uh good evening today is Monday August 27th the meeting starting at 5 30.

facilities and operations subcommittee um Miss larabee is not here she's uh under the weather so she will not be attending Kentucky roll call Mr harp yeah Mrs Laramie it's forever yeah salute to the flag we pledge allegiance of the United States of America which is a republican one nation under God

okay pursuant to the open meeting law any person may make an audio or video recording of this public meeting or may transmit the meeting through any meeting attendees are therefore advised that such recordings or Transmissions are being made weather perceived or unperceived by those present and are deemed acknowledged and permissible and there's no certain symptom okay so we'll go to the first item on

the agenda that's 3.01 discussion of vote to refer SRO memorandum understanding Mr Speaker so are you having your packet the 2022 all um memorandum of understanding this is the one that's currently in place we were expecting some information to add to this but we we don't have it as of yet so I would ask that if you could table this okay um for this meeting and then as soon as we have that information

at our next meeting

yes the next item 3.02 discussing the vote to refer the pricing Matrix for facility School use so in the packet is just the items that um we're asking um one to be changed and the remainder um of the items on you so it's new fields that were added and the only item that was changed was the um the football stadium the Mac College Stadium those prices um went up

from the previous to be in line with the ones below it so those are hourly rates everything on the papers hourly rates and um all of these items are the artificial turf fields it knows the uh all fields in the common campus exactly okay so anything from the softball baseball football yep so we'll set up the the softball field is listed here it's not named yet baseball field uh the practice field costs multi-use

fields and the lighting is at that field as a flat fee we never charge for the lighting before but with with the opportunity now for each and every field to have lighting we just want to be able to cover up close in Canada of the of the um of some of the uh Community groups and they already started to some have reached out no one has has booked um anything most of the seasons of you

know either underway or going to wrap up so we were expecting you know a lot of interest in these fields we have received some interest from out of out of town fields for profit um weeks but they haven't they just ask that the fields were going to be available to use next year and we said yes there are no other questions I just have a question so if somebody in the community or out of the community

wants to rent the field they contact so they would there's a there's a on the facilities and operations there's a link for facility due for use of fields once they collect that um they can enter their information someone will get back to them and then set up the time to look at them so they basically go online yes that's all I'm okay so white soup I just bring this up because people in the community I don't

know I can hear you but I hear like you can't use the German fields in the Middle with everybody in the community use it and you know these kids want to play on the field too and what's the so I have the opportunity okay we'll all have an opportunity okay so the field the baseball field actually just was completed um last week with the dugouts and the school board the week before so the

fields weren't complete the practice field is now complete it has a scoreboard the stadium field is complete the softball field was still waiting for scoreboard so all of the fields will be complete um by I want to say the first week of September second week of September and then um the um the Remain the one National Field which is field five and call the field five now that's JV baseball GIS

softball questions safe that one is under construction and they'll wrap that up in probably late October early November and that one will be also available and once those once everything's done is there still going to be any use for the North Park baseball field we won't have anything I'm not I'm going to say we have no use for it because we can overplay the velocity field now so we haven't had the varsity field

um to use in about three and a half years so but is there a motion on the table to referee uh second is roll call to the heart yes forever yes uh next item 3.03 discussion about to refer naming and renaming committee Mr Speaker so the the document that you have basically lists the committee that's approved by the school committee and um inside the document itself a spirit page um and it's highlighted is one of the

things that school committee thought was important is that all of the requests the main Fields was the superintendent first the superintendent then would refer it to um the um committee at that point they would do their research a deep dive on on the person or organization that's asking for that naming and then from there it would come to this committee be vetted also and then move on to focus

um the one item that on the fourth bullet point under that particular area and again it's a suggestion says the name memorialized an individual has contributed outstanding Civic service to the municipal facility I would end it there the next party so I'm sorry it's it's third page yeah it's under criteria the fourth bullet down it says uh and who has been deceased for a period of at least two years

so it's eliminating some ability to name things all people are still alive I'm not sure why that was put in there but it was put in there like well all of these documents wrap around along with the policy wrap around 2010 when the naming of the two schools there was no controversy so I would as a suggestion take that out we do have a request that came from the city council to name something that

person is alive and um that will eliminate them right out of the game I think it's a conversation and a half because this is something me and my mother actually disagree with immensely I don't think you need to wait until someone is here deceased or two years deceased a deceased individuals is to see however it's a slippery slope if you rename something and then all of a sudden that

person who is once very beloved in the eyes of all the community you know is now like it would be sad if we had like Bill Cosby Lane right now in Fall River we wouldn't be proud of that right but years ago we probably would have thought that would have been pretty cool so that's my only concern and I'm not suggesting there are not people who are very much alive that are worthy and

deserving of having things named so I don't know I got you know there's only one vote anyway if you look down a little further down um in section two the first paragraph pass the bullet points it's the naming rights are permanent with the exception of any changes to circumstances which are not in our control so just as the Housing Authority changed the name of here we were Apartments to aloe vera

because of a situation I would think that this in our policy would give us the right to change something after it was done if we felt I get it I'm just saying something to change things because it may be offensive to you know the superintendent or whatever not me and then I'm yelling why are we changing what's there and all this I don't know that's just my opinion but I definitely think once deceased to

cease though whatever all right anything else that's it the only thing um in in the uh in the cover letter are these new people now so these are the same people okay the only thing is in the letter I'm suggesting that okay the full Committee of your nominate to be on the committee before you just want to make it beefier or whatever okay all right so that's good representing the city yeah right yeah

all right so Kenny um we're going to approve this but we want to uh delete that bullet point number four well it's a suggestion for me it's up to you if you feel that that the deceased piece needs to stay then it can stay I mean that yeah it's just a suggestion for me I think most people are going to think that needs to go and it'll be a conversation I guess regarding that

right yeah so motion are you living no good I was just gonna make a motion to our farm okay refer and also uh Delete the uh well if you want if you want to do that if you want that and the whole Community as a whole yeah

demographic study report so while we were having the conversation um over the last year about the Pre-K um the subject came up as to whether or not that's the only thing that should be researched and whether or not there's there's a deeper dive that needs to be taken in um to redistricting and taking a look at an incoming you know students so the document that's here the committee approved

um and basically it is a 10-year it's a look ahead and look back a few years to 2019 or 2018.

to see where we were and where we're headed um the document is is very very comprehensive and um we put a short a short listen there to pages from the company um to basically say uh what was found in the in the in the document and then the chart Will Show You by a grade level where everything looks from 2019 to 2033.

so we're asking this to move it to um full committee and um this document will go out tomorrow tomorrow to the rest of the members and then I'm we're going to be looking for I mean there's it's not a vote to approved yeah it will um in so that we can make an informed decision in regards to whether we need to redistrict right because that's the the last time we did

it and you have to look at boundary lines Etc and it really is it's 10-year projection but it looks at decreasing numbers from nine years old they there's a little bubble in the middle and the the numbers in the city actually are going to fluctuate a little bit so um it's something for us to look at to see where our needs are and whether we need we need to move some of these

boundaries I think the boundary piece is going to be um it's a heavy lift but I think that with the changing neighborhoods with the with the apartments the Mills being converted to Apartments it's changing the way the city is is laid out in the concentration in some areas we already see it the Vodka for instance is over enrolled all the time based on neighborhood demographics so it's going

to be um there's some work to do on a little bit redistricted so um as far as that goes okay what like what do you see in the future and where where would the boundaries be changed yeah I think that um kind of the 2501 but that committee is going to be a you know something that is probably going to be a district-wide piece at some point so that we can look

at each individual boundary of the schools and see where you know where we can make some improvements as a some of our schools have I don't want to say completely lost but Sylvia was a perfect example the location of Soviet forces a lot of busting that Sylvia affect this location unfortunately we have a parent population that brings kids to school in that so it's not as bad as it could be but then you have others

that have no blessing whatsoever it's still a community school the Watson is one and then a lot in between all all kinds of mixtures some schools we can't get at from one side like the Doran because the highway breaks it off there's no safe way to get kids to blow it not the dog tough tough walk right and then there are other as I said the fonts of the district is so long they run from River

to font that whole District it's a car so it's huge and the walking um the walking group is is a big group please walk we use the walking school buses in that area but it could be that District could be shortened up a bit either side to help out and then it'll collapse with um also the expense

2010 maybe when they probably when they opened those three schools the large schools right yeah it's the big project okay it's um it gives us a little bit of guidance and we will put most of this work into some software plug it in take a look at it what what comes out of that um exercise and see where we need to make some moves all right uh motion to the reserved a second yes yes
