Uh item A under new business is a letter from Tracy Diacetus regarding the request for the use of the Kennedy Park Pavilion and softball field for a company get together and softball games.

The event will take place on October 12th from 11 to 3. Um does anyone have questions on that?

I think the only thing is the the softball villa that's at the bottom, right?

Is that close? So, could we if we're going to ask, we'll just have you come down and just state your name. And my name is Ryan Campbell. I work for ECI engineering concepts. And Chrissy Dice, this is my boss. She's the one who has the name on the permit.

Um, so my only question would be is that like really far like the pavilion and the softball field.

Yeah, that's because like you'll have pickle ball in between. So that's the only I mean that's cuz the softball field's on the bottom and the pavilion and the pavilion's at the top. So I I guess is there do you want both? I mean it's not close. So that's it's a long walk to get right. I guess we had about a 100 guests we're anticipating roughly. Um and uh we just we feel like obviously

not everyone's going to be under that like pagota that pavilion. Mhm.

Um we were going to use that mostly for um probably food, shade, um you know, reprieve from the sun, but we anticipate sort of uh you know, field games, a softball game, yard sort of games, pickle ball or uh um I don't know, ladder ball, things of that nature, you know cornhole which it's totally fine. And just just know they're not close to each other.

And and that I think that's okay. I think there's enough people. So, I think um you know people are going to kind of group up and kind of go we have people that are going to be of all ages, family uh you know, moms, dads grandfathers grandmothers and all as well. Like this is more of a family event for our our company.

Um and so we just feel like um I actually made the suggestion to use Kennedy Park. I I've worked in the city.

I live in the city over on Langley Street. So um I think it's going to be okay as long as that there's no logistical issues on your side. I think it's going to be perfect for us.

No grilling.

No, we're going to use a a vendor of food trucks, whatever the list of vendors we will pick from. We didn't really make any more arrangements. We didn't really know. We wanted the permit. Obviously, secure the permit first and then and then move whatever whatever vendors we can we can or are allowed to use.

So, I guess the only thing I would add is like through city hall, they have the preferred vendor list that are all approved.

That's correct. And I as soon as we get a permit, I will secure that for my my boss as well.

And then I don't know, do you usually have to like touch base with traffic or something first before you like you have to figure all of that out before you submit? Like you have to submit the form to be able to get the permit. So all of that needs to be finalized before you can turn that in. Okay.

Um and yes, you have to there's all the different um departments you need to go to um on that sheet. So, do do you have there's a sheet on the parks department website and it's like if you're you know if you're getting a portage, you have to sign off from um the health department. Like there's all different departments.

All of them are in here. The only ones that are is the fire and police and you just have to go to their headquarters and they sign them right at the front desk.

So, I guess for us we don't have an issue with them you utilizing this piece, but you're saying uh So, so do you have the form with you?

I Yes. I have the application request.

So, it's not So, if you go online, there'll be a form you fill out and it'll have every single department and they'll have like little questions like if you're going to have tents or if you're going to have food trucks, you say how many or what the names are and then you bring it to the prospective departments and then they sign off. So, yeah. Um, we can make sure you get that website

and then I think maybe for us so you don't have to come back next month to another meeting because the event is October 12th. I guess we'd probably just table it. You submit all that stuff in to Mindy. It'll be on the next month or we just approve it.

We just approve it and you just make sure you get that stuff done.

I guess I just never I don't think I don't know if there's like a set number that's a I mean well the other thing we can do is build

into the approval that the rain date could be the following Saturday if you wanted to just have it as a backup. We could just make note of that today and just say and just or just let her know what you your specified rain date would be if you needed it to be two weeks after or whatever and then just make sure that the date doesn't collide with anything else.

I I got married in there and I had about 50 people. You got married in this?

Item C is a letter from Naomi Tavvarez on behalf of Fall River Youth Soccer Recard regarding the request for the use of Britain Park Soccer Fields for the fall recreation season. It's on Fridays and Saturdays starting August 22nd and it runs through Halloween October 31st.

Oh, it's cuz I have the same. Don't we have so many things going on at Britlin Park like in the fall as far as high school soccer like this multiple high schools fighting for soccer fields and stuff like and Mindy has been behind the scenes coordinating. So there's some stuff that we've tabled from last month that is coming later on.

I believe that she's already cross referenced all these dates to make sure we're not giving out two permits for the same date. was that I did.

So that uh I get what you're saying because we get a ton of requests for Britain bark. It's probably the most utilized field. Um so we do our best to make it fair. Some people here that are, you know, from Argusy that are utilizing it also. Yeah.

So um we're relying on the parks department to make sure that they're not we're not double booking. And then there's we have a second set of eyes to just look over the dates. As long as you have it, that's good. Because I see all these requests coming in and I'm like, "Wait, don't we have like I had I made a calendar just for at the time. It was just Augustine, BCC, and

Diamond." And I coordinated with all them. I had, you know, some had to switch some dates and I sent you that calendar and then I added in this one and she did have to move a couple of dates because there were some conflicting dates and so it's all set.

So, would you say once it gets to us, you make sure the dates aren't conflicting? Well, for the most part, yeah, because uh BJ had told me that originally.

He's been emailing me and making sure I So these dates don't they don't they don't conflict with the other ones that we have. So we're all set.

and um I'm a church member and the department of the youth in church. So, it's just a community service event. And there'll be food, but not like um just like snacks. Snacks and then um drinks.

That's all it's going to be. And there's going to be games also. And then just distribution of some evangelism materials also.

Will the snacks be like like from the store already packaged? Not anything that you're making yourselves.

Uh so there there's some that we make ourselves.

You can't.

Yeah. So the only thing with that is you have to the only food that can be served is whether it's from a pre-approved food vendor or stuff that's like already package that you just get at the store.

So that's the only thing with those.

Okay. Like pizza and stuff.

No. No. So like if you're going to get hand out chips, it needs to be like the individual bags of chips like that type.

So individual candy bars like those types of like individually packaged.

What about if the person has a um like approved like safe serve or she's approved? I don't think it's um well, it have to go through they'd have to go through the city. So, as long as they're on the city's list, they're good to go. But if not, um you wouldn't be able to to use them.

So, that's why I had them sit down.

And these are kind of questions that you'd ask the health department as far as what if you don't want to have a food truck there but or a food vendor there but the food vendors approved you can go to them and say hey we need this many sandwiches this many whatever and they can make it all for you because they'll know how it needs to be distributed in the park. So

they'll be able to set it up for you.

Uh item E is a letter from Lori Pelier regarding the request for the removal of four trees from the corner of Garden Street and uh Kelly Drive. So I know that the email on here is dated Wednesday, July 9th. There was a massive storm on July 3rd. We had dozens and dozens of trees down throughout the parks and all over the city. So, I had talked to Charlie after that and I know

that his guys were on overtime. They were, you know, working around the clock to rectify this. So, Charlie has been out for and and is out sick. So, I'm not sure um where this stands. I would assume a few weeks removed from the tree coming down that they DCM and uh the parks department has had somebody over there to uh take care of it, but I haven't heard otherwise. So, my suggestion is there's

really no action to take on this, but um this was one of, you know, dozens of trees that came down.

I think it was on the fourth. Was it the third or It was the third. It went into the fourth. I lost power for 24 hours.

Due to a tree.

I didn't move.

So, yeah. Yeah, it was bad.

So, you want to I think we just um placed this on file.

We would just make a motion to place this request on file and maybe what we'll do is just follow up, have Mindy follow up with uh Miss Pelletier on here and make sure that those trees are down.

I mean, I haven't driven by there, but from the pictures, I mean, I would I would assume that those are out of there at this point.

Yeah. But then it looks like this is also including like fixing her house as well. So, that's the only other thing like making sure like I don't know how all of that works. Obviously, I feel like that's above our pay grade, but I don't think that that's something that the board uh really correct.

Yeah, I don't you know, I think that's a claim that would happen. uh like I'm in the insurance business and we had a bunch of claims from that night of trees falling on houses and things. So, um I I don't know. I'm not sure that this is the appropriate place to Yeah.

I mean, we can do what you want, but I think that we should just make a motion to to place it on file and um or we can table it just in case it needs to come back like if they say like Sure. just so that it's because place on file can't come back, I don't think.

I guess the other question though is there's a $22,000 bill in here. Is she looking for the city or the parks department to reimburse her? I don't know what the precedent is.

For that. Like if a tree comes down on somebody's house, how do they rectify that? I know in my world, in the insurance world, the insurance company pays to put your house back together if you have homeowners insurance. But I don't know. Yeah. Were these like But if it's like a city tree, I could see her.

The morning is going to be like uh singing uh we'll be like sharing testimonies and in the afternoon we have the what we call health expo based on the eight laws of health just explain in the community. So we call it new start and it stands for nutrition, E for exercise, uh W for water, uh S for sunshine, uh F for fresh air, uh rest and temperance and trust in God. So we have like those

um small panels or banners, standing banners and it will explain for example talking about nutrition. So what should you do some some small details and people were there explaining uh the exercise and use of water and something like that. So explaining something you going to have food that day big question.

Yeah it's that's a big issue that's why so number one uh we planning to uh distribute you know those like little bag with care kits like you know chips uh water everything is one by one you know.

But for food, as I was uh as I was uh listening to the other people requesting, uh we can do two things.

Number one, we can have a lunch at church and come back for the afternoon program.

Or we can just get some packed food and eat over there. So, which I think is not we can do either or.

I think that's up to you as far as what you want to do. If you're going to do the food in the park, there's just a few extra steps within the health department.

Yeah. Yeah. No, definitely. So, um, I'm Jonathan Murray and I am the athletic director at Argy Collegiate Charter School in Fall River. Um I started in 20 uh 2023 and worked with Nancy and you know we were late to the game. Um we started in August so we dates we requested we probably only got you know whatever was left at the time and then 2024 came around and we started in the

MIAA and um we requested very small dates. I think it was like maybe three dates, but now you know we're full-fledged um with soccer and we requested um I want to say uh 12 12 dates total and then um out of those date or 10 10 and only five got received. Um, a lot of times I worked with um, well, Nancy Smith and then it went to like Nina Pavo and Al A Al A Al

A Al A Al A Al A Al A Al A Al A Al A Alivera and um, they would give me deadlines like they would say like okay um, you know, by January 1 and then I would have it ready and then they would say by June 1st have it have it in but we've always had it in but then once you know the dates came in it seemed like you know BCC had like eight dates

requested and they got their eight dates, Diamond had 17 requested and they got all but two dates. Um, so I just wasn't sure if like maybe we're doing something wrong or maybe if um there's deadlines like expected that you know we should adhere to or follow. Um, but you know, we just we're just trying to get dates um for Brooklyn Park games. So, the dates that are on here for um 911, 912, 9:15, 917, 922,

103, 108, and 1010.

Is that what you have?

Uh, yeah. So, the ones that that weren't Oh, because they were conflicting.

Actually, sorry. I should have kept reading that. So then it's 911, 917, 919, 929, 101, 102 103 106 1010 1013 10:21 and 10:22.

So you're those are the dates that you're good. We did have to flop some around because of their request.

Um I'll just say we just do our best to completely understand. And I know Diamond's going through their um you know renovations. BCC they're looking for you know other fields. They were even looking to use our basketball courts. Um I just wasn't sure if like you know these schools like have a earlier deadline or like if there are certain deadlines.

We we haven't done that in the past.

It's kind of been one deadline of, you know, trying to get everybody's in by the same time. And then that's why we tabled yours last month because we wanted to make sure we gave everybody the fair chance to like Full River Youth Soccer. They're another one that's utilizing it. They've utilized it for since the field was built.

Yeah. Um, so I think I understand what you're saying, but we do our best and I know that they do their best and as Hugh pointed out too. There's been a lot of turnover within, you know, the department where we're a volunteer board that meets once a month. So, we try to do our best to make sure, you know, nobody comes in here um and doesn't feel like they're getting a fair shake.

Yeah, we've definitely had conversations on what the deadline should be, first come, first serve, or is it like um seniority. We've definitely had those conversations, but I feel like we typically always left it up to Nancy and Nancy was just a beast and would just take everyone's shuffle around like, "Hey, I can't do this time, but could you do this time?" So, she would always like move things around. So, I know

obviously with the turnover and and obviously she's doing a great job, but she obviously just started. So, I think it's I think it's still a work in progress unfortunately, and I know that's probably not what you want to hear, but we are actively working to try and make it better. Yeah.

And hopefully the fields that we'd love to have another field that is big in the in the situation too. And it's good to know like you know Fall River Youth use Fridays even in the future like I told other teams like all right we can't play Fridays and Saturdays like that would even be more beneficial to know.

Yeah. Um we could definitely try and put something together like that like in for the future to say like these are the days that people typically have. Um I don't know that information like he had come once a month. So yeah, Forever Youth is you know Friday Saturdays they've always kind of had those dates for the last you know decade plus.

Um and then Diamond the last couple of years has been shuffling all over the place. I know they play games at all different uh spots. So that'll free up I don't know if it's next year or the year after 27.

That'll free up 27 and and hopefully BCC can find a home too and then you guys will have priority down there. But uh yeah, I does anybody else have anything on this or No, no, we just like I said, you just tabled it just because of all the requests we get coming in, but we should be able to I feel your frustration.

Yeah, so these are all the dates that are on here. There's no conflicts and they're going to you guys are good to schedule those games out soon. Um, where it's gets dicey again too now is the one, you know, the weather.

So once you get a rain out, like with some of these things historically, like those rain outs don't come back to us for approval. Like what'll happen is you'll just have to work with the parks department, you know, and find a day that'll work to reschedule those games if hopefully we don't, but if you have rain outs.

So item B, lifted from the table from last month's meeting, is a letter from Michelle Bergos requing the request for the use of Kennedy Park to hold a church service on Saturday, August 9th, from 8:00 a.m. to 700 p.m. Um, we were supposed to get some additional details.

Um, uh, Rick Mancini talked to me about this. He said before this goes through, they got to talk to the, uh, this committee, historical committee.

So, this is going to be placed on file, mixed up my two agenda, right? Cuz so then we we put it on the table just for more information like what specific it's going to be benches and but we get we got no information.

We got no we got no more information.

So, I did note on there that I followed up with her that we did need more information and she emailed me back saying she's going to do some research me. I told her when the meeting was and I haven't That's fine. We can just Yeah. Place this on file.

I think once you it' have to be a whole new request.

And and I think that like we're not uh discrediting the request. I think it's just by the time it comes to us a lot of times the things have already been uh lined up with the historical commission funding like we don't again talk about budgets or get into funding so we don't have money to allocate for any of these things.

Um so while I agree with her that they could probably spruce up some of the parks I think there's a few other steps that have to happen before most of the parks have the new benches.

The form that is online for people to fill out. I think we need a new form whether it's we put an email contact for every individual or an address of where these things can be found just because like

for instance I came to city hall several times and people are not here and you can only come here to like get your form signed. So I ended up just emailing every person I could find like under the department and like hey I need this sign and then they were able to email it and just send it to me. So, there's like five copies of that because each individual person like sent me a copy of

their signature um on the form, but I think it would be easier if we could just send an email like what either one email or if it's like, hey, this is my park request for this day. You can send it to all the people that need to approve it and then they can just respond accordingly or like I said the addresses. um or even like time office hours for these specific things because

like I said there was like a few days that I came for the food and beverage and they weren't here which is fine because they're obviously doing their job but it just makes it really difficult. That's why I had to wait to bring it because I just couldn't get a hold of people. Um I was going to ask you ask you guys because I heard you talking to them about the form having to go through um

checking the vendors and this is the first time I'm hearing about that and I was thinking to myself this should be prior to the meeting. And I should be telling these people this, you know, and get Well, it it's the they need it to prove be approved before they can even go that route. So, we approve it and then they do all of that. But it genuinely the most difficult part of the whole thing is that.

Um, but yeah, I think it sounds like a good task for you to take on.

Well, honestly, I I'll do it because it's easy. It's more of just getting the departments on board. So, like the police station, you have to bring it there, you drop it off, and you have to wait three or four days for someone to give it back to you. Like I just got the police one back today.

Couldn't we we could probably figure out a way to like make it electronic too, right? Where it's like you don't have to physically come in like if it was like a Google form or something or or a PDF or a fillable PDF that you could send to each department and say, "Hey, you know, yeah, I'm I'm down for all." But like I said, every year this is the one part

that I dread and it's a very large event and the fact that that's the part that I dread. So, it's just I want to I know that at some point someone was working on a new form, but then I never heard anything about it. This is like obviously once Nancy left, but before you came, they were talking about doing it, but then I never heard anything. So, I was actually looking for the new form

because I knew they were saying they were going to work on one, but then that the one that I gave is the only one that's online.

I think old and well, maybe we can uh I think it probably also should go in conjunction with like the events that the city puts on. So, like, you know, if you have an event at on Old Second Street or the pier or any of the places that are not park specific, there's one set of rules.

The parks have a separate set of rules.

There's probably a way to consolidate that a little bit and try to streamline it a little bit that way, too.

And even having like the updated like food vendor list, like I had to reach out to Sam in the mayor's office to get it because it's like you can't find That's what I was going to say. Maybe Mindy, you could just work with Sam. I was hearing about that. Yeah.

Um, and then even like let's say, which I should have said this, if you have a food vendor that you want, but they're not approved, they can go through the proper channels to get approved. It's just easier to go through somebody that's there because you just say, "Oh, I'm using this person." And it's just call it a day.

U, but yeah, that's the one I feel like we need to figure that out because it is it shouldn't be that difficult.

Um, sometimes it's easy. Like last year I brought it, the police were able to give it back to me like the same day.

Um, and then they ended up just emailing it to me so I didn't have to go drive back down there. But then sometimes you do you have to just you have to go multiple times to pick it up the physical copy of um but and that's the the vendor form you're talking about right just a permit the per the form you have to fill out to get the permit because there's another form that we

talked about last month about just requesting things to do in the park how it's so bland and that's why we tabled like three of these things that we tabled last week because they don't explain they don't give a reasoning they don't you know just asking a simple question will there be food will there be you know certain things checklist.

Yeah, that one needs a little revamping too because right now there's two. You have this one.

And then once we approve it, right, they got to go do the vendor one.

Yeah. Yeah. No, I know. I just I just wanted to make sure we were talking about different forms.

You're right. And it probably should just be one or like a And then also on the on this have the list of rules so that when they come here, they're not shocked when you say, "Hey, you can't grill in the park."

Or, "Hey, you can't have a 30x40 tent without getting it approved by the fire department." or just like things like because there's so many time like obviously I know this because I've done it five times now but when I first I had no idea of any of these rules and I just kind of had to learn my or like if you have a porter john you have to go to the the the public health

department for them to approve the vendor and it it's it's like a whole thing.

Oh yeah no yeah go for it. you can give me some of the because I'm hearing this for the first time. Yeah, I honestly wish we could do like Google forms and like just have a pre-approved thing as soon as it's done they it sends to you in an email, but I know like Google and the Fall River MA gov email like I don't know how that would work,

but um or if we could get something like that just because like I said it would just be easier. But yes, we can I can help you with whatever that and then maybe I know you shared the calendar with me um but maybe we can share the calendar with the rest of the board too. So she Mindy has created a Google calendar for all of the park requests. So So we have you'll know what's going on

and make sure like things aren't overlapped. So Mindy, I'd probably just also suggest that uh just share that calendar with the rest of us.

If we're using Google calendar, we can use Google Forms. So and that would make everything easier. Like it's so simple.

And then it even puts it all in a spreadsheet for you. So at the end of the year, they want to know how many events we had. Everything goes into an Excel and it's like who submitted it, what they did. It'll it's amazing.

I I have one I have um one quick thing.

There was councelor Kadeim put forth a resolution at the last city council meeting. There'll be more to come. I didn't put it on the agenda because I'm not really sure uh the process, but he's requesting AED machines in all of the parks, which I think kind of machine an AED machine that you know you shock somebody if they're in cardiac arrest.

So um there's a lot I think to discuss about how that works.

Health department. Oh, yeah. There's going to be a lot of logistics behind it.

Funding.

What stops people just shocking each other? Well, well, no, there's different like they they lock it. It's my understanding that question. No, because I had a lot of those questions, too. Like it first of all, you got to know how to use it.

You're supposed to be trained on it like CPR. So, it is like that was one of my first concerns and this is all stuff we'll get into, I'm sure. But, it's my understanding that they're uh weatherized weatherproof bins are, you know, three little things and they don't unlock. They're locked, but they unlock when you call 911.

Dispatch gives you a code to unlock it.

And then you could use it. So, there's there's a lot of pieces and steps that will come, but there's probably it it's probably something that the board should be aware of that, you know, that resolution was filed and that they're looking for our input on that. So, we may be asked to go to a meeting or a subcommittee meeting.

Stuff. So, and I also think there was an article in the Herald News about it today and I think councelor Kadeim is the uh city administrator, town administrator in Secon. He got a grant and I think had some put in the parks in Secon. So, I think he's hip to the process on kind of how it will work. Um, but I just thought everyone here should be aware of Yep.

of that the the North Park project that has been So, it's all repaved. It looks nice.

Um, I I've got to talk to Charlie about it.

There's there's money still from that earmark for down there. So, it didn't cost the whole earmark.

Sounds like money for a doctor.

We may have be have some options to figure that out, too. Um, look at that.
