1:34
Is there any public input?
In
Out
1:38
Is there any public input?
In
Out
1:41
I'm going to go ahead and, um, I don't know if we need a motion for this, but I'm going to go ahead.
In
Out
1:49
Can I make a motion to move all the voting items to the top of the agenda, please?
In
Out
1:55
So essentially taking the agenda out of order to start with all voting items.
In
Out
2:01
Okay, do I hear a second to that motion?
In
Out
2:04
I'll second that.
In
Out
2:06
Okay, uh, roll call vote.
In
Out
2:09
Chairman Dennis Palselli?
In
Out
2:11
Yes.
In
Out
2:12
Commissioner Lisa Silva?
In
Out
2:13
Yes.
In
Out
2:14
Commissioner Dan Robillard?
In
Out
2:16
Yes.
In
Out
2:17
Commissioner Ann O'Neill-Suza?
In
Out
2:19
Yes.
In
Out
2:21
Okay, the first item to vote on is under the web access workgroup, and it's an item to have the Diamond Regional Vocational Technical High School assume management of the Disability Commission website in September.
In
Out
2:43
Do I hear a second to the motion?
In
Out
2:47
Motion with a question.
In
Out
2:50
Okay, well, just to get the matter onto the floor.
In
Out
2:53
Okay, uh, do I hear a second to that?
In
Out
2:56
I'll second.
In
Out
2:58
Okay, question very briefly.
In
Out
3:02
Uh, uh, are we— do we know what our assumed cost is going to be for this, Mr. Chairman?
In
Out
3:17
There's only a cost for Bluehost to host, but there will be no cost for Diamond.
In
Out
3:22
Very good.
In
Out
3:23
Thank you.
In
Out
3:24
Thank you.
In
Out
3:25
I yield.
In
Out
3:26
Okay, most people adapt.
In
Out
3:29
Are there any other questions or discussion?
In
Out
3:35
Okay, hearing none, uh, roll call.
In
Out
3:38
Chairman Dennis Paulselli?
In
Out
3:39
Yes.
In
Out
3:40
Commissioner Lisa Silva?
In
Out
3:42
Yes.
In
Out
3:43
Commissioner Dan Robillard?
In
Out
3:45
Yes.
In
Out
3:46
Commissioner Ann O'Neill-Suzza?
In
Out
3:48
Yes.
In
Out
3:50
Okay, the second item would be to allocate, um, for, for 3 years— not, not, it's not 3, it's not, uh, it's not per year, it's, it's the whole, for the whole 3 years— to allocate the total of $11 $115.63 for Bluehost to host the website for the next 3 years.
In
Out
4:17
Mr. Chairman?
In
Out
4:19
Yes?
In
Out
4:20
I make a motion to amend that to $2,000 based on a conversation that I had with our accountant.
In
Out
4:29
Okay, um, do I hear a second to— we're going to vote on the amendment first, you guys.
In
Out
4:34
So do I hear a second to the amendment?
In
Out
4:38
I'll second that.
In
Out
4:41
Okay, roll call.
In
Out
4:44
Chairman Dennis Panselli?
In
Out
4:45
Yes.
In
Out
4:46
Commissioner Lisa Silva?
In
Out
4:48
Yes.
In
Out
4:49
Commissioner Dan Robillard?
In
Out
4:51
Yes.
In
Out
4:52
Commissioner Ann O'Neill-Souza?
In
Out
4:54
Yes.
In
Out
4:57
Okay, so now we will vote on the motion, the amended motion to allocate $2,000 to Bluehost for the hosting of our website for the next 3 years.
In
Out
5:09
Uh, is there any other— any questions?
In
Out
5:13
Okay, I'll entertain a roll call vote.
In
Out
5:17
Do we need a second?
In
Out
5:20
Oh, is there a second to that motion?
In
Out
5:22
We need a second to the motion.
In
Out
5:23
Well, who made the motion, Sandy?
In
Out
5:27
Dennis.
In
Out
5:29
Okay.
In
Out
5:30
No, no, no, I, I introduced it.
In
Out
5:34
I'm sorry.
In
Out
5:35
Okay, okay, then we need someone to make the motion and then second it.
In
Out
5:40
Yeah, we need somebody to make the motion.
In
Out
5:42
The chair is not supposed to make the motion.
In
Out
5:44
I just simply introduced.
In
Out
5:46
Can, can we re— can we restart?
In
Out
5:48
I, I motion that we allocate $2,000 for the purpose of website expenses.
In
Out
5:55
Okay, I apologize, you guys, for the confusion.
In
Out
5:58
Okay, who seconded?
In
Out
5:59
Anybody second it?
In
Out
6:00
Commissioner O'Neill.
In
Out
6:03
Okay.
In
Out
6:05
All right.
In
Out
6:05
Uh, now, now, are there any questions or discussion?
In
Out
6:09
Mr. Chairman, very briefly.
In
Out
6:12
Yep.
In
Out
6:13
Uh, $2,000.
In
Out
6:17
Uh, the, uh, this may not all go to Bluehost, but there may be other associated expenses with the website.
In
Out
6:26
So that's why we're doing $2,000 to be safe.
In
Out
6:30
If we don't use it, uh, it doesn't come out of our account.
In
Out
6:35
But okay, the number on the agenda is definitely incorrect.
In
Out
6:41
Uh, the amount for Bluehost will definitely be more than the number on the agenda.
In
Out
6:46
So, okay, I have a question.
In
Out
6:49
Is that issued in one lump sum for 3 years, or Is there an amount per year?
In
Out
6:57
No, it's one lump sum, whatever the total will be, but there's different parts to it.
In
Out
7:08
You have a domain, you have security, there's a whole bunch of features, but the price is inclusive of everything.
In
Out
7:19
Thank you.
In
Out
7:22
Are there any more questions and discussion?
In
Out
7:29
Okay, I will entertain a roll call vote.
In
Out
7:33
Chairman Dennis Paulselli?
In
Out
7:34
Yes.
In
Out
7:35
Commissioner Lisa Silva?
In
Out
7:37
Yes.
In
Out
7:38
Commissioner Dan Robard?
In
Out
7:40
Yes.
In
Out
7:40
Commissioner Ann O'Neill-Suza?
In
Out
7:43
Yes.
In
Out
7:46
Okay, and just 2 more quick items to vote on.
In
Out
7:50
The first is several commissioners have suggested that in addition to taking July off, we take the month of August off with the workgroups continuing to operate during the summer and report back to the full commission in September.
In
Out
8:07
This does nothing to the Chapter 40, Section 8J.
In
Out
8:14
It simply means that the commission will be meeting 9 times a year, um, taking December for the holidays and taking July and August.
In
Out
8:25
So you'll be meeting 9 times a year.
In
Out
8:28
So I need a motion for that.
In
Out
8:32
Motion to, uh, not meet in the month of August.
In
Out
8:38
Okay, do I hear a second to that?
In
Out
8:40
Second.
In
Out
8:42
Okay, are there any questions and discussion?
In
Out
8:48
Okay, I'll entertain a roll call vote.
In
Out
8:51
Chairman Dennis Ponselli?
In
Out
8:52
Yes.
In
Out
8:53
Commissioner Lisa Silva?
In
Out
8:55
Yes.
In
Out
8:56
Commissioner Dan Robillard?
In
Out
8:58
Yes.
In
Out
8:59
Commissioner Antonia Alsuza?
In
Out
9:04
Yes.
In
Out
9:04
Okay, and the final vote was be a vote to approve the minutes for the meeting of May 13th, 2023.
In
Out
9:14
Do I hear a motion and then a second?
In
Out
9:16
Motion to approve the minutes for the Wednesday, May 13th, 2026 Disability Commission.
In
Out
9:25
Okay, I have a second.
In
Out
9:28
Okay, um, are there any questions or discussion?
In
Out
9:33
Roll call.
In
Out
9:35
Chairman Dennis Paulselli?
In
Out
9:36
Yes.
In
Out
9:37
Commissioner Lisa Silva?
In
Out
9:39
Yes.
In
Out
9:40
Commissioner Dan Robillard?
In
Out
9:42
Yes.
In
Out
9:42
Commissioner Ann O'Neill-Suza?
In
Out
9:45
Yes.
In
Out
9:46
Okay, we'll go back to the next item, which is the ADA update.
In
Out
9:52
Um, I shared with all of you, um, 2 documents.
In
Out
9:58
The first are the changes in the polling places that was recommended to the City Council, which I'll turn over to Dan in a minute.
In
Out
10:11
I had some issues going on and I couldn't make last night's City Council meeting.
In
Out
10:18
But— and the second document I shared was the letter supporting the recommendation of the Election Commission to make changes to polling places.
In
Out
10:29
And last night the city council dealt with all of those.
In
Out
10:34
Now, those— there were some time-sensitive issues, so I, I couldn't, um, I couldn't, um, have the commission vote on the letter that I wrote to the, um, you know, to the city council.
In
Out
10:51
But, um, I was hoping, and I am hoping, that with Danny and I Commissioner Dan Robillard and I touring the sites, all the sites, with the Election Commission and a couple of other agencies, that, that you, you had the confidence in us representing the Commission in all of this process and all of this project.
In
Out
11:15
So does anybody have any questions on the changes?
In
Out
11:20
Actually, let me turn it over to Dan to report on last night's City Council meeting.
In
Out
11:26
I hope I'm not putting you on the spot.
In
Out
11:28
No, uh, Commissioner Ann O'Neill-Souza and I, uh, along with, uh, Election Commissioner Ryan Lyons, spoke before the Committee on Finance, uh, in which all of these matters, uh, were later addressed by the full council.
In
Out
11:46
And it's my understanding, although I was a bit confused by the original action, uh, at the Finance Committee Uh, it is my understanding that all of those actions were handled and voted favorably by the council, uh, in the full council later in the evening.
In
Out
12:08
There's just one thing just to fill in the detail that I did not— that was not in the proposed recommendations that was sent to the city council, but I understand the city council dealt with it later, and that's regarding the Liberal Club.
In
Out
12:25
Yeah, they dealt with the home rule petition at the same time, um, as they dealt with the other matters that are, uh, that were before the full council.
In
Out
12:41
Uh, a city adminis— acting city administrator and commission member, uh, on behalf of the mayor, Anne O'Neill-Suzakin, can add or correct me if I've misspoken, but that's my understanding of what I witnessed last night.
In
Out
13:02
No, I, I believe that's an accurate, um, assessment.
In
Out
13:06
It just has to go up in, um, unofficial session to the legislature, go through the Senate and the House, and then once that passes, it will come back and then, then it can be enacted locally.
In
Out
13:20
That's good.
In
Out
13:21
And the Liberal Club, with all the other changes that are on the, um, that are on the, uh, that were on the recommended list, I just have to ask both of you a question.
In
Out
13:39
Did, um, Mr. Lyons explain that these changes would take effect the the next municipal election so that they won't have to be one set of changes one year and another set of changes another year?
In
Out
13:54
Did he go into all that with the council?
In
Out
13:56
Do you know?
In
Out
13:58
Uh, not that I recall.
In
Out
14:00
It's my understanding that these are taking effect, uh, this year.
In
Out
14:05
Am I wrong, uh, Acting Administrator?
In
Out
14:09
It— in the event that the Liberal Club will be included, then the goal is to have everything move there for September.
In
Out
14:19
Yeah.
In
Out
14:21
Wow.
In
Out
14:21
Okay, okay.
In
Out
14:23
That's a little change from Senator— the senator felt that he would be able to shepherd it through quickly, so okay, we'll see.
In
Out
14:34
If not, it will be for next year.
In
Out
14:36
Yeah.
In
Out
14:37
Okay.
In
Out
14:37
So let me put on the record and thank Mr. Lyons and some of the other agencies, but I really want to thank Mr. Lyons for working with this Commission through Dan and myself in coming up with the changes in the polling places.
In
Out
14:57
These are going to be really accessible, and I like the changes.
In
Out
15:04
And I don't know, Dan, if you want to add to that or— Yeah, first, let me say it was a terrific experience going around on the van with Ryan, his staff, and some members of the housing authority.
In
Out
15:27
We really dove in and looked at the issues, and parking was the biggest one.
In
Out
15:35
As well as security concerns around some of the housing authority places.
In
Out
15:43
And of course, the removal of the Candace Fire Station, which has long been a pet peeve of members of this commission going back since 2006.
In
Out
15:56
So, I think it's a good plan because it addresses Much greater parking for voters.
In
Out
16:06
It protects the— enhances the security of the residents with coming out of their places of living.
In
Out
16:20
And we get out of the fire station, which is great and absolutely necessary for full accessibility and compliance.
In
Out
16:30
So for those reasons, I think it's a great plan.
In
Out
16:35
And I really appreciated the collaboration that went into this as well.
In
Out
16:42
The last item on the ADA report is that the CAM training went very well.
In
Out
16:47
It was my understanding, I thought I heard this last Wednesday in part 2 of the training, that We may be hosting a site visit, but, but the details are not clear yet.
In
Out
17:02
And that probably wouldn't take place until sometime next year.
In
Out
17:06
But the community access monitor training went very, very well the past 2 weeks, and we did have representatives— representation from this city involved.
In
Out
17:17
I thought I heard somebody from the housing authority, and I think there were some other There were some others as well.
In
Out
17:24
So it went very, very well.
In
Out
17:28
Finance, you should have all gotten the budget report for the month of— what month are we in?
In
Out
17:34
May.
In
Out
17:35
Was it May?
In
Out
17:36
Yeah, for the month of May.
In
Out
17:39
And under outreach, we are— the scholarship monies are going out to the appropriate recipients.
In
Out
17:50
We're still waiting for some institutions to turn in their— their appropriate vendor forms because this is the first time we've sent scholarship monies to those institutions.
In
Out
18:03
But otherwise, they're all going out.
In
Out
18:08
So we're all set on that level.
In
Out
18:14
And we've already dealt with the worksite.
In
Out
18:20
Updates.
In
Out
18:21
So under old business, is there any old business?
In
Out
18:31
Is there— under new business, are there any announcements or updates from commissioners?
In
Out
18:41
Okay, our next meeting then, as of the vote for today, Will be— what did I— I think it's, uh, Wednesday, September 9th.
In
Out
18:52
Yeah, will be Wednesday, September 9th, 2026.
In
Out
18:57
Do I hear a motion to adjourn?
In
Out
19:01
Motion to adjourn.
In
Out
19:03
Second.
In
Out
19:05
Okay.
In
Out
19:07
Oops.
In
Out
19:15
Chairman Dennis Paltelli?
In
Out
19:17
Yes.
In
Out
19:18
Commissioner Lisa Silva?
In
Out
19:24
I think she had to go off.
In
Out
19:26
Is Lisa still— No, I'm here.
In
Out
19:28
Sorry.
In
Out
19:28
Okay.
In
Out
19:29
I couldn't get off the mute.
In
Out
19:32
Yes.
In
Out
19:32
Commissioner Dan Rolag?
In
Out
19:34
Yes.
In
Out
19:35
Commissioner Anna O'Neill-Souza?
In
Out
19:39
Yes.
In
Out
19:40
Okay, we are adjourned.
In
Out
19:41
Have a good rest of the summer, everybody.
In
Out
19:43
Thank you.
In
Out
19:44
Good summer.
In
Out
19:45
Bye.
In
Out
19:46
Thank you.
In
Out
