8:47that you know involved a lot of this different city departments to walk through uh and uh develop this plan lay out all the uh hazards that the city faces everything from flooding to forest fires to you know snow storms nor'easters to hurricanes tornadoes earthquakes etc etc so through that process we developed the hazard mitigation plan FEMA requires every five years for the hazard mitigation plan to be updated so
9:23our original one I believe was we did it in 2015 was approved 2016. it was in place we didn't do it in 2021 but we're doing it now to update it they had some mitigation plan allows us to be eligible for different types of grant funding one of the grants that we did get through that had some mitigation program which is great for Middle Street the drainage project that we did there and
9:49the amount of almost 5.5 million dollars and there are some grant opportunities that we're putting together applications right now for mitigation in of the flooding within Stafford square and others so that requires an up-to-date yeah that's three phases um so the application that we'll be submitting for that uh includes phase one and phase two which will mitigate the flood in the Stafford square area and the hazards
10:22that are created so it's about a 34 million dollar project that we're looking to apply for the grants for yeah I went back into my notes before coming into here and um because I knew it was going to be a topic of discussion um where does Woodward and current fit in so what we're incurring was the uh company that did the original uh Hazard mitigation plan for us back in 2015-16
10:51uh that was done underneath uh when we were doing the integrated plan right it was done as an appendix to the integrated plan um so they were they were a consultant uh that that did uh that did the original update um they are doing um the original plan uh they're doing this update for us yeah I take that from what I can remember was what like 23 000.
11:18yeah roughly roughly thereabouts for the update yes all right um two a way to be hopeful that um you know once we satisfied female and what have you with an updated uh hazard mitigation plan um are you hearing anything about them coming across with with money so because I think I think we're all waiting in baited breath here that uh what would the environment that's out there with
11:55all this money that's being given out for uh public projects and everything else from all different directions that um I would love to see some money coming in from those guys to at least maybe take maybe phase one or even maybe the first two phases yeah without it have you heard anything as to whether they're they're becoming proactive yeah so there's two different programs out there that we're planning
12:27to apply for one is the hmd GP program which is a an application that we submit to MIMA and then Mima submits to FEMA that's all in relation to um the covid-19 pandemic emergency declaration that was done back in much of 2020 so this is Hazard mitigation money in relation to that this is one of the biggest uh pots of money that Mima has ever seen in the uh in hmgp grant
13:05program it's over 100 million dollars that they've been that they have to be able to do mitigation projects so it's interesting whenever whenever there's a declaration of Hazards so let's just take the Hurricanes that just occurred down in Florida as a national Declaration of Hazard that occurred down there whenever that declaration is done there's an estimated amount of the damage that that goes forward so let's
13:32just say it's two billion dollars that I've heard numbers of in Florida automatically when that declaration is signed in funding for that for that is made available there's also um within the you know the hazard declaration laws ten percent of that has to be set aside for future mitigation projects so they have to take a certain amount of that money put it aside and say we're going to spend this in the future on
14:02mitigation projects so that's why this the hmgp program that one of the programs we're going to apply for um is from the 2020 covid declaration this is the mitigation money to try to mitigate any any hazards with this certain pot of money the other one that we're going to be applying for uh is what's called The Brick program and that's a uh that's a national um um Hazard program so that one's through
14:35FEMA it's a nationally competitive program but the project that we've developed and we've been working right PS is our consultant that did an initial study on the Stafford square area and we've been working with uh with the team at member as well for probably about the past six months putting together this application so we've actually gone out and done Baseline surveys of all the properties within the
15:02staff and square area to figure out the Baseline elevation and what the flood impacts could be and stuff like that and meme has been really excited about this project as well they think that this you know they loved our Middle Street project that we did and they've asked me a couple of times to do presentations on that project which I've done so they look at this project as another excellent project
15:29definitely a fundable project so um this this Project's really huge and I can remember we're talking about going back to Locust Street Oak Grove Ave Easton Ave and so forth and hey today we're looking at 45 million I would you know I hate to think what it's going to be if we're doing this piecemeal and I'm sure we're going to end up doing it that way to some reason because I don't see them coming along

17:11we need to kind of get those off the list since 2016 there has also been changes that new things that need to be updated in within the plan so other things that we've looked at to add naturally what's already in there but a pandemic or a Public Health crisis something like we dealt with in 2020. yeah with respect you said mothers Brooke
17:56so so that's just kind of what the update does it keeps this plan fresh keeps it moving keeps old things come out new things come in um so to be eligible uh to be able to use Hazard mitigation funding the project needs to be identified in this plan so if it's not in this plan two years from now we say well we want to do this if it's not in this plan
18:22we might not be able to get the funding through these different types of programs so that's why every five years they want you to update this uh so one of the things that we also did since then uh was the MVP uh Municipal vulnerability preparedness study uh through the state of Massachusetts um so the MVP program uh was something that we did and the MVP program I look at it a lot it it parallels almost the
18:52hazard mitigation plan Hazard mitigation plan gets a lot of involvement from um from you know the the utilities the uh the inner city the people that work for the city the different departments in the city the hazard mitigation plan uh excuse me the the MVP uh brings in the community a lot more so there's there's a lot of public Outreach in relation to MVP so there was things that
19:18we were able to pull in this update from the MVP plan to be able to uh update and put into the as it has a mitigation plan from what we got from that so the 2022 Hazard mitigation plan goals uh goal number one uh promote and Implement projects program policies and plans to reduce the city's vulnerabilities and natural hazards so call number two Implement cost effective mitigation act actions that
19:50protect structures from hazard in particular properties with repetitive and severe repetitive losses goal three to increase the coordination between city state federal Partners to effectively carry out long-term mitigation activities okay goal number four to encourage protection and preservation of coastal features in actual areas and goal number five communicate information to hit on natural hazards
20:20and the need for hazard mitigation to the public so those are the goals of our plan um so that's kind of like the update that's done and you know I think Ned you would definitely hit and run you were on the on the committee when we did the original plan work through and came up with all the projects and and stuff like that again this is just an update to keep it fresh take things that are
20:48completed off the list add new things on uh and make sure that we uh we stay eligible for the funding so some some of these projects that that's on that list does not appear on the on the 123 million dollar bond issue thing am I correct yeah correct so it's so again these in that Hazard mitigation plan there's a lot more projects than we currently have funding for yeah well it makes sense to

24:14two weeks ago this there wasn't much with it within recent updates uh so you've got um um oh how's um how's the project down at the plant on in other words with respect to what I want to know is um you have a backlog to change orders that's going to be coming our way yeah so there is a number of PCOS that have been submitted by the contract uh and we I think we've prepared actually the
24:44change order number one to come to the Border they're working on footing them to together coming coming soon there hasn't been anything uh the way that the contractor does the rfis in in PCOS essentially if they do an RFI they uh tracking with a PCO as well uh so so a lot of the PCOS may end up in a zero price tag just because it's uh through the RFI process that's how the contractor follows the
25:12followers okay but that projects go you know going good um it's uh it's on target we had a lot of long lead time items that the contractor was able to get a head up earlier in the project um Wilson Road pump station is uh is underway currently um the contractor is planning to be out there within the next two weeks they've already cleared the whole entire area from Wilson Road all the way up to Sykes
25:41where they're replacing the sewer line uh they plan to be out there starting to work within the next couple of weeks um that uh that project in relation to our uh ACO has a substantial completion date of uh the end of this calendar year I have been in contact with EPA in relation to that they know that we're under contract they know that the Project's moving forward and I expect
26:09that we'll be able to do a mutual agreement to extend that time frame up um what up the road from that project I'm Wilson Road we we at one time were entertaining taking on um a private pumping station Hathaway County Hathaway Commons which um I guess did not materialize for a number of reasons but um that system will be actually right now with the way that works that pumps into what we're trying to read
26:50yeah we're trying to modify am I correct update yeah um what we're doing won't have any detrimental effect to what but the use of their pumping stations for their private reasons well no no we'll not and yeah just since you brought up halfway Pump Station it's been a uh I've had some recent questions posed to me on it I'm sure commission did approve taking over that station there was an
27:19agreement in place between us who were commissioned those Property Owners as well as the council also one as far as approving the agreement that was in place there was a number of things that those that the association needed to do one provide us clean clear title to the property that the pump station was on they have not followed through and done that yet to date so the agreement is still in place again based on the
27:48agreement and the approvals if they do do that um you know I I think we would require a reevaluation of the station to make sure that it's in the same condition when we agreed to take it over but if it's in that same conditioned and they meet all the requirements of the agreement I expect that we would take that hold on hold on okay so that's a change with respect to
