1:00Um I I volunteered to work on the flowers at the Kashisco Square and one of the stop signs there is kind of obliterated by the uh branches of a tree and I'm concerned that there might be an accident at the intersection of Hamlet and East Main. I was just showing a picture I took today to the gentleman there who's who's uh taking over for Nancy Smith and um if you guys could have it moved I think
1:25figures it's a stop sign.

1:27Then you got to go to traffic. You got to go to traffic.

2:15So, I figured I'd come here and bring this to your attention, you know, and um hopefully you can if you can get the sign moved, then then that would be perfect because then you you won't be cutting the tree up because those that's a young tree that people have been cutting the the tree where the bus stop is of short distance from there and it's the tree is suffering. It's not doing
2:32very well at all because people keep breaking off the lower branches. So, it would be easier to just move the sign and the sign is is u is not in alignment with the other one because the other stop sign I took these today by the way these pictures I took for today.

2:47Yes, you could keep that's why I made you as to keep um you see where the sign is in back of the the stop line.

7:17I think it's calendar because like for my event, I have to wait until Nancy always makes me wait until the March meeting of every year for something in the summer.

7:34So then maybe we'll table we'll just table it and we'll lift it and we'll lift it in January and approve it.

7:55We throw uh different types of powdered colors at the kids and they have loads of fun. And then the field day we've been doing since I've been principal for a while. Um, it's two days we basically use the park for setup activities. Um, no need for bathrooms we have at the school. So, we take care of all that and all the trash is taken up by the kids.
8:12So we clean everything up afterwards.

8:38Um item B and C will take together the two letters from Michael Pereira for the request of the use of Kennedy Park to hold the fall of a hot shot challenge and three-point competition to take place on September 26 from 4 to 8. And his other request is to install a memorial bench at Kennedy Park.

9:07Yeah. So, so we've been doing this event for a number of years. We started off in um Griffin Park, which was very successful there. And then um when they we did the courts behind the station, we did in um Britain Park again, very successful. That's been the last two years. But unfortunately, there was a young young fellow um Pablo Aosta last September 5th. passed away while playing basketball on the Kennedy Park
9:31basketball court. And I've um just from a pre-existing illness. It was not nothing, you know, was obviously out of the blue. And um I've met with his uh I've in communication with his family.
9:42He has a young little little like three-year-old that he he left behind and his wife. So a lot uh two weeks ago, myself and Chief Title met with the with the family and we um asked them if they were in favor of doing this and they and they are. you know, um they obviously they're a little still nerved up about it, but uh um so I met with Darren the
10:01other day and we went by, you know, um Kennedy Park is actually a perfect place to do the event, but we picked out a nice little spot that's on just off Park Drive between two trees. We could fasten um the the um the the um the bench there, and we got a nice little plaque.
10:18I already had the plaque made. It's in the process of being made and it'll just be a memorial for him and we'll we'll have somebody say some words there and then we'll just do the event. I think it's a good thing to do. Um the the young the young man deserves something like that. I think that that's not too much to ask for the city and I don't think there's going to be an issue with
10:35it obviously.
10:36Do do you have time to get the bench for Yeah, we have he has the bench.
10:40Yeah. So we talked about fundra going to fund raise.
10:43I have the money. I have it's all it's all funded already. The whole event is fun. The only other issue I had with that bench, cuz I thought about it after, is to match the aesthetics of that park is to have the bench face the walkway because then that would be face it out.
10:56Yeah, it would have to because the rest of the park is facing out be the only bench that probably just to match the aesthetics of the park.
11:02Yeah. Obviously, I was thinking face it in so someone could sit and watch the kids play basketball, but if that's what that was my only my only thought about that after the fact.
11:11Is is is that I know so how many benches? There's a bunch of benches along the uh drive that are they close to that area that it would make a aesthetic difference.

We and I know and I'm looking at the rules and the odd part it was I don't think Nancy to said anything about it and then because I
13:09didn't come in front of you guys last time but I remember I did have to speak to the board of health and they approved I had we had a matter of fact Lieutenant Cullen um deputy chief Cullen from the police department had to go up there and fill out a form and and we had to get a permit for it but they did allow it. So I do it is allowed but it's like there's a
13:26special grill that you need. The fire department has to inspect it. So there's a lot of different need to do that. A lot of it's just not within we can't approve the food.
13:37I think it's the board of health that does it.
13:39So I'll go with them because all it was it was very easy. All we did was a little um Blackstone this big with a matter of fact with little camping things. It wasn't even a big tank and it worked very very well. And and I'm also thinking of contacting Blunt because I did use them in the past and they just set up a they come down there with a truck. Is there what is
13:58there any issues with that remove list you've been using?
14:01I'm sure they are. Yeah, I'm sure they are.

17:44Um item D is a letter from Kenneth Fet in the city's law department on behalf of the law department. Um on the request from Mr. Paul Mayer on a tree removal at 466 Warren Street. Um, so backstory on this, the those trees there was with the 4th of July and Mr. Lair, if you want to correct me if I'm wrong, but the the 3rd of July, we had that storm. There was a
18:08couple trees that came down. Uh, Mr.
18:11Lair's lived at this property for a long time. There was nothing on file that anyone could really find as far as whose trees they were. There was a lot of fingerpointing as far as are they park trees, are they his trees, whose trees are they? So, the uh, city engineer, Mr.
18:26Aguar sent somebody out. He took a look.
18:28He said the property line went right through the middle of the trees. So, uh, we had So, the law department drew up a release releasing the city from any liability associated with the trees and this is in front of us to approve the removal of those trees. Mr. La Mer has already signed the release releasing the city from any liability associated with the tree removal. Um, so that's all of
18:54the backstory behind this and what's gone on between the 3rd of July when that storm happened and today. Did I miss anything?

22:52The Bank Street Armory that that we don't have jurisdiction over that one though, do we?

22:56There's there's two dead trees. They're kind They're like right in from the sidewalk. They're on that Dery Street side.
23:05There's two of them that are completely dead. There's just a little green like viny stuff growing up them. And they're they're like all the tops are dead and pieces have been falling off them. So, I think it's time for them to to go as far as those trees go.

25:01Give us a little bit of the backstory here. So, um, during that July 4th storm, um, one of those trees on the side of Mrs. Pelier's house, um, broke from the wind, landed on her roof gutter line, did a did some damage there. Um, again, we had 70 mph winds, right? But for the most part, it's a multi- trunk tree. One of the trunks towards the house snapped off, landed on her house
25:43and damaged. So, um, there's two trees right in the middle that are alongside her house. They're all by her house. Um, but I feel like the two in the middle we can would be the safest bet to remove those because they have, like I said, both of them are multi- trunk. So, they have limbs that go up towards her house and if any one of those two break off,
26:15the odds are going to it's going to hit her house.
26:19There's a couple of other trees. So altogether there's like five.
26:25So when I went there, looked at them, spoke with her, um I told her that we could probably take out the two in the middle, and she seemed pretty satisfied with that. But overall, she really wants them all removed. I don't see anything wrong really with the other ones as a reason to remove. Um, but I would I I would and and also the law department thought that that would be a good thing to
27:02stop their city. They're all city trees along that Kelly Drive there. There's like and they're all along the side of like that. Her house is on on the corner of Garden and Kelly. Um, it's right on the corner, just set back from the corner a little bit, but all the trees are on that Kelly Street side and there's five of them all in a row. We have had an we had an issue
27:29a few years back where one limb came off and landed on the there's a flat roof little addition behind our house also.
27:39It it went over it was still kind of connected. landed on her roof and did poke a hole in the in that roof a few years back also.

U we had uh a resident on uh Oswwell Oswell Street Oswell Street cut down trees in our park. He took it upon himself. I don't know what did he ever give a reason why he did that?
30:00Uh there was confusion on he contacted a couple departments. He said somebody had gone out to look at the tree. He couldn't they the wife I talked to he she couldn't uh give me a name like she gave me she gave me a name didn't match anybody that would have gone down there she said specifically a DCM truck an SUV I only know one in DCM that we haven't that's lettered SUV the name she gave
30:25didn't match who went they had promised they were going to do work two three weeks went by uh there was no response so I guess they took it upon themselves to just take care of block to cut down the other tree. He was going to cut the rest of the trees down.
30:40He's going to have them all spray painted.
30:42I just But they're already trees. They're not They're not They're not They're like five trunks. They're like What are they, Chris? Like two or three shoots off a trunk.
30:50Yeah, they're multi. There's like one of them has three or four leaders coming off and the other They're good trees. They're good trees.

30:59I didn't see any anything wrong with you know the trees themselves. So the problem was this they were hanging over uh the branches were hanging over the property. So they didn't hire a company like they should have done and cut what was hanging over.
31:15They just went on the other side and cut that whole tree down and it took everything that was hanging over out.
31:20That's what his I guess what he aimed to do.
31:24And we had um when we found out I had to call PD they came down did a police report I guess they find him. But going forward, an ordinance, I guess, uh me and Chris have to come up with a some kind of like restitution like for tree size to like to replace what was uh removed.
31:46We haven't got to that point yet, but they did assess him a $100 fine, a civil fine.
31:52So I guess then for us once that's done that that'll probably have to come before us to for approval before it goes.

33:05and got permission from us. And I said, "No, you didn't." And she she kept going on and on. She says, "Look, I got permission from the park." I says, "I'm on the podcast board. You didn't get no permission from me." So your husband calmed down. I told him, "Look, next time if you want to do something like this, you got to go through us and the proper channels." He says, "Okay, we're
33:25going to leave." I said, "Well, you have to leave. You got no choice but to leave." He says, "Well, what's going to happen?" I said, "Well, just call the Florida Police Department. They'll come and get you." So there was a generator, there was food, there was a grill, there was alcohol.
33:40So I think because the Holy Ghost was going on, they might have just taken advantage of that where nobody would notice it. But I just happened to be there doing a detail and I just went up to them. And uh also we do have an audience I think we do for politicians to go in all politicians can't go in with their I saw a few of them with they're not supposed to
34:05so we'll have to make that a judgment next year.

Um and then I I did have a conversation
35:45Darren and I were walking around and I was telling him all of these I like these things because it was very concerning. Um then we had a conversation about the um the dugouts over there are I think we should give them We lock them.

36:03I was going to say because I know they did it to the the park at North Park, the baseball North Park. We went there uh in the last week. We actually chained off the new pathway they paved for the basketball court cuz people were driving up there on with their cars and turning around the grass. So, we just chained that off uh yesterday. We put the chain up and then all the fields in over there even
36:25though they're not being used like the upper little league field we're chained off all the gates because people are walking their dogs in there.
36:32They're messing inside that field. So we're we're moving forward we're locking every field we can and dugouts. We're chaining.
36:41Okay. Yeah. So that was the I knew you and I had had a conversation about how someone had basically made a home in one of the um the dugouts behind Maplewood. When I talked to Sean, he said he actually had a mattress in one of his dugouts.

So, um, but yeah, just as something just so everyone's aware that there was there was a lot I think there was at least like six people in the park that were just sleeping and like I said, there was a couple that hadn't moved and I was very concerned at one point because they hadn't moved at all in like several hours. So I know like park rules you can't sleep or lay down on a bench, but
37:13like during park hours it's tough for me to to actually go in a park and have somebody move like during open park hours. I mean if it was after 9 Yeah.
