1:04We have from Dr. Monto's office uh requesting a safety study and suggestions from the traffic board due to reoccurring traffic accidents in front of 211 Milicanin Boulevard. Is there a representative from Hello. Is there anything you want to address the board with or just come on down to your name and uh address?

1:50So um I I have to say I predict this many years ago even before the construction I was asked by my opinion about the construction. I guess they ignore me. Of course, not my profession, not engineer. Uh but after all these years, I've been noticing too many accidents in front of my office. Too many and significant crash accidents.
2:12And I can understand I know what is to have to leave the the the city and the end of the day want to get home quick and quick to go to the bridge. Uh so the car are going too quick, too fast, not allowing people to come in or even allow to come inside the office, the parking lot or even to getting out from the parking lot. Uh definitely the speed is Yeah, I've seen that.
2:35This is on Milican Boulevard, right?
2:36Yeah. 211 Milican Boulevard. Exactly. In front of my office. The office used to have still has two entrance and two way outs. For some reason, I understand why one of the way outs was blocked. I that I guess was easy thing to do was just block the office but this not helping at all. Uh so all inside the office to go out everybody has to go to the same entrance the same place where we have
2:58two uh we probably should help the patients making it flexible to have a right turn when getting out from the office. Despite of that, this is not the major problem. The the patients that people that go inside the office there, two lanes of each side and they try to turn to towards the left to go inside or then to right the sometimes one line one lane the car left or the car go in but
3:22the second lane they don't see or too fast.
3:24I don't mean to cut you off. I just wanted to make sure that we're uh we're talking about the same thing. Is your concern the accessibility of your doctor's office to and from or is it but yes and the fact that we have too many accidents.
3:36Okay. The you have the traffic signals that are right there now, right? The red light, green light, yellow light, the traffic sign far away, a little bit far except maybe in front but a little past the past the exit. Spite of that uh the the traffic is the city. The light is falling.
3:51Whoever comes in on from the from the from from the the road they try to access 195 they go too fast.
4:00Sure I can understand. Yeah.
4:01Too fast. They won't get out of the city too fast.
4:03That's about 100 yards from your business. The traffic light.
4:09Uh probably even less than that. There's two enters. Probably even less than that.
4:14And of course you see green. I don't see anything going to speed up that there are two traffic lights. One is probably one on the yards, another one a few yards only. Uh so there are two traffic lights.

4:29Yeah, there's one right towards the uh on and off ramp and then the next one is up near canal.

4:44So there's three right there on that one strip of military. two two lines that I know two two two lines two two lights one is before the access to the to the braidge uh and uh in 195 and another one to the Colombia street yeah that's it's considered a a significantly short distance I mean to be honest with you there's no real traffic control device whether it's signage or uh an electronic
5:14device that I could implement in such a short area outcome is you have too many accidents.
5:19I predict I warned and after three four five accidents in a row lately I have to do something that's reason why I read I I read this letter I try to simplify the traffic to my office outside my office and I'd like to see what you can do to try to to prevent this type of accident or slowing down the traffic people want to leave the the city uh whatever you
5:42can help to do to help to prevent these accidents that's the reason why I wrote the letter please.

5:51Help me help help me in the protecting not only my cousins everybody some traffic some accident but actually those the highest level of traffic uh controlling we have would be traffic lights and considering there's three on the um roadway of Milligan which is you know not a overly long street and there's one within two only two only far away if you agree nobody stop it and it's still speeding
6:17right. Yeah. So, what I was going to say is what I will request from the traffic department at the PD is I'll have them run some numbers, get me the last year's worth of uh crash data that um accidents have been on the entire length of Milican Boulevard and see where we're at. Um, as far as any kind of speeding deterrent, uh, what I will do is I'll have our mobile traffic trailers placed over there. Um,
6:46those are the boards that you'll see.
6:47It'll uh light up letting you know your speed and flash all kinds of crazy lights when you're speeding and that helps us collect data as well.
6:55Anything that can help to prevent to stop this.
6:59Is there anything that you have in the way of an idea that you wanted us to consider?
7:04I also feel that when people are get we are they put a do not enter in one of the exits from the office. Do not enter.
7:14So I have two exits. One exit is blocked right away for a sign that say do not enter for people that that's supposed to turn right. Actually probably be acceptable to let the people turn right because it prevents the the the traffic flow towards the other entrance that has major problem.
7:33So if they can allow us to leave in order to get 295 just to turn right.
7:39Uh yeah I hear you. But I would argue that I mean there is a propensity that now if we have multiple points of egress and ingress all that's going to do is flood the roadway with that many more points and potentially create more crashes. will uh No, I forgive me. I don't think so because you have one of the red lights exactly before that.
7:58Actually, if they can turn right right there and that prevents the traffic for all one of the exits, if you allow some traffic to go right, decrease the traffic that goes to the other to the other to other exit.
8:12Do you know when your um lot was deemed one way in and one way out when they put that sign up? No. No. when they when they when they did the construction about 12 years ago. 2012 not on 2012 2013.
8:29All right. When um I have the traffic department um pull the data and place that trailer there. I'll have them take a look at that as well cuz I I I vaguely understand what you're talking about, but I I want I can give you some some uh copies if you want.

10:52Um, they blow through that stop sign. My wall I live on the northeast corner and my wall has been hit multiple times.
11:00Um, and they just come blowing right through that stop sign off of Stafford Road.
11:05Okay. Um, so your request is to add another stop sign.
11:08I don't know if necessarily another one would benefit the area. Maybe just a blinking one there.

Um, I thought your your original petition was to add um stop signs on Cambridge itself, which I mean it's not unheard of for us to do something like that, but typically um when there's already a stop sign at an intersection, if the main concern is just, you know, uh speeding, we don't just interrupt the flow of of traffic, right, with signage, unless there's obviously a
11:41significant safety issue. Um but obviously your your complaint is they're blowing the stop sign whether they're not seeing it or intentional.

11:49Um I think a good step um initially is we can swap that out with one of the the light up ones. Absolutely. And see what that looks like in there a month. Okay.

12:01Absolutely. And then also the oneway. So now Coral is a one-way heading uh north north uh behind the fire station and behind Wraid.
12:12It's become a two-way within the last as a year. It's been heavily traffked the opposite way now.
12:21That's one way since that since right aid put that rear exit in.
12:25They just come out of there and they just turn right and head down car.
12:28But that's still open. That right?
12:30No. No. The right aid is closed now. I guess it's going to be a Brazilian market or something. Oh, is that right?

12:43Okay. So, uh, as far as enforcing the oneway issue, that's again something I'm going to pass on to the traffic department. I'll make sure that there's some cruisers out there sporadically and, uh, targeting that area, make sure people are being held accountable. But, I mean, you know how that goes when the cruiser is not there.

13:55John Venturo. I'm the director of safety and security for the Fall River School District. uh 417 Rock Street.
14:04Uh so the reason for my request um for the last two years um since I've been in the school district, West All School was called Stone School and it was all bus traffic which actually they were all smaller buses that went into the parking lot. Nobody got dropped off in the street. Uh since then they've turned it into a community school so it's all walking. Um and that intersection
14:29um June at Maple is it's it's just I was there last year for a week straight and we almost had three kids get hit by cars. Now, some of that is lack of parental supervision, but either way, I think just so the June Street request is to make a oneway in the the direction of the arrows, the circles with the lines through it on that side of June Street.
14:57It's just a a long uh wall. There's no houses there. And it's already you can't park on that side of the street. It's what and virtually all the the houses before you get to Westall, I believe there's three or four of them. The last week I've been driving down, all the cars are parking the same way. So, they're they're coming in from that way.
15:18So, I I don't think that would impact anybody if we made that a oneway. We're looking at we have there are no bus there's no bus traffic but in the afternoon two buses come that take the kids to afterchool programs and when they try to navigate the streets it's just it's very difficult so I'm looking to put those buses on June Street before and after school uh coming down that one
15:43way they would have to obviously they would have to come down the one way to pick up and drive are you looking at just that section of June one way yep just from Prospect to Maple and that one section of Maple and the one section of Maple from June uh to North Main. Now, that that that section is a little that one's um populated on on both sides after Westall
16:03down to um North Main. And then on the opposite side, it's it's all houses. So, that that would impact more people, right? So, um I mean, reasonable enough proposal. It it sounds well thought out. Uh at first glance, I don't think I can think of any major safety concerns. However, anytime we start talking about changing streets um directions or traffic patterns, uh it's a two-prong approach. We have to get
16:29your um request and then we have to get for the following meeting. The fall of a fire department has to be brought in, see if there's any concerns with their apparatus or anything that we don't think of and obviously all the residents that would be in the immediate area impacted would have to be notified as well so they could have their chance to come. Um, so yeah, I was going to check with the fire
16:51department. Um, one of the teachers that's uh new this year uh used to work there when it was a I don't know what school it was then. Uh, but she stated that um they had made this request once before and somebody said something that uh Maple is an alternative hospital route. So the fire department may know that.
17:12Uh so that that might make that street a little bit more difficult. I just wanted to put that out there. So at this point I would just make a request from the board that we table this let uh Stephanie get in touch with who she has to so everyone gets a chance. So motion made by second seconded by John. 17:45Okay. Uh number four here we have request submitted by the traffic department and the PD to discuss safety concerns uh regarding President A and Highland a like who grew up on Coral Street.

Not me. me I don't know if the back driveway now if there's a one way as the right aid lot dumps into Carl right so if there's a oneway sign there people will know that so if they're coming out they probably think it's two-way right now there's nothing in that he said it wasn't right but he said Brazilian Brazilian market but you still have the laundromat
18:39oh yeah that's true that's still right it's still there but uh he's right people do come out there's no signage so I think If you have a sign there, I think I'll throw it up.

18:48So, of course, this intersection has been the bane of everyone's existence.
18:55And just in case you don't remember, I'll use a couple of what things look like Highland Avenue.
19:02So, every once in a while, we try to make This is a dangerous corn traffic.
19:05Yeah. We got to figure out what we're going to do there.
19:07Different types of modifications. So, now there are a number of that implemented a while ago. No left turns on certain streets, no right turns on other streets. What's always been habitually the issue here is that as you're coming easterly on President Avenue, it's very difficult to make those people stop. So right now that's movement going straight across Highland Avenue, which is really a problem because nobody can
19:36see it. That lane can't see the other lanes, but that's that's the most difficult lane to do something with.
19:43Serpent and Mass DOT have met with Stephanie and I. So, this intersection is on their radar. They're also looking into it to see what kind of improvements can be made. We've had some additional hatching painted in. We've had some clearing of some vegetation at the northeast corner of the intersection so that people can try and see things a little bit easier at that intersection.
20:05We had contemplated and gave a little trial run of a stop sign for a few hours on President Avenue at Highland Avenue. So heading west stop sign.
20:20Yeah, I was told that that didn't leave me. Well, well, what what ended up happening is whether it's a matter of time and other additional signage, people coming sutherly on Highland Avenue now saw a stop sign and people stopped to their left and assume that the people coming up the hill also had one.
20:39So, they they proceeded without their nor you approach that intersection, your head's on a swivel, right? Until you decide to proceed, they now felt comfortable because they saw a new stop sign. Well, everybody stopped. now I can just go because somebody coming up the hill's got to stop. So immediately it was scrap this experiment and let's let's give some different thought to it.
21:01So we're not asking you to come up with any solutions tonight. We just want you to be part of the discussion. Um Stephanie and I have thrown around different ideas of the mayor even um had a suggestion that well maybe we stop traffic on Highland Avenue from heading south and make them take a left onto Pierce.
21:20problem being is that's major direction to the hospital, right? And that and that's why that other section of Highland is a one way already towards.
21:27So there's been so many different configurations and attempts to resolving this.
21:32Um has anyone thought of or even um gave any concern or if so what is the major drawback? Is it just the geography of the terrain? It's the hill as far as putting traffic controls the hill only because they can't parking one vehicle at the top of like at a at a red light is fine.
21:53Um but now as you start coming down the hill, it's a major truck route. There are there are a number of concerns with that. Now something I thought of only just recently is that either stop sign or signalization and we'll bring this up to do. So this is coming up President Avenue. Yep.
22:12So to give more room of a flatter landing, we could do a curb bump out, curb bump out, drag this crosswalk up, and giving some additional space to sit at the top of the hill.
22:24Um cuz this is not being used now anyway. So right now, this is no this is no left turn. This is no left turn.
22:32Um so this is one way. So, we really haven't we haven't dealt with coming up the hill.
22:40I'll show you guys.
22:41We can we can put a signal in. Well, we can put a stop sign at the top of the hill and if people have to go a different route because they don't want to sit at the top of the street. I drew I learned driving a standard on that street and Martine Street and I learned on Martin Street to sit at that light driving a standard. Not easy and quickly I decided I'm not going to
23:01drive up Martine Street anymore. Right.
23:03So, but it's we want it to be well thought out. We want to make sure everyone's included. We're going to reach out to DOT and and see where they're at. They they approached us with our most dangerous intersections and they've decided to throw all of their money in Rodman and Pleasant again and the intersecting lights all the way to CVS with redoing all of that again. Cuz when they rebuilt it, it was built on
23:28data 10 years previous to when they built it. So even now the data that they have now is already old. So they know that that's probably our biggest concern because I think that was like the highest you know incident of uh accident cluster and traffic backup too.
23:43Yeah. I'm curious as to what that I mean this is kind of their wheelhouse their um opinion would be. I get it's it's a hell of a hill. Yeah. Um but I I ultimate, you know, negating this issue, traffic control device, I do understand the hill aspect, but with their knowledge or if they can think of other communities or areas that have had it and it's just kind of like, yeah, well,
24:10y other than the hill and having people stopped at the hill, it warrants a signal. There's no there's no doubt about it. and and maybe we get to the point that we just suck it up and listen if if somebody doesn't want to stop at the hill, then they have to go a different route because it's it's the other directions that are being, you know, impeded by that movement.
24:32I mean, I think this is a great out of the box suggestion as well. I'm just it's a quicker, cheaper solution, right?
24:37And that's the way we try to do things first. But right, but in my opinion, I look at well, what is an additional what are we going to get from that 10 ft?

24:44What's another 10 ft? Does that solve it? Maybe.
24:47I don't know. It It definitely doesn't hurt, but Sure.

So, their job is to go out and investigate every community. 26:08begin with. Um that was still probably a couple of months ago. Um so I don't have a problem with following up with them.
26:16Hey, where are you at with this? And and seeing how we can proceed cuz I think uh we definitely want to be doing something.
26:23When I was still working and I don't know how many accidents I had there and uh you'd be surprised that the people who lived in that neighborhood had no idea that they couldn't take a left from President Avenue onto Highland Avenue.
26:35And they said, "When's that sign been there?" prices as as long as I can remember.
26:39Has it been there that long? I don't I don't remember forever. And but it's a lot of people don't realize that and they're neighborhood people. But uh Yeah, cuz you have to go down Hanover, right?
26:47And I think uh I think if you do have a traffic light there coming up the hill, I know I'm shaking in my boots when it's snowy out and I'm trying to make it up that hill and I'm hoping the guy in front of me can too.
26:57So if they stop there, that's another problem.

Fact of the matter is, it's not. It's the city's
29:23handicap spot. So that means anybody and anybody who has a handicap spot can park there and it literally becomes first come first serve.
29:33I don't agree with it. There's no way around it, but that's the way it is.
29:39Just thrown out there. If we were to, you know, the license plate every year renewal and put the license plate to it, I don't mind people talking there. It's just they're staying there.
29:50Yeah. But that's the that inherently is the problem. Yeah, that's inherently the problem. We cannot make anything on a public way belong to anyone individual.
30:00It's a public street. It has to be open to everybody. You can put stipulations on there like time frames or requires a handicap packet. But to say that only this vehicle can park here can be done, but not on a public way. That's why like resident parking in an apartment complex for apartment 111, you know what I mean?
30:21It it's it's an oddity in the law.
30:26But if they continue to use that spot, they should contact She can, but that res simply say, "No, I'm good. I have a spot.

30:41She could absolutely nicely say, "Hey, not for nothing." But if she should get a spot and the other person continues to use it, then she should contact Stephanie so they can get their own spot.

36:48of a sudden she'll start crossing the street and we're like we're panicking So, this would actually make even more sense cuz I think so as well because when we do handicap spots, we try to prevent at any point you having to cross your street to get to the spot. At least you get to stay on that side.
