3.19.2025 Licensing Board

Uh we're going to call to order the for licensing board meeting for Wednesday uh March 19, 2025. To my right is Michael Pereira, member and Melanie Cado. Um also a member and my name is attorney Greg Brilliant. I'm the chair of the board. I want to start by saying pursuant to the open meeting law, any person may make an audio or video recording of this public meeting or may transmit the meeting through any media.

Attendees are therefore advised that all such recordings of transmission are being made whether perceived or unproceived by those present and are deemed acknowledged and permissible.

City charter section 9-18 mandates that all multiple member bodies develop and adopt rules or policy for public comment. We have adopted such a policy which in short provides for citizens input on license board specific matters at the beginning of the meeting. There is a signup sheet located in the back of the room and please uh silence all cell phones. U do we have any public input?

Nobody. Okay. We are going to uh just for everyone out there, we're going to take one matter out of order. It's um agenda item six, alteration of premises.

Uh a it's laista lounge LLC, 227 South Main Street, Nuno Dodto. Um I spoke to Attorney Frank uh prior to the meeting.

Um had a conversation with the building inspector uh today. Um he just wanted to make sure that um Mr. Dotto if you can call Glenn. So he has Have you got a building permit and everything already?

Yes. Okay. As a matter of fact, Mr.

Chairman, he just told me he's working with Frank in the in the in the inspection department. He still has some things that Frank wants to see. So I think it behooves us all if we could continue this to April. You'd be in a better you'd be in a better position.

I'm going to ask for a motion to table this us until the April meeting to make sure all those things are inspected and done so that when we make the decision, Mr. Dotto on your part, we have all of the facts and we'll get the full clearance from the building inspector.

Well, actually, it was supposed to be the 14th and the 15th, too. I don't know. Do I have to come back for another meeting because of that? Cuz I have both things over here that was approved. I mean, was I got the Cuz we got to It's one after another.

It's not It's not on the I got I think it's right here. One. You did them separately. Yeah. Yeah. That's why I didn't see that. Okay. So, do I have to come back or That's up to the board.

This is This is the feast, right? Both feast. Yes. one for the holy holy ghost and the other one's for Anthony and and it's and it's it's one after another this year. Okay. Can you tell me a little bit about this is cuz this is not this is not an annual thing, is it? It's not. No. Um, so this is going to be a pro boxing event. Um, we have a lot of local fighters on the card. It's going to be at the CIO and um, yeah, we we've done uh, six events in Melrose where we've done one day liquor licenses. Never had

an issue. Um, and you know, we have a good staff, tip certified, um, and insurance and everything. So, um, I don't see any issues. And we have, um, a two officer detail already set up. Okay.

We have on the time of the event begins at 6 p.m., but what time are you asking for the license until what time? Cuz you don't have an end time. So, our events usually run from 6:00 to 10:00 p.m. Um, what I do is, so we have the co-main event and the main event of the card.

The co-main event is the next to last fight. We cut sales at the start of the co-main event. Um, so otherwise we would we would cut off at 10:00. Okay. So, so do you feel comfortable asking for this liquor license from 6:00 p.m. to 10 p.m.? I do. Okay. So 10 p.m. it will be.

And you know all you you you familiar with the fact that um and I know Mr.

Pereira is always a stickler for this having been a a police officer. You know all about the police details and what has to be um at the event. Correct. Yes.

Correct. Okay. Um and and you said you've had experience doing this in the past as you just said in Bill Ricker or what have you in uh Melrose. Mel Rose. I apologize. You live in Bill Ricker, right? Yes. I'm sorry. Um I have no questions. Any other questions from the board? I I do have a couple questions.

So go ahead. All right. Um, Mr. Sal, what's what's the occupancy in that building? Uh, it is 500.

All right. That that's that's actually my issue because you got a pro event, right? You have a box and ring, right?

What floor is the ring in? Uh, it's going to be on the second floor. Okay.

So, this is this seems this happens my issue. So, what happens if you have a very successful evening, 550 people show up, you're turning people away and everybody's going to want to watch the fights. I How many fights you got in the cut? 10, 15, 11 fights on a cut. All 500 can't be in that room that the ring is. The occupancy isn't 500 in the ring room, I don't believe. Correct.

So, I only printed 400 tickets. All right. even for. So, what's the occupancy for the floor where the ring is in? That's the gym, right? The the gym, which we're all familiar with this building. So, yeah, that's a very good question. The room the room itself is a 500 person occupancy without the I don't believe that without the ring. Are you sure that's all right? So, now without the ring. So, now we put the ring in.

500 people in the gymnasium there. I don't think that might not be sir. Yeah, I think the entire my whole life. So you don't keep you're not 500 people in that gym up up in the balcony too. There's only I know for a fact there's only four levels on I don't know if you're going to have obviously you'll have some floor seating but the two the two main things is four levels. That's probably 80

people. The the the balcony is probably another 100. I I'd be shocked if you can get more than 200 people in that that gymnasium honestly. Yeah that that's my concern. Uh, I know it's a fire department issue and I'm sure they've they've seen they've been down there and they will be there and and you will have a detail for firefighter as well. Yeah.

But I just because you want to serve liquor and that's our end of it obviously and it's an all liquor, right?

So you're going to serve beer and liquor.

Um I don't I don't see how you can deal with 400 people and that want to see a fight and I don't think that rule holds.

I never been in. So I don't I mean No, no, no. You can't fit I mean you fit four or 500 people count on the first floor cuz there's the old boxing in the back. You have the whole boxing in the back. Is that still there? The whole ring. Uh yes. So we're where when you walk in the first floor way in the back used to be that's where Ronnie Cole used

to have boxing for years. Yes. Right. In the back. So we're we're up on the second floor on the um on the uh basketball. I know they did. I I used to go there every single solitary day.

Honestly, I know you had the ring in the back, then there was the the hall on the first floor, then you had the lobby and the office to the left and the little room to the left, right? Where you going to have your bar downstairs on that main floor? So, the bar would be um on the in the actual room. Yeah. Room on the first floor. Yeah, on the second floor. Oh,

wow. I know they got the two small rooms there.

I don't I mean, I don't know if we do we have anything to do with the In all honesty, Mr. I don't know if we have anything to do with the attendance, but you're right. There's you can't you're not fitting 400 people in that. Yeah. I mean, I won't I'm not going to be able to support a liquor license fair in this this uh the area that they were going to

serve liquor in. It's It is going to be tight. That's very tight because you're not going to be putting you're going to put chairs on the stage. Uh the basketball court.

Uh no, that's I don't honestly, sir. I I swear I don't know how you're going to get 200 people in that place.

And I honestly I was there every day in my I played that from junior basketball to seniors when I was in college. I've been in that place thousands of times.

That's not fitting 400. That's That is going to be tight.

I I hate to mess up your event. I really do. But I don't um When is it? It's in 10 days. Yeah, 10 days. Yeah. Could um Carrie, can we get an answer about the um maybe you can get one right now? I mean, can you call somebody? Can you call uh uh not the chief, but you can call the captain or the deputy photo? That's what I'm trying

to get. Oh, I don't you're talking to me or her? I don't have I don't have a chief. No, I have the building inspector who could probably have some input on that. Cuz I think I don't want to mess this gentleman up. So, I would even come back again if we need to. But I I I that it does not fit 400 people in that second floor. That's not going to

happen. If you do that, you there will be a problem. Honestly, that that that's that's my issue because it's uh everyone's going to want to watch those 11 fights. You can't take turns. You can't let 200 watch you and then the next 200. There's no way. It's not feasible. So, you can fit four you can fit 400, sir, if you count the first floor. People are going to be down on

the first floor having a cocktail or a beer or whatever, but they're not going to watch the fight. where you have the fight, you're never going to get 400 people here. Anybody who told you that Oh, there's no way.

I don't even know what the I don't even know if that's the capacity in the whole building. I think I think it's 500 in the entire building if I'm honest. Yeah, but I don't know. Oh, that's why if we can get an answer, maybe have him hang around and we'll come back to him last possibly and I'll see if I got any response from Glenn or you can table it and we can whichever

you prefer. Why don't we do I mean I don't want the gentleman to have to come down again. We'll we'll we'll pass on it. We'll hold it till the end of the meeting. Okay. Um can you tell me a little bit about your request? Sure. So um our visitors center and shop is located um on the property that is owned by um 10 Purchase Street, which is our CSI Holdings. Um our

address is 38 Granite Street. We're in the parking lot. So if you might have be familiar with the property used to be like a drive-thru bank. Since then, we've converted it into a storefront and um outside of that is a parking lot and what we call a pocket park. So, we have these pavers outside and it's meant to um once the grass starts growing, it creates an outdoor area whereby we can

have events and activations. So, we're going to have a farmers market every Thursday to kind of um get the get some action down in the Purchase Street area and help the restaurants out. So, we're looking at about uh 10 to 12, you know, produce providers, you know, artistal foods, honey, this, that, and the other.

And, you know, in order to provide more festive atmosphere, we want to have some live music. Um, and so I wanted to go ahead and get the entertainment permit as as requested or required actually.

Um, and we're not looking at anything like we're not talking like like a 10 piece band or heavy metal or anything like local all local street you know performers um you know guitarists um maybe some students but nothing super loud and we're we go from 4 to 8 and just Thursdays. Mhm. Thursdays from June 12th through September 18th. This going to be outside? Mhm. Well, weather permitting and if if it rains we but

then we do nothing. Come to us to do the outside thing. How does that work out?

That's what she's requesting. Just to have come outside. Yeah, she's requesting to have entertainment outside.

Okay. But don't they have to license outside first?

Well, she told Well, she basically told you where it's going to be, right? It's going to be where the pavers are. Yeah, it's I mean I mean I don't know if this makes a difference or not, but it's private property. I don't know if that like and I put forward the I did have an event permit. I I'm not saying that. I I have no problem actually with the music,

but I thought that we there was a new thing that if someone had to use outside, they had to have Didn't Wasn't there a board or something they had to go through to get permission to even allocate uh utilize outside?

I don't know. Like not everybody can just have like I thought that well she it's private property. I think that's where the issue would lie.

Okay. I just thought that like for instance if uh TA wanted to use that outside remember they got those blocks that's because it's on the sidewalk.
