things um resident services we're are going to be having two health clinics in the near future one in April and one in June um those will be conducted at the U Al Vera community room and also at the uh duelan Apartments community room and that's for our elderly and disabled residents um that reside there um South Coast Health and a few other health first few other organizations will be collaborating on a on a

clinic uh for that always a good thing for our residents under the management department um three of our uh directors um Nell from the uh our Director of Finance Kathy our uh director of field operations and Carrie faras uh our director of least housing are going to be attending a seminar in Florida in April it's a three-day seminar put on by pH a web there are software provider um and

there'll be updates and changes to the program um so it it is crucial uh the three uh directors that I mentioned they use the PHA web on a daily basis so there's changes there's hotma changes is that effect management and um the Section 8 program and then some other updates for finance so uh that will be in April um it will be a three-day conference and um we look

forward uh when they come back with a a suntan and some Valu valuable information um the last thing I have is under facilities um just to reiterate what uh commissioner Underhill had stated uh we've done well with the recent uh snow events um everyone is showing up on time following the directives of the facilities department and uh clearing away the snow I believe we have two more

events uh Wednesday into Thursday and maybe another one the weekend so uh everyone there has been doing a great job Ed and his team um so that will continue I'm sure and that's all I have thank you okay under uh new business modernization contract award for architectural engineering uh indefinite quantity delivery services and 18 federally AED developments recommended action is award contracts to blw Engineers Inc CA

discussion all those in favor hi hi hios contract award for the replacement of gas Services phase 2024 at Maple Gardens eoh LC number 0951 92 recommended action award contract to the second lowest bid hydr mechanical ink in the amount of $5,650 contingent upon final appr approval of EO hlc we also have a letter coming

from yeah this was a letter um from stock Associates okay this was a uh the were reviewed um and because the lowest bidder received an unfavorable evaluation from one of our sister communities um it was determined that the lowest bidder would not be recommended um because of that evaluation I believe the minimum score was 80 and I think they scored like 30 Ian so pretty pretty bad evaluation

and that's why we are uh recommending that the contract be awarded to the second lowest bidder um hydromechanical

ink any discussion I I do have a question on this has the low viter been notified that they will not be awarded the project yes usually uh we send the letter out notifying them do you know if they withdrew their bid or if they plan to file a bid protest I don't believe they withdrew it and I couldn't tell you if they plan on filing a pro a big protest but they were informed um that

letter should have been generated from the modernization Department as it was discussed uh prior last week so that answers your question yeah no I'm I you know being familiar with the protest often times when the low bidder is told they're not going to be selected they will either withdraw their bid or they'll fire a protest so I was just wondering if if either had happened B that's all

yeah they filed the bid with the the AG's office correct the local AG's office they with the Inspector General inspector General's office so it's a Lo we we haven't received any notification that no it would can I if a bid protest on construction go would be with the AG with de Anderson okay that's what I'm confusing the ig's doesn't deal with B protests anymore they have you go to

court okay and we never receive they longer deal with it administratively in the house perfect but we have had some in the past where we've rejected the low because of horrendous and they don't and they don't file anything you know they don't they don't always protest because usually when they usually they agree with the information that's there well I think initially they give you push back

and then when you show them what exactly exactly discovered they will often times say okay I then I'm going to withdraw my bid or in the investig process with de Anderson where she collects and they call I think she kind of alludes to the fact that listen you're welcome to file the fee but you know there I do I am in I am in possession of some information blah regarding the background checks you

know so but I have had some where they don't bid Pro you know protest afterwards but you're right sometimes they will withdraw their bid I'm just wondering if any of that had happened that's already been like done and commissioner uh we have not received anything I have not uh it would be probably quick since I think it only went out last last week well it appears to me from the

information that I have is that uh the lowest bidder had previously had to decam it's in the it's in the letter that was on the table um their DeCamp certification was suspended um um yes prior and now we have this new evaluation that just came in and if you look at that that will be reviewed and if at the state level they just say well maybe we'll not certify

him again I'm not sure where that is but uh if they were still uncertified they would not have applied for the project because that would have been what the price 150 no no probably not it was re why this company was allowed to bid because it was under 150 it's under 150 if it was over 150 then it would have eliminated so there's no decamps required just asking I wouldn't want to

see us say sure go ahead and then something comes up afterwards that's all I appreciate that any further discussion have we had any work completed by them that company we did we did how far back cuz this is from 2017 i a b RS uh the first the one that has the buyers has has done a couple of projects for us uh probably closer to 10 years ago okay yeah yeah

cuz this is seven eight years so I just didn't know if we had anything in the inter room all right they got some bad grades I don't want to be uh I've worked with them oneon-one understood we'll leave it at that leave it at that you worked with them oh that's good need a vote please just need to take a vote yep we have a uh a motion to uh accept the second lowest bid at

kind of want to be consistent uh with all of our sites with the same equipment for replacement parts and things like that that be interested to see what we get from what I understand even though there are other there are multiple suppliers who can supply the particular because as you can imagine the replacement parts and all that so I think Eddie Muki is trying to keep it consistent because of the nature of what

we got here I'd just be interested in seeing the bids when they come in to see if it's just you know I can I'll ask them tomorrow yeah if you get into the proprietary systems a lot of times you just close a lot of other people out um I don't know if that's the best system I don't know I don't know that much about it but uh like when you ask for specific

equip it seems like can be a little uh uh just so you know commissioner we've done that in the past I think since you've been on it would be noted on there we would be seeking permission for proprietary bidding if that's what we needed to do so you would know that ahead of time okay yeah any other discussion I get a motion motion to approve second motion made seconded all those in favor I
