good evening thank you for being here tonight my name is Michael Dion I'm the executive director CFO of the for Community Development agency before we get started I'm going to provide a brief overview of the role of the Fall River Community Development Office and its function within the city fcda is responsible for the administration of the US Department of Housing and Urban Development uh Community Planning and
0:25Development programs among other Grant programs on behalf of the city of Fall River the agency's mission is to assist local government to do the following achieve high quality local responsive programs make communities better places to live and work and improve low and lower moderate income residents fcda has performed this function for over 50 years uh beginning in the 1970s each year fcda receives
0:54approximately 10 million in federal funding State and private funds which it disperses to community agencies that provide a vast array of services and activities fcda serves as a lays on between the Citizens Service Providers subrecipients city government and HUD all planning documents and efforts require public hearings and citizens input prior to completion tonight's public hearing is
1:25being held to provide residents of Fall River and all interested parties with the opportunity to express their views on the draft of the city of Fall River 5-year Consolidated plan and the year one annual action plan being prepared for submission to the US Department of Housing and Urban Development over the past year the city through fcda has prepared a new Consolidated plan the plan represents a
1:54series of strategies to address Community Development housing and homeless needs of low-income moderate residents of Fall River over a 5year period Community needs were identified via the following methods by public hearings written testimony stakeholder consultations a CommunityWide survey petitions and formal requests the year one annual action plan is incorporated into the city of Fall
2:24River Consolidated plan the year one uh plan addresses those identified strategies with activities to be undertaken through the Community Development block grant program the home investment partnership program and the emergency Solutions grants programs during the program year commencing July 1 2025 copies of the projected use of funds for each of the programs to be undertaken in the first action year are
2:55available to you tonight a summary of the proposed year one annual action plan was published in The Herald News newspaper on the city of forer's website which is ww. rerm mas.gov and citizens were invited to submit comments a display advertising regarding plan availability and this public hearing was also posted on the local cable access channel 18 which is the Fall River government television in
3:27addition copies of the proposed plan are available for public review at the following locations the Fall River Community Development agency at one government center the office of the city clerk at Government Center and the Fall River main Public Library at 104 North Main Street residents have until March 31st to submit comments All comments received during this review period and testimony statements letters and
3:55petitions submitted at tonight's hearing will be used in updating the year one annual action plan for the programming year to start on July 1 2025 according to the submission timetable draft copies of the year one annual action plan and pertinent related informational materials will be submitted to the city council honor about March 19th 2025 at its meeting on April 22nd the city council will will consider
4:28enactment of a resolution authorizing mayor Paul E kugan to file the year one annual action plan with the US Department of Housing and Urban Development honor about May 7th year 51 of the for of Community Development block grant program year 39 of the emergency Solutions grant program and year 34 of the home investment partnership program are scheduled to begin July 1 2025 projected funding includes 2,
5:02584,000 for the cdbg program 231,000 for the ESG program and 1,100,000 for the home program the format of tonight's public hearing will be to allow participants the opportunity to express their views on the proposed year one annual action plan prepared statements to that effect will be accepted persons wishing to speak have been asked to sign a separate signin sheet and will be called to testify each speaker should
