so hello everybody my name is David Smithson I'm the architect for the project and um want to show you a little bit about what we're proposing to do over there so um if you'll let me share screen uh I will do that excuse me David where is your location is an architect from where we're in East Providence Rhode Island all right thank you just for the record absolutely thank you and so

the Chase Street project is located I guess pretty much north of cook Pond in Fall River and it's bounded by um Broadway to the to the East and Sprague Street to the north and Chase and Globe streets to the South and Bay Street to the West and um this is a fairly large property with what is a very large building on it and ironically enough it is one large building they're all connected together

um but with that said it was built in many many many generations of constructing and uh our intent is really to remove some of these portions of the buildings to try to get back to the facades of the in my mind the most historically significant and most interesting building and expose those facades so if we look at this building from the sky it's sort of two bars there's one to the

West here and one to the east here and they're joined with a tiny little uh bridge that that joins them right here um of those buildings we believe that really uh three portions of those are sort of more historically significant and we're suggesting retaining five portions in total and then sort of removing the additions that connect to those and connect them together to split it into uh five different buildings and

when I say five two of them will actually still be connected with that bridge and will still um be one building but we'll read as two buildings because the connection is so small where that bridge is and so I'm going to pull up another drawing that I have that shows what we're planning on demolishing what we're planning on keeping and then I'm gonna go into the Google Map and Go a little

that are sewn in purple on this are what we consider to be the more historically significant building uh the older portion uh the one that's at the top a long skinny bar right here that's that's a granite building that's sort of been stuccoed and it's a what appears to be a very old uh Mill building and the two at the bottom again connected with this tiny Bridge um are the the Brick portions of the

buildings that are more um iconic for that Mill and and and our goal is to expose those buildings and and let them go all the way from the ground to the top now the port Horsemen orange and the porcelain yellow is a much more modern um metal building kind of built with metal building technology and it's a large Warehouse in Factory building um when I say more modern uh I would guess uh late 70s early 80s

um we're planning on keeping that as to remain sort of a commercial building and then there's one portion this this drawing is a little bit out of date down at the bottom and I'm going to zoom in on this so you can really see it right here uh there's an L-shaped building right here it's also that same metal building technology and we're going to um keep keep that and that'll actually

be part of the uh apartment complex and uh we'll have a little bit of commercial component too now now to to um tell you a little of Our intention uh those metal buildings and there'll really be two metal buildings an l-tape one that's orange and yellow here towards top and this illustave one the smaller green one towards the bottom those are going to be completely uh renovated the facades of those and the

roofs are not in very good condition the one at the bottom and the one at the top are sort of covered with with small additions around them and so when we take that all off there's not that much left we have to do a bunch of structural repair and facade and roof repair so Our intention is sort of to uh to renovate those in a more modern Edison um we sort of consider those to be less

historically significant um and we can talk a little bit more about what that means uh and then let's drill into the meat and potatoes of this project which is these all these green portions which is what we're intending to remove and and those are all um a wide variety of construction types and a wider variety of areas that they were built in um but the majority of them are sort of

lower Quality Construction uh concrete block with wood roofs uh wood framed walls wood roofs some metal fed metal building technology um and and there is a little bit of older masonry construction in there which I want to talk about more specifically so I'm going to go from this drawing into the Google Maps and show you uh what this really looks like from the ground and so I'll drop in

here up on State Street right now and turn and face the building and as you can see that you can't see anything from this side I'm going to kind of go down the hill a little bit and now the the more original brick building begins to appear uh which Our intention is to keep this and renovate this in a historically sympathetic traction and and try to get this back to what it may have originally looked like

um and as I come down the hill more we still see that taking it through the trees and I'll eventually get down to a driveway where I can kind of come into the property and this is really part of um South Beacon Street uh it's it's really a private road down here but it's it is does let me get in and I'm approaching the building and we can see here this beautiful

um brick building with a lot of additions attached to it so down on the lower um right hand corner there's a set of what is it five or six loading dock base that's uh um honestly a very uh kind of Freddy he's a kind of President uh in terms of its condition and we want to take that off and expose the original building behind it on the lower left hand side there's a sort of a very

similar building again uh you know sort of blocks concrete block Wood roof and some loading docks we want to take that off and expose that portion of the building and as I come around the corner we begin to see this uh older um uh Granite building in front of me we intend to keep that and and renovate that but remove this little garage off the front of it take that down

um and as I come around this building and again happy to answer any questions you may have I'm going to go past it and come back and look at it from the other side uh take take away this large oil tank and then now uh before I get into the kind of middle of the complex um we're going to look just a little bit at this metal building um this blue uh and and cream colored

metal building is what we had colored in Orange on that that from the sky and you can see it's a fairly it's a it's a big metal box with a concrete block or cinder block um base to it and has um what appears to be a couple of generations of metal siding attached to it tunnel that's come off the side there and as I look sort of further back in

the complex there's a lot of sort of lower scale um concrete block editions that have been put on that we'd like to take away and sort of get back to the original facade and where that is in this picture is is the blue band at the top and that cream colored wall just below it that's the wall we're trying to get back to at that point um and I'm going to go just a little

further around so we can look back now one of the things we have here is the uh very large smokestack and if I zoom in on that there's a little red brick addition in here and what we can't see very well behind that is the Boiler House The Boiler House with an older portion of the complex and and is sort of an interesting masonry building however we do would like to

tear that down along with the chimney and part of the reason for that is it's in pretty rough State properly and has some um say contamination under it and I want to I want to show more specifically what I mean it's easy to see when you're inside the building we we're not going to go inside the building right now but um I'm gonna go back and look at this um from the sky

and I want to point out one thing that is visible from the sky uh oops I'm sorry I went to our other project here yeah we've got so many things going in Fall River really wonderful um so so here I am coming from this guy and we were just up here on the corner a sort of a Beacon Street uh and if I zoom in you can you can sort of see that

Paul's chimney with these sort of uh octopus like ducks that come out and go into the top uh to of the boilers and there's some lines that kind of run um up into the right here and what those are is they're actually being structural beings that have been put above the roof of that building and the reason for that is at some point in this building's history they actually cut out all the

columns and Floors inside the building and left it Excel and resupported IT with beams on the roof and that's actually uh expressively undermined this building pretty significantly and um they they removed so much of the internal fabric of this that we don't have a very good way of integrating it or using it into our current project way so I think this is probably our biggest request for your board is to remove this

obviously we're at we're asking to remove a fairly large number of pieces of buildings around these but um I expect this would be the one piece that is um uh you know a little more challenging uh so that's it so Our intention is the square building right here which we call building uh c um it has some kind of low scale addictions around it on three sides we want to take those away so we can use

the first floor of that building get the windows back get those historic Windows really composed get that historic brick facade re-exposed and and restored uh and then what we're the the bar building here which is sort of the original piece of the mill um it has some lower scale additions around it that we want to take away we sort of saw those from the street um and then we want to take the the bar

building which we're calling building a internally um and take away it's a difference too so we can expose it with God towards the middle of the kind of the courtyard of the um property so I think that's an overview of what we're intending to do and I'm happy to ask any questions or answer any questions you guys may have and um and and you know let you know more about the project well David just

the one question uh we did get a wonderful tour of this property Charles spent a lot of time and was very detailed in his explanation it was wonderful great job very glad we were part of that but I just have a little question here that building in the center with the white roof is is that to be removed it is and that's that's a metal building it's it's it's got a it's

got roof so it just looks One Direction um but that's a much more modern um concrete block and uh metal building technology piece and we are intending to remove that yes and then everything west of that to the brick or I'm sorry to the Granite building is going to be removed also correct so all of that Center caution including the boiler room and and this other material uh adjacent to the white roof that's all

to be removed correct correct yep got it yeah um regarding so the property was part of it was included in the multiple resource area survey that was done in late 70s I think early 80s um so the property actually never made it on to the National register because of an owner owner objection um so I'm just I'm assuming the it's moving forward to have the property listed on uh to be included on the

um yeah so to answer your question there Jason um yes we are going to seek to um overturn that owner objection um as we go through a historic tax credit project on this as well so this will be both state and federal historic tax credits um that we are seeking for this project uh the removal of the boiler house will have to obviously be part of that application process

um as part of the NR updates if you've ever looked at the area forms that were pulled together I think it was 83 Jason on that one and if you've ever looked at that they don't really get into any details on anything so it's very simple so we are we'll we'll be updating um as part of the part one application the overall site um Federal history date ranges on everything um so Mr Manchester United answered your

question the white root area right we've we're getting that as Circa 96 so we'll have dates and everything um associated with each building section um so the boiler house will be um all part of that uh were understanding of that being the more older um dating towards around 1910 in terms of construction um you know the structural deficiencies and environmental concerns is what our

and that's a metal chimney those were those were kind of uh the more modern chimneys that's if you if I hamper to guess at that I would say it's probably under 50 years old it was probably put in the 70 75 yeah that's the that's the Vintage of that particular metal chimney okay a lot of the metal editions that that we're actually proposing to keep the larger lsh and the smaller L shape portions

that yet I think if we can find a way to remove it and the the you know we would pursue that but we haven't I have to admit we haven't dug deep enough into this project one of one of our um issues honestly on the design side is significant forcing of the buildings we want to keep are covered up with the buildings we want to remove and we need

to sort of take them off so we can see what's under there and see what we can do with it um so we have a few gaps in our design right now um in in the granite building is definitely a part of that but I would agree 100 if we can find a way to to get that down to the granite and uh not damage the building make it look better ultimately that would be uh preferred

you know I think it would make it look a lot nicer good good and if if not we would probably try to patch what's there at least to to meet some era of its history yeah and then we asked the same question to Charles also about the more industrial uh looking uh boxes as you call them uh when you when you re-pair is the design going to be you're going to try and

change the period back a little bit or or you know what kind of materials are going to be put on there sure so right now our um understanding of those buildings is they are they are metal building technology they are uh a bit past their lifespan honestly as that type of building goes uh so we're going to have probably some significant structural repair that needs to go into those buildings

um which involve you know we we've identified rusted columns we've identified rusted purlins and and gerts in the buildings uh and and and damaged uh Talent or you know forklift brand into them and that kind of thing and so it was doesn't special repair we have to do uh you know in the primary and secondary stuff during the building and then um yeah well really as you can see in

this picture on the screen there's a lot of mechanical equipment on the roof which is going to come off um and we'll put new mechanical equipment back but new roof uh repair the roof deck and then um as part of this we'll probably strip it down to the frame on the walls and Our intention because you really ask about the finished material Our intention is to give it a more modern

but still a sort of an industrial look and so we're looking at um Ephesus for the exterior right now which is uh it's kind of like stucco um stucco finish and covering um the walls and covering up the concrete block and kind of giving it a uniform finish on the whole building and the intention is to give it a more modern look but also um kind of get the flavor of a industrial building so

that's that's the pain from what it was originally but I think it'll improve the building quite a bit in terms of what they look like um you'll have us he'll have a a rough sort of Stucco surface is that the material correct so you're going to be actually giving it a semi-stone looking facade which is which is much improved over the metal yeah and and we're also going to kind of cover the concrete

block or probably cinder block you know exterior of that building so it'll be a more uniform uh building all around it sure um and uh you know we've been um looking at some sort of uh other buildings you know how they look and and so it stood um be very attractive and and new the the outside building for the bottom um isn't the thing because it has another building sort of next to it

that's going to go away so this actually we're gonna we're going to make two new walls in that building that weren't there originally um and it will be freestanding separated and where where that is um right there in the Middle where that building is that's where we're hoping to put the swimming pool for the apartment complex because this building would serve as um a clubhouse for that for the

plan for the project well for for the project we're looking at a residential um primarily residential I should say uh Rehabilitation um the three main buildings that we previously presented upon um the granite building in the two Brick Mill buildings will all become um apartment multi-family apartment units throughout um then resident amenities will be located up towards that South plan south side where the pool

um is going with commercial uses in that larger elephant building um as part of the project we're looking to to restore and kind of have a lot of the masonry components um and we will be looking to incorporate a lot of the industrial character that you find throughout the three primary buildings including wood floors wood ceiling structures wood columns throughout um as well as historically appropriate

window replacement and door replacement excellent and um I have how um in terms of the windows um because I think the vast majority of the windows on the structure are Replacements um have have you um do you have any historic references of what the windows look like well the the um what is historically known as Mill one and we call dated Building B if you want to throw the mouse over on top of that

um at both buildings be in Building C I should say which is Mill two the more Square shaped brick building um off to the right and two of them have pretty much no historic Windows whatsoever um if they do their hidden dark and deep in the recesses of the buildings um per Mill one what you're looking at now we do have some historic plans dating to the 1890s that fill the original Window and Door configurations

and that's what we'll be looking towards is to match and provide the historically appropriate um we're building behind it um we have not located historic photos as of yet um or anything along those lines that comes about 10 years after the larger brick building you're looking at now um You can just know people at that point in time kind of forgot about it but um to kind of do something similar I

would imagine in the window openings as they are somewhat um similar in their size and dimension multi-light configuration double hung most likely or some sort of pivot and audience to them at the granite building um there are some historic Windows left inside there uh multi-lite wood double hung configuration on those as well what you're looking at now on the exterior are not historic Windows

um the spare Tower uh David I believe has one yes um that would be more in line with what we're looking at replacing with so we're going to use the existing as our launching ad great and how many units um all together a residential or or uh or right now at 197 units total wow okay it's a bit of a moving Target but that's going to be really really close to the number

and um and he said commercials that's in the back area in the modern that that area correct and what type of commercial just out of curiosity are you aiming for um I'll I'll let Charles Goldman speak to the type but for this area this is about an 80 000 square foot building and Our intention is divided to four units approximately 20 000 square feet each it's it's a little hard to comment on

um and in terms of construction so um once demo is done and Designs have been finalized what what's the timeline for construction to start uh we're planning on beginning construction on the warehouse building as soon as next month and uh um likely the historic buildings um on or before April of next year okay

um that's that ramp driveway that comes in off Chase Street will be removed but then um an area parking over along Chase Street but that's it's pretty low pretty far below the street grade and then there will be Landscaping around that whole area as well um so I can speak a little bit to the site planning so so right now from the pastry side it's accessed through three separate driveways one comes in right

um each of the three rectangular sections that you see the primary ones that are five stories um or with a basement that is um those are all going to become residential Apartments um and again I'll let David sign in on the full amount of units here um within the center where you have the boiler house there's also a four-story pass-through that connects um the upper building to the lower building
