The Fall River Redevelopment Authority held a virtual meeting on June 3rd, 2026. After a roll call, the board's primary focus was the Northfield Point site improvements project. Project Manager Karen Martin provided an update on the bidding process for the final phase of the project, for which bids were received on May 21st. Seven bids were submitted, ranging from $467,000 to over a million dollars. The lowest bidder was Dilva Landscaping at $467,000. Ms. Martin reported that the consultant, Beta, had vetted the three lowest bidders and met with Tim Dilva of the lowest bidding company. Beta confirmed that Dilva Landscaping was the lowest responsible bidder and that Mr. Dilva stood by his bid. The board was asked to approve the contract. It was noted that while a notice to proceed would be issued soon, actual construction would not begin until after the Fourth of July festivities to prevent any potential damage. A motion was made to execute a contract with Dilva Landscape Construction LLC for $467,000. The motion passed, with member Ben Fidleberg abstaining. The meeting was then adjourned.

0:56Uh yes. So the purpose of today's meeting is to review the bid that we received on May 21st for the final phase of the Northfield Point site improvements. Um we received um seven bids uh that ranged from 46 467,000 to a little over a million. Um the highest bidder I would throw out because they included docks and I don't know why. Um but it was it was a little odd
1:24but um and so the low bidder was Dilva Landscaping at 467,000 and then Sumco Echo Contracting at 638 and Krzen digs at 726175.
1:40Um we had beta um vet the the low3 um biders and then we met with Tim Dilva on Tuesday um May 26 to review um his bid and scope and make sure that um it looked like he had everything and all of that. and he was is um he stands by his bid and is willing to do um the work as outlined. And Beta checked on their references and he believes that he is
2:15the lowest responsible um bidder. Um and so if I would like to get the board to approve that we proceed with that contract and get the work um uh started.
2:30We'll do an um just to lay everything out to you, we'll probably do a notice to proceed um for the end of this week and he'll start working on some middles. Actual construction would not begin until after the 4th of July just because we don't want anything going on there for the Fourth of July festivities and give people a reason to, you know, go out there and do damage to whatever's been
2:56done or whatever. But um so we just figured we would start the work after the 4th of July.
3:03Okay. So, um, taking that all into consideration, I'll entertain a motion under this agenda item to approve the bid from the executive execute a contract to the Silver Landscape Construction LLC for a moment of 467,000 for the work associated with the North Point site improvements IFB number 26-7 and to approve the chair or executive director to sign the agreement.
