roll call of Commissioners Amber Burns thanks to Paris Joseph Silva I need a motion to weave the acceptance of the minutes from the regular board meeting held on 3-1 2023 make a motion to accept the minutes no except uh to weave or to wave a few minutes of um last month second commissioner Smith a motion second by commissioner Burns all in favor say aye aye citizen input actually before that I wanna

Let's uh duty of pledge and Allegiance first finally pledge allegiance to the flag of the United States of America and to the Republic for which stands one nation under God and indivisible with liberty and justice for all foreign okay uh at this time I'd like to do two moments of Silence one we just found out today uh our longest serving member of the park board uh commissioner Sylvia passed away this

past Monday I would like to have a moment of silence for him at this time

thank you rest in peace Jeff another uh man who passed away was beloved by a lot of folks in Fall River he passed away earlier this week too is Bob Rossetti Bob was loved by a lot of folks in foreign like to have a moment of silence for him as well

thank you Bobby rest in peace Bobby getting picked up hey citizen input tuna right okay from the Frat program foreign Katrina Myers fold River arts project 505 Bay Street Chandler garage project going on Carol we were in touch with uh Nancy Smith about how to move forward she suggested we get in touch with the Fall River historical commission and the State Historical Commission we reached out to both of them and we

are waiting for a response from the state but are going to be going to the historical commission's board meeting on the 18th to get their approval yeah we're hoping that we express to them that hopefully if they need any information we might be able to get their approval on the 18th and not just say you know come back in a month and we can move on to design and get some paint

off before the first day of summer maybe what we can do too is I'll have Mrs Smith draft a letter from the park board to them stating that we're in favor of this that we just wanted to bring it to their attention because of the the historical commission and that so they know since Kennedy and the olmsteds are historic Fox indeed indeed and we also got a letter of support from the Pearl

River Art and cultural Coalition as well that we afforded to Ms Smith and then once we get all that out then we'll set up a meeting with the sounds good I'm further meetings yes we asked that they let us know in advance if we should prepare anything and specifically to get with the what they need okay great guys thank you

okay item a removal and pruning of various trees at Maplewood Park do the overgrowth and oil safety concerns additional smaller trees will be planted in the near future I just want to add to the record this came in through stock architect today I'm going to pass this out to the commission is I'm going to give this the Cheryl Cheryl is uh filling in for Mr Smith the suite so take our minutes in that so

as you know what we're doing commission is is myself and uh Mr uh Martin he's our new uh director of the cemetery uh along with Mr John matuse yep he's the president of Maplewood Park and along with another gentleman here from uh yeah uh they were there uh for a meeting uh with uh Sean Travis Charlie Darren from DCM and uh Rodney from the architecture that you know that we got

the CPA funding you know I'm not Committee in that this is a half a million dollar project and we want to do everything the right way to do diligence if you can see these two big trees right here and they're in the way of these poles the contract there is not comfortable putting that pole there with these trees in the way and some of the other ones uh overhanging the fencing that it's a

dangerous Hazard so we want to get up and uh get a permission from the board to remove these two prune some of the other ones and there's another one at the Little League field that that that light since they're not we're going to have it done we might as well have it all done at once uh to get these done and then uh we're going to be planting new trees throughout the city

Uh there's Big projects going around that we've improved before for all new city tree plants and everything and then once the lights are done and everything if you guys have a chance go by there they're going to start this project tomorrow already uh taking down the old lights and everything and they got a boring uh 16 feet into the ground so the bases are going to be in there to hold these uh holes up and it's

going to be a great arch for that and you know we don't want to have come back and I know because Mr Smith had to just go about a month ago to get an extra fifty thousand dollars from CPC so we want to make sure this is done right because I for one it's a safety concern we don't want nothing hanging over the baseball fields and that yeah you know anybody getting hurt

these things stay up take out one of these brand new lights or something if the storm comes in knocks out one of these trees I don't think CPC or the other the citizens are gonna be happy that we uh have to go back and ask for money to redo something that should have been done the right way so you guys uh I make a motion to approve okay all right commissioner Burns made that

motion seconded by commissioner Farris all in favor say aye aye thank you just stop that tomorrow quotes okay thank you all right uh Item B request from Lauren Valcourt interest in volunteering to help with the Stone Restoration of Oak Grove Cemetery Prospect Street want to come up and uh of course I'm gonna have you come up as well when it's on third I know uh Lauren and Chris have talked Chris has

gone through the same class that morning and they're going to explain my name is Lauren Valcourt I am not a resident of Fall River but my family grew up here okay we have the motion to leave the rules I make a motion with the rules second commissioner uh Ferris made that motion second by commissioner and um as many people know during covid there was a lot of social distancing activities oh of course uh 18 fiam

Street Pawtucket Rhode Island thank you thank you um there were a lot of activities that you kind of had to find that were outside including social distancing um and I found that cemeteries are a fantastic place to learn about history learn about the city that your family grew up in and while you do that you also notice that a lot of those memorials need some work there are some that are deteriorating

pretty quickly there's a lot of marble Stone that's used in New England cemeteries Marble's beautiful it's not the most resilient type of work to do if you want the memorial to last a long time some pretty basic repairs and cleaning can help with the longevity of that Memorial and Oak Grove is a cemetery that's referenced in many historical Cemetery books I own because I'm you know very interested in that historical

aspect of the city and taking walks through there there's I'm sure you know lots of areas that could use some PLC so I've worked with the Westport Historical Society for the past year or so and they have a fantastic group there who do lots of local repair and I've also taken classes like you have I believe yes Jonathan Appel who is of Atlas preservation in Connecticut he has done work with some of the most

historic memorials in the United States um and does some work at Arlington National Cemetery so I think we learned from a pretty good teacher yes as far as how to care for the stones make sure the people who are caring for the stones are also safe and I I think it's a great idea I mean we've we've been trying to take care of some of the small stuff that's there but

um with people that know how to take care of cleaning them and and restoring them is I think that's a great idea yeah and I know there's some people are in the audience from from the friends of our Opera now yes you guys Yale I'm sure you guys don't have an issue with this right okay and I know I talked to Lauren last week when I invited her to the meeting

tonight and told her that she'd be on the agenda I had asked her if she thought this would be good like if we had any uh teenagers for summer work is it something that I would maybe able to learn this she was saying maybe not lifting the stones and everything but yeah basic cleaning the basic cleaning and that is probably something that they could teach in that so and the only kids

involved yeah the only material that I use other than water is just D2 biological solution which is what's used at Arlington National Cemetery as well for those memorials so you have a motion or any questions have you reached out to any of the high schools around here yet yeah I personally haven't no we haven't we we were just kicking this around um but absolutely that's something we

item C request from the preservation Society of Florida the walking tours on May 20th Oak Grove Cemetery Prospect Street Nvidia

James Souza 300 Stetson Street Gail Powers 731 Prospect Street so I'm the vice president of the Fall River preservation society and Gail is the treasurer um May is Preservation month throughout the nation and we're doing two events that we are hoping to have in May one the first one is um a lecture at the Wampanoag Mill and it's going to be about the um historical architecture of how and

why the Mills were built that way so in tandem with that we thought we would do a cemetery tour and focus it on the mill owners um the Quarry manufacturers and a few notable mill worker I actually have the seven people I'm suggesting is a mill worker it's actually called the old agitator five different Mill owners or uh principles of the Mills and one Quarry owner so it's all going to tie in with the

Symposium lecture that we're hosting so we're wanting to do a walking tour of like seven or so grave sites and just explain who they are and they're you know notable presence to Fall River I did make a map that's something you'd want to take a look at um it's up to you yeah I took a walking tour on myself already into this into the record and we'll uh give it to Cheryl

yeah the the walk would start obviously in the front gate and it kind of goes up to Locust Street where um the person who owned the BD Quarry is so and the whole Loop all together is like 70.75 miles um the tour would possibly take about an hour and a half and we thought of doing two possibly starting at 10 and probably ending around three so I just had a question because I used

to work there years ago I'm not sure if you have it there but where'd you work oh I worked in the early 2000s awesome yeah so uh with Tommy and everything uh but uh when I worked there you I'm not sure if you're on the tour or not there's a headstone up there that's the replica of the mill owner oh yeah yeah right near the incinerator yeah who's on there I think he's number six

yeah I believe the reason he I think the ones I'm having the ones I'm having is going to be um Thomas Evans who was a mill worker who's agitated he was a alpha male suffrage in working conditions Colonel Richard Borden um John Flint EP Charlton and Foster each Stafford and then William Beatty will be the last one and I and along there I still working to try to make it interesting besides Mill

owners and cloth there's other menopause like the Marshalls or the Marshall hat factory so Mill was built just for them so I have a like interesting things to add to it so try to make a little educational for people hope well you know I've been here before yes to do I've probably done 20 tours now you know Chris is all new yes I was chatting with him yesterday all right I didn't know if there was any

my name is Tom Santos I'm the current president of the Portuguese American veterans in Bristol County we are resurrected group 35 Sullivan Ave Somerset Mass we are resurrected group of the previous organization um our goal in I go in this in this rebirth is to start small and certain certain certain Portuguese monuments that are in the city and clean up what we can we decided to start with the Santos Square on

Columbia and Broadway I've driven by it a million times I never knew it was there until one of the one of the guys approached it so yeah I've been doing this for a couple years cleaning this up and I was like where is it yeah it's the one that's right at the bottom across from shops exactly I parked in Shaw's Market looked at I was like Wow there is a monument there lo and behold um

so we've set out uh the groundwork I've met with uh Charlie Danny from DCM um he's on board for the project I've met with the vso she's on board of the project um my architect finally got me a layout so you can see I emailed it to the BSO this morning so this is uh record

so the monument itself has been cleaned up on a yearly basis by one of the by one of the members the the that back area kind of fell to the weight to the Wayside um I met with Charlie I mean meet with Cheryl we've been doing it for the past couple weeks every Friday morning we get we go up there and just see see how it's progressing the goal is three flagpoles new chain link fence

fresh mulch a couple of benches a stone in between the three flagpoles honoring the Portuguese American veterans for their service the United States armed forces and I'll have a I have a copy to I'll give the Cheryl on Friday morning so she can put in place at DCM all right any questions I guess my only question and I'm only asking this because I feel like this always gets brought up if they're putting in benches

and flagpoles are there like standard ones that they have to follow all of that jazz I would say uh yeah I think uh All City Pops uh it's the standard bench so so basically whatever whatever's being used by the city we're going to try and match that up as far as flagpoles they're fiberglass they'll last longer than than what's there um three poles one 125 footer 220 Footers um there's existing Lighting in the area

we're pretty sure that's that is sufficient light to light the flag if not we're going to mount we'll have a light mounted on one of the poles just just to reflect toward the toward the national Anson right so Mrs Smith will be back Monday and uh Jolly will be back on Tuesday so just they'll be in touch with you and work with them and they'll let you know what everything's the standard materials to work with

I'm also part of that we're going to try to do it for Memorial Day weekend so the our goal is to have everything in place Memorial Day weekend Memorial Day weekend being as busy as it is in the city we're not going to be able to dedicate it Memorial Day Weekend the goal is day of Portugal before they I believe they start at six o'clock we're gonna try and do our

ceremony at five o'clock that way we we invite the Portuguese Community into this and and kick it off the right way Mr Santos no relationship at all was a World War II vet who was killed in action and in Rome in 1944 so it's he should be honored yeah it is uh I would do that and see if you guys for the mayboard meeting to get approval from uh well go through the vet and then

show she'll request that if you think you guys want to have it there for the June meeting if not we'll have to approve it in the Jew mean for the dedication but I would go through uh the war council so my my understanding I was I was listening to that my understanding was it went through the vso or did that or did that change so what happens is you go no no no the reason is that

I heard it was the veteran through the through the veterans Council yep and that was changed and it's not the veterans Council goes to the vs goes to the vso and now you just stayed there to go to the veterans Council so I'm kind of confused in that in that order because they changed they changed that up the other day

let me see first event proposal to the Four River War veterans Council and then Dale contacted BSO and then the vso will contact us yeah I thought it was the other way around no that's right at the last meeting you I know they they literally sent us an updated letter yeah that's what he's reading right now all right because the last was the last month's meeting it was it was stated

that it was so then after this came down like last week for us too okay just want clarification yeah that's going to be the new way of the wall veterans Council then they'll contacted via sold and she'll send out the approval for um the request for us to approve okay thank you I make a motion to approve

no but this is when we we do the the thing at Kennedy Park this day so that's why I was trying to figure out no no no the back to school block party that they have at Kennedy Park is usually the same weekend so that's why I was wondering oh yeah I remember because NASA is my first telling me like oh there's so many events going on yeah

have a spoken word in English and Spanish we anticipate for the service to only be two hours and a half with an hour of of um set up an hour breakdown um we try to do it like during the times of the day between 2 and 4 30 that highway is very um easier for people to attend and stuff and we're not making you know it's not late in the night so yes I wanted to see

if we could we're able to have it you know and try to get the community together you know and so um I know I think uh Mrs Smith's been in emails back and for you uh you know how it works yes yes what part of the park would you be in yeah um I think I think I see like an area like well there was a basketball court or something something I'm not sure I

think I seen like a basketball court or like a plaza area do you guys have it's like a roundabout that's the department yeah yeah something like that like you know um something like that I'm just anticipating maybe putting like like a pop-up tent like a 10x10 pop-up tent that way we can just put you know um our musicians there it's gonna be like a few musicians and and then that

way people can bring their own chairs or sit on a lawn or something you know and have something you know um where people can can have a good time with the worship and receive the word you know because a lot of people sometimes can't come to church you know so we're just trying to try to change it up change it up that way people can receive in this tough time you know so like I said before

Miss Smith will be back on Monday once this is if this is approved tonight okay uh there'll be a pendant approval until we get all the proper paperwork she'll contact you and give you a sign off list that you'll have to go to the different department heads what you plan on doing if there's going to be food no no no so so they won't they'll be all signed off

sheet so if it's a simple thing it'll be yeah so so there won't be any food I'm sorry to cut you off there won't be any food we won't be giving anything out the only thing we're going to be giving out is the word of God and worship that is it so we're not giving out food or nothing nothing's going to be sold it's just worship and the word that is it so

so she'll contact me right yep she'll read she'll reach out to you she'll be back on Monday and then then I gotta come in to every Department right yeah she'll fill it out if if we're not doing all that you might not have to go to every single Department she'll work with you on that okay Kennedy Park figure out exactly yeah yeah yeah I think it'll be like off the

road a little bit like you know close to the I know that when you drive down there's two sections yeah it'll be close and if you go in you go one way there's a pavilion that has like the overhang where people okay let's say it's raining you guys could all go under there okay yeah yeah saying was the water fountain but if you if you have that information like before you meet with her that'll just make

everything okay yeah yeah I mean I was gonna ask is there is there is there like a rain date like for like if it does rain can we schedule for like the following um obviously taking into account that there isn't anything else on that following week that there is then we'll just push it out but I thought that maybe we would have like a rain date in the case of the rain so did you want a

rain day it was like the next day or the week after the next the next week yeah yeah I don't know if but um I think that um worst case scenario um it's it's July 15th yeah so on the 22nd the 22nd I would be like the rain day out so I would say is we can I mean what's the scenario I I am I am going to push to have it by all means

there is the Pavilion if it doesn't yeah yeah yeah so it's an option yeah it's completely covered yeah definitely I just I personally don't feel comfortable of saying yes to a Rain date when we don't have the calendar in front of us yeah there's gonna be another event that's already scheduled there yeah that's fine I I think that for now leave it that day and and uh um we'll cross

that bridge when we get to it it's great hopefully yeah hopefully it won't yeah hopefully two things too is I know we saw about the verbillion just being mine you will have the permit in that but just in case we do have a lot of teenagers that like to hang out in that Pavilion that's what we like try it if that was released yeah I'd maybe to talk to them and say Yes

guys we have the use of this and that's something yeah yeah I got invitations I understand I got you I'm gonna I'm gonna come down and just take a look and take some pictures I did originally but I wasn't thinking about that I was gonna be mindful but uh what based on um all the documents then I'll be approved or today we'll get an approved it's going to be pendant approval until

she receives all that okay it's approved just you got to get all that stuff okay the fees paid yes the insurance money

item k request from Bishop Connolly athletic department tennis courts games only Veterans Memorial Bicentennial Duval Street so um we just need to prove I know we approved this too for Diamond uh last month and I've been in myself and Mrs Smith been in touch with Mr Bailey who's the athletic director uh he's uh Bishop Colonel and Diamond are going to work together to make sure that they invoke how it

says down there on their days and these are only going to be for games only uh the uh which are the um and uh they have their game scheduled here same thing with uh Diamond I believe is only going to be using it for games as well uh they're going to be using BCC for practice make a motion by commissioner Faris oh second second by commissioner Burns no problem all in favor say aye aye

uh item l information Corporation Council explained in recent rules regarding citizen input so we just saw this was uh we had got uh citizen info correspondence uh from an open meeting uh and this went to uh attorney rums in that this is just a basis that we have to followed us that uh when it comes to Citizen and important and everything we just have to follow these rules now can we let the citizens now because

this isn't half of this stuff isn't us it's all for the citizens yeah yeah so but um Lydia says that uh because this happened at Council on that before well the citizens can come speak and everything um if it gets too confrontational then we can ask have them okay I make a motion to accept it place on file okay commissioner Burns made that motion seconded by commissioner Ferris all in favor say aye

all right um at our last meeting uh we voted on uh the payments and everything all approval and uh we gave up the deadline that uh March 15th to have permits turned in and everything we gave extensions and everything uh they did come in and everything uh because of the last council meeting that we uh went on and they wanted a trial period and everything what really into Smith because the board had approved it last

time May feels uh because they said they want to try to do like a Premiere field Brooklyn Park with the soccer to fit everybody in we are only going to schedule Brooklyn Park for games only to vasos field and the field that's on the side of me on the side of um Brooklyn the project they are going to be listed as practice so I know some of the soccer leagues are

here and everything so um that's going to be Day games are only going to be at Brooklyn for all the leagues and any games if anybody is caught practicing on that field they are going to be probably uh pending that they will get their permit revoked so okay do I have a motion for that oh just it's just uh it's not a really emotion it's just uh information that uh

we approved that last time you can take the information place on file yeah it's not yeah because we already talked about it last time we just saw informing the rest of the board that's what you guys voted on last time uh so I'll have Mrs Smith uh do the best that she can because the council wants to make sure that everybody's getting playing time and practice time with everybody and that's the only way we can

try this and see how we can work to get everybody on playing time fields and everything all right uh is there anything else before the board no that Mrs Smithville can I just have clarification because you just said that we're not allowed to practice on Brentwood it's only going to be Ames so Britain's gonna be games only the practice field that's on the outside of the field you

will be able and you get a you have I know you've turned in the times and that the practices in it so she's gonna work that out where you can practice it the tabassos there or any open space that we have at a park or something but isn't that a isn't that an open space What during the week the the turf field nope because this is the thing the turf field is getting a

lot of use and everything and we have other leagues and uh other people that are wanting it we have the football that we've heard at the council the football wants to play area uh other places want to play we do not have all this land to have everybody using that same facility and the other thing is to uh there is not going to be the city council took over we had to

take over paying the lights again we will not have any lights on for practice so Mrs Smith told me that other other leagues and other pops have lights on for practice and assumption is that we would have lights there as well yeah it's only going to be for games so it's an open field during the week yep but if you're a league you can't practice there but if you're not a

league you could just walk on and use use a space if you're if you are not if you are not a league if you're a republican the public can use it well isn't the league also public but we're saying is like if we stop doing that then add the people that have permits are not going to have any time to use this field right and I'm just trying to get clarification right because I have to go

back to our board and explain why we can't have practices on the field because they we're going to use the grass field for practices the outside field that is not gated that's going to be a practice area okay and any other parks that we have open space that we can set up cones and that's whatever that you guys can use that for practices during the week just provide some feedback right because I've been with

the league for over 10 years during the week generally don't see any games Monday through Friday sometimes on a Friday you might have a night game right normally the the leagues that have used utilized that field for soccer including full reviewed soccer the two men's teams that are on there Nor'easter on the leagues that all have been using that field for years in addition you have BCC

that have used it over time right but generally during the week unless it's a college or High School there's no leagues playing there for games Saturdays and Sundays are your big heavy days where you have multiple games happening on there from 9 00 a.m or 8 A.M all the way to you know the evening hours depending on the men's league and the youth leagues so I get that I get we've always said you

know games come first right games come first regardless of what league you're in right we always work together amongst the three multiple leagues but not allowing Our Youth Organization to use the field during the week when there's no games doesn't make sense to me I was there last night there was about 80 kids from the city with bicycles and trash everywhere and I used a small corner of the field

and two of those Nets that are currently on that field belong to four viewsaka that we've allowed the entire city and all its residents to use over the past eight years I I just I don't see I don't see any fairness there to any of the leagues who just want to use it just like anyone else is using it as you as a concerned we as the pot board had to come up with

a policy what we voted on is if you watch the other these two Commissioners weren't there that day myself and commissioner Rigo were invited to the city council meeting on Valentine's Day if you watch the city council me because it was supposed to be a joint meeting but we couldn't have a join me and so they invite and they had everybody else there uh Mr Oliveira Mr Akins Mrs Smith and everything and the Council of

adamant they wanted to know how much time people are using these fields for and that for games only and practices and their games and that they wanted us to come up with a policy I think

I think I obviously don't have the schedule on me but the times that during the week were there would just be practice there will now be games there because of the fact that there won't be practices there I don't know when they start I don't know how the the schedule by any means but that was the whole point was football was upset and there was someone else and I don't remember

who it was but was upset that the field is primarily being used for for soccer and they want to use it for their sport so this is the only solution that we can come up with even though it's physically Turf designed for a soccer field I yeah I don't play soccer I don't play football so I don't really know the difference between the two but um but yes so is it fair to say that if

there are no games on that night and no organized permit to use on that night for a game that feel can be used for practice period she's gonna reach out to you guys to say whether it's going to give the games first and then the policy will be if they can be practices in that she'll determine where the practice is going to be that's why we asked for the two separate schedules

and that's why I went over with her all the schedules and that and we got came in I helped her out with that and then I tell her do the final and I know he spoke in previous years about Nets at Crossroads pop because there's no goals right now it's Apostles Park it's just a big giant cheese base she got the two nuts in that so we are going to be

putting them in and we're going to be having tavasa's lined and everything and now you're going to do new Nets behind britlin right now where those those have been there since 1972 kind of in disrepair is that the practice area you're talking about I can find out for her uh and then maybe not for this board but is there a possibility to work with City officials on adding a Turf space behind Britain's current turf

field a smaller area that is green space that's not you know filled with Geese poop and dog poop that we could use the you know citizens could use as an additional practice area this is this is the thing that all came out of that meeting there was a master plan of all the parks and that they want to know what baseball fields what parks and of being utilized how many kids are in these leagues and

uh how much because they're there's some of these fields that people are saying we can never get time on we uh the football was one particular and everything and uh Mrs monis she was there part of that meeting early and that's what they say there's some of these fields that they might want to repurpose having all-purpose fields or something because years ago a lot of people played baseball there's only a

few more leaves and it's sitting out that we have so many fields that are not being utilized and that so they want to reap the council wants a master plan that we're putting together now and some of these fields might come down maybe soccer fields added we had volleyball that's a big thing because the tennis courts down there um Kennedy and uh Pulaski we had individuals go in there

and put nail guns and put a wreck nail uh their own uh volleyball which we can't do this so I know they're working on seeing if we can make some volleyball nets and that the new thing now some of these tennis courts pickleball they're doing pickleball so as time goes on we need the shot changing with the times of that and they're doing the puck improvements and everything and this is what is going on

okay thank you but we're going to work with everybody as best as we can but that's what they said is they want is possibly they they even said that if you heard uh one of the councils saying we need to have like you know a premier feel in that that everybody wants to play at and that we can maybe uh release this thing out and everything to order to do that that Turf needs to be

replacing that the city don't have the money all the time to replace the scarf and everything and so this is the thing we want to try this now so maybe in the future we can turn that into a Premiere field that we can lease out to everybody okay commission inquiries okay I want to wish everybody a happy Easter and so everybody's families and the citizens and everything they have a motion to adjourn make a
