state your name and address and uh reason you're here you have three minutes please hello my name is chris vining at 20 barsley street however mouse um i was just coming to give the board an update after our last meeting i know we were given the go-ahead to work on the field at dumont and at lafayette we've since talked to the contractor it's going to be at least a few weeks

based on the weather until they're able to have the fields be dry enough to work on they're saying about a day to two days per field um and as soon as i have a concrete date i will let let you guys know um it's like i said it wouldn't be until probably at least a couple weeks out so i just saw i would like to work with mrs smith and she'll keep us all in the loop

and mr harry absolutely okay thank you thanks thank you any other citizen input do we have anything sent in correspondence all right i need a motion uh to take items h and k i'll make a motion to take out um

so item h is our open meeting law complaint sent by patrick higgins on february 2nd 2022 regarding minutes from the january 5th meeting not containing a list of exhibits and documents used during the january 5th meeting and the fact that as of 2-2-22 he has not yet received a response to two prior complaints dated 11 3 2021 and 11 30 2021.

item k is an open meeting law complaint sent by patrick higgins on february 27 2022 regarding the park board lack of response to his february 2nd 2022 open meeting law complaint within a 14 business day that as required by law i believe we have attorney ramsey here corporation council to respond on these welcome alan ramsey corporation council for the city of fall river apologize for the

tire i wasn't expecting to be here today i just want to inform the the park board um you know it's it's not an excuse but just a reason you know we've had a few changes in our office we've lost a few members so it's quite possible that uh these complaints have fallen to the cracks and my apologies on that i did speak with mr higgins just about 10 minutes ago actually to discuss these

we're trying to figure out what needs to be responded to and what does not it's it's my belief that there are two substantive complaints that may need responding to by my office one is that this one might have actually been responded to neither mr higgins or myself was sure but one that the the agenda has to contain sufficient details to put the public on notice of what's going to take place it sounds

like myself and mr higgins are in agreement and i will put a formal response in writing but his his request is just that this park board is aware that the agenda has to have specificity to put the public on notice i agree with mr higgins and that contention the other one was uh that the parkour needs to list the exhibits within the agenda i don't know at this point whether or

not there were exhibits but i think it's a better practice that if there are no exhibits there's still lists you know list of exhibits none i believe his contention is that there were actual exhibits used so he just wanted the park board to be reminded that exhibits need to be listed i told him i would put a response and write on that as well i i will have a written response

to him by the end of this week my hope and understanding was a very pleasant conversation with mr higgins i apologize i think the the untimeliness complaints will disappear once i have a written response to that but i will obviously respond to the late response issues as well okay thank you thank you thank you thank you should we just make a motion to keep this in cooperation called suzanne down

sorry i read that wrong five thousand seven hundred and thirty four dollars in six cents for a change order to north for north burial main street north main street gate house restoration project windows and doors hardware mr morano come on down thank you so this is the change order we spoke about at the last meeting the project is pretty much done um overall it was over a 200 000 project that was paid for through cpa

this 5700 completes the door and window hardware to historic piece historic looking pieces and wraps up the project for now i provided a number of the perpetual care number for north burial ground is at 104 668.66 currently so there's sufficient funding there to pay for this change order okay okay okay it's coming from north very perpetual clear just transferring it over so he can pay for the

different charges that were uh the new charges that were made for uh the gatehouse restoration which was uh windows and hardware again this is um he spoke about restoration to the actual cemetery perpetual care of the buildings that are there on the city side our budget covers our mowing expenses pays for the payroll to actually maintain uh the cemetery so we're not using perpetual care to cut grass

in that cemetery so um i think this is a question yes this is north burial ground correct all right the perpetual care is that separate from the the uh yeah this is separate from oak grove's perpetual care correct yep so north burial has its own perpetual character you also have uh perpetual care of the city cemeteries uh yes there are a few valentines and all that others there are

a few other trust funds for the smaller cemeteries as well as the uh a few of the mausoleums in oak grove all right all right do i have a motion to accept this motion second okay commissioner silvia made a motion to accept this uh commissioner nefarious uh seconded all in favor say aye aye thank you you're welcome item b request from brian vienna for approval of a kennedy park car show at broadway to help

to be held on may 21 2022 between the hours of 10 am to 3 pm guys just uh state your name address brian vienna one one five four south main street for river mass justin murkowski night michael street floor of a mess thank you go ahead guys so on the 21st we're looking to hold a car show uh it also be like a recreational uh event also for kids in the community and stuff like that that's

why we wanted to have it down next to the ice skating rink uh we met with john uh yesterday matter of fact and it was in the last meetings that we had upstairs with the mayor our concerns and we wanted to see if get the approval was using uh around the rink where we would have stationed the cars around it if that was an issue then we would use the parking lot

the issue with that is we'll lose regular parking for people coming into the park so we were hoping to go around the pond on the grass area with about 50 to 75 cars they're all going to be light cars so there's not going to be an issue with weight they're all going to be volkswagen buggies or the minivans so there's really nothing um and then we'll be able to use them the

inside for just like uh you know for vendors and recreational okay are you having uh any food there will be food trucks and trucks and they're gonna be stationed they'll be stationed at in the parking lot yeah is that fundraiser no no we are a non-profit organization these are the guys that did all the quantum hall tournaments last year in the parks yeah in what i'm sorry yeah we were in all the city

uh they also helped out with the big event at the end of the summer uh the big uh block party we toured the event here for halloween too and i think they're also going to be coming back uh i got a call from councillor pereira about a month ago or something i think they want to be involved since they do uh they did the bachelor beach but they end up moving it here they want to do

something but we'll talk about that in the future maybe something at kennedy this holiday season yeah it's christmas time yeah all right okay wait any uh questions from any of the commissioners hey you're gonna need electricity yeah yes i met with john yesterday at the up at kennedy park there is boxes there so we'll just have to get chris hath away from the city over there to check the electricity and as far as that

we just got to run an extension card over for the dj one extension card at this point how about um he said food trucks right yes obviously you're not you're not going to be cooking her in there nope nope i already go into our bob courier got all the license and all that stuff straightened out um elena's going to take care of the safety we met with safety and they're going to

take care of the detail and safety and everything i i we have a form from city it has all city departments listed on it and that needs to be signed off on any inspections electrical or fire or whatever um so you can get that through miss smith um if as an example electricity to inspect it you're all set they sign it the inspector uh that type of form um the only i just had one other question

he said you're a non-profit do you have a 51133 yes we don't okay does miss smith have a copy of that i'm not aware at this time but we can get it oh yeah you need to get in my opinion you need to get that in because we make the baseball news leagues and instead of non-profits turn them in so to be fair to everybody i would expect if you have one they need them

that needs to be turned in to ms smith are you okay uh any other questions uh you guys are gonna have porter johnson right yes okay so uh john do you know if they still have to work with uh want to help with uh regulations and everything people expect that okay do you have a rough number what you might expect from cost how many well like like i told them upstairs i mean obviously uh if we're

expecting 50 75 we're already expecting at least 150 people uh obviously we don't know about traffic that's going to come down there for the day you know what i mean so it's going to be a little bit of a rough estimate but um you know we'll get as many polygons as we need to uh to make sure for the safety i'm glad that you mentioned that you're going to be on the outside

of the pond instead of inside i don't have a problem with this proposal i'll make a motion to grant permission i still need something for some questions okay okay one second no problem uh so uh porter john's like i said uh obviously you know you'll need one that's handicapped stuff yes yes yeah all right um you said that you're going to have the cars parked in the grass area not on the

pavement of course because the only thing i was going to say if it was on the pavement i would suggest somebody put like at least cardboard or something under the engine hot so we don't want like oil or something dripping down on it well that's one of the reason i wanted to go into the grass with it i think it could be more suitable and then we'd still have the pedestrian walkway for the pedestrians to walk

around and if any car had to get out in an emergency situation they would be able to access the walkway and relax at the park all right cool uh any other questions for mrs you can find okay civic events form that the commissioner is referring to on the city's website if you go to the pocket department click on that click on forms and it'll it'll be there but if you have any

questions i can send it to you but if you wanted to get a preview of what is actually involved in that film you can go there it's on us our website thank you one other thing you guys know uh know that you're gonna have to get liability correctly yeah well yes yeah all right so you know the city has to be a secondary on it for additional insurance yeah i spoke to

them yeah you haven't um it's all set with it you have a rain date in mind okay no we really don't kind of talk just because obviously the schedule's still open people might we've been going back and forth with a couple of different organizations in the city so we've been kind of doing good with the scheduling we don't want to conflict with no one else in the city with their events we're

trying to work all together this year and so at this point we didn't pick a rain date just because of the fact we're trying to let people get a chance out of ten would have dates that's understandable but i was just concerned looking at it you know you see on one date that you go because originally we had the monsoon that day and we had not gonna have first june 4th and then patty rigo i believe

some ladies back here is about june 4th because i met with patty rigo from uh viva fall river and we're trying to work our schedules together so that you know we don't conflict with each other and we you know do better for the city for yeah for the uh the events that we put on so i actually don't have a rain date uh i can always i guess i could come back and request the rain date

uh if possible if you want you can know one can approve it with a rain date allowing them to pick a rain date as long as it's not it's like a couple of gallons yeah okay so grab a motion to approve this and then they uh pick a rain day and work with uh miss smith making sure there's no conflicts for a reindeer yeah i'll add that to my motion commissioner sylvia made that motion do

i have a second second second by commissioner nefarious all in favor say hi okay that's item b item c request from brian vienna for approval of a street arts festival to be held at kennedy park broadway august 20 2020 between the hours of 12 p.m and 6 p.m so this defense is basically using the same type of structure um but i i wanted to use the inside of the ice skating rink for

the street artists because i'm going to use 8x8 billboards that they're going to be paying on obviously we'll put down all the tops and everything else these guys professional painters uh to use that area so then i can you know have the you know vendors and regular uh sketch artists and stuff like that um i got all kinds of like superhero characters coming down if you don't know if you ever looked at any

type of street artificials there's a lot going on it's kind of like a uh a mardi gras type of thing theme you know or salem during halloween so that i'll have characters and other different things with uh vendors and obviously recreational stuff that we provide for and any other recreational teams all i need from the city was electricity from the same area for that and basically the same thing food trucks

we'll have to get now in the meeting they want to we did our last year we did that kickoff um the end of the year block party that you were talking about at kennedy so i guess this is going to be on the same day so i guess bobby bailey is going to have his basketball championship on the same day but because of the holy ghost situation everything's going to be down towards us

down there that they were suggesting i don't know what's been said or whatever but we are uh you know we we plan on putting that together down there well the weekend of the 20th is where they're going to be setting up is they're only setting up that weekend because we approve the two weekends one weekend to set up and the actual thing you set up the entire week no i understand that but they're not going to

be setting up near the basketball court no but there's probably a lot of in and out just yeah they go down as they go as far as the baseball field mostly up top yeah but that that's during the feast this is the weekend before the feast 20 something they are setting up the fee shoes he sets up the whole week something from the weekend before until the feast so this is not gonna conflict with them because

the pocket is gonna be available it's if they were having the event during the weekend the fed the feast then nobody's gonna be able to use it because you're gonna have the whole area down here for handicapper parking and everything and for them to be setting up for the parade yeah and because of the playgrounds or where they are and our recreational teams and stuff like that it's suitable so families and

kids they can get involved and interact with us instead of trying to cross the street and going up like they did last year so we're doing everything that we basically did up there down at the bottom and by recreational team it's face painting arts and crafts for the kids it's all hands on stuff for the kids so it's i've been involved now no question uh are you guys uh century you did the uh

cornhole turn are you guys not doing that this year no we're not okay so i didn't know if you were gonna have anything with the corn hole involved down here well we'll we'll have them set up set up just like tournament or nothing like that no prizes no okay but we will set it up for the kids as part of the recreational okay and like i said same thing same form for this uh

uh sign up approvals sign off and everything um and yeah like i said i know john had called me that uh after the meeting that day about the tops and i definitely because we we got to make sure we take care of that pond is because eventually we want to make that a permanent ice skating rink yes yeah no absolutely no problem whatever you guys need no problem all right uh any questions from commissioners

again you're going to pick a main date also we will yeah the re we kind of went with john with because of the holy ghost it's the following week we it would have to probably be in probably september if we went for a rain date because there's no way obviously they got that all locked in the weekend after it's probably the weekend out in this way yes exactly so we're talking like

september 10th 11th that whatever it falls on that schedule the other thing too is for all i know a few people are here for different events the reason why we're not wanting everybody to duplicate their schedules and everything because we had an incident last year that you had an ins uh event that was going to be scheduled that clocky row uh that we had to cancel because it was

going to get overpopulated and then they also had the days of portugal there's not enough police officers they could not get manpower and everything so we got to make sure that the city is safe to people and all these events and that's why we probably can't have duplicate events going on on the same weekend yeah no that makes sense all right uh any other questions for permission us okay i have a motion

item d alfred lamber request for use of the quickest shand river trail brooklyn park werdell street for an arts and fest uh arts festival to be held on june 4 2022.

is anybody here for that i'm here to speak just so i'll state your name and address for the record please uh sarah labassier uh i live at 32 pembroke drive in dartmouth so should i start describing or do you want to ask me questions no that's not describing it just because she looks oh we have the motion to rule away the rules motion away loop second second uh commissioner silva made that motion

seconded by uh commissioner rigo all in favor say hi all right thank you even though she does i work here yeah but yeah no problem sorry about that um so we're requesting to use um al tells me it's the eastern side i didn't look at the map to make sure he wants to make sure that i tell you all that it's not going to interfere with the soccer fields or any practice

or games but um so he's calling it the eastern side of britain park so the grassy area near the boat ramp and we want to set up tables for interactive and informative displays the the festival will the theme will be natural history so we'll have a lot of uh you know taunton river watershed alliance and the um the bio reserve and and we're hoping the water department will put together a display um some

uh activities for children the river rocks we're gonna ask them um leaf printing uh bubbles a bubble maker puppeteer guy that we had a couple years ago that we like there'll be some live music um let's see we'll have a tent um just it different al wrote the letter and then we kind of talked about it and reformed a little bit so just you know there he used the word danceband i'm not just so you don't

get that it's south coast brass band and like a folk music band it's not a heavy dance music i don't believe um and the tent he also said the tent will be used for the band it may also be used for the tables um in case of rain i don't you know i don't believe we're really well prepared to have a rain date but if you want to approve that if that's easier then

it might work out but it's going to be really hard to change the date um let's see the festival itself will go from 1 pm to 4 pm and we're requesting some about he also wrote 12 to um five so an hour before an hour after to set up and tear down i was thinking maybe two hours before it's a lot of setup but um so that's that's and um so you're looking at modification

11 11 11 11 11 2 7. five seven six five yeah tear down so it was easy yeah exactly right and um i believe that also includes the bathrooms and um there's there's a fee so i'm not sure if that's what the fee is for or what what that's about but we're requesting that the bathrooms be open um the fee is actually epoch fee two bathrooms we'd have to work out whether

it was going to be a gentleman from the park department over time okay that's something separate okay so i'm gonna be good thank you work out with you i think let you know what was what the final cost okay no problem um and also it will include um an off-site off off of britlin park site um bike event prior to the festival where we're going to give away helmets decorate bikes and leave any children

that show up for that part along the rail trail to brittlen park so just so you're aware of that it's not um you know i know park board is has the rail trail but it's not in britlin park so i don't know how you to describe that and al didn't put that and i don't think you picture so we are looking at is where in the grass area you're looking for between quicker shane and the underpass

i think it's down near the police station yeah behind the police station yeah yes we're modeling it after that i'm hoping we just we would we were planning it for 2020 but you know where on the rail trail you're going to do your bike thing yeah pretty close to the where it ends um in the past he wrote um they can come in to brooklyn by the back end yeah there's a there's a parking lot

that we have set aside um but we're going to seek permission to be on the trail side so we don't have to cross down the street on on the westport side of brayton avenue though so we probably will have to have police detail and all that um i know um other thing i had was uh the tent we're talking about pop-up tent um there will be pop-up tents for the

like the ultimate idea is to have pop-up tents for the tables and the larger tent that we're going to rent would be for the bands and maybe some activities and performers and if it's sunny and people need to get out we're going to stake this in grass area right yes yes i just don't want to get in staked into the trailer no no okay no and um we're hoping to have food trucks as well um

but you know pending their availability and all that and i've already talked to the inspectors about that and the food trucks would have to be in the parking lot at berlin right i guess if that's a requirement yes and we didn't want them anywhere else you don't want them on them nothing on the grass food trucks we wouldn't want any food trucks and anywhere else other than the parking lot

hey item e request from alicia powell for the use of kennedy park pavilion area at broadway for juneteenth celebration on saturday june 18 2022

and we know uh ms powell had this event last year yes sir okay so this will be a second annual or third annual second and uh official second official yep second official okay okay um so as you stated this is the second official um the plan is to replicate last year with a little more organization um live concert free food i do plan on having food trucks this year

um that will show up i don't know if you guys know that it didn't show up last year but that will show up i am connecting with a lot of other organizations like ryan vanna's to create recreational activities for family fun activities um there will be vendors there and pretty much that's the basics of it i plan on having a panel but i haven't set that up yet everybody hasn't

confirmed i don't i want to make sure i do have the date and going forward before i solidify anybody on this day so i will say it's i think i put from 12 to 8.

um but in nineteen i think that it's that's still a long time maybe we could shorten that what time was it from last year was 11 of 5.

but um we're looking at what time i kind of i do i think we do need another hour or so so 11 to 6.

if possible yes with setup and break down so was it saturday or sunday that was a confusion i the first email did say sunday but then i realized the 18th is the sunday it's a saturday so i want the saturday and i was hoping that i can use the rain date for the sunday because juneteenth is technically on the sunday but i just felt like saturday would be better for the community oh i do have

self-service for the food because we are going to get free food away via grill people incorporated donated last year with the cook license cook and i will have live music performance how do we do that with the live grill they're going to have to go well fire department fire department and the health department again they're going to have to sign off for them like everyone else they have to have insurance yes we

did that last year yeah well actually we used the generator we had to generate our own um so we didn't use the city's power at all i don't think there is a power source in that area i'm not sure one power source in that area is near the playground and it's just a two-pronged plug like you have i don't need it we can use the generated thought thank you you can use the generator for the dj

the only thing i would recommend if we do have that grille i would want it on pavement i want it like you need a parking lot everywhere is that what you're saying yeah well they're saying they're getting it from people incorporated right now no we didn't get the girlfriend we got the food from um the grill came from corkiro but it's a it did get inspected by the fire department and signed off on prior to

the event happening yeah i just don't want nothing near any trees or shrubbery or anything like that we can put it on the pavement i want it on pavement and where the other food is that way it's safer that way i forbid something happens i think when they put a grill they have the fire department makes them tape off and rope off a certain area to keep kids away from it we had it on the side

of the actual pavilion but and that was i believe that was grass um but it's not an issue to move it to the other side and then maybe just swap because we have the porta potties next to the uh parking lot talking about was it on the right side of the pavilion yeah that's a problem and if the fire department is good with the location there the guys are gonna have to come put the fire

yeah we don't want a pavilion going down either no i don't have a problem switching it because actually we wanted the the puerto porta-potties on the opposite side because it was just like it was opposite so what you're saying makes sense is what i'm saying all right just where's mr smith with the check-off list and everything and all the department heads and uh uh any questions from commissioners

i just have a couple of concerns uh i watched the i wasn't able to attend it last year but i know i watched it and seeing everything in that the only two a couple of complaints that a couple of residents or citizens had told me about it's a family event we're trying to do something positive here in the community and everything for june teen dinner and the music try to tell your artists no

profanity that's that's going to be completely different um i had someone else vetting it and because it happened so quickly i didn't get to see it myself and we had already had them on the flyers and everything else so that will be changed i agree i do want to see anything like the same thing with like you know any like valkyrie touch police or anything like that like yeah there was no saying some some

hip-hop rap goes that way you know well this isn't even gonna be a hip-hop rock this is the music's going to be pertaining to the occasion itself and then uh one other thing is i know it's legal in massachusetts but please some people said there was marijuana being smoked either in cars or well i don't have no control of that sorry i can't walk around i mean i can walk around and if it's any of your

performers or anything please tell them leave the park area okay okay just respect the rules and that because we're trying to make this family-friendly event so absolutely thank you any other questions commissioners hey do i have a motion to make a motion to uh approve approve this and with the rain date on the sunday the 19th uh the run date on the sunday the 19th yes yeah i do have one question yes um

so i don't know what i have to do because uh a lot of people want to do a peaceful walk from here to the park prior and then enjoy the festivities do i have to go through you guys i don't know where to start you have to go through the mayor's office for i think they might call it a parade permit yeah okay really sure but i would check with um elena

okay in the mayor's office because i think that's what you would need if i can remember when i used to be auxiliary police was uh if it was events that would monday through saturday i believe it went through the police department but if it's a sunday permit it has to go through the mayor's office who do i ask this where would i do that first i would speak with elaine yeah

item f request from bradbuston regarding the use of bicentennial tennis courts the wall street and north park senior league baseball field president avenue for the 2022 durfee high school tennis and baseball seasons i know uh he's not here but i know i spoke with mr smith and that about this uh they're gonna be uh putting the money in again uh at well for the baseball field to do the uh upkeep and everything and

use their own manpower and everything to keep uh that's uh field in line and everything for the thing so i would like to have a motion that since durfee is contributing into this and using the school department personnel to keep that feel that feel is going to be exclusive for durfee um there is they might be doing a baseball field right they are under the plane to a new school

they are but the problem is that's going to be strictly for senior that's for varsity yeah there is no they still don't have a junior varsity feel of freshmen this is all freshmen so that's why they're gonna use north park for the foreseeable future right now for do they have any intentions of having a freshman game for you not probably at the po at the school because they uh it looks like they only

have enough room to put tennis courts this may become a yearly event my understanding commissioner from brad boston is they were looking into some land at the talbot middle school to possibly somewhere down the road make a field however we all know that the wheels of progress turns a little slower so this may be for the foreseeable number of a couple of years come going i i don't have an issue

i just was you know have that question in my mind um you know we can't our guys can't line it every day can't prepare no no i understand that these guys are going to go in there and do that and that's great you know do you have a schedule yet i believe he may have been putting it together now it wasn't finalized he's he did say he would send it

to me as soon as they're looking to stop mid-march so i'm sure he's putting the finishing touches on starting mid-march and go to the end of may probably um and how about the tennis courts is their plans about how many tennis courts in the school they are but they obviously they're knocking down the tennis courts are going to go where their school is coming down so that's gonna you're talking another year

all right they're still just taking down the school stuff again just a concern no no and that's what that was that was always the game plan they always said that to the public that once that school came down then they would replicate the new tennis courts there and then they're going to put an all-purpose field but it's not an actual baseball field and it's an all-purpose field so it's going to be used exactly so

again i'm it's not a con it's not an objection it's just looking for information right now there is no league that utilizes that scene you feel so it's almost good that they are playing on it because it kind of keeps it yeah you know from growing over so that is a good situation forget it believe me i'll make a motion the wall grant permission for the baseball in the tennis club uh i

just want to make that motion that we uh like i said at least for the baseball field since durfee is going to be keeping the upkeep that we make a motion uh um amend that motion that it's strictly for their fee no one no one else will be using that field and can i ask for clarification is it just during the season during the season so that's through june or whatever yes what happened i just

maybe miss fisk can answer this sold the tennis courts obviously there's several tennis courts and bicycles are they looking for all of them on those days or a couple of them or uh i've spoken to mr bustin that i believe they they're going to leave one court available when they can if someone's not if no one's there to use it they're able to utilize all four courts and probably will utilize four on match

um days but on their practice days um we have spoken about him leaving one court open for the public when at all possible like if there's someone waiting if they can utilize just three for the practice i had a question yo are you all set yep uh i had a question talking about them uh tennis courts down here one of them did we ever turn one of them into a pickleball car

we were supposed to be lining that no we got a price i believe we got a price for that but i don't i i believe that people have turned it into a pickleball caught for us yeah they they they sell actually more tips you can kind of put out markers and put up your own net so they've been doing that we haven't permanently lined anything uh through the department yet

i'm just wondering if that's going to be in the way of there for you if they have to utilize that no so even if they mark the courts it's still distinctive as a tennis court and i believe they were already mocked last year that that's when he used them so i didn't i think if he had an issue with it they would have let us know uh that may be the court that they leave

open to to the public no like you said that they'll leave it if they if that's acceptable if they have to uh leave them open if they saw anybody down there but if they need all of them they have the strict rights right if they have the payment that's the will of this board i would i would assume that like a baseball league under those certain times were granting them a permit that they would have

the right to use you know those costs and i'm just saying because i know we had some people from out of town that wanted the pickleball and i just don't want them uh that's why about how many selling countries the players at darfie that overflow all of the residents would take precedence no i understand that at all so at that point yeah but if you want to do the four courts

um i think mr bustin is just saying you know as a courtesy if it's something where he's not he's got maybe a few kids didn't show up for practice and he could get away with using three courts he doesn't have a problem with leaving the one open however if it's something that he needs to utilize all for this board can grant it all for and leave it up to mr bustin to determine whether he wants

to relinquish one of those courts no isn't it issues there like nancy said earlier about practices practice is one thing but if you're having actual matches you know you have other schools from different coming to play so that's you know we can't really interfere with that if we're going to offer them that no and the other thing is too now then tell us why i can't remember right now

there's two one fence that they're two fenced in and then there's another two offense there they're not all four divided and that's what i'm thinking maybe we're better off closing it off just strictly for durfee because i don't think they're going to be if they're having a match having the public or somebody playing on interfering with that match and that's pretty much what we're doing it's a courtesy of he feels

for the baseball field and for the tennis courts with the caveat that they can use for on max days um if it's back to stage and someone from the public wishes to use one of the courts i'm sure mr bustin will be accommodating the coach i'm sure mr bustin's not there but the baseball field between uh march march yeah march so usually baseball is in high school the end of may

tournaments in june i would say june unless they get promoted i would say june 30th there's a safe date yeah they don't they're not in school after june 30th no matter what so so it's a from march march today march 2nd until june 30th the north park senior field is strictly uh for durfee high school have that motion made that motion seconded by commissioner farias commissioner rigo sorry all in favor say aye

i can't think of it right now in september but that's just uh observation i know when we had uh any any questions or concerns from commissioners any questions or concerns from commissioners not at all i know they do a wonderful job down there the veterans and everything uh a few of us went down there when it was the dedication of the memorial wall and everything uh the only suggestion i would recommend

is mr perry if we can work either with traffic or with you you're the palmer dc parking because i know it's tough for the veterans of that but maybe we can get the shuttle buses or something working for them that day i don't think it looks good having all vehicles popped on that grass i will reach out to uh miss brito and stop that conversation absolutely yeah thank you have a motion to approve this i'll make

a lot of them are coming in now they are still having registrations so that's an issue where a few of them have called me about it i just think the board needs to probably say you know march 15th as a firm date what we have here we're going to we're going to work with and between the 15th and our april meeting the chairman or john and i can all review them and

see you know which permits are going to be given out and at that point you need to have your stuff in we will award them at that april meeting many of these leagues are set to stop first week of april so they'll be definitely if you can open up your event and you know your season then you should have all of these things in place so i think by putting that march 15th

in place the board will be in decent shape to be able to make this i have a lot of the youth leagues the adult leagues some of them are missing so i did put out a reminder which kind of kick-started a lot of them coming in after this meeting i will send out another reminder stating that the 15th is the ultimate deadline for us to consider them if not they would have to go in between

you know whoever was on those fields will work around it i agree there so it's entirely up to the board if you want to make that motion of the 15th that how does the board feel so from april 15th no march 15th no they need the information to be into our office we originally gave him a deadline of march 1st that may be a little bit you know some of them didn't have the information they

did reach out but i think by the 15th if you're going to start your leave on you know the first week of april you should have most of what you need in place i'll make a motion that well before we make a motion any questions i agree with smith we go through this every year um and every year we try and set up parameters and deadlines to get them to you know move the ball along and

you know we discussed this the last couple of weeks people from leagues were here and i know miss smith says i'll notice the storm in the mail and they get them so this is only my opinion i i agree with the march 15th deadline if you don't get your stuff in by march 15 you start in two weeks later you know you're gonna be practicing during those two weeks so your league is

operational if you can't get your stuff in by by that deadline which is being extended maybe by this board by two more weeks then i'm sorry i apologize but i'm gonna vote for permit for the league they can't get their paperwork in you know every year it's the same thing years and years and years and go through it okay any other commissioners questions concerns so uh commissioner ferris was making

that motion for march 15 march 15 deadline strict deadline if they don't have it they're gonna have to deal with getting admitted somewhere else commissioner regal your second internet yes all in favor say aye aye thank you item j north park president avenue updates regarding status of the project proposal for the use of the state funds secured through state representative cara fiola's office

mr perry uh so yeah we wanted to put this on the agenda just to give the board an update uh make sure that we keep you um informed as to where we stand with this obviously we appreciate state rep fiola's office and their work to get us these funds and secure them this information for this particular piece is regarding the 125 000 that was secured by state rep biola's office uh for the first round of funding

for north park and with that 125 000 we're looking at and you'll see um is that we'll have another discussion on the last item on your packet item yep but the uh the intent is to look at the skating pond area uh in the i would say that be the north west corner of of the park or northwest area right the hood street area so we'll we'll be looking to

resurface the pond uh take a look at the infrastructure as far as the drainage and the fill pipes uh and redo the walkway coming from hood street to that access to access that area so if we're going to redo that area we want to make sure that people can access it and enjoy it so that's the base idea of what we'd like to do with the funds and right now it's

in the architect's hands and again as i said we'll discuss that a little more when we get to that last item now i'm sure we have money because i know we only have so much money for this correct uh we have money in our budget until maybe put some new benches around that area and if need be so when miss smith and myself met with the architect on site we looked

at the project and another piece of that that i left out with some landscaping right so to clean up that wooded area around the pond open it up make it um you know there's there's a lot of things we'd like to do there um and you know although a hundred and twenty five thousand dollars to all the buzz is an extreme amount of money when you talk construction costs it's not all that

much uh so we're going to take a look at what the architect proposes for us and then we will whittle that that wish list down to what we can fit within the 125 000 and whatever we take off of that will be basically geared um you know whatever we keep from that proposal will be geared toward getting that fountain to a functional place where people can start to enjoy it again so like you saw

at kennedy this year where they were out there ice skating get that that area to a nice point where that's another amenity within that park that we bring back to life now uh the other thing too what about proper lighting over there so that's also going to be included that was something we discussed with him uh again we'll have to look at um the proposals when we were there we did there were our

spotlights there they may need to be replaced um but there is power to them and they are there so we'll look at that as we move forward but lighting was a consideration maybe in the future we can do like some the victorian type style around the phone that's something we can definitely look at in the future i know that's what i want to do something a nice project up at kennedy

eventually if we get that sure a full-fledged skating rink i would love to have that lights yeah decorated around there yeah i know this board has mentioned that um we've talked about that for years um and i know that the mayor's office really enjoys seeing folks out there using these uh as well as the counselors so i think everybody would be in support or something like that all right

um while we're talking about uh the updates on this uh i just want to bring up because i know it was brought up in the conversation about this money and that the compensation what's the status i'm sorry the compensation oh the compensation yes i just i know you spoke with me but it's been it's been a challenge getting the original contractor to get there i spoke to another contractor last week he

did have some mechanical breakdowns with his equipment this week he did promise me he will be there this week i'm hoping that he can still get there by friday if not at the latest he'll be there either saturday or monday but i have engaged another contractor to get that taken down absolutely all right and just so everybody's aware that is separate from no no nice project i just

want to i just want to keep the rest of the board so that way they're not i want to say publicly anybody knows that they know what's going on absolutely thank you miss berry yes sir all right item l approval of agreement with stock architects for the ball field upgrade project at kennedy park baseball field middle street with the amount of 20 500 in the north park skating pond area improvement project

hood street in the amount of six thousand five hundred so just uh let all the uh commissioners know this is the kennedy park senior field all right correct correct we're talking the backstop yep and basically what we're looking at with this item is um just the board's approval to move forward with those two projects that you you feel that those are worthwhile projects that we want to

continue to move forward with uh as we just discussed with north park it's already in the architect's hands for design and then with the kennedy and we met with him the same day and to put that design together so we can look at how we're going to repair and improve that backstop so we're just looking for a motion to approve these projects to move forward fencing correct and this money has already been and

marked in the park department's budget would that include like i said dug out there's another maybe 24 feet yeah there's a little fencing yeah all of the fencing yep uh and the bench is similar to the project that shoe yeah same thing right more visual you can when you look at that one you know that's what we're looking to do over there all right all right do i have a motion to make a

motion to uh approve both projects moving forward second boat projects move them forward uh for the north park skating pond area and the upgrades at uh kennedy park senior field baseball field commissioner sylvia seconded all in favor say aye aye okay commissioner requires any commission requires

information with the information with stock architect we met um i spoke with him today again he had someone out there looking at poll locations to secure those poll locations he has a conference call with the lighting supplier next week and um i asked you know the ballpark of when the bids may be available he said sometime in april you know the kid the kicker to this project again is lead

time you know once they get it all worked out it's the lead time on the lights actually coming in so he did say he's hoping the bids are out by april so just so the board knows that and the cpa um victor can let the cpa know that the project is a goal moving along okay um if i may commission i mean uh mr perry thank you no don't be sorry uh i

just wanted to make a suggestion along the lines of what we discussed whether attorney ramsey was here to you know to hopefully you know quell the uh open meeting law complaints going forward as tonight i saw several folks come up i didn't see any exhibits um all i would say is maybe the board can add to their motions you know if there is an exhibit that that you know i make a motion to

approve or disapprove and that this particular document be added to the minutes and then that way it's open it's public it's stated for the record and it's clear that whatever's in front of us is a document that needs to be put and just a suggestion i think it might make it a little easier and it's up front and and shows everybody you know um transparency and then the thing is i

even had mr smith make sure that she uh let you know if i didn't tell her this but uh i made sure she put all actresses and everything down not the actual physical number but at least if it was kennedy park they're looking at the broadway area i should put broadway yeah if it was kennedy park up on south meat then put salt main street or yeah and as attorney ramsey mentioned when he was

here that first one we did speak about and as you can see based on this agenda alone um there is much more and the last one as well there is much more information listed right so there's much more information listed which you know what is fair as attorney ramsey said so going forward on the other complaint i think if we made those motions you know and asked the folks when they actually came up here

hey do you have any documents that are going to need to be added to our minutes and then that way we can always make sure we get a copy of that and that's what we did with the last last month's project where uh the fabric i made sure that yep just so you can get them into the very there i believe the meeting that he is referring to the previous meaning we did have documents

this is a following this isn't this isn't any i didn't make that statement because i wanted to get in any debate as to whether we have or we haven't i'm just saying maybe if that's a standard way we make our motions going forward there won't be any question as to whether there was or there wasn't you know that's the only reason i say it not that ms smith you

may have not put some i'm i'm not even suggesting that just so you know what i mean i want to make sure that that's clear i'm just trying to make sure that we're as a as as transparent as we can be because not everybody can make it we still are streaming these meetings so um just to make it easier on us and save everybody a lot of time running around trying to answer open meeting wall

complaints if we if we're as transparent here as we can be i think we save ourselves some time on the back end of things uh any other question or cries i got a couple but any okay uh mr perry uh one is what's the status where uh i know mr patalo and mr and uh mr commissioner sylvia did we ever take care of uh kennedy the sprinklers outside the fence whatever

uh actually no but with the warmer weather coming up now commissioner silvia is going to get in touch with me and we're going to meet out there with the contractor together and whether that's yourself or john uh we'll meet out there it'll be it'll be missing right together between you know be before the start of the season yeah so we don't want that kicking up again it's been too long already

i actually had one more on top of what i had oh something else uh last month's meeting i forgot to mention to everybody i love you it's all been by uh columbus all the brand new benches are in so the columbus park is fully the only thing we need to do at columbus park and well hopefully that this year we can get it done with uh either community development or something it's that playground

and columbus will be completely renovated over the last eight years whatever it was sure yeah so i think that's an accomplishment for this board and prior boards i agree and uh since you mentioned columbus just so you know those benches that we removed from columbus have been secured we've painted them already we're just waiting for the for the spring to break so we can install them for you

okay okay all right awesome and that'll be going to the dog park i believe there's either four or five of them that will be getting installed there because this past spring or summer i had the guys go by there there was uh andriodic chairs and people put plastic ones some of them were broken and i like get that out of here before someone gets hurt and it's not our property and we don't want

uh someone getting hurt off that because it's gonna be nothing but problems later uh the other thing is mr perry the reason why i bring this up is because your department was mentioned commissioner faria sits on the cpa boy we had someone go there an adult we go there for lighting for father kelly i can mention one of the other commissioners there uh asked the question of the upkeep of the

lights and everything and the individual stated that well dcm will be taking care of these lights and that yeah so so i think you need to address that and put that to the record to the cpa that we do not take care of adult leagues and then and plus per profit league uh and then he also mentioned in that meeting if you want to watch it it's on uh you know the floor of a

government action channel and everything uh that uh former comm uh president ponti when they talked about the lighting and that uh us paying uh the city taking over the electric bill and that while they were include then again they mentioned youth leaks that the city would pay for not adult-for-profit league so just uh so the cpa knows okay exactly what happened yeah sure how all the votes went down

and everything sure because your department's getting brought into conversations and i don't think it's fair to you that you've never stated at our prior meetings and everything too that they were stated that you were going to take care of that with bucket trucks and put up that's what bucket trucks and yeah no you never stated that no i appreciate the heads up on that i will address it um obviously i
