permissible anybody sign up for citizen input item two on the agenda the minutes of the October 15 2024 meeting motion to approve certain there's motion and a second all in favor I item number three proposed ordinance handicap uh traffic parking referred uh 4th Street West 41 feet north of Wade Street Bay Street East 133 feet north of pokro Street Hamlet Street North 159 ft east of East Main

Street Mason Street East 20 328 feet south of Pleasant Street sprag Street North 254 feet east of Bay Street Swindell Street East 34 feet north of Pleasant Street Winter Street West 108 ft north of Franklin Street Woodman Street North 69 feet west of Bay Street motion for emergency Preamble second there's a motion and a second clerk yes yesc yes yes yes motion to pass through all readings second there's a

motion on the second through four readings all in favor I thank you and thank you Mr mathur for being here item number four is a proposed ordinance it's operation of heavy commercial vehicles restricted on certain streets Wilson Road from North Main Street to riggenbach Road at all times Chief Vado I know that there has been work done on this but it appears that the GPS sends them that way so I don't know what

we do to fix that but if you could just State your names um for people who are watching Stephanie MacArthur director of traffic and parking Kelly P chief of police okay uh councilor Hart you had your hand yeah I I just wanted to there they do this has been ongoing situation with the um with Stephanie and the previous Chief and now Chief at can can absolutely Chim in here um I do know

that that they were using a GPS um but they weren't weren't paying any attention to it and there was a sign the signs on 24 to how trucks use Innovation Way um I go by there a lot and I talk to the neighbors a lot there um there was maybe about I think maybe three weeks ago that the police officers did um stop a lot of the uh those truck

the 18 wheelers um on Wilson Road and I think maybe W them um but also too uh what needs to be it I don't know if this I know this is done in other communities um i' Love to see it go through if it can um but I guess I would be a little hesitant not not that it should I think it should go through but I just would like to cross our eyes and cross the

teeth without the eyes and make sure we're doing the right thing for the first time not come back and have to Red redo it again so that's why I mean I want to have another public safety meeting and I just want to talk to the chief about a little bit more um but uh that that's all I had to say the the problem is the truckers are not paying

attention to the GPS in my opinion and I think I've been told that by a few people from Industrial Park um and it's definitely a a problem when they're trying to make that turn that left turn or right turn onto Wilson Road heading toward rigin back road it's they're taking a lot of those um on the island there they take out they took out a light at one point and now the the signs

were D iix the state actually doesn't want to put a signal light back there because I wouldn't either yeah no I wouldn't and but it's it's really a problem they should not be on that road it's very obvious that it causes a major safety problem um just for other vehicles because I've been in that situation I'm sure a lot of people have that they they parked at that light and

the truck tries to turn and you got to back up about 30 yards for them to make that turn and they go up on the woman's lawn at Wilson and um Highland Avenue uh it's just a they they can't be using that street so I you the the complaints that I've gotten from people too is that they've knocked down the light there a couple of times and that when they go from Rick and back

like the upper part of Wilson Road a lot of the homes there have stone walls and the vibrations of the trucks have damaged the walls there um if you if you want us to table this here you can certainly make a motion for that and if you want to take it up in your Public Safety Committee it's still still on there right Lauren it's still there we tabled it just so that we can talk about

it whenever we uh Whenever there was another problem that Rose arose so um I I don't know maybe I would like to hear what what uh maybe Stephanie says or chief says about it but at first before I decide you know I think maybe tabling might be a good answer to bring it back to the public saf to be committee maybe you and I can talk about it a lot more

length but maybe just to try in to see what you guys think yeah of course so can refer they did do some of the Traffic Unit did uh spend a couple of days up there and what they did find is they did stop um six tractor trailers and they learned that they all came from uh the ice house so officer agya did go up there and speak to the manager to put out to his

vendors to not use Wilson Road um the only thing about Wilson Road is that there are some businesses on there like you have gas I I've personally seen some of the big heavier trucks delivering stuff there um I'm not sure if the bigger trucks go to the school and then there's I think it's Tech ET on the corner um so how would these big uh trucks get to those businesses if

we don't allow anything on wison road I I think their access can be from Innovation Way and again that that that's changed dramatically the uh the roads up there I'm pretty sure they can get there by innovation way if they took a I think if you took the left and you go into the industrial park and Innovation Way that way you can definitely go down to um rig andback

Road uh and I can't think of the other roads but um it they can definitely they can definitely get there by Innovation Way that's why the GPS and the signs on the highway uh mention that to use innovation way because you can get there through those through that exit very easily it's about maybe it's a little bit off a off the uh it's probably it's probably easier if the if Wilson Road

was wider and more more accessible it's but definitely the best way to go for them but it's but it's it you can get there by taking the Innovation Way exit so just just so I'm clear so the major problem is at Highland a in Wilson Road when they turn on because if you have those couple of businesses that are on Wilson Road the uh the trucks have to get there

so how would you suggest that they they have to travel on Wilson Road at some point so what would you suggest is the best way to do that from Highland or from I think it's RI or I'd say riging back because it's it's a it's a major problem when they make that turn onto Wilson Road from 20 sorry from 24 or going if they happen to go from Highland Ava Robison up to Wilson and take that

right it's impossible for those trucks to do that without damaging somebody's property or damaging a city sign at that Island right so it it has caused a safety issue because they've knocked down the um sorry it's just dry in here they've knocked down the the light so much that they've only uh the state will only uh put one of those stationary lights so it's actually like for CS it's hard to

see the lights as you're coming up that's what people are saying so enforcement is really the only thing we we can do up there as far as that um it's only it's only it's only a $20 fine yeah you know do we want to up that so that they learn because honestly they don't care yeah I think I think too we can maybe table it and uh talk about

it more um but I will say that when they did pull over those people uh the trucks the six or seven that you mentioned yes I got about six calls from neighbors saying thank you because it's about time that that's happening so um so yeah I mean I I don't have a problem tabling it and bringing it back to the do you yeld um before you make yeah I uh

for coun Raposa yeah I I guess excuse my ignorance on this but I'm I'm just confused so you're talking about a tractor trailer that's traveling on North Main on Highland a where where are we starting so coming off of 24 coming off 24 traveling north no traveling south traveling south yep so traveling south off of they're coming off avue okay so they're coming off 24 on and taking a left onto W that

is correct y okay but let me interrupt you for a minute but also too trucks do come from North Main to take a turn on Wilson Road which currently the dangerous the ordinance only covers from Highland Avenue to ring back it doesn't cover from North Main to Highland Avenue so if you have a tractor trailer coming off 24 South onto Highland Avenue yeah and they need to go back on the highway

where's their option they would have to turn around go back to the industrial Park Innovation Way yeah so for instance if they right but I think he's questioning how's they going to get back on to 24 that's what I'm saying so you would have to they have no choice but to they have to go access Wilson Road because then they have to go whether it east or west y they have no choice cuz

they can't do a U-turn to get back onto 24 North so the north is easier because you go off you go on Highland AB then you're on 24 right you obviously can't take Airport Road because it's too short of an exit so you go to inovation away so by so yeah I I mean I guess there's going to be more discussion on this but if you're going south you have nowhere

to go you're going to have to go all the way down Highland a mhm and which essentially it's going into more residential areas at that point because the only other Street after that would be Herman Street and then they'd have to get back onto North Main which is a it's another problem so yeah okay one of one of the questions that I have too is Stephanie uh I'm sorry Mrs mcaa just

brought up that the ordinance that we have now only covers a certain portion so for the police to be able to do something our ordinance has to increase and cover a larger distance correct what is it that you would say uh Mrs Maca that should be in the ordinance instead of where we stop it now so it would have to it would have to be from North Main to renback from North that would cover

Wilson fully so if we want to adopt that you know put a motion in for that at least we've done that one piece and if you want a table it here that's fine but you can also make a motion that it go to public safety for further discussion you know what I mean yeah it's your choice I think I think um I think what what's probably the best thing to do is to um

this is just my opinion have it go back to Public Safety and then ordinance can deal with the F the fine ticket right something and so we'll have all both of them ready to go at once that's my that would be my but but again that's just me all right do you yield yes I do to the chief's Point did you yield no wait a minute Andrew didn't I'm sorry I'm you yield okay all good thanks

councelor thanks councelor reposa no what I was going to say just to the chief's Point some the portions of Wilson row needs to be they need to be accessed yeah right so because if not then you've got you've got trailers that if you're going to go to the school right the Soviet school then you're going to have to access uh East anav New Boston Road Meridian Street right so you're going to have and that's a tight

angle when you get into that that location uh is I guess maybe this is a legal question but I would say that um up to I guess Gina's because I mean if if Gina has a delivery from like a Cisco or something like that she's gonna have a like potentially right well you got you gotta I guess I'm coming from riging back so I'm going riing back um where am I going

west uh yeah towards towards meridian so just past Meridian um and just use maybe if we can use an address so we use gan's address saying you know Wilson Road at whatever address that is 9 so 950 Wilson Road um West to Highland AB cannot be can be accessed so that a delivery still goes to J's restaurant they just have to turn around in the parking lot go back down Wilson Road to bring it back you

know what I'm saying so that you have that access because you got to get them back into the industrial park okay so to I mean to close it completely then you're eliminating potential deliveries have a quick question is does 18 do 18 wheelers go to genius usually not 18 wheelers but I've seen some maybe not 18 Wheels but they have been they I think cem point if it's a yeah and the school in Sy syia School

in Meridian M so right so I if I um I think it's confusing to the heavy commercial vehicles so that leaves it up to someone's uh perception of what it is so I think that if when I see Heavy commercial vehicles because just right away I think like you know a big dump truck or something like that like so construction so if I think that we actually put in there 18 wheelers or um

what what is it like certain axles uh triple axle or double axle trucks not allow I think people are more apt to say oh okay that's me you know heavy commercial vehicles I think right away you think of construction right if that if that makes sense yeah that's a good point actually I think one of the things that the truck drivers have a problem with is when they put in the address for

like the Ice House G the GPS there sends them that way and I don't know who I think they were in the GPS world I think I think it I think um at times it might but majority of the time it sends them I'm pretty sure sends them to Innovation I know that they were working on that yeah they are they Google the Google Maps were sending them that way the old way so

um have to take and I know and I know it's been brought up by the industrial park board there well even if you have a public safety meeting and people from the industrial park board could attend to give their yeah yeah that's a good point I do know that the industrial park board they did send out letters to all of the business owners within industrial park to inform them to have their drivers take the

Innovation Way ex right and it's the public safety Wise It's better but also for them it's better to take ination way because it's an impossible turn you're going to you're going to hurt you're going to hurt somebody's property in our property so yeah but I I I have no problem uh tabling this being um I'm sorry referring it back do I how do I do that that's totally up to you yeah if

you want to table it you're going to have a meeting exactly if you want to refer this all there and then when you come up with a decision there you want to send it to ordinance I don't know if I have to refer it because it's already it's already there a public safety but maybe also too and as far as we'll bring that up but maybe the ordinance can bring up the uh get together maybe with

inate and Stephanie to you know make the language so is your motion to table that yeah it would be you would make a motion to Table and there is a second there's a motion to Table in a second all in favor is there a motion to adjourn second motion to adjourn there's a second all in favor thank you thank you thank you that is a crazy thing to try
