The Fall River Planning Board convened on February 9, 2022, primarily to address a public hearing regarding the proposed renaming of Griffin Park Playground to Miguel Sander Joe Griffin Park. The proposal stemmed from the tragic death of 14-year-old Miguel San Giorgio due to gun violence in the park on May 18, 2021. Numerous residents, the Corky Row Club, and the Fall River Veterans Council voiced strong opposition to changing the park's name, emphasizing its dedication to Staff Sergeant James T. Griffin, a World War II hero killed in action in 1943, and its 77-year history as a war memorial. Many speakers, including Miguel's mother, Larissa Soto, clarified that their intention was not to rename the entire park but to establish a memorial within it to honor Miguel and raise awareness about gun violence. The Planning Board ultimately voted unanimously (5-0) to not recommend the approval of renaming Griffin Park. However, they also voted to send the matter back to the Fall River Park Department with their full support for the creation of an alternative memorial for Miguel San Giorgio, such as a bench, tree, or plaque, allowing the Park Department to work with Miguel's family on the specifics. In other business, the board unanimously approved a Form A application for Victor Souza to split a parcel at 305 Shavenson Street into two lots and received supplemental environmental information for the Fall River Executive Park VMD warehouse development. Cynthia Sevigny and John Ferreira were unanimously re-elected as Chair and Vice Chair, respectively. The minutes from the January 12, 2022 meeting were approved with two abstentions.

2:44i'm writing an opposition to the renaming of the griffin playground this park was named for james griffin a young man who gave his life in world war ii protecting our country i grew up in the corky road neighborhood and played in that park as a child we are proud of our neighborhood and our heritage are our heroes to be forgotten we have not forgotten them every memorial day we
3:01gather together and walk to the park and mr griffin's memorial the griffin family places a wreath there and we remember the sacrifices that many young that many young men and women from our neighborhood have made marching with us our former veterans who played as children in the small park please do not take away the memorials that honor our heroes who have sacrificed their lives

3:44board agrees that the matter is a tremendous tragedy they did not support the renaming of the park as a presently as it presently named after staff sergeant james t griffin who was killed in action while serving in germany in 1943.
3:56the board did suggest to these individual individuals that they consider the installation of a memorial bench with a plaque in miguel's memory or perhaps a memorial tree with a marker monument if you need any additional information please feel free to contact the park department sincerely board of park commissioners all right third letter um oh is this the same one yeah oh sorry about that that's okay got a copy
4:23yep um okay this is from uh christiane tyrell a deer planning board a petition opposing the renaming of griffin park including over 300 signatures is enclosed we the undersign strongly opposed the renaming of griffin park in fall river's corky row at the end of world war ii griffin playground was named after staff sergeant james t griffin on the site of the former davenport school which burned down in 1942.
4:50still to this day the corky rogue club in griffin park have honored veterans and enriched the corky road neighborhood a compilation of corky row history detailing corkiro wartime service that neighborhood families schools and youth programs will be submitted to further emphasize the importance of retaining this history although the city parks are paid for by the city residents griffin
5:09park has been named after james t griffin killed in action world war ii dating back 77 years renaming or adding a hyphenated name to griffin park will take away the decades of meaning for every citizen that has been touched by their family members service to their country i think that's it submitted by christine tyrell fall river resident and the attached um petition and then last but not least we have an
5:37email from a uh let's see joe vavares joe marsh yes yeah joe marsh james t griffin was a fall river citizen killed in action during world war ii changing the name of griffin park takes away from the meaning for every citizen that has been touched by the members of their family who have given their service to their country and that concludes um written comments do i have any comments from the board no
6:11there's so many blood members thank you nina john i think we should put it out to the uh for the folks that want to speak as long as they address the board with their name address for the record and try to limit it to three minutes because i know there's a few people people here that want to speak so i think it's only fair that we hear them first before we make any decisions
6:37okay and then we will start with the first row and you're the first person in the first row your name and address please my name is kevin grant i'm the chairman of the board at the corky road club my address is 63 4th street fairhaven massachusetts i put together a public statement on behalf of the club which i circulated to our officers who all approved it before we sent it out publicly via social media
7:07i'm going to paraphrase it i won't read the whole thing but it it sums up how we feel about the situation i believe attention all friends and members of the corky road club on may 18 2021 two young men lost their lives to gun violence in griffin park one of them was miguel san giujo only 14 years old we offer our sincere condolences to those affected by the senseless bloodshed in the days following the shootings our
7:38function hall was donated for a community meeting organized by the coogan administration goal was to initiate dialogue between citizens city hall and the frpd to find solutions to the violence in the neighborhood we wholeheartedly support the creation of a permanent memorial to miguel san girgio however there is currently a proposal to rename james t griffin park to gripen san giorgio park
8:03we cannot support this name change james t griffin was the first member of the corkiro club to lose his life in world war ii the son of a world war one veteran he was a tail gunner in a flying fortress he was shot down and killed over germany in 1943.
8:21seven additional members of the corky rogue club would give their lives for their country just during world war ii we lost eight members on may 31 1946 james d griffin park was dedicated when any public place is named in memory of someone it is dedicated in its entirety to that person permanently there is no expiration date on that tribute nor can it be hyphenated partitioned off or altered
8:47it is a permanent memorial to one man or woman in this case a war hero the fact that this was proposed is disheartening it shows a lack of understanding of the sacrifices made by our veterans especially those killed in action the corkiro club has almost 100 years of presence in the community and has sacrificed many of our members in foreign wars we currently donate our function home facilities to the veterans kitchen
9:12hosted by the greater fall river veterans council the veterans kitchen provides meals free of charge to all veterans who are interested the sacrifice of james t griffin in the park that bears his name are emblematic of our dedication to service and to those who have served we are supportive of any alternative means to memorialize miguel san giorgio outside of renaming the park we are also committed to health qual
9:36violence in the corkhire neighborhood i concluded by asking that all discourse on this topic be kept respectful and to be mindful of the fact that a child has lost his life and a family is grieving that concludes the statement but i have thank you very much do you have a copy of that for the board um i can i can give this copy we'd appreciate that thank you you're welcome okay yes
10:05my name is arena brown 105 bank street fall river uh i'm a member with the of the crocky road club although i think my jews would do i'm also very close uh with individuals that want to dedicate something to that young man's lost life and i'm i want to tell the planning board this i've had many conversations with our veterans with some corky road members and with the individuals and the family members and friends
10:37of miguel's uh family and i think that there's some miscommunication i do not think the intent of the parties was to have the name of the whole park changed they certainly understand and respect the veteran that gave his life for the naming of that part but what they wanted to do was have a basketball court or a play set or a swing or a tree planted with a memorial plaque memorializing the young boy that lost
11:08his life i think we can all agree that the nature of fall river and its neighborhoods have changed since 1945.
11:17at one time crocky road was a neighborhood of working class people and today that neighborhood has changed and it is riddled with you know absentee landlords that have led to run down tenements and the rise in crime and this young man lost his life as a combination of all of that gangs drug violence and i think that naming a part of that park to remind those residents of that loss would be honorable in and also
11:51um and a token of the city saying listen we know this kid lost his life here and we want to help this neighborhood heal so i want to tell the planning more that i think there's some confusion you know even briefly speaking you know with miguel's mother who's here tonight and miss virgos who really became active in that neighborhood and and miguel's family and memorializing that young man
12:17that they are apologetic that it came to the planning board in the manner that it did because that's not their intent they don't want to take away the the young um military uh person who lost his life but they certainly do want to be part of that healing process in that neighborhood and in our city you know because times have changed we can put our head in the sand and say
12:40there's no gangs and there's no drugs that's just simply not true but this 14 year old kid lost his life in that neighborhood and that's what they want to memorialize because they want to be they want to participate in the healing of that neighborhood not creating discourse between veterans corky rowe and everybody else they want to they want to participate in that problem and i don't
13:04need to speak to you for you but i know that that's what you that's exactly what i mean okay so you know in in conclusion you can well i'm not going to tell you go anywhere you want but i i really think that it's their intention not to rename this part but to have something in that part that memorializes the loss of that life and in the manner that it was lost thank you i thank you
13:27for speaking thank you anyone else in the first row to speak yes
13:44ma'am association and i'm basically the chairman of the committee for the memorial of media i'm here today and i apologize first of all first of all for the misconception information i got you know but when i put in the position we put in the position to rename the part and so we named the basketball area to have that memorialized for miguel we don't want to take away from griffin we understand that
14:19he also lost his life and that's what you know that we don't want to take the honor of his name out of here right we just want to add myself too and in doing so we try to basically bring awareness to the situation to show to thank you to symbolize so no one will forget just the way no one can forget about james c griffin who lost his life in battle
14:49so we want to show people this community coming together as a community as a whole look they lost his life there which shouldn't never happen especially at a city park and that's why we want to come on maurice today and when i ask you to please consider honoring miguel's life
15:22yes sir my name is bill damaris i'm the senior vice commander of the four war veterans council and uh when i first received a call from this i got a call from a lot of our members and we represent 14 veterans organizations with membership from 100 to 500 for each vertical vector's organization and uh a lot of the guys were upset so i asked to look at the popcorn
15:45meeting it was sent to me i viewed the park board meeting there was a misspoken two words and it was corrected right away my understanding watching it was they wanted to name a basketball court one of the three that stared after this gentleman the young man not the whole park i think you spoke first and then the mother corrected you at the meeting so again we want to let you know that as the membership of the
16:10forward report veterans council we all went to war for what the peace and so of course that's we all fought for and want peace we don't want gun violence back here in america or anywhere that's probably overseas to do a lot right now but uh we can support them doing something but this is not going to go off before the planning board has nothing to do with it they may not know the process but the
16:32process to get a bench is to park forward only and that's where it should be stop stop but for some reason it didn't so again we do not support changing the name any way shape or form because uh that's one of our brothers at that pocket came back and i think
16:56my name is jim carroll i live in swansea but i'm born in coffee room on third street and i knew the griffins but i didn't know sergeant james but everybody else in that family again thing is 1946 when the park was dedicated it was dedicated to the memory of sergeant griffin not part of it all of it fourth branch 5th and that's the way it should stand a while back
17:37i don't know how many years back but members of the griffin family went over to europe and they decided to leave jim griffin's remains there and i i don't even want to try to imagine what the horror is when you're in a b-17 in the tail and the plane gets shot out of the sky do you die then do you die on the way down or do you die when the plane crashes
18:08and i i can get emotional about this but i'm going to try not to the entire park is a memorial they can't go visit a grave of the group and family but they can go to griffin park and remember their son or brother jimmy not only he did he had two brothers his father was a doughboy in world war one the other two brothers uh i don't know i knew eddie he was a navy and they
18:43they also had three nuns in that family and uh it's a beautiful family but that's that's for another story the as far as i'm concerned it's a war memorial and war memorials do not get tampered with the entire playground stays
19:14anyone else wish to speak okay all right my name is and turtle heart is my first time i was in the park that day and stood on several other people totally could you speak louder miss could you speak louder the boy can't hear you i was just expressing you know my my feelings for the loss of her son and there were several of us ending around feeling hopeless not being able to do anything
19:55but it is my understanding that city parks greens overpasses the names are of people who have served their country and lost their life to serving networks i do not support changing the name of the park but i do totally support either putting up a stone at the base of the tree where there is now a flower memorial or a plaque on the tree or even possibly named the walkway that goes through the pot after miguel thank
20:47the road and the area it's a beautiful place unfortunately we had some issues last year and so um i don't again i know there's a lot of confusion i do support of adding a memorial look um maybe a tree or something or a side uh uh side walk design that's been done of other places too um you know i support our veterans a lot uh also so i keep it different part and
21:17something with it so not a long along i think people were confused and unconcerned with having a long list of the name griffin park at doctor so i think maybe add something with it remember him and go on from it and maybe go on thank you yes i see the mom my name is larissa soto and i'm the mother of the el salvador i do not want to take from this veteran that fought for our peace
21:54but i do want people to remember that my son lost his life in the war that we have here in these streets and i think that it's only fair that he be commemorated too is a stand up and a snipe for all of us to reunite and fight for our kids so that they can be safe in any part it doesn't matter whose name is on the park i just want people to know that my son
22:30lost his war here at 14 inside of griffin park and he might have been one of those veterans too but unfortunately gun violence took that from him his brother is a sergeant so we understand and by no means want to disrespect anyone because we're part of that family i have a son as a veteran my stepson miguel's older brother you know so we're not trying to take anything here from anyone that's been a hero
23:11because that day my son lost his life saving someone's house okay and i want people to remember that there shouldn't be no reason why a kid or an older person it doesn't matter what age we are should lose their life in a part where we should be safe whether it be they should be practicing social skills how to share with somebody else not how to fight they shouldn't be there fighting violence and drugs
23:42they should be there to be free to grow to be the better americans that we need you know that's all i want thank you very much thank you all right yes sir my name is board member and i'm very sorry for the loss thank you i'm also a veteran and they came before us and you had it what i suggest is a bench or a tree that would mean
24:25to have them under your son's name on a bench to change and i don't know what it was continued but to change the whole thing that griffin park is griffin parker's all performance and everything else that's there is part of the griffin family of the whole neighborhood and this is my suggestion and my uh members agree with me too is that if you folks would like to have a bench put up with a plot on it
24:57that's i think
25:12dawn almeida and i live at 274 rovers century i grew up in harvard and what vic just said is that their event there isn't actually a bench right there we could use that bench maybe they can put a planter on the side of the benches on this side on the side of the bench i just thought that might be a good idea okay yes sir yeah my name is
25:44a member and uh i also help out with the pacquiao um um i would like to have like a bench or um a tree painting and then we have um
26:30you know that's not going to happen but i think instead of making a tree or a bench i mean that's so cold i mean i think you should be more like a living why don't you have like something like this young man and this way it keeps this memory alive every year and of course it just happens something that people are not gonna pay attention to this way if you have something specific
27:02like i say clean up the pathways memory of this young man i guess that would be more confident than having a treatment or a plaque could we um for the record can we have your name and address again please can we have your name and address again please we couldn't hear it susan mathis thank you yes yes my name is megan carroll and i live at 215 stetson street um i i have to agree that
27:46i think it has been discussed ad nauseam that there was definitely a misunderstanding uh but i did just want to you know still make my stupid um my strongest memories of memorial day all revolve around meeting at the court hero club and then being led formation down to griffin park into the memorial in order to continue the tradition of reflecting on that loss of a service member and then everybody
28:16else in the neighborhood who had also lost their lives um i i can't imagine it being named anything other than brethren and of course we're discussing the fact that that was a miscommunication i do feel extremely strongly that a tribute to miguel san giorgio is in order and i do support those efforts to show the message of peace for the neighborhood the friends and family and loved ones of miguel so i just wanted to
28:44put that out there okay yes miss uh i submitted citizen's input because i wasn't sure i was going to be able to make it so i don't know if you could be registered yeah what was your name okay i'm sorry what's your name chrisann tyrone yes yeah it was red i submitted a citizen input i did mention in my citizen's input that i would bring the history of porky road and how griffin park
29:11playground was named after james griffin back in 1945.
29:16it was later named griffin park i have all the history of the neighborhoods the children and the schools uh wartime service in this book which i can present to you but i wouldn't need to make a copy i mean i'm happy to give it to you just to give you an idea that this has been griffith park for over 77 years so that's why i'm inclined to say yes put a bench put a
29:48tree but don't touch the knee there are many families that are still in fall river i'm one of them that lost a family member in world war ii my uncle was 18 years old when he was killed in world war ii lived in porky road my grandfather my my whole family grew up in walking road so i just wanted to like give people an idea that it's more than there's a park on fifth street
30:17this is a neighborhood hockey league club has taken care of that park they do their memorials that it was there were softball teams there's pictures in here of like leagues that went on so things have been going on in that park yeah for over 77 years so i just don't think this is the time to change that so i'll just pass this to you and if anyone wants a copy i can
30:47make one but that's kind of my my only one my father left me we'll get this back to you okay thank you that's like the only one i found that way my father was part of the park you roll club at its inception back in the day but actually excuse me okay is the office able to make taxes for this um yes not right now of course not right now yeah
31:19as well so i think there's actually one in the library too but the public and the historical society so that was put together some years ago and i can make all right that's i mean it lists all the families in the neighborhood no i don't think we're going to be able to without taking it apart because i don't think we can rebound right well so i'll find a way to submit a copy to you
31:46thank you i just want to give you the that there is more to it okay does anyone else care to speak sometimes i can't see everyone here the planning board my name is mary machado you're larry richardo i'm married i am the fourth generation of people who grew up in the popular neighborhood of course sweet griffin park was the go-to place but named after someone that i only know as
32:25jimmy griffin okay because my father was a world war ii veteran and jimmy was his friend and so i see the part being named not only to a veteran but to my fathers and many other people's friends because at one time we knew everyone who lived in every house and every tenement up and down second third fourth hartwell whatever so i just think it's important that that name remain as griffin park
32:57can i just mention one more thing yes the site of griffin park was originally the davenport schools which burned down and then it became a playground so there's some more history in there yes and that was well before like in the 1930s well ma'am can we have your address for the record at least to weaver street in fall river two weaver two beavers thank you and what was your address 150 free martha street fall river
33:27thank you anyone else here to speak well i believe that the planning board has received a lot of information regarding the park regarding its history regarding the naming of the park also received a lot of information on this young man who are very sorry who lost his life and i for one would definitely support a plaque a bench a memorial for this young man but i'm going to now ask my board members for their
34:25input if they would like to share john i just want to say that i remember that day i owned property in a couple businesses in that area matter of fact the police came and looked at my cameras looking for the uh i don't even know if i'd call him an individual the gentleman well the person who shot her sons i can't even imagine i can't say that i i can
34:50imagine how you feel like i can't i have three daughters and i can't imagine i mean just the grief the chaos that day police running through neighborhoods trying to find them just so happened they found them going in the building through my cameras um it i i can you know i i sympathize with you um i do realize that james griffin park i'm also i go to corky row on occasions whenever there's functions
35:18i do believe that the park should stay named uh for uh for james griffin i do agree that something should be some memorial plaque should be uh presented whether it's the bench the tree the walkway the uh or the basketball court um and i i do agree that we and i hope this is unanimous and i believe it will be uh that we submit this back to the to uh to
35:45parks and recreation back to uh victor's board and uh with the full full unanimous uh understanding that we will not change the name but we will definitely have some kind of memorial in conjunction with the way the family would like to see it if it's a tree the bench or whatever and i hope that the rest of my board members agree with me and send a unanimous uh request to the flat to the playground thank you
36:12thank you john and mario would like to speak by the way i want to stand up this way if you're a little taller welcome everyone first and most important is the condolence and we don't want to lose anybody we have children too they don't want to lose okay i'm an immigrant from italy in 1943 i was 10 years old i know what the world was all about lost my dad not at the wall but after
36:47the war with it in my area southern part of italy which will be naples area within i would suggest fit maybe 10 15 miles within surround of hundreds and acres acres land they are cemeteries in the cemetery they are the majority was from usa our as i said american citizen i've been here 60 years this is my country james griffin even so i never met him i was 10 years old maybe he went too far
37:36she'll stay in italy with us but the point i'm trying to make there is a guy a young guy in his family through what united states not only they fought too far freedom here that now appreciate elect everybody else but it is fact three lost its life first in 1943 46 come back here in spirit like brother john said the as far as we know the body is still in germany so what i am point out
38:16i agree what i hear through my members and through you but any any veterans through what this country and everywhere the little plot that they have and a citizen that they brought their family created a plot for the individual shall not be touched and we i've been in the planning board for 20 years that you started today i never came across something like this and believe in me it's an honor for me to learn
38:54and also keep my condolence and to each and every one of your metrics veterans i'm looking at you bill uh basically what i am saying yes but there are many other situations that happened in the city of fall river so what are we doing we say they're coming on the front of planning bar can i put a bench can i put a tree can i put this oh yes i'm honored but i cannot support it
39:28because whatever whatever you allowed to do it believe if you need help i'll help you but has to be within the city of fall river cannot be just us to go on the front the city council that says well we think we should do that we showed a stone we sort of put a tree shut up our bench you cross if you go into that park it's a sacred land sacred land that belongs to the veterans
40:01wooden surround the area we can do anything we want but who is in charge i don't think we are i personally in my colleague that might think so but i cannot support it because if we're going to do in the free park playground we we can do to what this city this city has changed and believe me it's not just fall river no matter where you're going today you've got to keep looking got four eyes
40:34two for the back two for the front it's shame but i hope the future that the law department that will give them a little free hand that says enough is enough and i'm not speaking by the law department but i have to share some with you 1991 yours truly i had 30 000 people in the city of fall river support the war in iraq okay i have my friends here they pass away as a veteran
41:16so i am not and believe me i meant just put the fact to each and every one of us before we make any commitment say to you mom yes we're going to do it we are not allowed to do it has to be throughout the city they are places they are area in the park whatever it is we will support them but at this point right now i will not
41:46and i mean seriously i will not support name change from griffin park first of all second i can support that says let's put a bench there i have a bench in the italian world veterans in a bicentennial park but i was asked and i was given permission so please don't leave here tonight i'm speaking for myself mario mario luchola okay myself that i cannot really vote tonight and says yes
42:23i'm going to go to the mayor i'm going to go to the city council i'm going to do this because i don't know what it's going to be and i was in charge judgment so if it is comes up and they give you permission and has to come in front of us will be the different vote and different support just remember like you said you have a children each and every one of us some way
42:45had to fight for what we have the freedom that we have and who fought for their freedom in our country okay let's have a lot of respect for them with that stay safe we've got viruses going on today it's worse than war war let's get together let's get the heck out of him thank you and god bless again sorrow about your family thank you thank you mario uh anyone else yes gloria
43:24good evening um the girl's mom my deepest condolences can i fix my mouth i know it's difficult i apologize to miguel's mom my sincerest condolences i have no idea what you're going through and i do not envy you in the least especially when he was just playing in the park minding his own business however i think it's quite a testament to the people of fall river and especially the people of corcora
43:58that there are so many here present tonight discussing the issue i understand earlier on there was some clarification regarding what the intent was and the mere fact that the cork hero club has been supportive of memorials or even in searching for the perpetrator as john forever said earlier on i'm very happy to see you all here tonight although we may not agree on everything i i'm happy to see the corkiro residents
44:31and neighbors here and again my sincerest condolences to miguel's mom his neighbors and his friends like i cannot imagine having said that the emotion the what is before us as a planning board just to go off a little bit what mario said is quote unquote whether the planning board shall recommend approval of a proposal rename of griffin park as miguel sandero griffin park based on what's before me and based on
45:02the limited authority that we have the planning board i'm going to make a motion that the planning board shall not recommend the approval of a new name for griffin park based on what's before us however i commend all of you that all of the members of that kharkiro neighborhood or former members are in they seem to be in in in support and agreement that there should be a quote-unquote shout out as
45:30miguel would say there should be a monument or a plaque or something to miguel for his senseless loss of life so i i i'm gonna i'm gonna make a motion that we do not approve and as much right and i think that clarification was was brought up and that's why yeah and that's why i read that's why i read the agenda verbatim so that you understand my position and as mario said uh you know the the
46:03the uh the body the body who's determining what should be done a tree a bench basketball et cetera as mario said that's not before us but again i am happy to see miguel's mom here again my deepest condolences um and even even to miguel's friends and neighbors who lost him that's that concludes what i have to say he had to see that do you think it's fair for a kid to have to witness
46:43something in a place where they're supposed to happen like i said it doesn't matter whose name is on that part what matters is what couldn't happen there and that's what i want to memorize i don't want to change the name of the heart i don't want to change the history of this place i just want to add my son's name to the history because he lost his life here in that basketball court being a child
47:12playing basketball and he wouldn't and same way my family is going through it it could be anybody else's we're not accepted i never thought i had to go to here i am so all i want is my son to be memorized in that park i don't want to change the name of the park i want my son's name to be part of the history of that party because he could have been one of the
47:49veterans a future veteran too if he wasn't private his life inside of that party and that's all i got to say i just want to clarify that it was never the intention to change their names tart never i wanted a memorial in the park when my son's name in i never wanted to change a griffin park game i just want to clarify that and make sure that everybody understands that i never intended it
48:25i just don't want any other kid his age to have the witness something like he witnessed that's the reason why i'm wearing orange orange means no gun violence and that's what we want to show there to show people to reunite against that so that our youth can be productive and the next heroes of the us because how they gonna make it there if their lives are being private my son was only 14.
48:57good student autistic did he really deserve that i feel like people should hear this story so they know what to do so they can help so we can all talk and make one voice for the peace that all the veterans fought for they lost their life out there but we're fighting wars out here too and losing lives here for no reason and no one's doing anything about it so if we don't stand together and do something
49:40start somewhere so that people can remember what happened there how my son lost his life why and why we should all stand together so it doesn't happen again never wanted to change the name of the park just want my son's name in there too so people could remember that he lost his board too thank you thank you does any board member have anything else to say what yes john i think gloria has a motion yes
50:19glorious motion's still on the table correct i just if we can't add to that motion that we send this back to the park department who who like victor said is already in favor of some kind of plaque or memorial uh without changing the name of the park obviously right warriors motion but that we send it to them with our voice letting them know that we support their decision in memorializing uh miguel
50:43in conjunction i'm sure the park department will be together with miguel's mom and try to figure out what whether how that is whether it's a bench a tree or and they can come to some kind of resolution on that but i i i'll second uh okay glory i'll second glorious motion we have a motion and we have a second and i'm going to take a roll call on this item pacheco yeah john ferreira yes
51:12elizabeth andrade yes mario luciola yes i'm cynthia sevigny i vote yes too the motion passed all in favor hi hi
51:43that we do not change the name of griffin park whatsoever right but that it go back with our support to uh to victor's board and park department stating that now they can decide if they want to memorialize a tree bench and let victor's uh because that support to do that not us
52:16okay thank you very much thank you
52:34all right is the board all set all right we're going on to item number two of the new business which is a form a application for endorsement of plan believe not to require approval file number 22 15-27 owner applicant victor souza property location 305 shavenson street assesses map 0-12-005-0 please we're still we're still proceeding with the planning board meeting so if you could please um just uh

53:37there we go this is where i am right okay and caitlyn you tell us about this yes so uh what we have before us tonight is a approval not required plan that has a parcel that is a little over ten thousand square feet and they would like to split that lot into two um individual lots that appear to conform excuse me thank you for hearing no thank you i'm very sorry for your loss
54:17thank you very much
54:40um so it does appear that the lots have the appropriate frontage and lot area um per the zoning for this so okay and so then i will entertain a motion and form a motion i'll make a motion form a and that's this application here i suck in the motion okay very good uh so we have uh we're all in favor all right hi uh that's a unanimous vote okay
55:19and so now we are on item number three which is the planning board's election of offices okay and so we will start with the chair who would like to be nominated for the chair i nominate cynthia cevigne on second nominee cindy oh yes she's smiling okay do anyone else no then we'll take a vote to nominate me once again as chair of this boy all in paper yep all right we're going to fight here he said
56:11do i have nothing one anymore
56:25yes okay and all in paper hi hi congratulations john and congratulations sydney thanks me and you again kid thank you board members all right we're going to there's a receipt of a correspondence review and discussion of npc supplemental information for the fall river executive park vmd warehouse development now i didn't see this prior to the meeting uh so caitlyn can you tell us what this yeah this is just um
57:09reporting on changes to what was proposed there you know what was their original or let me back up so where all of this these properties are there are a lot of environmental concerns so when when they were approved initially to do um work out there um they had to file with the state and basically this is their notification saying that you know there's supplemental information it's it's really it's nothing we need to
57:41act upon per se it's just the planning board conservation commission and a few other boards are all listed as uh recipients of this information per the state law so so there's no action required by our board this is just going to be received and placed on fire correct okay do i have a motion to do that thank you mm-hmm i'll make a motion to it okay i need a second okay beth um all in favor
58:16all right all right and we have the approval of the minutes of the january 12 2022 meeting i make a motion we approve the minutes of the meeting i have to abstain i was not present a second all in favor aye
58:42abstaining from that vote as well all right citizens input i think we've had that at the beginning of the meeting now we have this package coming to us from the office uh laws relating to state offices state administration um so we have to read and approve and return it to the planning board each and every one of us yes there's one page in there um certifying that you went over the materials that needs to be returned
