2:48missing um and she was just looking to get that patched um so because we there is the exclusion in the ordinance um indicating um we we don't have purview on any replace any repairs to storm damage unless there's a change to the material um and the scale and the shape and so forth of it um that she she was allowed to go through and repair that section of the roof so I did indicate that to her

5:46um Windows I'm sorry 78 Windows uh at the um Administration Building at 417 Rock Street um the um the design work um is all in place um it was work that was done um by uh RGB uh they are looking to match the windows um to what we have to be sure that the exterior look is um maintained is maintained the window is um I would say extremely the wind the building itself is extremely drafty it
6:25is uh rattling Windows um we have we have them um stuffed with insulation just to keep them from you know from uh falling in but uh we can uh we can detect the windy day in here like uh Michael's standing outside sometimes but it's it's uh we've done a lot of work in the building a lot of work was done um through uh CPA funding new roof which uh was the first thing we wanted to get
6:52done to preserve the building and um we've done the chimney the restoration of the chimneys on the on the on the building and on the next step um is uh you know the windows we've done a lot of painting in the building um many repairs uh and upkeep in the building a new um ramp to make the first floor accessible um we do have meetings in this building um that we can accommodate size-wise uh
7:21in our um in the main room the school committee room on the first floor um and um we are we intend on continuing uh the work in this building to bring it up to um to where it should be and there's some work that we'll be planning this summer outside of um the CPA funding to um take care of the parapet wall on the roof area uh clean it up make it look nice and then um
7:50it's it's the pain and is is really in rough shape it's an expensive abatement um it's all lead paint so um the containment the abatement and then the paint job is is um is what we plan on doing hopefully uh late summer of this year uh no matter what kind of um work that the CPA you know has planned it'll be quite a ways out because when those for this project
8:15would probably be 15 to 20 weeks once the date that we ordered them uh my best guess so we wanted to have a template window in place um before we went we got to the funding round with the CPA but um they just couldn't deliver it um boy expecting it probably in three to five weeks and we ordered that a late uh November um so it's uh it's been quite quite the ordeal with uh with waiting
8:49for items not just for this project for most of the construction projects that we do um but that's what we live with and uh so that's our expectations um the window project is probably um outside of Labor uh probably 165 000 worth of of product we're gonna buy all the product at one time all the windows because of this ordering ordeal and then we will um do some of the work that we have
9:17funding for and then we will um either slowly do the work outside of CPA or go for another round depending on you know what it looks like at that time so that's one project um and then the second project is to work on the patio in the main entrance so um the building has a rock street address it faces Walnut Street um so the the side of the building the
9:45west side of the building is where this patio sits in the um the spindles of the ballasts or all of the rail work in the front is been slowly deteriorating um for the last 100 years and we are we're looking to to have that work done we are um working in in collaboration with diamond um they are extremely talented I I taught there for 16 years in the plumbing program and have always enjoyed
10:22doing projects in the city and the towns um because it's a great learning experience for the kids and this project here in particular um had a um this railing project we can't buy the product um to make it look exactly what it looks like now so um we're going to have them fabricate it um out of out of the um the species that we feel will be um uh probably most robust uh in in the
10:53weather they'll be making every piece of the of the rail the the upper and lower Rail and the balusters and the um and that product again um is either going to be installed by a contractor or my my goal would be to see if Diamond wanted to take it on as a project completely um both the the uh fabrication of it and then the installation um front entrance the main entrance
11:22which we don't use anymore because of the stairs um and we use the handicap accessible entrance on a daily basis um we'd like to take care of the columns and all of that work that really nice trim work that's on the front of the building again um when we do the upper part of the building we would like to keep coming down taking care of that um and um you know removing the paint
11:51the lead paint and then redoing that work and replacing whatever Uh Wood is damaged um so that's the two the two main pieces of the project um we feel the railing piece of the project is a will be a faster or it'll move quicker than the window project just because of the ordering but um we have not visited Diamond yet so we've called them they've put up put this project on a list of their projects
12:23they've accepted it the school committee has accepted it and um we will be moving ahead with this project um and I will say that we'll probably move ahead with this project will the CPA gets involved or not uh with the CPC gets involved we will we will do this project because it's on their list and we think it has some value on that side and they've been gracious enough to
12:48um to accommodate us and want to be involved in the project so um our architect will go to the school we'll we'll turn it into a true uh lesson um with with the uh the picking of the species with the the design work um we'll ask you know the the instructors if they can do some field measurements all that kind of stuff that would make this project a full Year's lesson um and um
13:18and on that topic but not part of it they're also doing some wrought iron rails uh Rhode Island fence bars to match the fence small pieces that we have left on the property so the hope is is to eventually have all of that fence work and the rest of the building um looking great from the outside and then we will have the plumbing is still 100 years old and all that stuff inside
13:45um but we will uh slowly but surely upgrade that but the Aesthetics of the building is what we're really concerned great um good job um sorry go ahead no no go go right ahead um Ken um are the the windows going to be um uh I guess replicating what's there I I think there's are they six over six they are yes okay I just had to look I'm sorry
14:17um and all right um is there still a plan for um uh are they I'm assuming they're going to be operable Windows double hung um and okay yes right the only place that we probably won't have operable is in the staircase it's a good sized window um mob probably in the vicinity of about 10 12 feet tall um and it has a storm window on the outside of it
14:45um our hope with that one is is that we will have it operable but it'll never uh we'll never open that window um there's no need to on that side the rest of the windows we would like them to open we are slowly but surely putting um heat pumps mini split air conditioning into the building so that we can get rid of all of the window air conditioners because I definitely we
15:07definitely don't want a window air conditioners into the new windows so that work is ongoing we've put two units in already um we've got about 12 to 14 more units to put in some of that stuff will be up on the roof where it's not seen others will be um in in areas either on the back of the building low or um uh into the attic space um where we have some exterior venting available
15:38and now that was my main concern too was uh talking from from both CPC and and historic here is the windows you would want not want to see new windows installed and then have to fabricate some sort of a mounting frame form window hung air conditioning so that's that's really good that was a good answer I like that yeah preserves it how about the glass is that an insulated glass or it isn't it it is
16:12yes it is an insulated glass um it's wood um wood on the inside and it's a clad on the outside um for weather protection but it is a wood window on the inside um and it'll match all of the um the uh framed uh the woodwork within the building whether it's in in rooms so half the building um has Stained windows on the um for lack of better turn on the help side
16:43which is where my office is on the on the people who maintain this building for the family who lived here uh on that side of the building the woodwork is Stained on the rest of the building it's painted white um so all of those windows will match wherever they are um to match the room oops well great um and I had one other question oh um regarding uh the meeting last night
17:14um with the CPC because I know there was an issue with the time was that did it go through um I received the letter about 10 minutes before um 10 minutes before the meeting started tonight I only got one letter and that was on the railing project um I don't know if there's a second one and that was just the one that was finished that was sent okay my
17:41expectations are if it is it is I can't you know I mean it's my fault it's not a a situation um to doing anything other than that that it was uh a uh a misstep on my part and um when you sent me the email that that the uh letter will be good for a year um then we will you know make that decision on our side as far as moving forward
18:06um where we will be okay I I can answer that being on the CPC uh neither one of the school department projects uh were were Incorporated in the decisions last evening because of the lack of the letters and it's it's very very uh pronounced and and in our CPC uh Forum that all the letters necessary have to be submitted before the vote and so I can answer the question is no on both
18:39projects by the way I've reviewed the drawings and I've seen all of the recommendations from the architect and uh we've spoken to uh the yourself Ken on the railing uh and I both of those projects a good project so I'm I'm sure that when you reapply they'll they'll be voted on in in good conscience uh what the positive note uh the projects are well worth it the building is great uh
19:10and and you know being involved from Diamond myself I have a little gentle spot there also with you getting them to do the railing uh that that'll be really quite an accomplishment for them because that that's intricate work trying to absolutely you know trying to turn those spindles and balusters and yeah that'll be really good absolutely and fantastic skill too for the students to learn and yeah so that's wonderful

22:39the building is owned by another owner um and historically it's known as the weaving shed uh for the old Wampanoag Mills and um so they're looking to have 53 windows replaced um and uh I didn't indicate to carry that the building is on on the national register it's not uh as part of the 40c district and there's no preservation deed restrictions on the property that I that I noticed using um
