3:15

Update from our executive director.

3:20

Thank you, Chairman Long. Good afternoon, everyone. Just a few things.

3:26

Uh this month, we had no new hires under human resources.

3:33

um under management. I'm elated to inform all of you that we received a score of 94 on our endpire inspection at Fathero Village. Um if you recall last year, we had a low score. Um just an inspector that was employed by HUD and was not indicative of how we keep the property. So, a year later, we finally got the score. And I just want to acknowledge Ed, our director of facilities,

4:10

and his team, Roger, Jason, Todd, and all of the maintenance and management staff that were involved. They just did Yman's work.

4:21

I mean, Eddie eats, sleeps, and drinks this stuff. And the score shows that.

4:27

So, um I just wanted all of you to know that uh outstanding job. Um the other 18 sites last year, we had an average of 89.3.

4:43

So, with this score of 94, it would put put us close or over the 90 uh point threshold. So, um very very excited to report that to you.

4:57

We also uh received approval from EOHLC to federalize Corki Row and Bishop E department. That letter is in your packet.

5:09

Um so that's the formal letter. Um and we'll go forward on that. That will be a a long long process because uh both awards for each site were over a million dollars and with that the uh state law is you have to go through the designer selection committee to select a designer. It's estimated to be over a million dollars. That's a long and tedious process. And then a scope of work and drawings are put

5:42

together and then uh bids to actually do the job. So, um, but it's a good it's a good step in the right direction. We got approval for that. Uh, so that's in your packet. So, I'm very happy about that. Um, last week, uh, many of us attended the Mass Narrow conference including Commissioner on the Hill down the Cape.

6:09

Um very informative sessions, a lot of good workshops, a good way to network with a lot of good people. Um always a good time down there. Uh there are about uh seven of us from the housing authority on different days. Uh Deputy McCoy, Dave, myself, Ed, a few other people from facilities from section 8.

6:33

So that was um that was a good event.

6:39

under finance.

6:42

Um, attorney Souza and myself, we've been dealing with a rep from uh, Hub Insurance to uh, just go over our policies, what what exactly it covers, what the premiums are. Uh, the rep is very knowledgeable. Uh we both met with her a couple of times and uh gave her provided her information and she's seeking uh pricing out in the uh in the market um to see if it could possibly be more advantageous to the housing

7:20

authority coverage and premium. So as we get that we'll keep you informed of that.

7:28

The uh last thing I do have um October's board meeting uh the second Monday lands on the Columbus Day holiday.

7:39

So I would ask u what's convenient for most people for the October. We can usually we do either the Wednesday or Thursday of that week or we can do the following Monday the latest we want to do it. So the Wednesday the 15th. Thursday is the 16th and Monday is the 20th. We don't want to go beyond the 20th work for me. The other ones I'll be away.

8:12

Yeah, 20th best Monday.

8:17

Joanne, that is that's fine for me also.

8:25

Okay. So, It will be October 20th, the following Monday.

8:32

And that is all I have. Thank you very much.

8:35

Thank you. And congratulations on all good news today. All good news spiral award. That's awesome.

8:47

And it just uh it really reflects back on the housing authority to see the dedicated work of all the employees. Um it's uh it is amazing.

8:58

They are very hardworking people and uh they deserve all the credit in the world and and uh I just want to say from the board that we're happy with that.

9:09

They really do because it's it's our second largest family development 224 units scattered buildings. So it's it's not an easy task that uh Ed oversaw in getting that score. So again, I I can't stress enough. It's not a easy score to achieve. Very difficult.

9:33

Good job.

9:35

Moving on. New business modernization, a certificate for substantial completion for the video security system upgrades at the father Vincent Defarial Village.

9:48

I'll entertain a motion to approve.

9:52

Motion to approve the uh certificate of sub substantial completion for the video security system upgrades at Father Vincent Defario Village.

10:02

Second.

10:03

Motion made second. Any discussion?

10:07

All All those in favor?

10:09

Opposed?

10:12

Uh change order number one for the gas piping repairs at Cardinal Maderas Towers. The change order number is an increase of $10,8858 to the contract for removal and demolition work associated with the existing HVAC equipment located in the mechanical room.

10:31

I'll entertain a motion to approve.

10:35

I'll make a motion to approve change order number one for the gas piping repairs at Cardinal Maderas Towers.

10:42

Second.

10:43

Motion being seconded. Any discussion?

10:48

All those in favor I opposed on the procurement. We have no items this month. Miscellaneous is the federalization of Corki Row and Charb Bishop E departments award letter.

11:03

Recommended actions to approve. I'll entertain a motion to approve.

11:08

Make a motion to approve the federal federalization of Cyro and Bishop B.

11:15

Second motion made and seconded. Any discussion?

11:20

All those in favor?

11:23

Opposed?

11:26

We have a leave of absent request submitted by employee.

11:30

You all saw that letter and mention who it is.

11:35

You can. Yeah.

11:38

You want to miss.

11:41

So if I could just add um resident service coordinator Joey Dilva. Um the letter is attached. Um Joey is a is a great employee of ours.

11:55

He uh coordinates and runs all of the various cookouts, clam boils, not clamboys, cookouts, movie nights, clinics, uh concert series, uh that you're may have been at and attended and do every year at all of our different sites. Um, a lot of different programs, the piano lessons for the for the kids. Uh, so he's a very very valued employee, but he has some aspirations that have he's had

12:29

for many many years uh to become a farmer of a police officer. So, um, he's requesting a leave of absence to take effect when he starts the academy, which wouldn't be until December.

12:46

So, uh, the academy runs about six months and then there's a training period. So he's looking for seven months, six months for the academy and then a month on the job just to be sure um that it is in fact what he wants to do. Um because he you know he's done so many positive things for our youth and and even our elderly sites and it's it's a lifelong dream of his. I would suggest that again.

13:31

That's a seven month unpaid legal unpaid.

13:37

I just have one question. I'm in favor of supporting it. I just don't believe this in the past. I just back of my mind I feel like there was a cap. I don't know what it was. I'm not saying this is a request beyond that. I just felt like there was and I don't know what that time frame is. So wondering if anybody I don't recall cap but maybe um we can put it in the minutes

14:09

seven months or the cap whichever is less. So if the cap is less than seven months then what it is.

14:22

I'm looking to support it, but I just want to make sure that we're following.

14:27

I mean, there's also uh you could you could table it if need be because it's not scheduled until December and we could look research that information.

14:39

The academy starts in December.

14:40

Yes.

14:41

So, so we could potentially table it and approve officially.

14:47

I can come back to you next month.

14:49

information. Deputy, did you have anything to add?

14:52

No, I was just going to suggest I don't recall I don't recall commissioner a cap on on mine back in 2021.

15:02

I recall a cap related to the city charter for the uh position I was going toward as an uncontracted position. So that not so much had a duration time in the in whether it was the city's charter or whether it was their um you know rights, bylaws, things of that nature. But I I don't recall on the housing side there being a cap. But again, there's time to there's time to research it.

15:27

I could be uh I could be incorrect. I was I was wrong one other time in my life and it could happen a second time.

15:33

And I I bring that up because I just didn't know if maybe that's what is triggering your memory.

15:39

Something back there is uh telling me to ask that question.

15:42

But obviously we'll get you an answer.

15:44

All right. Something you know you Yeah. I I just have a question. I I am in favor of this as well. Um would you place someone in that position on an interim basis?

15:54

Probably. Yes, we would we would advertise it uh on an interim basis, especially with going into the summer if I can add, you know.

16:04

Well, that's what I was thinking. If it starts December, you're going to be Yeah.

16:11

all the summer functions. So, so we need a motion to table.

16:17

I'll make a motion on table, please.

16:19

Second.

16:21

Motion made seconded.

16:24

All those in favor.

16:27

The item is table.

16:34

16:37

16:44

Make a motion.

16:49

16:50
