2:42Department property uh at the rear of their fields uh over to Talbot skills that you they're using for uh the sport program um this does not give them any words of ownership or easements or anything like that again it was structured as a revocable license which allows them for a certain period of time during certain hours uh to be able to use this so they'll be using it in the spring
3:08session uh in the fall session uh they did also request the winter session and um you know some discussion uh and then think that was the best of those times to be done it would be 2 30 to 6 P.M Monday through Friday um that they using it um there's uh uh they will need to provide us uh additional Insurance on an insurance policy no motorized vehicles will be able to uh to Traverse this path
3:39uh there will be Gates on either side of this path uh that will have a lock-in key um so when they use it they will go down unlock the gate walk over to Talbot I'll walk back lock the gates when they're when they're done at the end of the day the gate should be locked anytime or they don't have people over on the Talbot side the students should be accompanied by Diamond Personnel when
4:07they're traversing this area and they will be they'll be required for maintenance in the past keeping the area safe and walking back and forth and that's kind of uh a brief overview this will be just for the term while they're uh while they're working on the construction of their school um you know naturally one of the concerns that we always have is one of the topic is that is restricted area
4:38that will uh that they will be walking through uh it's just up the hill from the 1873 Pump Station uh the 1873 Pump Station we do have uh almost weekly issues available on that building again that's that's saying that these kids would do anything like that but uh we do have those issues we just don't like that attractive nuisance to be publicized um you know uh for people so again uh if
5:07there is uh any guided students found um that uh is doing anything outside of this agreement uh in this agreement Diamond uh agrees to take uh appropriate uh disciplinary action against that student so it's kind of my rundown of the agreement uh Bobby Bailey from uh diamonds Athletic program is here uh if the board has any questions or Bobby excuse me daily if there's anything that you'd like to add

11:47um I would really appreciate it yeah no definitely um yeah I looked into that myself yeah that is that is that is an extremely logical so how the abatement policy uh instruction to be able to issue a credit to somebody um is what we do we take an average of actual bills so actual readings uh so you'll see uh in this the uh spreadsheet provided for this uh for the Morton Street one
12:21there's an area where on the top three of them are boxed out and then down towards the bottom one from his box down so we get four quarters of normal usage uh and we take the uh average of those qualities once we get the average of those quarters we figure that that's his normal average bill we subtract that from the high bill um then whatever the balance is over that so whatever is above your average bill
12:52we issue a credit of 50 of that overage so specifically looking at this one uh normal Bill amounts would be uh 1200 500 right 45 470 and then 231. so those break down to an average and we actually do it in uh in CCF so we're not taking the actual monetary value so the average historical CCF in 28 um the CCF per day uh the high bill is 10.7 uh CCF per day
13:35so you take that 0.8 subtract it from the 10.7 which gives you the 9.88 CCF um you divide that up into the number of days and then uh by the applicable rate of whatever that bill was billed at whatever the combined water or silver rate and then we give the credit is 50 of that usage so will will they have the opportunity to come back and try to get abatements
