motion to approve second you want to prare the finance no I just I asked a question if it's in order if not and we'll approve

it we can approve it we're to finance motion to approve motion approve has been made and seconded on the motion counc C2 counc T yeah I kind of wish it had gone to finance for the simple reason it still can if this motion fails you can put the finance you can make the motion whatever uh for the simple reason that um EMS does have um an 11.6 $6 million uh budget um they have an Enterprise

account and I would like to hear more on the validity of taking 172,000 in arpa funding when you have that kind of a budget available uh so you already made a you can make a motion so I'd make a motion to uh Senate Finance second second motion to Sate to finance M seconded you yeld councelor I do on that motion counc C3 counc kby thank you Mr President yeah that that

know councilor Kadeem make can answer to this um was an agreement put in place oh I I'm sorry through you Mr President I don't know that there was but um Mr folo mentioned that he would not let it come before us unless it was paid so I'm I would assume that it was paid yeah I don't think this Tiff will go through until that's until it's paid or there's an agreement to pay contingent so it's

contingent on correct okay can we just make a motion that that say we can we can approve this contingent that there is an agreement or it's being paid y thank you CL can you note that please um do you want to make that in form of a motion yes second is there a second to the motion second all in favor I I any opposed motion carries on the motion

Cony to um I just have a couple of questions in order for um H for them to H dip through the um Commonwealth the properties have to be in a declared H dip zone is Globe Mills Avenue for example which is one of these are they in an H dip Zone that's the street that goes to cus Middle School are each of these properties in an H H dip Zone already because if they

aren't they have to be declared an H dip Zone by the council before you can move forward with this yeah so I'm sure they won't get the funding if they're not but are they in an H dip Zone because if they're not it's kind of it's a it's a moot point well I believe it was I know about move Point counsel if they're not at Zone they're not going to get the

funding if they are it's going to get approved I think they are you think they're not I don't know I'm not saying they aren't I'm saying I don't know are they I is glob Mills Avenue and H dip Zone um and then the other thing is um we I I think we were told that all all the properties were in the H STP yes yeah at the um Tiff board meeting right I'm not

sure what part of global she ref to but I think this I you can't get a defition in the H dip zone so yeah I I think the HP Zone ran that whole Coast right and I know we're talking about the first one um but on the Troy Street they went from 27 to the to 36 units what was the change what caused that

change I'm sorry what was the question went from 27 Troy Street from 27 to 36 units it was increased were they going to have three bedroom units and now decid to only have one in two-bedroom units what I'm assuming you put in apartments according to square foot footage how did it change from 267 to 36 units I don't have that answer yeah I I don't remember that coming up at the for

meaning but I don't think it goes basically basically based on square footage it doesn't determine how many units you put in based on square footage you can have different size Apartments well it would if if all of your one bedrooms were X number of square feet and you had this many square feet in the building it it would stand to reason I'm I'm just I'm just putting the question

out there I don't know how it increased by nine units that's that's what they're looking for and then the other thing that bothers me is minimum of 80% for market rate that nobody nobody nobody ever puts 10% even aside for affordable housing I'm not talking low income I'm talking affordable income um you know I don't know how many units we've built in this city but for the sake of argument if

there's been 2,000 units put in that would be 200 people who would have the ability to rent an apartment who doesn't don't have the ability now so that bothers me a little bit as well but with that I yield motion to adopt motion to adopt hasn't made second second and seconded all in favor I any opposed coun C6 hand up yeah I did before but I don't know I guess it doesn't really matter now all those

bedrooms or how many bedrooms people aren't going to come alone but they bring family so that's going to increase police fire the school department Etc and he said most of them are one or two bedroom so you councelor guess she does post on so let's let's take it over was that we are we are on a yes the tie agreement for Sanford Springs Mills llc at 206 Globe Mills Avenue alone it's in it's in these

laws requiring that these devices be updated prior to the sale of a home and whereas all residential real estate owners whether they are selling their property or not should be updated on these recommendations now therefore be it resolved that the Committee on Public Safety convene with the fire chief and any other Ed parties to provide education and information to homeowners and landlords regarding these alarm

system updates for the safety and well-being of All City residents motion to refer to Committee on Public Safety second motion to adopt the resolution would automatically put it in public safety um motion be to adopt motion to adopt have made and seconded all in favor the motion Council 66 C I Just Came Upon This that if you have a smoke detector that has a 9volt battery in them I mean every year my

husband would always go around change everybody's 9vt batteries but I guess in 2016 the legislature changed it where the smoke detectors you should have are smoke carbon monoxide and they've got to be voice activated um so I think those are really good so if people have property or their own home if you have a smoke detector getting that one is better it alerts the person if there is carbon monoxide or

smoke it gets people out uh you know quicker gets the fire department there sooner I just think they're great but I didn't even know that if you sell something that's the only kind you can have but as you go along if one breaks buy this one because it really it's a lot better um to have it voice activated and so I just think people need to know about it so maybe they could just bring
