Uh the emergency meeting uh of the the forever uh license board will come to order dated uh Thursday, December 18, 2023 at 1 p.m. We meeting today for public safety reasons.

0:19Um open meeting law uh notice. Pursuant to the open meeting law, any person may make an audio or video recording of the public meeting and may transmit the meeting through any media. Attendees are therefore advised that such recordings of transmission are being made whether perceived or unpersceived by those present and are deemed acknowledged and permissible to city child section 9-18
0:35mandates that all multiple member bodies develop and adopt rules or policy for public comment. We have adopted such a policy which in short provides for citizens input on license and board specific matters at the beginning of each meeting. There was a signup sheet located in the back of the room. There's no one correct. I just want to make a just a brief statement. Uh we we got
0:55notice last excuse me this morning of an incident that occurred at the iced out pub 16 East Main Street uh regarding the license Crystal D. Rosa. Um just by way of a little bit of background this matter this particular status excuse me was scheduled for a show cause hearing on December 23rd in which we were to address prior instances of of potential violations of their license. This matter
1:21was um this matter occurred last night at 209. Um it involves a shooting uh that was on the premises. It's still under investigation. Uh we have the detective here um who can give any any insight in terms of what they can report right now. But the matter did occur was at 2:09 a.m. The call came in. There was a shooting. it was inside the establishment and I I guess spilled out somewhat outside of it. Um obviously
1:53that's after hours. Um so we will we will take a very brief um statement from the for police department relative to this incident but the board and I also called the administration felt as though this was an emergency situation where for public safety reasons we don't want anybody else to get hurt um shootings to occur. So, we immediately uh convene this meeting today at 1 p.m. in order to
2:17address this issue. Um, Detective Morning please.
2:20Thank you. Um, as of this morning, similar to what was just said, 209 this morning, we had officers investigating an incident that occurred at the IELT pub. As of right now, the information that we've received, there were three victims that were injured um as a result of a shooting that occurred with inside of the establishment. Uh based on that information, this is still very much an
2:42ongoing investigation. So we're not releasing more information other than that. But based on those facts, this has been an ongoing issue as you're aware of. We've requested that this be a show clause hearing for the future. But given the circumstances, we are now at a point where I think that this is very much a public safety issue and matters need to be taken. I I I mean I [snorts] wholeheartedly
3:01agree. I I think something has to be done. our police department does a very very good job and we have to support them in keeping them safe as well as the general public. So uh at this point in time based on the facts that we know based on the facts we already had a show cause hearing scheduled for uh December 23rd I would like to entertain a motion to to suspend the the license for the
3:25iced out pub at 16 uh East Main Street Sylvia D. Rosa immediately um pending the full uh show cause hearing on December 23rd.
3:36I'll make a motion to suspend the license for Iced Out Pub pending the show cause hearing uh on December 23rd.
3:44Second, please. Um before I second, um Greg, does that um prohibit them from any type of opening at all? Like be locked until Yeah. Whatever we need to do to shut them down. So whatever they open up without serving liquor, I don't want that.
3:59Believe that they serve I don't believe that they serve food. I I don't not aware of that. Believe their license was solely for We can amend the motion to say any and all licenses um affiliated with the iced out pub to be immediately suspended pending the show cause hearing. I don't want any retaliations. I don't want anybody back over there. I don't want the doors opening until they come before [snorts] us.

4:38I know I do. And the for police department who have all representatives here that this is just not going to be tolerated in the for we have to put a stop. They work too hard. We're not going to put them in harm's way. This has got to end. So on the 23rd, we will give them the opportunity to speak. Um, but this just can't continue.
