Good evening. This is the uh February 18th, 2026 traffic commission meeting.

Uh name's Nelson Carrer. I live at 58 Clinton Street. Um so the reason I'm here, there's a couple of neighbors here with me. Um where we live on Clinton Street on the corner of North Main and Clinton there's a commercial residence which is 1680 North Main Street. Um it was purchased by Family Services around 2015. Um they basically run those van lines that are like small buses.

Okay.

Um from what Frank the building inspector's been involved in this too. um from what they're telling him is it's a service shop for these buses, but it in reality isn't, right? They've been running these buses out of there to go pick people up and all of that. And what's it's causing havoc on the street where there's not ample parking for the amount of employees that are working out of there.

So, we're fighting with their vehicles on the road all day. And then also, they're leaving these buses parked on our street for hours at a time throughout the day. sometimes one, sometimes three, sometimes four, sometimes they're parked even on Pickering Court. Um, behind there we've, this has been going on since about 2023.

Uh, we've since, you know, we tried to talk to some of the workers there and say, "Hey, listen, just work with us."

Didn't really get anywhere. My wife got in touch with uh Joanne Smith, who's a supervisor from that department. She said she was going to talk to him.

nothing changed. Um, we then talked to Derek Fowls, uh, who's the VP of family services, and he said pretty much there wasn't much he could do about it. Now, I know that I came here about 3 4 weeks ago cuz I've kind of had it. I I work from home and out of, you know, so there are times I can pull up at home at noon time and there's just nowhere to park.

Um, I know it sounds we live in the city and I understand there are some neighborhoods, but on the particular corner that we live on, there are three residential homes in this building.

We've never had an issue in, you know, 20 plus years with not having parking.

If you go by there on a weekend, there's ample parking everywhere. It's only during the week from Monday through Friday when they're running their business. Our concerns are I don't think it's permitted to be running a bus company out of that corner building. Um there's a ton of they got to have about 20 buses on the property.

A lot of them are stored inside the the garage. Um I had mentioned it to Frank that I think they should have some type of fire inspection there because it's an old old building. It it wasn't initially created to run that type of business out of there. Um, so and same thing, you know, we have bus stops in the morning and in the afternoon on that corner of North Main and Clinton. There's a kids

Soviet school, all these schools. They got to maneuver through these buses and all of that. We're here basically because we're trying to get between you guys and and like I said, Frank is working on some of that. Um, we're just trying to get it out there so that we can get some resolution to this because we haven't been able. We tried to work it out with them and are getting absolutely nowhere.

These are full-size school buses.

These are the family services, the the the van line ones.

Um, so they're I don't know.

So like a they're like a van like the the uh god like the new modern vans there, the big square ones like those.

I mean I can we have and who runs that business? Family services.

Family services. So this is here. This is their parking lot. This is their out in the front. But they'll move all their buses and then start leaving them on the streets. And you can see, you know, and these are not all the same day. These are different days. Um you know, this one here, you got four of them on the street, you know, and this isn't just the winter. This has been It's Sure.

It's, you know, this one here, there's three of them on the street.

So, they only have that little limited parking area. Is that it?

I They only have that limited area in front to park.

They have that front in that small parking lot. So, they fill it up at night right?

Um, but then, you know, you see here, they just kind of overtake the street.

What was that before? Was that an ambulance place or something? What was that before?

The ambulance place. Yeah. Yeah. But I know that Frank told me he spoke because he came by about a week ago and said he spoke with what I it might have been this Derek Falls guy and explained to him and I guess the guy was telling Frank that it's a service shop, right?

And that they're not running buses out of there like that. Um out there every day.

Yeah, see them every day.

Okay. So So you're aware and then you know Yeah, you can come on. You get many signatures started. your name and address for the record once from our budding neighbors. Like I said, it's where we live on that one block.

It's literally three 10 houses and then that building. So, it's not like we live in an area where, you know, you have six.

Like you said, at night all the vans are in the sleeping lot and then when they're using them, it's 7:00 in the morning starts and what do they call it? Service.

Family service.

No, no, he said something. They called it a building.

They're not a uh Oh, they're saying there's a service station.

Service station shop. Yeah. Okay, I get you.

That's the That's their parking. And then inside the building?

Have you been in the building?

Yes.

I don't see any proof of of shop there.

Um and I went in the building because one day I got home and there was no My wife recently had an injury where she was in a walking boot and the bus was right in front of my house. So I went in there and I was like lightly I said hey you guys think you can move the bus got groceries I got to bring them in like you know

and they did come out and move it but you know a lot of times like I said I've talked to so many employees there and said hey why can't you guys just park on old main street um the Alports building for instance is across the street I told them why don't they talk to them and rent out some parking spaces behind there's ways they could do it um be a good neighbor

yes where everybody could you know, kind of get along and but I know that Frank also said that um and yeah, text of it. It's basically according Yeah.

Whatever laws it is, storage buses on the street, no person shall park bus.

design commercial bus basically they have half hour limitation with parking on the street if they're not in use if they're not picking somebody up I mean it would be nice to come to a a reasonable u closure for this big containers like I said I mean we tried telling them when you pull your buses out and leave put your employee card right or when you get back the reason they don't want to I understand what they're

doing there right is it's a small parking lot so at night it's full with them.

So when they get back from their shifts they leave it on the street and then last one in parks the buses in the order they're going to leave in the morning.

Right. Right.

Um but again it's partially because it's a small area. I mean they have other facilities in the city that are much larger that they run out of Derek Fos is a vice president of family services.

I don't have much to add. Only that what he just said, it makes it really nice.

It's so much worse. But they're so kind all the time. I've never heard these people complain. All the years I've been there, they they pick up the trash every day. So, I would try to do it before they did it, but they get up so early. I can't beat their hours to clean up the mess, the fast food mess. But it's they put it in the same and they put it in

the same spots all the time. And throughout the years, I've seen especially this past summer, I started to notice because I started doing the cleaning so that they don't do they did it any gave up. And and for a few years they had one of the bigger vans. I mean this thing was massive. Parked in front of our bedroom windows and he would keep that engine on the the mechanic to fix

it from early morning to late at night practically every day. This went on for a few years. One time I got really upset. He he moved it a dash back. But I could still get the fumes into the bathroom and the kitchen because there's like a a way there and it would just it carries wind carries. It was horrible.

I'm glad that van is gone. It hasn't been there. I don't know who took care of that situation. I kept asking. I kept coming here and begging someone to do something about it. And I think uh somebody bought the house way down to Clint. And I think they might have done something about it. Me it was useless.

And I tried for for a good three years.

I mean he stands there on the corner.

Whatever happened to do the right thing?

No. They've got my name is our children.

I when I first bought the house, they were like this. Now I have to look up. I still don't see these kids. And this little boy, he used to clean every day their mess. And when I he was the very first person I met, when I approached him, I said, "Honey, I feel so bad. Let me help you." He said, "No, no, it's okay. The most politest children." Now,

they see this, what are they going to do when they leave that house?

They're going to say, "The heck with the golden rule." You know, I mean, it's sad. If they could just what he says does know nothing to what really goes on him. I watch him. It's it's heartbreaking. He he comes home and there's no hot hot sun, you know, he's lunch out a few minutes to eat and he has to park his go around a few times and park his spot. That is wrong.

Ryan Klein, uh 147 Lincoln Avenue. I'm the principal of St. Michael School. We get a lot of calls from families about the vans parked in the sidewalks blocking students from We do have students that walk home. Uh that's a frequent kind of complaint that the school receives. Uh again, there's usually multiple vans parked on the street at dismissal time uh just resting there, not that aren't on the the

individual's property.

Just want to ask you one question.

Sure, sir. If you would you mentioned in that letter about fuel in the building. What do you mean by that?

Park majority of their buses. They keep about six of them in the lot and then the rest of them are in the garage in the building.

Okay. So, you don't think there's fuel tanks or storage tanks? No, I'm just saying the fuel in the vehicle, like I mentioned. I mean, those those are pretty old buildings. Um, and you know, I'm in the building industry. So, my first thing to Frank was, hey, get a fire inspection here if you have I'm to the point, it's gotten to the point, you've heard a couple of my neighbors, it's gotten to the point where,

you know, at first we tried to work with them. You know, like I said, my wife reached out to we tried to say, "Hey, look, just, you know, keep the buses in the lot, whatever. We'll deal with the employees cars and all that, but there is no, you see from some of those pictures, if you pull up home at 1:00 in the afternoon, I mean, my mother-in-law lives on our second floor. She's 72.

You know, now we're parking on North Main Street to to walk to our house.

What did Mr. Hario say he's going to do?

So, Frank reached out, I think, to the VP there. Um, I don't know how well that went because originally the guy was trying to tell him that none of this is going on. Um, and Frank's, well, he basically told me he's like, I kind of know. I've driven over there. They've made me aware of it. Um, so what part is he doing now? I'm not sure, but he told

me he was going to continue to work on it. Um, but I was told come to the meeting, express it with you guys, too, so that we, you know, kind of cover our tracks and everybody knows about it and it's not something where I just have him out there on on his own trying to take care of it.

Right.

So, you're saying there's like two families and three families down here as well?

Yeah. So, it's, you know, in one block radius, we have three houses, three three tenment houses.

Um, so like I said, typically I get it.

You know, my mom lives in the south end.

our streets hard to park no matter what because there's just a lot of houses.

This is area of the neighborhood where it's normally there's ample parking there. Um except you know business hours from 7 to 6 and when they first precoid they maybe had two or three people working out of there and they were running the buses but it never really bothered us because it was two or three of them. They didn't never parked on the street. They just pull them in.

Now they got at probably at least 10 people working out of there. Um, and they're just constantly, you know, and again, I mean, we hear the beeping in the morning of the bus and all none of that. I can live with all that. It's just when you get home and you don't have a, you know, the other day I got home at 5:00 from coming here to talk to somebody in traffic about this meeting

and I got there and there were buses on the street and there was just no place to park.

If those buses weren't there, there would be ample parking. I wouldn't have to drive around the block a bunch of times to wait for one of them to because it was end of the day. So end of the day, like I said, they leave them there so they can rotate them in the way they need to.

It affects everybody. Now, I'm a little further up the street. We do get affected. Not as bad as they do to, right?

But the school's right there and the church is right there. And it's a problem.

Those they park so you can't see. You go across the street and see because you're in between them. I'm afraid. And I'm Yeah. We're going to see we'll see what we can do to to help mitigate this.

All right. cuts applicant and owner J&M Development Group Corp, 263 Gford Road, Westport. The location of that removal is going to be 215 219 Earl Street. With regard to the application, the existing parcel is serviced by a 20ft curb opening on Earl Street. The applicant proposes an additional 12t opening on County Street, the total opening being 32 feet. The engineering department for the city of Fall River

reviewed the application as well as a location and they found no issues and no objections to this request curb cut for the city engineer.

Second applicant and owner is Tucker Dashound Limited Liability Company, 88 Earl Street.

That curb cut is going to be 25 Rhode Island Avenue.

Their request is the existing parcel parcel of service by an 18 foot curb opening on RRI Avenue and a 25- ft curb opening on Laurel Street. The applicant proposes extending Laurel Street opening by an additional 11 ft and also create a new curb opening on Laurel Street of 28T.

The total opening for the location will be 82 feet. Again, the engineering department has reviewed that application as well as the location. They have found no issues. They have no objection to the request for the curb cut per the city engineer.

Third applicant and owner, David Gonzalez, 150 Hancock Street out of Quincy, Mass. His request for that curb removal is 160 Franklin Street.

The existing parcel is serviced by an 18t curb opening. The applicant proposes to close the existing 18t opening and construct a new 23T opening and a new 24.5 opening. The total opening for that location is 47.5 ft. The engineering department for the city of Fall River reviewed that application as well as its location.

They had and found no issues. The city engineer has no obl no objections to the request for that curb cut. It's a motion to pass that.

Um those signs that are located there are valid signs. Um and if you park there, you are subject to a tag.

What's going on over there, sir? So, this has been an ongoing situation. Um, I've been I've been to this board before regarding this um matter. Um, the congestion over at Pine Street has been deplorable. Um, with traffic coming on both sides coming into through Seabberry, coming into into Roberson. Um there's not enough room to have two cars um going in going between uh the two streets with uh two cars parked on both

sides.

Um I've asked this to be issued to where they wouldn't be able to park there, but I guess it wasn't in ordinance and now it's not it was in ordinance, now it's not in ordinance. Um I've reached out to a few counselors. Um I've reached out to Stephanie a few times as well. um to try to figure out what we can do to get this rectified. Um I'm requesting that we

continue to have the the no parking on that south side to eliminate a lot of the traffic that goes onto that street.

Will it be from the gas station uh business up on the the top and the bottom part of where Seabberry is with the the big loading um where the big trucks are in that big uh parking lot.

Um they're very it's very hard for them to get out of that lot with it being pocketed on the south side because they can't make that turn. Um ever since we had some signs being put up, it's eliminating a lot of the the no parking throughout the night. Um where there used to be a lot of parking when there was no signs. So it's eliminating a lot of that with seeing the signs there right now.

Right. Um, but it's just the dayto-day with the with the veterans that they they bombard that whole street on the left and the right, right?

Um, and it's just so hot and I and I don't know if um Stephanie if you got the pictures that I sent you.

Um, it there's a little few pictures to show how the the cars are when when it is two side two-sided parking. It it's it's very congested.

It's tight. I mean that whole that area is tight but um so those those cars are probably visiting the veteran center right veterans go there right that seems to be the concern on the complaints that we get is about the veteran center parking I know they they do have a new facility that's um that they're going to be and then for today for instance they they they they stopped Robersonson for a

little bit so they and you know go down I guess I guess they're fixing something on Robersonson Street and now all the cars had to go into Pine.

True.

So all the all that so when they when they're working on Roberson they open up Pine um and then they stop right where the gas station is. So now they either have to go left or right onto Pine where it becomes more traffic going into that street and buses as well, you know, trying to get a bus down that street or a fire truck down that street. That's and then you're going to have a car

coming into Pine. I mean from Roberson then you got a bus coming from Seabberry in onepine to go back onto that route.

It's I mean it's a it's a busy area. I'm familiar with it. Um I I know those those signs that were up were not officially put up and that's not how business is done.

So right now those those signs are they're no go. There's there's parking allowed on both sides. Um, as far as the parking issue, I don't think I've heard from I think I think we would need to speak to the fire department if there's an issue there with traffic.

Well, we have done we have done that already.

And what was that was regarding the oneway request?

That was a oneway. That was Yeah, we spoke about that, right?

But there's no issue as far as two-way traffic there.

That wasn't I mean, it's it's a congested street. I can tell you that you could probably pick almost any any busy street, the city, Fall River, it's going to be congested. And um I think with regard to the veteran center, I mean stopping parking there I think is in my opinion anyway is probably not the right thing to do.

Well, it's it's not it's it's an area I don't know why it was even put onto a street like that anyways. Um but but they they have a new facility coming.

No, I I get it. But but but the thing is, you know, the city's known to wait for something bad to happen and then then we're going to then we're going to make changes.

You could say almost about any situ.

Well, I I understand that, but I'm I'm here concerning my own street, you know. I I don't you know, no disrespect, I don't care about any other street right now at this point, but understandable. But if we're talking about a veteran veterans, who knows? There could be some guy going to be sliding down that, you know, speeding right down that street and then hits a veteran and here we are. We're caring about veterans,

right?

But god forbid if something happens to somebody.

Again, that can be said for almost any I get it in the country. But I know that we always facility coming and that situation will fix itself, right? I get it. But but I'm saying we always wait till something bad happens and then and then if something happens then we're going to put the okay, you're not going to be able to b on that side, right? You know, and that's the problem,

you know, with it. We we waiting for something bad to happen and then we then we make a decision, then I'm back here again.

I don't I I don't necessarily agree with we wait for bad things to happen. We try to head them off. I'm all I'm saying is having worked in this city for a very long time and I've been there for 10 years, almost 10 years of, you know, I've been trying to fight this for a few years coming down Pine Street because I mean at that whole you could go from you could go from uh Quarry

Street right up to the other end. It's all congested there. So, I understand your I understand your complaint. I do know they have another facility coming.

Um, those signs out of there now are not good. Is there a motion to have no parking on the south side where the veteran center is?

It would be southside from Robeson to Seabberry. Um, not including the veteran parking that is directly in front of the veteran center because that is an ordinance. So, we would, if you're looking to eliminate parking, we would have to eliminate the veteran parking as well. I think we run into a problem with the uh with the way the veterans have come before us before along as this

gentleman pointing out all the issues that they don't want the veterans crossing the street uh especially with groceries or whatever they have. Uh the fire department plays a pivotal role in everything on which way we're going to close streets or make them one way or two way or parking. So I think it has to be revisited just my opinion with the fire with the veterans to find out what the time frame is for

their building to open up. That's going to alleviate a lot of your problems if once the veterans are out of there they you know maybe make a better decision for us.

Yeah. But what six months can h some something you know can happen within six months. So what five to six I think what they April or May or something like that there but to change something and then change it back in two months or three months.

Uh I we understand.

Well we wouldn't have to change it back.

Well, we don't know what the the fire department wants either, which would make it beneficial for them to how to reach that neighborhood, you know, whether it be parking or one way or Well, if they were against the one way, Yeah.

then I would assume that they wouldn't have a problem with it being a two-sided, you know, because they because that would be telling me that they would their their their line would be going into Seab through Seabberry onto Roberson, right? So that that would be where they would be against, you know, for not having the uh the the one way, right?

So they would probably have a it would it would help them eliminate a lot of problem where there would be no on that side of uh of of parking, right?

Because they can get their vehicles.

Your concern is well noted. Uh but we also have to talk to them.

I think we would be remiss if we didn't talk to the the other authorities or the other people are involved.

No, I I get it. Well, we've talked to them and that's why I'm not understanding why we're saying that we need to talk to them because we've already gotten their decision on what they feel.

Correct. But that was just for the one way, right?

So, when Chief Bacon came to that meeting in regards to the one way, his concern was the direction of travel that the request was coming to us because the request was coming heading west, right?

Um, but unfortunately, Chief Bacon, his apparatus, they need to access heading east. So then that was a discussion back and forth of the one way. If it was made a one way, there would be parking on both sides and that was also discussed at that point in time. So I think what their concern is it we're not changing the direction of travel, it's the parking. So that's what we would have to

touch base on with Chief Bacon if I'm correct.

And then they'll be out of there soon.

So you're not going to have all of that problems. Could be two months, three months. Yeah, unfortunately. on top.

this one. Request from the Four River Traffic and Parking Division for prohibited parking on both sides of Progress Street from Stafford Road to Laterno School.

This prohibited parking would be Monday through Friday, 7 to 7 to 9:00 a.m. and 2 to 4:00 p.m. Those are the um uh times that the Laterno School starts and ends for their release. Um, this was an issue.

This has been an issue for the neighborhood there. So, this is one of the We had a meeting last week or so to discuss this with the uh city engineer and school officials and we've come up with with this idea here to have no parking to try to control it. Also down there is an SRO to control traffic coming in a progress tree. So, to help alleviate the issue for that neighborhood. go. Um, this will help

alleviate traffic and parking issues for Lninal School at the as they are having drop off and pickup at that specific entrance exit. So, what's on the board is a request from parking and traffic for prohibited parking on both sides of Progress Street Stafford Road to Lerno 7:00 a.m. 9:00 a.m. 2:00 p.m. 400 p.m.

Monday through Friday. We got a a motion to pass that motion first by John and seconded by Bill and co- authored by Natalie.

But we also had to redirect the postal the postal to drop the mail on Stewart Street because actually the mail slot is on North Underwood and because of the that pavement they can't get there. So we had to move the mailbox temporarily because we have a good postal.

Because it is a safety concern and because I'm not able to do that and if anyone by there I'm not able to shovel like that. Sidewalk's cracked and if I try to shove, I'm going down.

So, I use the stairs near the garage for safety reasons. And because that sidewalk is crumbling, if I lose foot and I'm going down and I'm not trying to break a bone, I need all the help.

No, but I'm just saying and this is why it has not been shoveled. I mean, typically in the years past when I was healthy, I did clear the fire hydrant because there's not a fire hydrant until you get to the pot. If you look, the next fire hiking is probably on Reed Street.

So, the closest fire hiking is there still on Stewart Street at my house.

So, I'm hoping that you say yes because it's something that I need and I just don't know how I'm going to keep appealing for this.
