panic so um before we go any further with this I just want to so you can relay it to to him this is your father yes yes um so and this Michel for anybody else who's here couple of things when we look at these applications okay um first and foremost you have to check a certain number of boxes okay the person who's applying for the handicap spot has to drive they have to have

access to a car um they can't have access to off street parking if you have access to off street parking the city will not Grant you a space on a public way because you already have parking okay that has nothing to do with this board it's already set place that's an automatic disqualifier so for this case because he does have access to a driveway the city's not willing to give

up a space on a public I hear you okay um it would appear unless I'm missing something he does in fact have a driveway the picture does show that right he he is the homeowner he can utilize it I understand it might not be the most convenient but that is a disqualifier okay so um motion to to deny deny a second second any oppos unfortunately for um William Street at this time we'll have to to

qualifiers okay keep in mind this is not um set by this board these have been in place by the city for before any of us were on the table um one of the prerequisites like I mentioned before the um handicapped individual has to operate a okay they have to have access to one driving it they have to be a licensed driver if they are not in your case specific you're saying well I'm her

caretaker I'm the one that's going to pick her up bring her places bring her at home um happened is very common I understand that but your vehicle doesn't need to be in a handicapped spot okay what the city turns around and says in that case not that I'm necessarily saying I agree with it but this is where we're at currently is that well okay she has to go to an appointment right you're

the driver she's not driving you can pull up to the front of the house as she gets into the car it's almost like being directly in front of the house at any given time that your car doesn't need to specifically be there CU she's not the one running in and out on her own accord you understand what I'm trying to say yeah yeah I I get it again please understand it's frustrating it's a matter of like

emergencies is what I'm more concerned completely understand and I get why people think or want that ability as the primary caretaker because the vehicle's up front it's ready to go um but again what they would say is well you're on your way out jump in the car back up pull forward to in front of the house and grab the the individual you need not the most ideal but currently that's the way um it

is Set uh again I would say if something has changed or changes in the future by all means come back and apply but I don't think this is going to pass but I'll put it to the vote okay any questions before we take a vote uh no you have a motion on this motion to tonight second any of post um like I said fortunately because of the caretaker is the one with the

okay um so yeah question for you I'm sure you heard a couple of discussions uh I understand for this address you guys are the homeowner and you do have access to the driveway is there some sort of extenda circumstance you'd like to disclose got I've been for years if you ever go my to yeah um if you look at my house my car has to be right up against the wall

in order to open up the door and you still don't have enough room and he's had a stroke and she's handicap and show the pict he's already fallen already uhhuh we can't get the door open it's just a a bloody disaster and to get to dialysis and the vanand picks them up they won't even pull up clothes and there's no room to get by matter of fact the wheel it's it's just a disaster no

room to get by where in her driveway my gets hit with the car door and you see how much room you got there's the back and there's she's got to get that man in the car takes two people to get him in okay so when you have the door open the door doesn't open all the way it only it the walles she's already got bruises on her chin from the door

hitting her in the face because there's no it can't go all the way back and he's got to get in the back here because you can't it's up against the foundation it's a horrible and then is's a problem even getting out of this driveway because it the Street's so narrow it should it should be a oneway car a she's going to go in out in out in out to try to get it's horrible I lived

there 9 years we did our best but now with the wheelchair he fell on the floor I me a couple so he's currently in a wheelchair yes and he had not been previously no he wasn't going dialysis the dial is killing me CU when he gets up he can't has no I can't there's no room for me pull him out of the car so when he goes to dialis they pick him up yes yeah and

she and this poor thing she has a b bad heart she's got to go down where that coffee club or whatever you call it coffee in the rain in the snow brand new wheelchair just got damage from the rain and they won't pull up in front of the house she's going to walk down place to open the door the door opens on the opposite side um you can have SE so um get

because I want to see see this right here that's my are you're not still using the driveway are you yeah where she has to there's no place on that street the P You're the one with the black SUV correct yes i' rather go for a longer walk and get scars on my face I would stop using the driveway immediately people in handicap in the and they back and iamps to

get they park in front of it because other place to park and they do know that the paring call met doesn't come till 7:00 8:00 so they safy but my husband gets out at 6:00 before I was driving I can't get in the car yeah okay you see how it is house no listen this is why we have this this board this is why you guys are allowed to come compl

your case okay so like I said from J there are prerequisites there are automatic disqualifiers obvious thing is is when you come in here you have a chance to F your case and show us that you have some sort of exent circumstance or some sort of uh kicker that changes it okay um it would be my recommendation to this board based off of those images and the fact

that not only is he hand but he is also wheelchair bound and looking at the way that that driveway is set up I do not feel it is prudent to have um off street parking where you can't open the door completely nor is um a wheelchair accessible on the side of that house so I would I would actually make a recommendation that for this case um there is a handicap spot um

authorized however I am not one person board um it is up for the board and we'll make a vote now so if we give her a handicap spot outside she can't put her car back in that in that little small driveway she was saying she keep it in keep J doesn't need to go buy it she can't put it in yeah now who's got the handicap spot like she said she if we put a handicap

spot oh you both so she can't put it in a driveway once we have handicap spot outside front house Cor to other people you don't got to go way yeah so that's and this is why that's typically a a pre disqualifier okay because now you're you're getting your cake and eating it too deal tenant a space because they can't close to my house I'm knocked out my house I have a

hard well you can you've been doing it for years it's you know so um when it comes to ease or the ability to drive that has nothing with this board if you can't drive or see you crash into all kinds of things unfortunately we're not we're not making that the wheelchair thing I completely understand and I'm willing to um work with you in this board to try to make some sort of

accommodation however um the fact Still Remains that if one is provided to you in front of the house that's not to be used when you decide and use your off street parking like during snow and other things uh it won't is unless they have a handicap packet they can't park there right it's frozen regardless so that would be frozen for your vehicle I have two vehicles my other but the other he doesn't at all I

don't it's did you see the pictures yeah I drove the other one just stays on a drive I no's driving no not now I can't get out I can't can't get out with that car it's a 1985 over my street is so narrow you cannot have a car across the street or next to my driveway which car do you use the nobody uses this other car I haven't used it

because yeah I feel like I feel like I'm trying to meet you halfway and every time you say something yeah yeah you're giving me more of a reason not not to go I understand you do but sometimes less is more we're going to start again your other vehicle you have zero intention of using W I'll use it but I have to keep it against the house so I can't use it

because I can't she doesn't use it she doesn't use it who's who else besides you the he'll be taking that and each of you have a handicap and that's the main concern we freeze here um that's everyone on the I only have I only have one plard though I don't have her you have a pla card as well I only have one mine's on the right now yeah no problem okay a copy yeah want to I

have no we we don't need to know that yeah that I don't need to know as long as you have inactive plard let's up you can have a

SE what you what do you guys got see she can't open that door with in she can't open that door with the man in it she can't get the blue chair up so open the can is well if if she can't it's like the doesn't exist you know you can't get that man in and out of there with that driver up that's appr that is absolutely appr right all right um let's do this if if

everyone is on board I'd like to do all I have not been able to go by this address I want to stand in front of it get a good determination see exactly what we're looking at as far as the size of a vehicle the width of the door um Can a wheelchair naturally get through there because again um and this is for you guys it is not the determination of

ease or um convenience you know what I'm saying it's it's simply based on uh safety um on how this is done you heard me say it a few times already you do hit the automatic disqualifier however there may be a reasonable um issue that we may have to go ahead and decide to issue it to you anyways but um it is my determination at this point I would like to table your

request for the next month so I can get out there over the next couple days review it for myself um and give the board members a chance to go out there as well and then next month we'll be able to make a determination very hard I today and there is about this much on each side and it's a hill so if you're going to be in a wheelchair and that

you're going to go yeah like I said I I think that if there is a reason to supersede the law the rule in place this would be one of them but until I can actually say I stood there and sorry for myself I don't I don't want to make the wrong decision but once but you said that you you would park in the driveway but once we we give you the handicap you

can't park in the driveway stay out the street because it's so difficult with motion to table this request second any opposed all right this motion this motion this request will be Ted till next month okay come back you'll get a letter just like you did for this meeting you'll get a letter to come to the next meeting and then we'll have the discussion just the the fairest way that

actually nowal yeah well he does same situation right with the as you can see the driveway is narrow so I have to pull up back up you're actually pulled out of the driveway open the door so you get you can't open the door when it's in the driveway process of in the process of putting on the side so you put the ramp will be less room in the driveway well it go right to the

edge so it's it's just not safe okay um yeah just in the spirit of fairness okay um I'm going to ask you that I I have the opportunity to go by and look at it I understand your pictures are pretty clear and explain the situation um I think having to back out of the driveway onto the sidewalk and into the street to just merely open the door so you can get in and out with his walker

um that again if I have to guess is going to suped ruing place and you're probably going to be issued them however it is ear marked as a disqualifier I want to be able to put eyes on it and I'll be able to say that uh there's a reason it just me up because the

person Parks across the street and your sun park there handicap plet on the dashboard hiss and it irks me so bad because here I am parking a walk away or parket in the driveway and she's not even using it properly because the the sun work second shift so she talks across the street so he can have a spot when he comes home from work yeah it's just so annoying um motion to table this one secondos

or um signal length so it's 4 miles of of racetrack um so if you're coming down you pass Rosen Street you get to that it's like a little Bend so if we can get some dangerous curb or a caution flashing light or something um in that area is this it's someone's GNA kill if not so you're thinking um Wilson Road area yeah so if there enough if you you know where the the The Layover

for the train is so you that's Wilson I think the next one is that's what it be yeah so it's like like right there and it's a little that you really can't see but and then it happens quick so between those that that that those two streets is like a flashing light or something yeah I mean I don't disagree with you you do bring up a good point um the reason why we typically don't put extra

lights or signage on any kind of thway or main Fair because it's the purpose of you to stay free flowing but um obviously if it it starts to become more of hindrance than it's definitely a like my daughter's car was she was totally like like so that cost us money and not including the two um like what's it called the side mirors 500 a piece 500 a piece 500 a piece deductible over here that something we

have um what this being you know just being a city four miles with no type of yeah we can do like slow down I don't think that's an request I think we can just go and get that done of course um I agree with your your assessment right at the Wilson Road B area along North Main where that curve is there um some sort of heads up yeah heads up right um

starts with NBTA right yeah super easy to do I think we do have those signs accessible um and that's relatively easy for to go ahead and vote on to go ahead and add along that roadway and hopefully that does curb um some of the issues um but and then how do we how do we escalate it get a flashing light what do how do I petition or that that is something that the city would have to

obtain funding for and things like that that is outside of the power of this board I can request flashing lights every 200 feet and the city can I just want one the I just one other than a metal sign that's you know a diamond dozen we can just go ahead we already have them in stock and we can slap them up there anything that is any kind of technology or electricity that requires any kind of

things like that um that comes outside this we have to get the office or city counselor who I talk to about that um City counselors are going to be the ones that that deal with that stuff you know what I mean the city of Fall River is it um you guys don't have Ward coasts is everybody's that large you can talk to Paul hot Paul yeah he's a city council he's the head

of um safety Public Safety Public Safety h a RT yes okay all right perfect but in the meantime um take a vote on adding that that curve signage in that location sure motion to add both both Way north and south second second any oppos EXC easy enough we'll have that at least that sign
