4:50Um, item number five regarding 22 Queen Street, uh, a request to demo a garage.
4:57Um, I received the notice from Carrie in the licensing office. I did inform her that the property is not listed on the Fall River register of significant structures. Um, under correspondences, uh, I received an inquiry regarding 764 High Street. This was received on March 26th, 2025. uh regarding replacing existing vinyl siding and roofing material. Um I did inform Carrie the property is outside of the boundaries of
5:29the um Highlands local historic district. It is in the Highlands National Registered District. There are no design guidelines or restrictions in the National Register District.
5:41Um, regarding 503 Highland, um, I did receive an inquiry on April 9th, 2025 regarding if there's any restrictions on the property, uh, that would come under review of the historical commission. Um, uh, this is the, uh, Nathan Dery House.
5:56It is the large stone house on Highland Avenue. Um, there are no design restrictions on the exterior. I did inform Carrie that it is a contributing resource to the Highlands National Registered District.
6:09Um, let's see. Item number 8, 762 Rock Street. Uh, another inquiry received on April 9th, 2025 regarding um, uh, exterior restrictions. The owner is replacing the existing asphalt shingle roof with slate. Um, I did inform Carrie the prop same as number uh, item number seven, the property is within the Highlands National Register District.
6:35There are no design guidelines to for those properties. Um it is outside of the boundaries of the Highlands 40C.
6:43Um let's see, item number nine, Deval School, 112 Flint Street. Uh this was an inquiry received March 27th, 2025. Uh this was from a professor from UMass Dartmouth. The um the program is uh and I did do have the email in here as well.
7:02The program is the interior architecture and design program at UMass Dartmouth.
7:08Um she is working with let me get the professor's name.
7:14Um it is Rose Mary Body Salitzki. She is working with uh Mike uh Mike Dion and the mayor regarding um a student project regarding proposals on how to rehabilitate the property. Um, and so the I actually I met with the students yesterday. It was very last minute, but um they are preparing to do a full presentation with the mayor's office um at a date that has not yet been um agreed upon. Um they're still not
7:49quite finished, but looking at the different proposals um that the students had. So these are students who are um they are sophomores sophomore year through um senior year. Uh one of which is working on her thesis. Um and so the pro um the programs that they had or proposals that they had so far were uh a mixture of affordable housing. Um, there was one proposal that had a uh kind of
8:17like a like a community center, not a not I I don't want to use the phrase a homeless shelter, but um kind of like a temporary housing. It was actually very interesting. It's based off of a model in Boston. Um but um and so all of these would be likely utilizing um historic tax credits um because the building is on the National Register of Historic Places. Um and um yeah um so all the the proposals were
8:49they're pretty fascinating but we will be so when they do a full presentation to the mayor's office um we will be invited to attend. It would be something I believe it it will be open to the public. Um regarding that um the origin of how they got to um work on this particular project. Um so the professor uh was reaching out to New Bedford and Fall River regarding any um potential
9:16rehabilitation projects that either city had. Fall River responded the fastest.
9:21Um I don't think New Bedford ever actually responded. um and a series of different properties were um proposed for the uh to the professor and they ultimately went with the Deval School.
9:33Um so it's very it's it's fascinating.
9:35Um so the building itself, it's a twin to the Connell School on Plymouth Avenue. Uh designed by Joseph Darling.
9:41Um the Darling Firm, highly prolific uh very highly prolific firm in the city designing hundreds of houses, churches, schools, you name it. I mean it's it's endless what this firm has done. um very significant work and uh this particular building was done in 1892 originally the Flint Street School and then renamed after um uh forgot the gentleman's first name uh but the last name is Dval um but he was
10:09I believe the former principal at the former Flint Street School um so but the proposals that they're working on will rehabilitate the structure and um yeah so Any questions on that at all?
10:24Interesting. Yeah, it is. I I It was actually pretty uh neat to see the proposal. So, um but everything will be made public to the or at least be presented to the mayor's office. Um so, I think they're trying to figure out a date uh because they'll be wrapping up soon and beginning to work on their finals. So, um in the next couple of weeks. Um let's see. Um under new
10:47business, uh number 10. So, we have Ryan LLC uh returning to request continued letters of support uh for following projects with historic tax credits. Um 10 A is 529 Eastern Avenue, the Notre Dame Rectory. 10B is 66 Troy Street, the Union Built, and 10 C is 206 Globe Mills Avenue, Sanford Spinning. And I believe we do have um Emily uh from Ryan. Emily, would you mind um just stating your name

11:23Sure. Um Emily Dominani with Ryan. Um and I am the historic consultant for those three projects.
11:32Thank you. Um so regarding um I guess we can just go down the line as we've done in the past. We usually approve in in a bulk um because these are continued letters. Um, so if there's any updates for the projects, um, I do know and I just learned today, uh, for 10A 529 Eastern Avenue that the property will be going up for auction. I learned that today. Does that change the nature of the project?
11:56Um, so that is not the case. Um, they h and I I talked to them today. So, okay.
12:07um the there was the potential for that to happen, but they have worked it out with the bank. So, they're still moving forward with the project. Um and they are planning to start construction in June. June. Wow. Okay.
12:26Excellent. That's good. Um have any plans changed with the designs?
12:33Nope. No plans of change with the design and they they're moving forward with the same architect and everything they are. Okay.
12:45Is is that an is that official that it has been renegotiated because it was just out in the press today that it's going Yeah. Yes.
12:57Um it has been I know he was trying to um get in touch with them because it wasn't supposed to be going out but because this was all just maybe even an hour ago um where this was all happening um he he's trying to confirm what what that why that went out today. Um but in he said that they've talked to everything and they've secured the loan.
13:38So I think everything's okay. It's just um they there might be some logistical things that had to be done in the process. Okay.
13:57Any questions on that? No, that's it's reassuring because the u when I saw that on um on social media this afternoon um because it is a very it is a very significant building um architecturally and socially and religiously. Um, so it does have a very important place in the Flint neighborhood and um, uh, I mean, yeah. So that's So, so the he that you mentioned is the same organization
14:23that's been working on this for the past what year, year and a half, a couple longer. Yep. Still been. Yeah. Okay.

14:50No updates to the plan. Just that um they are probably estimated 60 to 70% done with a summer finishing date. There was a new staircase that was approved and everything that's going in. The fourth, third, and fourth floor are framed and drywalled. Second floor is framed. Windows are in. I think the windows were in last time I was here, but windows um and the rooftop condensing units are in. So, definitely
15:24moving along.
15:26Great. Um any questions for Emily on 10B? No. Okay, it's moving fine. Um and 10 C um 206 Globe Mills Avenue. I believe you said that they were beginning construction that the last time that we met.
15:41No. Um so the last time we met, I believe I had said in the spring they're closing on their finances um on their loan, which still which hasn't happened yet. Um that hasn't really changed. is just um still in in process. Um and I don't know if we had expected it to be done by this April point anyway. Um yeah, but things are going going well there. Just they're um I know they're anxious to get
16:16to construction, but it's just challenging with a project this size to finalize all the all the numbers. Okay.
16:24So, no construction, nothing's being done. How about that fire they had? How damaging was that?
16:32They had a fire. Yeah, they had a small fire in there. I didn't know that. Okay.
16:36He didn't mention that when I asked him for an update, so I I can't comment on that. I apologize. I can um follow up with you on that for sure, though. Yeah, it was a few months ago. Number of months ago, five, six months ago. Anyway, it's fine.

18:07Um, next on the agenda, um, item items 11, uh, A, B, and C, uh, we have Heritage Consulting Group, uh, regarding, um, continued letters of support for the following projects with applications for tax credits. Um, 11 A is 80 to 84 North Main Street, the BMC Dery Trust Building. 11B is 110 Chase Street, the Wyoming Mills. and 11C is 135 Alden Street, the Flint Mills. Um, I believe we have a representative from

18:50Great. Thank you. Um, so I regarding the uh any updates uh to the projects, um, we can just go down the line. So 11A 80 to 84 North Main Street. Um have there been any updates to the project?
19:06Uh I do not believe since the last meeting uh from an application standpoint, design standpoint, everything has been approved and there aren't any more outstanding conditions.
19:17And as far as I know, construction, I think mostly in the form of demolition is underway.
19:24So that one is is in good standing right now. Great. Okay. Um and how um about how long is the interior demo to take?
19:33Uh we don't have any jurisdiction over de um interior, but um for this particular project um like did that just recently start?
19:44Uh I'm not sure how far along they are.
19:46I just had a conversation last week uh regarding one of the vaults and the structure within just looking to retain that that structure within.
19:57Oh. Mhm. As much as they've done, I'm not entirely sure, but I'm pretty sure they're they're pretty much on their way and almost ready to start Great.
20:04Perfect. Studying out the other construction. Yeah. Well, and uh they did receive uh CPC. They received CPC funding and it was approved by the city council uh actually two weeks ago, Tuesday. So, they are receiving a, you know, a substantial amount of money to help offset some of the cost of the windows. So, they they'll be receiving they'll be getting that uh that check shortly. That funding will be rel. They
20:34don't get the check. They just get the funding. I was wondering how that they'll get the funding uh authorization shortly if it isn't. Okay. They don't receive uh funds until the they like invoices are received. Okay. Exactly.

21:02Uh, and we can kind of lump this into to the next one, too. So, that's the same applicant. Um and I can say that both of them uh no work has has continued on since our last meeting and they're still working with an architectural team to finalize updates to the design in relation to the comments from MHC.
21:22The comments from MHC you said? Yes.
21:25Okay. Any drawings being developed at this point?
21:31They they're currently being developed.
21:33Uh haven't seen them yet, but hopefully here very soon. We we keep wondering where they are ourselves. Uh just because we want to keep this project moving along as well.
21:44But from but from a a total design perspective, I mean from well from the apartment viewpoint and the amenities and such like that that is still consistent. Okay. So, so if you if you or when this next uh uh quarter comes around for refunding, uh if the drawings are available, would you be kind enough to come here, maybe make some sort of a presentation so we could get an update on what the construction looks like?
22:14I can see about it in person. Uh I'm down in Philadelphia.
22:20Um but I can I can most if they are available, I'm more than happy to provide them to you uh via PDF and then um a presentation prior to the meeting if that would be helpful. Yeah, sure. Um I go by the Flint Mills on occasion, and I'm just not I'm not 100% sure, but I believe there's large bays in the back that are wide open. Is that I'm not even sure if that's exactly what I'm looking at, but um so I don't know if there's any cleanup going on on the property.
23:23Not that I am aware of. Um if anything is it's basically just stabilization.

Um actually before I do forget, so regarding 11B I and based on what we're talking about, it sounds like we still have a little ways to go. Um, but when part of the proposal was to partially demolish the newer sections of the the property, there are some modern additions to the back and um I believe there's also a modern smoke stack.
24:01They're not um they're listed as non-contributing, I believe, on the um actually I believe the property was not officially listed on the National Register. I think that was also something that was in progress with um the Chase uh the Chase Street property that it was surveyed in the 70s or 80s, but it was omitted uh due to opposition from its previous owner. Um so I don't Is that process still ongoing to have it
24:27listed on the National Register?
24:30I believe that that has been resolved.
24:32It has. Okay. All right. Um so when it does come time for the demolition of the modern structures. Um we because that our demolition waiver has since expired a long time ago. So we will need to review that again um because there would be a six-month delay um on any structure that's on the national register or the um the city's uh register of significant structures. Um so we would need to
24:59approve a waiver uh for any partial demolition of the property.
25:04Okay. A waiver for that six months. Yes.

27:08Um status quo, we're still kind of officially under the office uh pathway, but we've been um pursuing apartments there as well. Uh we're going through drawings and trying to figure out and tie in with the historic um a lot of different areas in there that don't want to be touched, but trying to make them into units. So that that's where we've been working on. All right. Um I was
27:32curious because uh the the um since the hospital uh was merged with Lifespan or now Brown Brown University Health um and how that changed. So um and and what the status was with the apartments. So um when do you think you'll have plans done or more like um we've been working through some programming plans. We got some light plans to get, you know, between 70 and 90 units, but again, uh
28:02we're just trying to go through now a little fine-tune it to what we can really actually build and um you know, fire code and whatnot. And gets very challenging on, you know, it made a little better of a layout for office and still hoping that, you know, Brown Health maybe comes around. Still think it's a great opportunity for them and the near term hopefully they they come around and decide they still need it. Uh
28:25but from an apartment standpoint, we're just going through with some of the MEPs where they can penetrate. There's a lot of doors throughout the property, you know, from classrooms that how we make that work from a safe life safety standpoint and and keep the historic. 30:00Um item number 13A. Um we have um this is uh we have Elizabeth Warbertton um representing uh from public archaeological laboratory. Um, so Elizabeth was hired uh by the Fall River Preservation Society um regarding providing the surveys for the Highlands local historic district expansion. Um, Elizabeth, um, good evening. Um, if you can introduce yourself and tell us a little bit about Cal.
30:32Hi, thanks for having me. Appreciate the introduction, Jason. Um, as Jason said, my name is Liz Werbertton. I am a senior architectural historian at the public archaeology laboratory commonly called PAL. Um we are one of the oldest and largest cultural resources management firms in the northeast and we have a team of archaeologists, architectural historians and preservation planners
30:53that does both above ground and below ground documentation. Um so we know and love Fall River. We have completed um at least 80 by my count projects in Fall River over the years. Um and those include historic tax credit projects, um cultural resources and architectural surveys, archaeological investigations, national register nominations, you name it. Um so we are very excited to be the
31:17consultant for the Highlands project and our scope of work will include the historical research on the development of um the neighborhood and individual properties. um preparing the updated MHC inventory forms that will include a technical building description and a historical overview of each um house or property um and then drafting the MHC preliminary study report um which will make recommendations for the LHD
31:42expansion. So, we'll be working with the Preservation Society and supporting their efforts to expand the um local historic district. Um, and I wanted to just acknowledge my colleague Laura Klene um, from PAL who is unable to be here tonight but will be um, assisting me in managing this project. So, I'd be happy to answer any questions about PAL or the project. But, um, thanks for having us. We're very excited.
32:04Thank you, Liz. Um, no, we're very excited about um, uh, getting this project. Um, this solid solidifies our our movement with with expanding the 40C and um, actually 2025 marks the 10th uh, anniversary of the creation of the city's first local historic district. Um and so while the initial historic district is modest with 40 well 48 properties um and uh there's several hundred more in the Highlands National
32:36Register District um that are architecturally significant uh socially historically significant to the city. Um so this is this is excellent. Thank you.
32:47Um, so I know that we will be working closely with the Preservation Society um, with regard to this project. Um, and so I know the next round of homeowner surveys will be um, they will be out in the mail beginning of next week. Um, there's a little delay in getting the language approved. Um, so once that is in the mail, um, and this will be a, um, Liz, just so you're aware, so the any
33:15notifications for this project have to come from the historical commission, um, because ultimately we're the ones who will be, um, uh, finalizing or at least having, um, uh, presenting this to city council, uh, which I believe it it it needs, I think, 23 council vote. two.
33:36Yes, two-thirds council vote. Um but um so the second round of surveys will be on a Google form. Um we did not have much success with the paper surveys that MH im MHC had uh recommended to us. Uh so we felt that if we did something with a QR code that would be a little bit more approachable. Um so it's a very basic letter with a QR code. It goes
34:00right to the survey that was supplied to us from MHC uh with some links for any um to the design guidelines that we have published in Fall River to uh questions between the differences of a local historic district and a national registered district. Um so I can send a copy over over to you for uh so you can see what's being sent over. Um but we'll have um results pretty instant once they fill them out.
34:29Yeah, that would be great. Um, and just also for the group's benefit, um, we are coordinating a kind of kickoff meeting, um, internally with Jason and Alex from the preservation society, I believe next week, um, just to sort of touch base about, um, where the survey stands, um, the interest that you've received so far, um, and to kind of get, um, you know, a list of properties at least in
34:51mind before we start planning the fieldwork.

36:08Um item 14, we have a request from the city of Fall River. Um this is a letter of support for CPA grant funds um for the Bank Street Armory. So, we did approve a letter that was going over to uh from the um preservation societ uh yeah no it was from this it was the city requesting funds uh grant funds from the Massachusetts preservation projects fund. Um, so this is the
36:37um the match. Um, so the CPA grant funds are the only approved municipal or um government funds that can be used to match um grants from the state uh for preservation projects. Um so I did in your packet there is the project um the application for that. Um so they are requesting uh $27,500. Um that's the match. Um the total project cost is $55,000. This is to in support of a feasibility uh an
37:12updated feasibility study and arch uh structural assessment to the property.
37:17Um so this will be um I know the preservation society has already submitted their letter. Um and so this will be given over to the state as they are they are requiring it. Um, so there's no changes to the project. It's um this in the event and we don't I don't know what the status is with that potential um organization that was looking at acquiring the structure. Um
37:44but um this is more or less a plan B um if that project uh fails. So yeah, it's a little backup. Yes. Yes. which we do need. Um because as of now I don't know and I meant to ask some of the consultants earlier um what their general feeling is with the nature of the historic tax credit program. Um because I I don't know how what that's especially come July what that's going to look like. Um
38:14if there's going to be any structural changes to the National Park Service that would alter the historic tax credit program which would also alter the funding. The funding. Yep. So, um but if we can get this in that would be that would be well if they if this can go through with the state this can be u of a benefit. Um any questions regarding that? 38:41the uh um the agenda since you're on the CPA. 41:59Highlands Local Historic District expansion, um I did mention earlier so the forms are going out early next week.
42:07um regarding an updated map that we can provide to Liz. Um I mean I'm sure she has the capabilities of doing something, but is there does any anyone have any like techsavviness that can assist with creating a updated map of properties that we we've received um surveys back from uh and what their feelings are on their level of support for the project.
42:38That's not my an updated map. I need Give me more information. So, um, we have the GIS maps from the city's website with all the lot lines and, um, so I'm thinking we should have something where we have an idea where we have the most support um, and to represent that visually. Um because ultimately we will need to tighten the um especially when we send out the next round of surveys,
43:07we need to tighten up the boundary lines a bit.
43:10Um I think uh because the the target area that we sent the surveys out for uh what 149 surveys um not all 149 properties will be fully realized on the expanded district. Um, so if we have a visual that might help us to kind of bring in the boundary lines a bit. So something that can show um the properties where the people got back to us and are interested in participating.
43:40I think so. Yes. Okay. So I could do that off of our existing GIS mapping and then kind of outline those properties.
43:49Okay. Maybe even a a darker color or maybe a a color or something.
43:55Yeah, I can you do it on one of my um projects I use for um construction like drawings and stuff. Okay. Um because we we have quite a few surveys back and the ones that we do have for the most part they're all pretty supportive. There's a few here and there um that are not. Um so and then we have some streets we just didn't receive anything back from. Um,
44:17so that's what I'm I I think that would be helpful to us when we ultimately have when we work with um uh Liz to figure Elizabeth Warbertton anyways to figure out a more defined boundary area. Okay. Yeah. As long as we have um I can have access to those um addresses whether it's something easy where it's in a list fine. If I need to go through it, whatever. Um either way, as long as
44:43I have access to that info, I can put that together. Sure. The the preservation society on the 24th, which is next Thursday, is going to be making a presentation. U and and actually Jason's going to be the keynote speaker.
44:57But it would be nice if we had a table.
45:02Yeah, it should it would be nice if we had a table there, the historic commission and if we had that all of the 40C new and existing and the new to show interested parties. So if if we had that presentation is that is it very difficult to pull that together? Um I don't think it will be.
45:26So I I imagine I can turn it around in a week. Okay, I have um I have the mailing lists with the addresses and all the info there. So, I can what I can do is I can just put in um all the results from the survey uh right in there with each line and then I can color code it. You can see what we have. It's I mean the the list is long
45:51but um I can make it um where it's easy to pull all the information out.
