all right uh good evening everyone uh thank you for joining us uh for tonight's meeting a hybrid meeting of the Fall Fall River historical commission um we are meeting both in person and also virtually via Zoom um it is recordings or Transmissions or the meeting through any medium attendees are therefore advised that such recordings or Transmissions are the meeting through any medium attendees are therefore

present and Jason brard andar rocki present um in person um we do not have tonight Connie Su and Ashley Duna they are absent we have no open seats um all right so uh item number one on the agenda is to review and approve the minutes from July 22nd 2024 Elizabeth sent that around yesterday yeah I read the minutes of the meeting and i' make a motion that we approve them I'll second

significant structures um so that was that um item number three uh under correspondences we did receive an email from um cor Dorothy Pierce uh regarding 2 275 Indian toown Road um this is just to is an inquiry to correct the listing in the register of significant structures um it's a fair to the Pocasset house although this is the last structure standing within the Indian Reservation

given to the Pocasset house although this is the last structure standing within the Indian Reservation given to the Pocasset wampo tribe in 1709 this particular house was moved by the Fall River water department from city property on Blossom Road in 1911 after the city of Fall River began today 1996 uh their home was located up Indiantown Road across the street from today's 1996

uh their home was located up Indiantown Road across the street from to Higher Ground uh up a water department uh so the city was instructed to move her home to Higher Ground uh up a water department uh so the city was instructed to move her home to Higher Ground um The Oxen had difficulty and the original home crumbled so the water department moved the uh moved a water workers home

from Blossom Road um this is documented in the heral news of the day as well as Fall River Indian Reservation which was published for the city's taking uh this home was never lived in by Dr Perry although his mother was Hannah crank her family's home was on Blossom Road on the Blossom Road side uh near to the near to both the ancient and modern day tribal grounds today's tribe the uh poasa

tribe and of Massachusetts and Rhode Island has never given up the fight for the return of the Sacred and ceremonial lands um Chief Everett pagee has lived in the Flint neighborhood as did his father he visits the reservation daily with members of his family and the tribal Community the Pocasset tribe was recognized by the state legislature in 1938 when Freetown land was given for

the benefit of the 12 families listed in the Earl report in 1852 as having been part of the wapa Troy Fall River praying town on Indian toown in Blossom Road which once had its own school and Chapel um so please remove the incorrect information from this building although the land at 275 Indian town is part of the original 1709 reservation the water department structure was for Fanny and

her three children um and there's additional information beneath um but regarding this letter this is from cor Pierce dep Deputy uh thpo of the nargan at tribe nant Indian tribe historic preservation office um so regarding that um the uh significant structures um it's just a matter of editing the database to reflect the proper name um so as she has indicated it's not the crank house um so

I believe it should be historically should be referred to as the fanny uh the fanny Perry house from what I'm gathering from this letter she doesn't offer a um indicate a appropriate name historical name but based on what the information she hasn't here um I believe the fny Perry house is appropriate there's any objections to that no whatsoever do you need a motion for this I I'm trying to understand the

direction here um I think that the pacet history should be recognized in that name I don't know how exactly but um um the fact that the property well this is for the structure well it's water department basically water department structure but um there is no other site that I'm aware of where the Picassa tribe is possibly going to be able to consolidate their history um we could um it could be um

uh historically we could call it it could be referred to as the fanny Perry house Dash um uh regarding something for the pcasso wampo wo tribe um we could put in the notes as well that that it is from the tribe land we can we can do that as well it's a very minor entry on our part on our on our database our recommendation with what our recommendation have to go

to the commission of Indian Affairs um I would I I will course uh send a follow-up letter with her indicating our decision um and if she has any comments on what we decide um then she's she's free to send any comments or opinions and um but and that's and we can continue the conversation further but um I you know I think this is just a very and this happens too when properties especially

those that were documented so long ago in the 19 late 1970s early 1980s um we have seen the incorrect historic name used just because of what resources were available at the time um so um you know it's just a very on our on our end it's a very simple fix in the database so I can off offer a suggestion to her and then we can see if she accepts that and then we can we can

revisit this at our next meeting once I hear back from her does that give any sense yeah okay all right you don't need a motion for that you can just do that get back to us y um so is everyone okay with referring to it as the vny Perry house okay all right and then I will see what if that is acceptable and then we can take a vote at our next meeting to officially

update that record um okay so thank you so I will get back to her on that thank you um we did receive a correspondence from uh this is for item number four um correspondence from Michelle uh manger and Peter Butler uh regarding section 106 review of the um fall over terminal building at 118 4th Street um and based on the information that and I don't have a copy for

everyone I have it here but uh based on what they sent over it's just a matter of the front entrance is getting a new entrance or new doors or something but because it's Federal property anything any alterations H um as part of the review process has to come before the local historic right yeah even though the building itself is not correct um it looked like the bulk of their this

packet that they sent over and I could send it around um is actually for the New Bedford um structure so they combine the two in the letter um for a uh maintenance facility in New Bedford um so they we have to provide comments I don't have any comments um it's it's the entance scores so yeah yeah um any questions on that we move on did they did they U show a sample of what they

intended or or did they State it's going to be SAR like and kind similar like and kind okay see an okay thank you um item number five um we had an inquiry regarding design restrictions on 377 Middle Street um I indicated to carry that there's no design regulations on that structure um item number 6556 High Street uh the Benjamin Wardell house this is in the highlands 40c District um an inquiry for financial incentive

programs for Rehabilitation and preservation of a multif family dwelling um is there anyone here regarding item number six at all no okay um the uh so the pro I did send over uh because the property is in the 40c um and it is income producing so there would be uh the likelihood that they can go for historic tax credits as well as um possibly CPC I'm not sure is it on or

occupi uh that's question um I don't possibly oh probably did so they were a lot of issues right they were forwarded um contact with um CPC um and I um provided a contact over to the preservation Society regarding um any recommendations for uh firms that can help them with the tax credit process that's is is there any way that we can research and find out if it's owner occupied call I think otherwise

maybe this should just be tabled until we take any action sure um I mean I all it was was just an inquiry inquiry so I forwarded necessary contacts to him um and we had spoken on the phone as well so um I think he's just trying to take control of the property from his family it needs some assistance so yeah okay um all right so moving on under new business item seven um 1181 North Main

Street this is the Fall River fire Museum uh this is a request for a letter of support for Community preservation act grant funding for Windows window and exterior vestial replacement um do we have anyone here regarding this um want of mind coming forward and um for those that will be presenting uh please state your name and the organization that you're affiliated with or your address

um and if you happen to be for those that are attending virtually uh to also just mention that you are how you are presenting if you're attending via Zoom or in person thank you um I'm Paul Rico with SC Architects and we've been engaged uh by the Fall River fire Museum um here in person to uh to document the required uh renovation of the windows and the exterior at the uh existing

far uh Museum building which is in 1873 parwell and szy yes this is Ken leer he is The Treasure of Fall River fire so I think I think you were able to go through the stuff that we had sent in yes so in in doing our research when we first got the job uh we found found out that the uh property is listed on Massachusetts cultural resource information uh system and so that uh

prompted us that we're going to have to send in to the Commonwealth Massachusetts uh project notification form and then I contacted you as the chair and um you said that it would be best for us to come in and get a letter of support from the Fall River historic commission so that's what we're here for um are you if you're familiar with the building right on North Main Street and I did print out some packets and

pictures here I I only got three well you

canare you did okay thank you oops a lot of the they're the existing they're the original windows in most cases it's only been three or four or five that have been replaced probably in the 60s or 70s and a lot of the windows now are just boarded up with ply and uh so and ipation of the building uh get in use as the Fall River fire Museum plus it also houses Fall

River Animal Control Office um they want to repair the windows and that exterior V and from those pictures you can see how B what bad shape those and I believe one of the uh the very bottom picture is freedom street where the best is yeah that one yeah we went to take a look at it but someone has obviously done a rather sloppy job of painting inappropriate light fixtures but uh just to see what the

original door looked like we went there and we're trying to replicate that but though with some glazing in some of those panels just uh for the appropriateness of entering the building that entrance won't be handy AP accessible but they have already added it's in the back a handicap entrance where the handicap parking will be for the museum so um there is our hope that uh you will concur uh that before the windows

actually fall out of the building yeah and then uh I did send in and I can give you if you want to look at big St I did send so

you you can see that we have measured all the windows and the profiles of the sashes and the Ms and we'll have them historically replicated one of the pictures does show one the original windows in the basement with a dark green paint so the dark green as the color because it seems to be the orinal color and U the replacement windows sorry are going to be um alumin aluminum clad uh they'd be full Alum okay painted

the dark green color that seems to be the original color is the aluminum style going to be like in kind the original wood window yes we've got it in the drawing set we measured all the profiles and it would match we s of using as a basis of design uh stures Windows which has done this type of work before where they match the exact profile and width of of the original um uh sashes and

M and U do you have any cuts of the window at at this point no we in the drawing set on the detailed page uh we have um shown the profiles that we measure but now we'll have to go and uh actually uh once it's approved and uh we'll we'll go to a wiu manufacturer to get actual cuts we would we would almost have to see the Final Cuts to

give you an approval on a window yeah or a window installation because it's hearsay at this point you know we we haven't visually looked at the style and the type window that's going in there the you said you used a firm in the past that has worked on Windows similar to this yes okay and and they've done historic Restorations and okay yeah that that seems to be their main

tra and then the vestibule that will be just reu I mean okay it's deteriorated to a point of it's you know ready to come down be doneal wood as well yes is this this last page here sure we've got a door I don't I think that's on the looking on the left hand side of the building is that going to be restored to its originality this is yeah that's Freedom street that

we to see what the original door looked like because at North Main Street AG 6 um the door is long so but this is not an original door it's got Texture 111 backing and everything else on it so it's not the original I took it as being the original um they didn't manufacture texture 11 in those days no it it looks like an old door though cuz it's panel it looks like

maybe that used to be an open air vestibule and at some point it was closed in but a very long time ago yeah at at North Main Street the door is missing the the actual hinge holes and uh the stripe blocking mechanism is still in place so there was a door there I actually did see very original photographs of the building without any VES whatsoever so I think the VES was added but yeah but I

mean I think it was added in like 1910 or something um because and then I didn't a picture from 1910 with the V appears so it was our take that we would reproduce that as closely as possible okay um what's the timeline for the project well um Michael Paige who's the president of the fire Museum he's hoping as soon as possible he's hoping for before the winter yep um they've already

been granted funds I believe from C from Community preservation and so and now we have the drawing set pretty ready to go so we're trying to get the building secured and buttoned up as quickly as possible to prevent any further deterioration is there an issue with the roof or shingles on that building being replaced that's one of the things that's that's being replaced I believe the contracts to be signed

short but that's outside of my yeah so right that's another part of the issue yeah yeah and your extension has just been given by the CPC correct it was just added so you got two well two more years on the funding they've been funded and was extended for two more years right okay okay and I believe they used some of the funding already for aming we've done repointing and stuff

like that that yes we we've been working with the CPC for a while unfortunately Co set us back the estimates estimates that we had preco have changed dramatically so we've gone back to the CPC to um to to reissue additional funding right okay um I don't have any other questions on this um I mean it's in Heartwell did work across the city between uh the structure um actually right across the street the bordon block

and um yeah they were prolific in Paul River coming out from Boston so I believe there was several bias stations all the same design oh yeah um this one I believe over on U Highland Adam Prospect that's another one and number one is the one that that we talked about freom is the one on Pleasant Street and then Central Congregational Church on Rock Street they did that as well so

they that was a hot another hotall yeah they they very very busy in Fall Riv y um so uh but no it's it I mean this is the windows especially I mean you're having the roof done but the windows that's a big big chunk of a project right there so anyone having questions and you're looking for a letter of support from us corre right it's actually a continuation you you've done it in the past in the

past is a letter of support for the project so it's basically a continuation it was my understanding that it would be best for our next step would be to file the Massachusetts uh project notification form and it would be best to have your uh approval letter or concurrence so would you go in with that so would you need two letters to support one for the submission with the mass historical and then one for

CPC or just not CPC CPC itn't CPC because they've already been granted the funding you may have already for the windows but did that expire no it's all been extended okay for the windows and everything okay all right their fing has been extended for two years notification form s all right so you need a motion CPC I'm just updating okay so this is not for CPC letter support this is for uh Mass

historical water support okay do you do you want a motion on this you should get a motion absolutely yeah uh yeah I would I would make a motion that we give a letter of support based on the drawing submitted today based on some final review when the actual product is at hand so and we can just keep this you don't mind we'll keep this on on fire yeah because the mass historical will R

um with anything please B me and give me a call or email is great so you've very I was just noting Mr leage when did that Bell Tower go and also it looks like it had been a water tower as well there there was a um a training Tower a training Tower in in the rear of the building um and as far as the Dell Tower the host Tower um I'm

not sure I think that may been after not in our lifetime in other words it's before that before you even it it went before you even knew about it yes it's that old yeah yeah yeah a lot of them a lot of them had the extensive powers that were were brought down and I believe it was due to Hurricane damage and things like that and it was also a police department

yes yes that's the side where the um uh animal control is on police side and we're on the on the fire side um eventually we we hope to to have the whole thing but right now a good partnership that we have going right the moment Sav saved a lot of energy there yes thank you very much than youate have a good night um item number eight uh 460 glob Street this is the globe yarn Mills uh

this is a request for a letter of support uh to be included as part of a historic tax credit application uh do we have anyone here regarding item number eight um anyone online uh Yes actually I believe Ed is online um Jason good evening um if you can state your name um and the organization that you representing um and how you're presenting um in person or virtually please absolutely my name is is Ed ham

zonu I'm representing masan Capital we proposing for a historic rehab of an existing meal uh to new residential units located at 460 Global Street my team including uh Michael a flash do Keller from Epsilon Associates our historic consultant and our architect bar ganek from ganek Associates are representing today wonderful thank you um can you uh describe the project and what uh is going on with the the mill

what the plan is for the mill uh I start and then I pass that to my team currently building is uh we technically use the term underutilized four floor building originally built in 1881 two floors currently the basement and the third floor are vacant uh second floor is used as a furniture store and the third floor is a billiard uh bar club and uh a flea market excellent and it's being

converted into um I think it's market rate fully residential market rate that is located in H Deep zoning so at least 80% of the units must be uh at Market Tre okay how many apartments all together in the building we are currently proposing 89 units we are in the design process

um and uh will there be any type of um any other commercial uses for the building or is it being strictly residential it would be fully residential okay um are there any uh any structures that have to be demolished on the on the property as part of the rehab uh not exactly there would be some slight Small Change okay architect bar to help with that okay uh good evening Barry gan gan

Architects and um yes uh we are proposing uh the removal of a small one-story Edition on the Southeast corner of the building um that was a later Edition a shed um and that uh also some late editions on the North elevation a aluminum storefront that uh was added much later is not really uh historically um uh contemporary or appropriate to the original building and uh that's pretty much the changes we're going to make

other than uh replacement of Windows and Doors all the openings okay um sorry um oh I ask about the um the any uh spot demolition I guess uh because um so because the property is on the national uh register of historic places and also included in the city's uh register of significant structures there's a um any demolition partial or inho of any building that's listed on on that register um at least with the city

there's a six-month demolition delay um that starts once we received notification of that um we have in the past um actually on a neighboring Mill over on Chase Street we have approved in the past um a waiver for any selective demolition as long as it's um as long I believe we did that because it was approved or at least um given the go-ahead from the mass historical commission um so as long as

they have given the okay that modern additions can be removed as part of the plan um then we can provide a waiver for Selective demolition um I'm just putting that out there I'm not sure what at what stage you're at in terms of the uh overall project I can jump in there um Jason Michael The Flash with Epsilon Associates um we are currently our federal part two application has been submitted to mass historic so it's

currently under review there and we'll be submitting our initial part two application on the state applications front um later next week I suppose so we we will have review comments back on on at least part of the application within the next few weeks okay um so you're not at that point where you're doing any selected demolition or anything of that nature but um when you do get to that point

um just it's a matter of just contacting contacting us um and we can it'll we would have to review it um but we can provide um a waiver if as long as uh if it's part of a plan and if it's been given the go- ahead from the M MHC and I guess National Park Service that the windows that are being suggested are they aluminum or aluminum wood clad or what's being proposed um we're proposing

aluminum for this project again like and kind the original oh absolutely and color has that been detered usually the national Mass historic will designate the color so they is there a color that's been chosen Michael remind me what we say in the uh report right now I don't believe we've uh discussed colors for any of the windows doors or anything as of yet okay um and what's the time well the

estimated timeline of the project ER are um hoping um to secure our financial and approval but q1 Q2 next year and let start the construction in Q2 2026 and finish the construction by Q3 2027 okay um are there any

questions it has uh there's some activity going on on that nebor Hood so that's good uh between Mill conversions and um and I know the local business uh district is ramping up some effort so that's you know there's it there's positive activity happening throughout the city and in particular in Globe Village um uh where hasn't really seen much investment recently so this is It's encouraging and the original Windows

think I believe were of the docked color I don't know I can't remember they were brown or black windows so that's probably what's going to be mandated yeah that's fine a recommendation but we need seems like it's a little early it's a little early yeah and and in the grand scheme of things yeah um so okay um I had no questions aside from what I had asked um and um Joyce do you have any questions

you um all right so item number nine um this is for 618 Rock Street uh this is the Drome boarding house in the highlands 4dc uh they're requesting a certificate of of appropriateness for the replacement of wood shingles um as part of uh Community preservation Community preservation act grant funding evening good evening my name is Diane carer I'm vice principal at the Antioch School at the jome

boarding building um we have received grant money from um Pres uh we are ready to start construction we're replacing all of the wooden shingles with the the name right Western red cedar shingles and it's going to have a clear finish for now uh and there're they are similar in size um so we just needed a um request support letter so we could get the so going yeah this is a multi- level I

think so part of the exterior restoration that is occurring because they's CPC um so that's a letter support but then what because you're in the highlands 40s C that's a different level because now that's an exterior uh modification or change so um that's a certificant of appropriateness so very complex but um it's yeah um I had no questions regarding that I know you're doing an awful lot of work on the

house as it is the know the Dormers I think the chimney roof um and I believe you have down the pike is the Parker share uh Recreation that was that's our last part of the phase so it's it's that it's it's great um considering you know that's our singular historic oh protected historic district in the city so yeah um I had no questions on it um I know that you're ready to go and yep okay finally

uh requesting continued letters of support for his t uh for sorry continued letters of support uh for historic tax credit applications um so 10A is 110 Chase Street the Wyoming Mills 10 B is 135 Alden Street the Flint Mills and 10 C is 80 to 84 North Main Street which is the BMC der trust building um and I believe we do have um who do we have attending regarding that uh Nan from

Heritage virtually thank you um so because this is a continued letter um has there have there been any updates any uh changes to the projects at all uh for one time Chase and 135 Alden there has not been any updates um for 80 to 84 Main Street the dery block uh we had submitted we have submitted an amendment addressing some of the massachusett historical commission comments uh back in an amendment

application in April this year has has the roof repair been accomplished on that on the dery trust building I can double check with my colleague to see if that has been completed and provide an update that way all right and would you just maybe verify that there was or was not any structural damage done with that according to the project team there wasn't any structural damage damage okay

just water damage yep just just simple patch and repair okay um regarding um so I know regarding the Wyoming Mills at on at 110 Chase Street um the partial demolition has not uh has not started yet um and I we had communicated regarding that in email um that you do not need um a uh I guess a revision of or a revisit to the waiver for that just yet that is correct yeah I

checked with the client and we're just holding off on that for now okay and then regarding the Flint Mills um has there been any um I guess uh activity there yet in terms of like preemo or nothing of that nature yet not yeah for both of those for the Wyoming Mills and Flint Mills we're still working with the MPS on the part two applications and and finalizing those okay all right um I don't have questions

here hi um this is Emily Domani with Ryan LLC present on Zoom um has there have there been any updates to the projects no no um no real updates just excited that sord spinning got its first allocation this round so I think that means things are going to be moving in a positive direction for that project that's great could you take these Emily hi hi Emily it's Rick could you take these as separate items because we're

going to be talking probably about the Notre Dame Rory Globe Mills Avenue that's Pro a processing as normal uh they still are they still cleaning that building or is that completed it's most mostly done at this point so they're still in the process of cleaning yeah like cleaning everything out you mean of the building like taking all the leftover fabric that was left in that building is that what you mean yes

correct so they not yeah yeah yeah they're they're mostly done with that right they're not ready for construction at all they're just fill in the pre construction period yes she said they got their first allocation and things will start to ramp up now yeah right um no that's great because when you TOR it last year there it was quite the undertaking between the two buildings um yeah um and no changes

to the plans or anything of that nature no okay um I know construction's been uh ongoing over at uh 66 Troy at Union Del so that's good yep and and that's moving along no no long tenants in there I believe there was one tenant left in there the last visit that we had no longer yeah the first yeah the no the first floor tenant is staying in the building they still in there yep yep okay any

questions go to jump in whatever um yeah um and then regarding um the Notre Dame rectory um I know so they last year there was a an issue getting electric which that has been rectified I believe um but now has any work started inside the building yet has it been rectified has the electrical power been restored to that building I actually am not not positive on that um I don't you know to the best

of the knowledge things have just been moving slowly plugging slowly along um I don't have any updates on that building all right I think electric was restored I think that that was the last round I think the last time we spoke about this I think it was very similar response April January yeah so that's yeah that's been rectified but nothing's really moved moved on that on that building yeah so they have electricity

but it's just a matter of they're still lining up financing I'm I'm sure yeah this is the a first tax credit so it's been a little bit um right of a learning process I think yeah well it was undertaken with the new ownership correct six six eight months ago y yeah yeah M um okay okay um I don't have any question any further questions on the rectory I mean that one's kind of that one's kind

of iffy just because it is their first project where where they're getting tax credits um so I'm hoping they keep the momentum up um it is an architecturally significant building especially in Flint Village and um you know the the the interior is is very nice very intact and so it's I'm hoping I'm hoping things line up well for them for this any any questions for this for items um we can go if there's no other

Corporation person in person um any updates on the property no updates um we have Federal great ground funing the state okay still a little bit on hold with the stew process we continue to do our due diligence from Structural Engineering Mechanicals so we're continuing to look at the building and still progress in the background on are the drawings completed you were working on that three

month 85% complete and they've kind of held at 85% right now so sure that's a legal situ ation gets corrected okay fully understand hope eager to get going and that was Lipan I think right I think so that's who they're involved with which that's that's big especially because a lifespan has the involvement now of brown universi so that's uh that in my my opinion I think that's going going to

transform that that hospital quite a bit so I think the location to to the hospital overall goals I don't ownership at the higher level so a plan that hopefully will work out excellent um you have uh is there you have work starting soon or nothing yet no work starting yet okay all right um okay well I I I'll recommend a letter of support for this project good outstanding project and I know you're

tied up in all this legal with the the various uh lifespan to see it go soon it's holding you up absolutely we continue maintain well we'll be anxious to see your next visit when you could produce some drawings and say we're on a go yes and when you do have Works uh begin um if um if at all if we're able to a number of us are we can't do it with a

Leeming Ville which was a development a residential development largely constructed by a contractor in Paul River his name is alha ging it's just outside of the the area but the house was built by leing um so it's um it is a pattern book house so those are uh properties are houses that were uh purchased out of a magazine um sometimes like SE robock or Aladdin homes um Bon Vantin um so and it they're mostly

Geared for the middle class and um Bernard Goldstein funded the house or funded the construction um he was the owner of uh Modern Furniture on South Main Street and this was a wedding gift with son and his new bride um uh and then so um I had worked with the homeowner Courtney Lopes fery ferty um might be mispronouncing her last name um to put together the research on it um and also providing the description and

so forth um but there is a connection to a later owner of the house um was Lewis uh and Susan patin and Lewis patine was a longtime uh uh administrator for the um Southeastern Regional Transit Authority uh which the bus station downtown which we actually had that on our agenda earlier today um was uh when it opened in 2013 was named after uh after Lewis uh for his dedication to um the

SRTA um so there's that connection too at least on a local level um so this is the first house in that neighborhood uh that for nomination which is I think eventually will be a long-term goal to have more prop properties in the north then nominated um especially for those that um they they're not on the national register they haven't been surveyed yet um so um are there any questions on number

14 okay um so the homeowner could not attend tonight um but uh I did mention I did tell her that any um the decision will be uh once we if we vote to approve um she will receive a a confirmation letter in the mail she just has to sign to confirm that it's to list it and then once we receive that back then it's just a matter of okay motion to if if to any questions to

Christopher Peckham um this is regarding the private William H Smithson house at 29 Deacon Street um he has an approximate date of cir to 1877 um I in our email communication I did indicate it's a Greek Revival um it's a smaller one and a half story Greek Revival it has been altered um but um it does retain one of the uh freeze band windows on the half story um so my

I my professional opinion on that is that there's more Windows just covered up by the vinyl siding um and then that the bump out Bay in the front was added later um so I believe Greek Revival is much earlier so I'm thinking probably 1830 1850s that area Fall River was for Fall River though I think it came a little bit later so it could be 1860s even it's very difficult to find

the records though if it's 18 uh pre 1862 I think it is because that's when the city lines Chang so the record if it was built earlier than this um than that than the initial building record would be with town of TI um because it's that it's south of Columbia Street um but he did go through the history of the house and it's pretty well documented what he has um but again

this is one of the first in that neighborhood and it's probably one of the older houses in that neighborhood too um and and it does have a tie as well to Alfred Smith who acquired part of the derky farm in that neighborhood um which part of the dery farm became um the lower end of Kennedy Park um so there any questions on this nomination at all no no okay all right so and the

everything yeah good evening everyone good evening and Roso I reside 1166 New Boston Road I am here as a citizen of the city and also as the principal of a SPO Santos School 143 Everett 253 Alden Street good evening to all you evening good evening um yeah so the um the property so I'm making the nomination um in this case um I was contacted by Andrew in the past to have it nominated onto the city's

register um and also because you have a board that has to make approvals and so forth and um but the property so when uh very fascinating um so when I was looking up information I found and it's in the packet um a newspaper article that shows the architectural rendering of the building um Architects from Murphy hindle and Wright from Providence um and they did uh oh goodness they did

the United Presbyterian which is now Christ the Rock Church on rock and M Street uh they did Central Crystal Parish on Columbia Street um obviously uh aspiro Santo and a large number of of church buildings in R Island they're based out of Providence um and uh amongst other things that they they have done houses and so forth um but uh this is and even in the newspaper article um from 1910 it does mention this is the

first Portuguese parochial parochial school in the United States correct that's even even better yeah we will celebrate 115 years this year wow excellent um and then there is an addition to the back 1963 I couldn't find the architect on that but I'm sure I could probably find uh I was looking on the on the uh through the newspapers and I was waiting for an email back from the building department but records like

that are very hard to come away from them from my knowledge is that they built when they built The New Parish next door in 1963 the pastor of the time built the extension to the school in 63 which I took a picture the Cornerstone in sentence Jason um they built the extension which included classroom space of two floors y pretty cool stuff yeah and um especially Flint Village is really uh

needs to be documented and surveyed eventually um and this is a good start and you have the Flint Mills next door which will be hopefully underway soon um so um yeah and then um the intention though for nominated um this will they will be eligible for CPC funds with the down the line so that us for exterior work Rec pointing yes that roof and this this home I would think this home this this property would uh

also qualify for the national register so you might want to you might want to look into getting that next step long-term planning is uh this is start there's good money available for this type of structure on the national register corre absolutely um and uh the records too for the Architects as well they I believe they are at the Rhode Island Historic Society library of prominence which has been um the city's

records especially that far back are very spotty um for my own personal experience but um yeah no this is it's fantastic and there's plenty of coverage in the newspaper when building open um so no at all this is a good one my my old neighborhood def FL 80 82 years ago and it was part of um and it and it was I I didn't realize there were two different waves of Portuguese imig

uh immigration to Fall River the first one uh was in the earlier U early 20th century and then there's a little bit of a l but then there was the second wave that came through in the 1950s somewhere around there um and because Flint Village was always primarily the French Canadian French Canadian un um so I mean this is it it's a reflection of the the changing character of the it's like any

other school like a Nathaniel Bardon school on Morgan Street that was built to uh accommodate the City's population basically just exploding at that point um so this is a a reflection of the the change in the neighborhood as well Absolut that's great well I will uh make a nomination that we write a letter uh not a letter we acceptance ex motion by Rick I'll second the motion Elizabeth second by Elizabeth

to be a lot later um so under old business 177 uh Bank Street Armory update um so the city the council committee on ordinances uh Mets recently and that so the property is now under the control of city council we will be working with B preservation Society um to develop um go through the necessary channels of getting updated financing and Rehabilitation of the property um we do need um so should have a

discussion on this a more formal discussion on this um and um obviously get the mayor involved and city council involved and um and Alex do you want to jump in on this at all possib thank you for your patience as well it's fun to watch Alexander Silva uh 148 purch Street follow over a member of the preservation society's board of directors um essentially as Jason was saying chair Jason was saying as a

result of that city council uh ordinance committee uh historic commission and preservation Society has essentially been asked to um maybe come up with some kind of framework for a plan to move forward with the Armory um in a way that will you know preserve the building and ensure it successful Redevelopment in a way that the community uh desires the community as a whole um so the working

group which includes uh Jason Rick myself um at the moment uh has met and kind of come up with a framework a general skeleton that we're going to meet I believe with the mayor's office and the administration to present that get Municipal Buy in present it to the historic commission you all get your buying and then essentially kind of move forward with there and just generally it'll involve um some public Outreach in

a number of ways and the end result will hopefully hopefully be some action items to uh ensure that development that uh in theory the community will have somewhat agreed on that they'd want to see so yeah any questions happy to answer um so once we receive um feedback from the mayor's office uh and city council really um then we'll move forward on scheduling a meeting um if there's any other stakeholders I

think involved but then um in terms of funding the city council too city council yeah um so in terms of funding and so forth um I don't I'm drawing link right now um was gonna pair with CLG for I believe down here as well yeah um so there'll be the information there's a lot of moving bodies involved here that have got to be coordinated in we're in the primary stages of that absolutely so it'll it'll

take a little bit of time but as Alex just stated next meeting is to get the administration of the date so that they're fully aware of what's transpiring and then uh move on from there with other organizations and groups to start pulling this together okay more more tightly all right any questions for Alex on this item at all for the Armory okay um did you want to mention the

the no oh sorry was coming up thank you Alex um all right oh no no yeah well I don't I think it's to pretty okay that's fine that's fine um item 18 demolition delay ordinance Amendment update um the I believe it went through first passage of through city council I believe um to change um the uh or make Amendment to the historical preservation ordinance chapter 38 um to allow 12 months for city-owned property

um and I don't think there has been really any other absolutely sorry same meeting uh Alexander Silva 148 purchas Street board member of the preservation Society in B River um at that similar at that same similar city council uh committee on ordinance meeting um the the city council committee on ordinance moved forward as Jason said the addition of a line that increased the demolition delay

in FLA for municipal owned buildings from six months to 12 months um but I think as we had stated at the original meeting um part of the more significant in my opinion change that we're looking for um mirrors uh de new bedford's demolition Del ordinance which has some significant changes to the procedure essentially l elates um the discussion to also require some city council input

and decisions and required evidence and such um I think I sent the text of the demolition delay ordinance to the mayor's office um Corporation Council the city council and I think Jason you probably have it but you guys can all it's a quick Google Google search for new bedford's demolition delay ordinance it's like a couple Pages very very useful and I haven't received um I haven't not received the if there's a

revision to what was disced at our last meeting um I know they had to go back to edit again yeah um I think the end result was moving forward that initial change with that one line which I believe still requires full city council approval and then we're meeting again after Corporation Council uh better examines new bedford's demolition delay ordinance to give an opinion on those kinds of changes that were

outlined thank you um any questions on that um 19 uh a this is the certified local government application update um so the application because of our so this is regarding the amendment there's another amendment goodness uh to the historical preservation commissions um uh ordinance chapter 38 regarding our membership um so the National Park Service came back said that um they require um all members of the municipal

board to be um appointed by the mayor um and right now we had half and half well roughly half and half we had three members that were I think three members that were appointed by city council and four by the mayor vice versa um and that um and that went over the heads of everyone at MHC um when Jen dhy contacted me on that she said that was a surprise to her as well um and

because they reviewed the ordinance so because this affects our application for CLG um uh I included Alan Rumsey the uh for from Corporation Council into that whole communication um so it seemed like he was fast-tracking it and so there was an amendment um city council had no objection to the change um so I believe city council still has the ability to confirm uh any appointments from the

mayor um so there's still that order of checks and balances so that um but I believe that went through first passage already so that um with the ordinance I but once I have the updated um once I have the updated uh Amendment once it's passed and signed by the mayor um I have to we will then have to resubmit the application for CLG which now that we know what is expected um I just have to

update some things can just resubmit and the I think the longest part of it was getting the signatures but that's okay um but we'll work on that so once we are ready to go then I'll resubmit um any questions on that on the CLG no it's good yeah that Mo so important to the city that was very fast so I I thanked Allan for that um 20a um so we did

receive some surveys back I have C I have one copy of each here if anyone I did include it in the packet I don't know if anyone has had a chance to look at them yeah okay Joyce did you see the surveys that came back uh actually haven't seen any of the surveys okay um so we out of the 149 surveys that were sent out I think there's 32 33 somewhere

around there um I checked with Connie to see what happened the first go around 10 years ago um and she said about the same number were sent out 150 and that was for the initial 40c and they received about 40 back so that's we're in the same we're in line um two of the properties uh I mentioned at our last meeting um are owned by South Coast Health they will eventually be proposed

for demolition unfortunately um so one of them was we had omitted completely um but the other one on the corner Prospect in Highland Avenue I think the address is 360 Prospect I could be wrong um that one is slated for demolition but nothing's been filed yet they don't have a timeline um but they did contact me to find out how soon this was happening um so um our next steps we have a few

things happening so our next steps um I what I would like to do is um and I'll wait a little bit more if there's any other surveys that come back with uh to carry she had I has sent over I think there are two that came in last um and they were after the dead um the filing deadline of the 31st of July um so most of them are pretty positive um for the

most part um there's a few that were circled that they want more info which they will get at a public meeting um so I think the next step is what I will do is I will go through and somebody wants to help as well please um to take the addresses that want in um or have said that yes they want they would like to be in the um the 40c um maybe to mark them

out on a map and we can kind of hone in the boundary line um I think that's the next step and then um uh you know we can update that M the the main uh spreadsheet that that had sent around with the addresses um and from there I think that's going to dictate um any any form B well so it will be a Form B for the building inventory and then a

form a because it's an expansion of the district form a yes uh yeah or yeah they'll do like a there's like an area report um in terms of funding and so forth um so the the Fall River preservation Society um uh that's in terms of hiring a consultant and so forth that can um help us with the surveys the or the inventory and there's a study report that goes at the end that goes to MHC um

for acceptance all of that has should really be done by a firm um and the preservation Society has uh said that they will apply for Grant funds to assist in that project um because they uh uh when the initial 40c was created that was strictly through the follow preservation Society um so with that said um uh it's just a matter of figuring out like how much how many properties so um and we have we

have an idea of how much it cost per property from different firms uh smaller and larger firms um so it goes anywhere from like for a smaller firm be you know roughly $200 per property to a larger firm at a $500 property depending um and you know that covers the research and so forth but it dep depends on how big the L of gets so um I think at our for our next meeting

um we should tighten the boundary lines um we did go quite large on for this one um just to see where the interest was um so if we can tighten it up a little bit no we did not receive any responses from anyone on vter street and I believe parts of Walnut Street so that could be an area where we just omit from are we gonna do a second reach out I had asked

Connie if there's a need to do a second reach out and she said no they didn't do that um so what they have that that doesn't mean we can't correct do it and and I'm I'm with you Elizabeth I would like to see a second reach out to and and maybe with a ation that there will be an open meeting and then we could stipulate when the open me we could pick

a date and a location and in that second letter uh state that there will be an open meeting on such and such a date you know Etc and that way if they fail to respond because some people just don't want to put that down in writing they could show up at the meeting so that would be my suggestion to send out a round two of surveys for those that did not reply to those who

did not reply but I would also I would also adding the meeting probably should be corre well that yeah that'll be the case too when when we do have um so if we don't send out more surveys I mean there still has to be that's part of the whole proc proc we have to have public meetings anyways um but based on what we have received do you want to send out

another round of surveys though to those that did not reply I I I would say yes and then with this you know maybe the cover page would have the stipulation that we're holding an open meeting etc etc and and then yes then a survey so that people want to supply the survey in the interim or bring the survey and and present it at the meeting feel like we kind of need those beforehand though um and if

there's a way of doing like a QR code or something that would be more appropriate or not appropriate but more accessible but um I'm not I don't have that experience in doing web survey so um but um all right because I I can ask um I can and I think we would there be a need to revise the letter at all at all the survey yeah no I will um okay so I can I can ask

Harry and we can go do that again um what I'll do I'll need to update the database so that way we don't send out duplicates to people um John's suggestion was that we do because we're going to have that time place and location or would it just be separate me separate mailings we could do a mailing to those that replied saying like thank you your uh survey has been received and please uh we'll be receiving

correspondents in the future regarding public meetings for this and then we can send it up to the back of not send your survey we can just resend the survey yeah with with a disclaimer saying that there will be public meetings regardless follow yeah okay I say these are impressive uh the majority obviously are very interested in maintaining the district and then and also expanding the

district and I noticed that there's a strong interest in training contract is and that's a big that's a big project right there or a big to-do or big uh demand anyways um getting the the appropriate skilled labor really that can do that kind of work um if we a suggestion uh we could hold the open meeting here at the city hall right out here in this big Auditorium patrium area yeah and just find a date that's

appropriate and put that in the letter that goes out all right so we're going to do two so we're doing two letters we're doing one which is to those that responded uh acknowledging that their survey is received um and then the other one is resending the survey resending the survey along with a date with an open meeting do we want to choose that at this point or we want to wait till the

next meeting let's wait um I think if we resend the survey we could add a line in there saying that there will be a future that um they will be contacted for a future meeting meeting um let me see if we can get some sort of a like a web server or anything um I can ask I can ask Sarah um Paige how to do did that I think one um so I can ask to see

like what program they use and see if that's something you can put up on um on the website on website or maybe like as a of like survey things but I don't know what's compatible with the city so I want to see start page with Redevelopment have one um so and I wouldn't want to put it up on the city website because I don't want everyone replying but if it's a postcard

that we can mail out to Property Owners with you know hey take the survey we're looking to expand the dist or as part of the letter letter and there's a QR code that brings into that like okay I I would agree with that just a postcard or a letter to just the properties that were asking to join the 4C not City en may be significantly find just if they can just do it on their

phone absolutely versus mailing I mean I know plenty of people that don't even go to the post office so and we sent we sent the letters with pre stamped uh return envelopes yeah and uh one came through as a scan the the top one so that one came back as a scan um so yeah okay um all right I will and I'll work with carry um but so the line that we should

add on the language of that just there will be a future meeting meeting at a later date regarding meetings public meetings at a later date regarding this they'll be rece Corr respondence on something to I I don't think we have to because we're just sending a letter what goes in the letter that doesn't require a motion do we need to vote to send the mailers out to approve the mailers well it wouldn't hurt I guess if

I'm sorry we good and uh what they've done is uh we have one of their representative assigned to the project uh there's been there was a zoom meeting uh with Michael Bia myself uh Nina from the planning board and this Laura from pal p and uh corresponden is being worked on uh they have drawings they're ready to start looking at the project U they've already implemented uh certain

actions U they're Gathering data so it's moving along now with hopefully within the next two or three weeks we will have a meeting that they they want to pull something together where we start to walk through the properties and the primarily the properties in the bi Reser so that's and they're also looking at doing some of the in-depth uh viewing in the fall and their their thought process is you won't have all the

foliage you'll be able to better take pictures and better observe what properties look like so that's that's standings at this point how does that work with any potential future work of Roger Williams University uh Roger Williams there's a meeting uh a zoom meeting uh on Friday with Elaine from Roger Williams and we're going to discuss uh what the next step will be for for the Roger Williams group on the streate

brook area would they be working alongside pal no oh okay no separate separate project okay District they want to do the district the district wow um okay good any no that's basic in fact actually it's it's a good thing because Roger Williams this year the program does not have the 133 students that they had last year they're down to eight okay which means that the scale has to be

reduced uh so we have a there is a lot of unknowns the the ship building lumbering the there was some actually we heard the coal mining certain amount of coal that was taken from from the Steep Brook area years ago um so what they're going to do is I'm going we're going to talk and see if they can research a lot of those hidden aspects of the Steep of Brook area and that would they're excellent
