okay we have 5 30.

and this is the meeting of the floor of a planning board it's December 14th it's 5 30 P.M and pursuant to the open meeting law any person may make an audio or video recording of this public meeting they'll make transmit the meeting through any media attendees are therefore advised that such recordings or Transmissions are being made with a perceived or unperceived by those present in our

deemed acknowledged and permissible the city chart is section 9-18 mandates that all public member bodies develop and adopt rules or policies for public comment we have adopted such a policy in which which ensure provides the citizen input planning board specific matters at the end of the meeting there's a sign up sheet that's located at the back of the room and today we have with us

Elizabeth Andrei President John Ferreira yeah Gloria pachica president uh Mario Lucio is absent today I'm Cynthia savigne I'm President Dan Agia city planner is with us and Nina Krueger is our recording Clerk we also have from Fall River government TV Craig Salvador I think we have everybody we have everybody up okay and so we're gonna go on to Old business which is the roadway reconstruction of Wood Street section

66-185 of the city ordinance it's considering the roadway reconstruction plan and profile of the Wood Street Extension f i revised plan so Madam chair on November 9th right after the the last hearing that we had we had sent correspondence to the applicant with regards to some of the the comments that we had that we had listened to from the audience and from our review as well we only receive

revised plans this morning so they have not been reviewed so I would recommend that the matter be table I don't believe there's anyone in the audience that would have anything but you can ask for that first and if there is no comment then I would recommend that we table the matter so that the thorough review could take place

instructions we will no we'll take that motion to table this matter to the next paint of the boy now motion second all in favor aye and item number two of old business is the receipt of Correspondence it's a review and just discussion of the nomination of s Goss and Sons block for the national register of historic places by the Massachusetts historical committee so uh board members we had received this

correspondence back in October and you'll see in the letter that we have it references an enclosed nomination form for the S gorse and Sons block Fall River Bristol County Massachusetts without the attached nomination form we haven't been able to discern where this property is so we've reached out to the Commonwealth Ben Haley regarding the matter and trying to get up get that that paperwork

back so without knowing where specifically this this location is I couldn't offer any comment and I would recommend that that it'll just be placed on file or tables until we can find that information out I guess from the historic group do you have any idea what this is I'll look into it so if he doesn't know then we don't know I know it did go to uh to the historical commission

um I don't know if they've taken it up or discussed it at theirs I'm assuming it has to do with potentially only because I see Anthony cadero the Ben and Nathan building this could be the building located at the corner of pleasant and Troy which is the Ben Nathan building but I'm not sure of Ben Nathan building LLC owns anything else so until we get that matter resolved I would just say that we just table them

out okay do I have a motion to table let's try to make a motion a table that uh proceed of corresponds will find out the exact address a second all in favor all right okay item number three we are going to review and discuss the proposed update fee schedule so we discussed this briefly at the last meeting when we handed these out and then you know we gave everyone the

opportunity to go take it chew on it do some uh research on your own um the process how this works is you would just be making a recommendation uh to the city council for the amendment of the fees so so your your vote is not the final so this would just allow us to present this to the council and to see if they had an appetite of making these these fee

adjustments so I'm not sure if everybody had the time to review it if you haven't um and it would don't want them to make that recommendation tonight then I have no issue with it being carried over until the January meeting because of potentially members changing now it should be resolved before the end of the January meeting so however you all feel you would like to deal with that that

would be fine with me we're in no rush to do it but by the January meeting we would like a result we're also going through the same process with the zoning board of appeals so we would like to give them one one batch of proposed fee fee changes so if you would like to discuss it anymore this evening or or make that recommendation we can do that or if you'd like more time to investigate by

all means do so it's good that to have with you and I'm a commotion that we we submit this these fee increases to the city council for their review and approval next I'll second all in favor aye aye thank you very much and now we're on to new business and we have uh correspondence we're going to review and discuss the release abatement measure plan submitted to the Massachusetts Department of

Environmental Protection Bureau of waste site cleanup by the Ogden Group Incorporated for the property located at 80 William descanic Boulevard so item number one uh board members is strictly just a release of payment measure so anytime I think you know anytime there's a release of anything um any type of contamination or anything that gets reported through Mass dep the city gets notified it goes to the

mayor's office and then that gets trickled down to all the different boards and agencies so this is just letting you know that there was something that happened the EP is dealing with it with the owner for the site to be cleaned up I would recommend that you just place on file do I have lotion I make a motion to replace this correspondence on file second emotion all in favor and we have

review and discuss the phase for status and temporary solution status report submitted to the Mass Department of Environmental Protection by wood frnlc for the property located at 749 Brookshire Street same as the previous this is just a notification by the environmental firm notifying the city that that this work of cleanup is taking place I make a motion replace this on file

uh we have a car response review and discuss the nomination of the Third Street commercial Corridor historic district for the national register of historic places by the Massachusetts at Starfield Commission so this is an article from the Commonwealth of Massachusetts regarding the Third Street commercial Corridor historic district and I am assuming um that someone has applied for this

designation normally what what this will do and what I gather from this is that this will give Property Owners within this area the ability to seek out different tax credits for the renovation of historic buildings I am assuming again that this is for the Third Street Building directly across the street from City Hall for that Redevelopment of that is that correct do you know that one I came

to learn tonight oh you came to learn as well so I I did have a question because I don't know where where these things originate from or what brings them to the historic I thought it potentially could have been from from the historic commission um that that's labeled this Third Street commercial car to Historic District but it it's nothing that you need to take a vote on but so what I would do is just

recommend that you I would table this to the next meeting so that we can gather some additional information of where it originated what specific area is covered by this Third Street commercial Corridor District the the application is at you know at the library so we would have to go down there and take a look at it or I could reach out to uh to brona Simon and ask

her to to send us one as well but we will investigate that and report back to you at the January meeting I make a motion that we take them do you have any questions regarding it no no okay I would just Alexander Silva 263 Pine Street uh I'm a board of directors member of the preservation Society Fall River um and I would just say that the preservation Society is generally always uh happy to promote and support

expansions or creations of new historic districts uh in the city uh as Mr agyar mentioned there's a lot of benefits for the property owners within the districts but also for the communities as well it helps kind of promote Heritage tourism for that particular area National Historic districts don't you generally have any preservation restrictions on the properties it's kind of an in tention

so it generally is at the will of the applicants so we're always happy to see and learn more about this one in particular and generally support it probably have a letter next time so when when you read through you know the letter that they sent they tell you exactly that or that it doesn't put you know any limitations on any of the specific properties it just basically allows them

to go out and seeking that funding again this is CC to a Ryan LLC uh Ryan Cameron and Emily Dominic Johnny so I don't know specifically what project they're dealing with but we'll look into that and reply back to you we'll need a motion to take a list of motion on the table list to the next meeting all in favor aye aye table item number four is the approval of the minutes of the November 9th meeting
