5:32um and we acquired uh 1 8th Street through 18th Street LLC uh just over um uh it was just over two years ago and um and my name is Kyle Taylor I'm one of uh three principals excellent um and regarding the application um do you mind um giving an overview of there have been some changes to the application when we initially met uh it was regarding uh I believe windows and some other
6:01components to the exterior in the building yeah absolutely so I just I mean let me know if I'm going to be too um I'll give a little bit more of a background since we acquired the building we've made all sorts of interior interior improvements refurbishing bathrooms and um sort of cleaning up hallways and all sorts so just sort of uh maintenance like that as far as exterior we did replace the roof um a couple uh just
6:28about a year and a half ago and uh we are in the process of putting solar panel a solar panel array um on the uh top of the the building which uh has unfortunately been delayed through um uh National Grid but we expect to be moving forward on that uh this fall um in terms of the big project and kind of what we're going after historic preservation uh tax credits is in
6:54replacing the exterior windows to the building um there's about over 600 different Windows as you uh if you're familiar with the building they're about 13 feet tall about um five to six feet wide and um we are hoping to get tracks credits for this project uh really mostly to help uh maybe pretty big undertaking we did receive uh we we presented in front of this board and we received support for the project
7:30um I want to say about a year year and a half ago uh we appreciate these the support um from this uh this can this commission and um we are now needing to re-up the letter or get continuing support uh the application was um approved conditionally approved by the national uh Park Service um there are some amendments we need to make to the exterior of um the building primarily the windows
8:05um and uh we're now sort of going through and responding to their conditional approval and that is why we were seeking uh sort of an update to the file and um uh there was I did go by the property I noticed that there was a sample window that was put up on the front facade of the structure which I think was there's a image of it I think and yeah in this packet with
8:35find her clip yep it is page it's about part way through this is the mock-up window for the page is the is this the final design for the mock-up or for the window itself uh you know yes and no and I don't mean to be um catty with my response the um Wanted there were some uh conditional in the conditional uh approval uh there are some elements that we're going back and forth with uh one
9:14for example the uh National Park Service seems to think that the historic and I'd love to get the opinion of the committee on this that the historic color of the windows were a lighter color than what we've used uh right now it's sort of a dark uh kind of black Carbonite of sorts which looks really nice with the building and I've seen other really nicely done restorations in Fall River with the same
9:47window or same window material but according to the National Park Service one area in which we're going back and forth is they think it's more of a white then historically than a darker color so we're presenting other color options right now so it's very likely that the window won't be too unchanged but the color might lighten up um another example so just on that like a pause anybody have an opinion on that

23:48all right um so the item number five under old business um this is regarding the expansion of the Highlands local historic district so to bring um Jonathan and Ashley up to speed up so in the city we have our national register districts there's several of them across the city uh one of them being a Highlands National register district and then we have within the highlands National register District we
24:20have the highlands local historic district which is under Mass General Law chapter 40c and that basically um gives the authority of a local Municipal board which is us purview over any changes to the architectural character that is seen for any structure that's within that District that's seen from a public way um we do have um there are some exclusions for example we can't approve or deny an application
24:54based on paint color that sort of a thing but we uh same thing with Roofing color but we look at Material changes um if a homeowner these are all homes in this particular District so if a homeowner is looking to replace say wood siding with vinyl things like that that has to get reviewed by us so it has to be in keeping with the historic nature of the neighborhood and um the architectural character of the
25:20house and earlier in may we published a series of sorry a design guideline and this was in collaboration with the Fall River preservation Society we did receive funding CPC funding to create this so I will have physical copies for you um it is available online but it goes over everything regarding caring for a historic building right down to the general makeup of it if you're going
25:52to do any work it's a good guideline a good tool so at our last meeting or in earlier in August we have voted to create a study committee to expand that local historic district there are 40 48 there were 47 one of the properties was subdivided so there's 48 structures in this District that are under our purview for any exterior changes and the the hope with the creation of any local
26:20historic district is ultimately they will expand um and or we can create other historic districts local historic districts in the city and there are a ton of benefits for the creation of a local historic district one of one of them being it does prohibit insensitive development from occurring in a neighborhood that has been very well cared for for example if a house has it's a multi-family and they want to put they
26:47need to put a fire escape that would have to go into the back of the house so it doesn't disturb the authenticity of the exterior of the building um so we have voted to expand the district and so I did reach out to Corporation Council for guidance because I wasn't sure if we needed to be voted in or sworn in and appointed and because the Massachusetts historical commission they indicate that with
27:13um because we already have a local historic district we are the study committee so even um we voted on this earlier in August and any members who join the board afterwards are involved in the the study of this of this District um and so I reached out to Jen Doherty who is the uh she's in charge of local government programs with Massachusetts historical commission um so regarding the steps so once we
27:45have the study committee going um the first step is to engage the public support so we're looking at an area around the existing district and I'll jump onto my computer in a minute um that is a candidate for expansion of the district so they she recommends sending out a letter a survey letter indicating the pros and cons of being added into a local historic district um there is a big difference between being
28:18listed on the national register versus being in a local historic district um so with a national registered district and I and we can go we all know about this it's it's more of a an honorary title being listed on the national register Fall River has the benefit that we have a demolition delay ordinance for six months if any historic structure in the city is to be demolished they have to meet with us
28:44there's a six-month delay before they get their demo permit so it gives us time to go over Alternatives um and with a local historic district we look at every aspect of what's going on with that proper at least on the outside that we can see from the street um so um what I was intending to do tonight and I'm going to jump on my computer um to look at
29:10um just to give you an idea of the area around it and the historic resources and then to look at um composing a letter that would ultimately go out and we can have Carrie uh in licensing um at least help coordinate this and get this out to the homeowners or property owners and it's a survey so they will ultimately mail it back we would get public we would have an idea and it's completely Anonymous
29:37if whether or not they want to be in included in the district um and so in the packet that I gave you there's a small there's two things so she did recommend with the mailer there's this small packet it's called there's a difference um and this would be printed this is from the Massachusetts historical commission they recommend sending this out they did put this together so it discusses the
30:05differences between a local historic district and a national register historic district um and what the um the pros and cons are and so this would get included and then in addition to that um this is just a small snippet from the establishing local historic districts this is a publication from the Massachusetts historical commission um so I did include basically it's from Pages 16 through I believe it's 29 regarding
30:37I'm sorry uh yeah regarding getting started on the expansion so the first thing is gauging public opinion and building support they do have a sample letter in here along with a sample questionnaire um that is listed we have done this in the past or at least there was a study committee when the highlands Local District was initially established Connie I believe you were on that committee
31:04was this similar to the exact okay um and so once we have those back then we move forward with um identifying the target area um and we can go big we can go small the highlands National register is district is quite large um I'm hoping that especially when it comes to writing up the forms the form B's the Formby is an inventory form from the Massachusetts historical commission it
31:38basically is a survey of each individual building it goes over the um the current owners the current use the date of the building which in Fall River most of them are circa 1900 because a lot of the records have been lost um from fires and who knows what um and the architectural style condition um I believe it also goes into they've gotten more detailed it even goes into materials and even a chain of ownership
32:05you need to have factual documentation um to like building records water or the Water Department Records that sort of a thing to back up this info and once we have those those inventory forms that's ultimately what we use to determine what how large of a district or what properties to include and not include um so and I think typically they do not with a boundary line they do not really want it to go
32:35down the middle of the street although they will give some leeway we have to give enough of enough support as to why we want it running the boundary lines running down the middle of the street um but um typically it's um it's all one within one area if you're curious to see what a Formby looks like if you go on the Massachusetts historical commission website you can search on there and you
33:00can search any property that's listed so it's kind of cool if you want to pull up a house that you know in Fall River and there's a there's a big need to have updated forms the highlands District the national register District was primarily surveyed in the 80s and those documents have changed a lot the the survey forms have really they've gotten more detailed um and so what was done back in the 80s
33:26it's very simplistic in some cases they are using City Registries and no building documents whatsoever so so um when the 40c was created The Local District the formbs were updated yeah so that in that that in it in of itself is a big undertaking yeah it's a historical narrative is huge and all of this gets put together we will have public meetings so a homeowner will be will be able to indicate if they
33:58want to be in the district or not we have to have once we have a Target neighborhood or a Target area um they will the homeowner the property owners will be receiving uh notices in the mail regarding the inclusion of their the proposal to include their property in the district um and then they will be invited to a public meeting that will you know they can we will go over the proposal
34:25go over the pros and cons if there's any questions there will be questions um it we get a lot of questions let me ask the question what happens if they're not interested in being part of that but let's say you know you know within their neighborhood is they just get locked out or how does that work so with the creation of this district there were some homeowners that were opposed we explain
34:53Ed so it was the preservation society that had done the study and when we got asked the surveys back um if someone was completely against it and uh I mean some people you can talk to right and explain what you're trying to do and then they would change their mind and you know they understood it better others were pretty firm um so we carved out our area accordingly to try to get it passed
35:25so we didn't want it to fail the first round right so that's why we shrunk it down okay and because it goes before the city council and we didn't want it to we also want the buy-in from the owners right you know you don't want to do anything that's going to upset people and we were very lenient with plans as you can see like we don't dictate color like they do in Nantucket
35:56or you know so that type of thing because somebody else is to answer your question the the Mass general laws for that are if District becomes a historic district whether you are approve or not you're in it okay okay once the city council approves it then you're brought right into the fold okay but as I as a listening to Connie and I and I was you know around with the other historic uh
36:27you got to be a little generous right and you know you have to have a little consideration for your fellow neighbors and and the public in general so you make a lot of changes in a lot of discretionary choices so that you can appease the situation but to answer your question legally okay got it we uh I believe we need uh the requirement is two-thirds Council vote um so not every city councilor we just need two-thirds
37:00um and as Rick said we don't need every homeowner if they're in the area um you know they're in everything is grandfathered in so if there's a house that exhibits you know superb architectural detail but it might have vinyl siding they get they get in um and there are a few houses like that um you know they may have had a modified um I'm thinking of the oh the house on High Street
37:26um that had that brick arched uh porch so that was the porch was completely modified at one point or another but um when it was included that was grandfathered in um so if the homeowner were to change any of that um those pre-existing conditions that they want to replace the brick columns with um you know round Wood columns or something that might be more architecturally appropriate historically
37:50appropriate for the house then any change to that makeup would have to be reviewed by us and uh very uh and that's Connie said we're very lenient homeowner has slate there are alternatives to having sleep there's rubber there's a rubber composite I believe um you know that's half the cost and lasts just as long um and same thing with Windows Windows is a hot button topic but um so

45:45them feel more comfortable yeah yeah no that's that's a great idea because we have there are a number of homeowners properties that are the district since it was created so the 40c district was established uh nine years ago in 2014 um and give you an idea in the grand scheme of other other communities around us problems event for Newport were very new to establishing a local historic district where other
46:13communities have a number of a number of protected districts but hundreds if not thousands of properties listed at Newport is a Powerhouse Providence has so many lhds New Bedford New Bedford is another one so I don't know how yeah we're still fairly new to yes and as the committee moves forward you know there'll be a lot of discussion but there's also small Gatherings the small groups you could
46:45get a group of four or five homes somewhere and that could become a part of a District Individual buildings can be its own District exactly as MHC will refer to it so if there's one building that was that exhibited you know all the criteria and was determined to be a local historic district it has to be approved or at least brought up by the municipal board and then approved by city council but yeah
47:13so it's very generous in acquiring properties and then again this is this form is just a yes or a no but putting in the undecided or uninformed or something of that nature would say well you know there's a possibility to be able to reach out and School them on the subject apologize this is taking yeah we could attempt this another time um and while we do that and then that way we can

48:44program with their website very handy and it shows boundary lines of all the historic districts whether it's National or local historic and then it has all the individual properties you can click on them you can pull up their inventory form most of them are going to be outdated because the city was surveyed in the 80s but you will get a sense of you'll see visually where the local district is in
49:10comparison to the broader National register District so it is it's the current lhd is very small compared to the highlands National register District so and we can use we can go big or small depending on how the target neighborhood or resources we want to look at um so and I have my you know I have my thoughts as to where we can look but um that's cool this is our final attempt yeah
