well acquired being present we'll call this meeting of the watapa water board to order um first of all the open meeting law do you have it over I do thank you okay pursuant to the open meeting law any person may make an audio or video recording of this public meeting or may transmit the meeting through any medium attendees or therefore advised that such recordings or Transmissions are being made whether perceived or

unperceived by those present and are deemed acknowledged and permissible

president thank you thank you citizen input nobody has signed up no citizen input will move to item number two on the agenda the minutes of the previous meeting and if you have reviewed your packet are there any questions Corrections oral missions hearing none the chair would entertain a motion to approve the minutes

all in favor aye aye let's move on to item number three proposed leak abatements are there any questions on the leak abatements as submitted um we just to know from the agenda there was one change within your packet you'll know the tracking number one zero eight two uh I asked our staff to review that again uh prior to submitting to the board so that's a hold for review all right you're gonna

um and which one is what's the address 31 William Street oh 31 William Street yep okay and that will be reviewed and uh we'll see that one again yes all right uh could we have a motion to approve the uh proposed Leak abatements with the exception of 31 Williams Street wasn't me second all in favor aye moving on to item number four cdbg Grant application submission approval yeah so uh we are planning on submitting

a great application for the uh C dbg grant program this is through uh Mike uh Dion's office uh the floor of a Community Development agency uh we're planning on submitting an application for a hundred and fifty thousand dollars uh for uh funding of ledge services within uh eligible disadvantaged or economically challenged households they would have to meet certain criteria through this program uh but this will be

able would be funding that we potentially could use if awarded to be able to uh to remove web services within those houses uh so for the we did submit an application last year uh which was reviewed that it was uh was granted but it was reviewed uh this year they are requiring that the chairperson of the Bordeaux committee uh submit a letter that's why I have a letter yep

well I'd be happy to sign that any help we can get for our customers we appreciate so I will sign that letter all right if we could just take a vote of the board approving uh the uh the chair would entertain a motion to approve the application for uh the cdbg grant for lead service removal for eligible households in the amount of a hundred and fifty thousand dollars so seconded all in favor aye

so no Mr Ferlin this you have a how to afford this so last year you didn't get it but this year um this will go toward these lead removals will go toward all the way to the house yeah so something that was formally had to be paid for by the um by the resident now this can this opportunity will give them the full the full replacement yeah exactly so when we applied last year we were looking

actually to set up a grant program uh now that we're required uh to remove all the way from uh replace uh from the house all the way into the Vita that's what all of our other grant funding is doing uh this grant funding will also be for that full service that's great yeah that's wonderful it really will help um in the um and I hope CDA takes that into consideration when they're reviewing that Grant

or how it's different from last year so thank you thank you very much all right moving on to item number five Woodward and Curran field verification and Design Services for the calendar year 2023 LED service line replacement um I had one question and that is on the um and the wording on the Woodward and current under phase two design on page one they stated 400 water services and on page two they referenced 500.

is that a typo on their part yeah that's a that's an error so uh their initial contract came to the 400 I told them to uh that through discussions with them we needed to do 500 uh they changed it on the second page but not the first page so I will have that updated all right thank you yeah that was my only question because um I believe the agreement we had made was for 500

the agreement underneath the acop is for 400 but I want to try to push 500. with the funding that we have I stand corrected I thought I thought we were doing okay so you're gonna we originally planned to do four six six four yes okay um I want to try to get about as quick as we can that's great um everything else seemed exactly the way it should be if um there are any questions

um from the board regarding this hearing none the chair would entertain a motion to approve the contract for Woodward and Curran for field verification Design Services with the correction noted for 500 lead service line Replacements and then the amount of three hundred thousand dollars so moved second supporters all in favor aye aye thank you item number six Adirondack Farm funding Mr Furman

so Adirondack Thomas you know you've seen in the past couple meetings we've been moving forward with uh with that funding for that project a couple of things that we do have the CPA Grant application uh support lettuce so uh CPA is requiring to get a letter uh in this case we did it from the clerk myself if the board vote for me to approve this approves for me to submit this letter uh

in this grant originally we were planning uh submitting uh for 415 000 658 uh over if you could go to the next slide uh we are looking to revise that amount and reduce it uh the CPA funding we're looking to get is 141 uh 329 now uh 41. yeah that that just you might have been looking at different scenarios so we're going to be using the CPA funding as the grant match for the

seven acres in the rear of the parcel uh the purchase of just that land so that way it will leave us uh I didn't cover it on a deed restriction or anything historical restriction on the house and the bond in the front uh depending on how how we use that to be developed so that's why the CPA funding the restrictions will go on the land uh the Seven Acres same as the e-o-e-e-a land

grant all those restrictions will be out of the seven acres in the in the rear two acres of the front uh currently won't have any restrictions otherwise uh We've also reduced that too because we want to be able to have the ability to go back to CPA if we decide to use them for renovation funding and stuff we want to be able to go back next year yeah oh that's so great yeah so that this one

plays directly into the next one as well the other development that has come across is a Economic Development Bill earmark uh through the state uh Carol fiola's office uh had this included in uh this bill is earmark for the Biore Reserve Discovery Center uh this bill has gone through it has been fully approved uh that funding is being currently being set up so uh we have both of those on the agenda tonight

that's wonderful representative Fiola worked hard on that to get that she had been a very vocal proponent of that right in the beginning of the buy overs or it's nice to see that coming around so the chair would entertain a motion to approve uh the support letter and the that's all we need to approve I believe is the support letter itself yeah okay um chair would entertain a motion to uh

to approve the Grant application support item uh excuse me a lot of the CPA wanted yes yeah emotionally second all in favor I have to say this warms my heart item number seven North what type of ponds sea walls if we could just go back to 6B um just if you were like sorry yeah if you'd like to take a vote to accept that in case of the future as uh we progress

if there's ever a need to have a vote of the approving board to uh accept that greater than it will already be on file earmark actually I'm sorry I did not have I did not have that I do I do excuse me it was stuck to the back of 6A so the economic development bill earmark and that is the bills submitted Etc yeah so what was provided to you was

just the fact sheet that we needed okay uh to the footage agency again if the board just wants to take a vote to accept that so it is needed to uh accept the funding that it would be on file for the board of course needed all right then uh the chair would entertain a motion to accept item 6-b Economic Development Bill earmark all right now we get to my favorite part Northwest up upon sea walls

I have to say Paul I was really really pleased to see that you included interlocking in there yeah you know uh as you know the sea walls uh they're uh strategic they're placed a strategic strategic areas around the politics for protection of erosion and sediment control going into our drinking water supply there are really four locations if you go to the next slide open uh you'll be able to see them very

southerly part of the Pod so right on the side of 195 you have one location very Northerly into the pond where the causeway is uh the sea wall that crosses where uh interlog it is or the old New Boston Road and then also the ones that's by the 1875 Pump Station uh excuse 1873 boat station so we did submit this uh this CPC application last year and it was not funded uh they were they've been an

excellent partner and they did fun other projects of us last year so there was no complaints but we decided to resubmit this again this year uh we're looking for a total of 82 500 from CPA to do an evaluation and study a feasibility study of the sea walls so that we'll be able to know what we need to do to repair or correct it moving forward I do what type of dollar value that may

have so again CPA is required to vote of the board uh to uh to submit the application uh that's uh the letter that was provided to you you know we've continued to suffer damage on the North End of the pond on the east and west sides um every time I go over the causeway I'm reminded how much we've lost down that end and how important it is um it's a project near and dear to my heart

um that said the chair would entertain a motion to approve the submission of the Grant application to the community preservation committee and the Yamada 82 500 if we could have a motion on that we can motion made second all in favor aye updates on ongoing projects uh so for the winter right now the uh arpa contract won't want to be replacement they are shut down for the winter uh they may be doing some some of the

sure looks good yeah absolutely yes they've really done a beautiful job but it really does look good and a contractor has uh has done a good job with the engineer uh Architects so I still can't figure out the mural but that's okay I guess I'm not supposed to it's interpretive the wave the interpretive wave all right no Style no no I I don't care I I don't get it I really don't I've

been trying to figure out the the juxtaposition of the White Tiles the gray ones I guess I'm just not artistic enough yes I'm kind of old school you know but it's a shame the same you shame you don't have that Vision yeah yes yes it is and thank you moving along yes okay item number nine do we have any other potential matters to come before the board so hearing none Sherwood entertain a
