tonight what are you here for I'm here to get um P the poles put up for handicap poles you here for handicap space yeah what's your address 446 Whipple Street yeah she's on yep you're on the agenda thank you yep we'll call you I need a to for that I'm sorry I need a to for handicap outside okay yep yeah we we're going to get to all the different addresses just anybody that came in for

um some off the wall traffic okay related issue they get a chance to come down and speak before we get cracking on the agenda okay if you're not called and there something you want to say afterwards you'll have a chance to speak okay all right first thing we'll get into is curve Cuts we have 220 Steven Street the engineer Department reviewed this application found no issues motion to accept Mo accept second

any opposed see none we also have 232 again engineer Department review the application uh found no issues for this Cur which one was that 232 Stevens motion to accept this Mo accept second any opposed see none tabled requests from last month we have St John's hello uh uh you guys want the loading zone signage in front of the business yes that's what that was

cor yeah so I remember talking about this last month um they wanted the whole front side of the business um ORD and off but that's where that curb cut is correct yeah um I still don't see how we're going to be able to make that prohibited parking when it's already prohibited parking so the sign is is kind of redundant at that point um went by a few times while we were on the

street if you guys have you guys been calling no but I've been getting deliveries and I have paperwork showing the pictures of the the the deliveries being popped and blocking the street off where they can't deliver right right right right yeah um we're going to have to just start enforcing the actual curb cut because cars can't be parking there anytime there's a curve cut that's

that's considered a driveway or handicap ramp okay and it's actually illegal to park there um so I think if we're just going to enforce the rules that are already in place and when that delivery truck comes up they're there for 15 20 minutes doing their unload it should solve your problem so we're going to try that okay I I in understand not the most convenient like but the business is

going to have to know do you typically know um when your delivery is coming a little bit prior um I know it day but I can't give a time cuz they they numerous of different times so I would have to say you know if you know it's coming on a Wednesday have your employees just monitor it throughout the day like hey there's cars parking in the no parking Zone when you send somebody by and uh

about parking issues down at the Green School um you know we have you know an email here from a few parents who basically state that there's not enough parking in the area of Green School um I've been in contact with the principal who did reach out to me and say she would not be in attendance for this meeting um and she does agree that there is a parking issue

down at the green school but what can we do to help with that situation is why it's here at the table now okay uh just you know perusing the several emails we have here uh we can't generate more parking spaces it's just it's not feasible it's not it's not within our realm um I understand all the schools have those issues during let out time and uh drop off in the morning but I I can't see

anything that the traffic board is going to be able to do to alleviate that so unless they have a specific concern that they can come and address we're going to just go ahead and take a motion to uh deny this reest is there a motion at table motion motion to theight Second

yeah did he did he get a letter he got a letter right mhm Y no call back or anything no that's on table motion the table second any oppos none lind's Cafe 160 Alden Street y that so we want to remove timed signs and no parking signs that are on Al Street already yes that's my V okay what uh you want to come down to the table say who you are and it's small business and

support me my wife and a little and my customers 85% customers old guys the guys is parking so far away the guys don't park the guys don't come in I I spend a lot of money for renew the the business everything my restaurant my Cafe but some guys go to the other other buyers because don't have a partment it's so far away for the old guys this is increased my business for

the the Futures well those there's been no new signage placed on in front of that business anytime soon no just the side is no part yep the the the street is are squeeze since my business until the end in front of my business the street more large in the have this side is no sense right but sir what I'm saying is that that there's not been any new prohibited parking signs that's been

placed in or around your business can I assist him sir may I speak I'd like to assist this gentleman did help him along with neighbors repare my name is Dr Gloria Sadler I own property at 318 Jinx Street here in fall R so at the corner of jinx to Alden Street where his business is at C Street what he's talking about and I do have photos if you'd like to see them

sir what he's referencing is during the High Times of Fall River Manufacturing days signs along Alden Street from Jinx upward and onward would have been required that said no parking but given that that old shirt factory is closed and there's really no further reason for those no parking signs to remain in place what he's asking is for the city of Fall River parking and traffic division to please have those signs

remove this gentleman has spent over about $300,000 on modernization of his location the lindos cafe the sign the old sign is still out there but if you go in inside sir it's beautiful modernized including he did the sew lines over cost him about $300,000 and what he's asking for is the signs that say no parking to be removed from Jinx on up because what's happening is when people see the signs that say no

parking guess what they do they keep going even my husband who's not from the area my husband stayed at the house that I own on jenx Street and he said oh there's a great chicken place around the corner I saw chicken wings but there was no parking so we drove around he said that's the place it was his restaurant so what's happening is how many other people are not patronizing his business after investing all this

money because of the no parking signs so that is simply what he's asking and I took the pictures and hopes that it would be more of a visual of what's happening in addition addition to that there is a new travel agency at the corner of clackin and Alden that young lady just started that business she has the same problem there are signs that say half an hour parking and what she's challenged with is either

the half an hour or the no parking signs are deterrence for her customers so here again we have another individual who is moving to revitalize the flont area but they're being deterred because their customer base is just not going to be there if the signs remain in place yeah that one absolutely would make uh makes a lot of sense to me this is a new business that's just coming into play

and they're found that location how long have you been um owner of lindos about five years I go oh five years yeah and in The Last 5 Years you're saying that your business has declined yes because of this parking because the old customers go away from another Cafe I I understand that and she made a great presentation and I appreciate all the work you've done I just trying to get a little point of clarification none

of the signs that are there currently have been placed in The Last 5 Years no the sign the guys put it maybe one year and a half ago which don't have any sign in front in front of the business yeah which signs do you have in front of lindos I'm just I don't recall off the top of my head um do you know which ones they are one one years and a half ago

they guys the sign front what type of sign this is no parking and pack in front of window in front the 160 Street yeah right here you can see it here yeah that's right yep right on the bench I stood down at the Jen Street location and took those photos everyone a reference power noking window right here yeah it's a b b right there that's very difficult time of day when that a spirit

of Santos school spirit of Santos mral to that yeah that's only a I wasn't here when these signs were put up and I don't believe any of the board members were here when these signs were originally petitioned but I can speak to traffic P um this and you guys are all from the neighborhood so you yes I've own my proper that angled right there very long time is already kind of a natural choke

point and when it comes to two-way traffic if there is parking there that becomes severely problematic and smash News St talking about any kind of um weather the snow being pushed up along the side there or anything like that that's I think I believe what the spirit of that no parking on that bend was for not so much the industrial aspect of it now to say that all the signage along

Alden Street was for that I I wouldn't dare say I'm sure some of it had to do with the industrialism cuz up further at the top of quick aan the no parking actually starts there so when I assessed the area I said okay it makes sense to leave that there but it no longer makes sense to have it continuously going up Alden Street down I think it goes down as far

as as spos Santos Andrew it does it does but I wasn't interested in that area so I just took LS all the way down down to from J Street that en entire Street going down I want to say a little past a spirit of Santos is no parking but people park there anyways and this is just this side ofet M see this side is the so this side is totally prohibited that side Al this

portion is prohibited correct because of that bend it starts see right here you here for this issue the Parkin starts at for oh for all the way down a little bit beyond um espiro Santos which tells me that the manufacturing days of Fall River required that and it made sense ma' I'm I'm a retired policeman in Fall River and work still work at details and I've worked on Alden Street

quite a bit last year when they were there and we've had probably three or four tractor trailers that could not get by even when it was the way it is now so uh very difficult to park from Clin Street when they try to make the swing that bend there it's very difficult so I appreciate his maybe there's too many signs there but to make that uh two-way is is uh parking on both sides might be

no no we don't want parking on both sides just to open up the parking on that one side yeah there's not parking on both sides of Alden parking on his side of Alden Street would still be open yeah this would still all be prohibited this said M but I think we can go back and look at opening up some of this so I would suggest you know um since this is the

first time this requ has come through um give the traffic department a chance to go over there U put some eyes on and give a reason SLE assessment of the uh the flow of traffic uh what cars parked on that section would look like if it is going to become a problematic um and then we can make a more reasonable judgment on this matter or at least I can give a better

recommendation uh to the board at that point so it would be my recommendation that the uh table is until the traffic we go out there assess the situation take a better look so is there a uh motion at this time motion to table second okay so this is what's going to happen um again thank you very much you want this this back yes thank you um we are going to table your request

okay I'm going to have uh a couple of my guys from the traffic department go out to that area they're going to know exactly where the no parking is uh in relation to your business and you know pre and post your business to see what areas we can open up if any that's still going toh allow the flow of traffic and not peed any kind of uh yeah if the guys

go to the street and the guys see because s my restaurant and the end the street the GU parking the right side and the double double handed Sho no problem but in my business andan street is more large I don't want to to both side just one side the right side sure when when buy the bar everybody paring the right side yes I I I I tend to agree I think you guys

probably it's going to go tipped in your favor but before I can say for sure just want to make sure that the guys that are doing the traffic in that area um would concur that there's not going to be an issue so and we also need to remember as well if those signs are removed it is busy residentially down there as well so if residents are parked there and they're parked there all day your

customers won't be able to there won't be an issue with them parking there just so you're aware of that cuz I don't want you to think it doesn't become business part exactly business yeah so it if just if residents do park there and they parked there for the day we can't do anything about it at 5:00 in the morning put 6:00 until 8:00 yeah see that's a whole another request request what this is very

important let's just clarify that if it does end up that we open up uh 200 yards worth of parking and all of a sudden all the neighbor is like yeah we don't have to park you know a mile away and they stop parking there you can't be like oh well this was parking solely for my business you would have to come back with a whole other request for for business parking just so you're aware

okay it's still doable but um so we're going to table this um and we'll have a better answer for you next month you'll get a letter in the mail again thank you okay thank you very much thank you all right okay all right director of traffic and parking for Amity Street TR the trail is on Amity Street Amity Street motion table motion to table yeah this is the first time motion to table oh

Helen already made the motion I need a second second to about any opposed none uh Middle Street Track the trails on Middle Street we lucky so many people here but yet nobody's really here some one person brought that family today uh all right yeah Middle Street is there a motion motion to table second second by John any oppos see n want a traffic study quick aend between Pleasant and County Street

Dr Gloria Sadler on behalf of Santi castiano she's my daughter she owns the property she submitted the letter and what she's requesting is that the city um complete a traffic study with regards to going downhill on quick aan at County we know where that is because you have the two houses on either side at the at the corners you have the yellow house then you've got the brick house what's

happening is you have to literally take your car into County Street to see where the traffic is coming from so her request is for the study of potentially just maybe turning quick aen coming up from County to a oneway to canicus all the way to canicus Street to eliminate the near Miss there are many near Miss I'm not sure if a um report has been given on how many actual accidents have happened

but I can tell you from just being over there so often at my daughter's house she owns you know that private Street that's quick a Shan MH my daughter owns that entire Street and I'm over there enough to know that there are lots of near Miss I haven't requested any reports to ask specifically to see how many actual accidents have occurred but I can tell you that with the two houses on the

corner you have to literally place your nose in the street this morning I did a site visit and had a conversation with a longtime resident owner for of over 40 years and he suggested the same thing that either a site study take place or this one made really good sense he suggested stop sign so it becomes a three-way stop as opposed to that one stop which is on quicker stop sign on County on County a

stop sign on County where the store is the corner store and from the opposite end coming from the furniture store Quarry another stop sign because if you think about it at where the new three houses were built further going down County towards Quarry Ro where there there's a Housing Development or something there's a stop sign so from Lafayette Park on down you can just speed through when you get to

those new three yeah you can speed through when you get to the smallest street that think of in the Flint so I don't know anybody who sped through there but through counting yeah I can tell you right now I've been in charge of the traffic department for a couple years now um we're willing to do a traffic study but as far as um collisions on County Street there's no way of County from near misses obviously

no one reports oh I was almost in a car accident I just want to let the police know um but that is not near um a problematic roadway for for crashes but I would love also to see the data myself it may not be problematic for crashes but if you speak with the residents in the neighborhood they can tell you all day long about the near misses sure sure in addition to my own near

misses please have a conversation with the gentleman who owns the store the FL fruit store he can tell you a lot more about it more than I and the gentleman who owns that yellow house at the corner of quick aan in County have a conversation with him too he can tell you about the near misses so you'd actually have to be over there often to understand the near misses I am a doctor

so I understand collecting data but but often times a study needs to be done to even collect data sometimes we're not looking any specific Direction so the request is to do a study to see how people aren't crashing but almost crash a study to see if stop signs are needed okay at County and quick aan as a three-way stop that's definitely something that we get can I add something please Ash at

night and I try to avoid that intersection at all costs that intersection is a hot mess so every and people do speed up and down County Street and they don't share the road I I try to avoid County Street all the way to E Avenue as much as I can and sometimes that puts me a little bit longer on my deliveries but that intersection is absolutely terrible it is very un any spot on County Street is

just again like we mentioned before um that angle as a natural show Point the problem with County Street is it's so heavily residential and it's a narrow Street already but I do think a stop sign potentially could be and there's not really room to turn from County onto cookan right there so I just try to avoid it alog together yeah uh I'm just trying to think of what supporting numbers would be able to

gather that are recorded numbers that would be able to say okay we've reached this threshold let's slap a um stop sign down and of our own accord you know what I'm saying I think um probably the more streamlining route would be uh an actual request for stop signs to be placed away you know what I mean okay um if a resident or somebody would go through the process of just

making a request like they would any um signage handicap or otherwise saying hey this is a an intersection that is potentially problematic and is inherently dangerous we would like to see these safety measures put in place to prevent it um that would just streamline the process because then it's just merely the traffic board saying hey does anyone have an issue with this stop sign again not that you know I'm

supposed to doing the leg work I just don't want to um you know go through data and say okay I've pulled the last three years of numbers and there's been two accidents on County Street how does that support a problem again cuz like I said there's no way of tracking their misses other than you know you you find folks coming and saying yeah it's hellacious over there um what do the

board think about people try to avoid it request was from one way this request was from One Way doctor did you have another request did you did you also mention another request about a oneway sign yeah you said something around around conanicus yes yes what was that suggestion the suggestion was that quick a Shan coming from county to conanicus become a oneway that was my daughter's

other request that was her other concern I did not write the requests she's out of town this morning and so I decided I would sit in on her behalf because her and I are always having this discussion because I'm often at that quick aan County um um location so I understand the near mist and the having to literally pull the nose of your vehicle where would the cars on canicus Street

go cars on canicus canicus is a oneway coming from two or three other streets I think flint and Jinx because my house I own my house on Jinx street but more towards the alen end so crossing over Pleasant you run Jinx right into canicus and then I believe it's Flint or and Harrison that also AB but canicus so I think that's where the idea of traffic can come from continue to flow from

Harrison flint and Jinx onto canicus but making that right turn heading down County Street is where she would have liked to have seen the traffic stop just to eliminate the potential for accidents so make make the one way from conanicus to County from canicus once you come out of canicus instead of having the ability to take a right just have the ability to take a left that's going to allow the

senior citizens that are going into the senior building go into the parking lot with ease it's going to allow there are maybe three or four houses on the leftand side on coming from Connecticut Conneticut excuse me allow those residents to free flow onto their property because what is at cananas down to Pleasant is a parking lot once you enter on to the senior citizens property the rest of it just parking lot for the

I think it's the body shop and that's why the suggestion was made to perhaps at canicus one way from County to conanicus flowing towards Pleasant Street Pleasant yes got yes and that kind of made sense to me because she my daughter does interact with the goach like Bishop without having to go all the way around that would still be head south is that what you say everything heads South so if you're

looking at County Street as you turn onto quickish Shan right before or right till you get to conanicus that's the one way going towards Pleasant Street so you can still come from Pleasant Street down quick as sh but you're stopping at Bish yeah it would be a two-way it would be a two-way from Pleasant and you can't obviously go up can from Pleasant to canus it would be a two-way and then from canus to County it

would be a oneway that's going to be pck I would think it' be difficult people coming down quick a sh we think they going to go all the way through right and then all just stops and they're going to stop it canicus you understand that right yeah too many one ways that's the problem well you know I mean it the idea was to keep at least the ability of the homeowners there are I think it's

three houses from canicus down to uh Pleasant Street I think it's three or four homes to allow them to have either the conanicus option or to free flow in and you didn't want the seniors having to make those turns so allowing the senior residents to go into the parking lot you would not kind of someone who's not from that area just sees oh this is a two-way and all of a sudden it just

stops three quarters of the way down and there's no turnaround they can't go back out to canus and the only other thing is Bishop e they would literally be doing a three-point turn and com right back out uh with I just wanted to mention the original letter was to make the whole street One Way correct so that you could only come from County down to Pleasant and that then alleviates a lot

of the congestion at the corner getting on to C it makes more sense it would have to be that whole portion we wouldn't be able to do it at conanicus yeah it would have to be the whole portion between Pleasant and County all one way in whichever direction the board sure everybody's going to be turning around and Bishop be it's just going to be a going a bottleneck to make

it a split one way two-way wouldn't be feasible I don't think so is that the propos like the request for this evening is to is cu on the agenda just talks about a traffic study says one way um I think my daughter's letter explains one way vot this evening a one way between let me see if I have her letter I think I may have printed out a copy of her letter item

says we have't ma'am you have traffic study to make quick County a one way can't hear you m oh sorry please so on your agenda and from what I understand about the letter the request was for you to do a traffic study to see if you could make a oneway from County to Pleasant right I don't have the letter in my possession if we have it yeah

looks like Alex has a job to do yeah I think if few words are entertain a one

way it would be going out towards Pleasant that's going to alleviate a lot of the problems that they were complaining about on County Street already know Vehicles aren't flowing out on the county so would be South said and South South and quick a sh okay we'll have to reach out to seems to make more sense seems to make more sense going south to alleviate those cars throwing themselves onto

County all right so um at this point what I would suggest the board makes a motion on is uh give Steph a chance to reach out to the residents along uh quick aan informing them of the change give them a chance to come down and um voice their opinions either for or against um as well as uh having the traffic department look at placing that stop sign in that area as well to help

alleviate some of those near misses um that's my recommendation I'll make a motion I second any opposed none so uh this will be put on next month's agenda we'll have some data as far as the stop signs and hopefully Stephanie will be able to get in touch with uh some residents with a letter give them a chance to come down um for next month okay that sounds great yes thank you

if when you're coming off of four you take a right there's that first sign that there's a sign on this side because the carriers have they have to go wide either way so when hand out um so probably you know an adjustment on both sides we're noticing too that looks like residents are using the side of oil where our business is as a part warning so there's a lot of traffic have pictures if you need it

yeah you can bring them on up great so I they requesting on this side oh awesome thank you so much they were stuck there for hours that was last September about 45 minutes traffic there what what got him stuck there what traffic was in the way no he he was with a 53 footer he tried to make the bend and he and he again he couldn't we actually had a uh driver

from a price R truck come over and get him out of the jam it was was almost an hour

yelling yeah I think that's it's already in place we're just widening it for uh the trail is to get through I don't see an issue with this request he's not requesting it on the opposite side right looks like that hydrants right in the way huh close call what are you looking for you're just requesting just an extension for the signage that's already there not for what's across the street right well I would I would ask

across the street as well okay you want parking on the opposite side yes okay I think this that was I forgot how many feet off the picture but again you could you could use a little bit more room com out so towards that corner corre maybe two spots worth of no parking yes yeah so it would be from here to here I believe it's like 33 ft cuz the sign is already here mhm

yes so we're looking to make um Pine Street from Robison to Seabury in front of the the veteran Center a one way going west or east coming from Robison heading towards towards seab yeah yep Y and why are we making this um we the veteran Center um we're really really busy um with the food pantry and it right now it's a one way oh I'm sorry it's parking on one side on the park

side MH with we have a little bit of parking in front of the center for veteran uh veteran plates uh right in front of the center uh which is which is not enough um we have veterans that are parking beyond that on that side because the park side is full so they're parking there and they're receiving parking tickets tickets um so we would like to make it a oneway shooting that way and

then we can kind of Park on both sides don't you have um a pretty decent size lot no that's not a big fenced in lot behind there's a lot behind us the merrow building has the it's behind our building is the meral that's the big lot that I think that you're thinking of our lot we have uh I think six spots in our lot yeah that's what I was yeah yeah the

Merill building owns uh owns that lot behind us so what is that on there you got the gas station there m the veterans what's on this back corner is that residential it's like a mill I'm not so that mill on a side of us uh he he's got an entrance on Pine Street and he's also got an entrance on Seabury Street as well krr m is and then across the Street's the park

across the street is a park and there's one house that's kind of kitty corner from us closer to roison on the park side yeah and just for safety reasons um you know there multiple accidents at that corner of Robison and pine throw a DOT on robon it's like uh so I think by kind of sending I just I remember a bad one last year where they came straight through from Pine onto Robison um but then also

we have the veterans that are uh loading and unloading their their groceries in their cars so this request is is one way from Robison down Pine to Seabury corre and open up parking on both sides correct yes yes problem with this I don't have an issue you have to get in touch with everybody yeah I'll just have to um contact the abuts and then put it on for the agenda for so we're kind of in the

same spot uh we would need to table this for a month give Stephanie the opportunity to get in touch with everyone on that section that it would effect have them uh be able to come down and voice any kind of um opposition if they have one and then we can make u a determination on or not to yeah the one house that's across from us they Park on that side anyway where uh on the park side

facing you know from Robison facing west already I think there's four I mean hopefully it's a good thing but you never know she could she or he could be like well I like to turn around the street and only travel east before I park I get it so uh make a motion to motion to table let step get in touch with people okay thank you thank you for the time thank you thank you any opposed

park there you go parking issue actually I would be more inclined to do like Natalie says and just go parking on both sides instead of changing the traffic should do that you saying this is on there but would you be more amenable to just leaving it as is and just open up they're going to they're going to need that said there going to be 200 AP no idea all right moving on uh tabled handicap

hello so is this the house on the corner of buckington and Foster Street yes all right so this time we would have to go across the street right yes I like to put across the street because that's I use the back door and I have big problems in my knees I live on Foster Street okay yeah yeah okay I leave Buffon but I acrost the street the back door so it's

possibly we can put it that side would probably have to go across the street that white house on the corner yeah cuz you got a fire hydrant in front of your house I have what a fire hydrant no 135 there is a isn't it on the corner of fer and iagra in the fer and hydrant yeah so there's a fire hyd near your house it's a me of water that's you're

talking about the water yeah yeah you I can't put I used to put in the car over there yeah well you can't put the that's put the sign there because of Hy got go we par we don't park there um you can't even make the corner I don't see issues with her spot in the proper area is there a motion okay yeah we can put it right there at that entrance on that

side it'll be beyond the hydrant so she'll be legally par Legally Legally John is there second second any opposed see none all set yep so about 12 weeks you'll be receiving that you'll be receiving a letter of approval cor you guys smiled why I'm correct oh you're not correct you're correct you are going to get your handicap spot but you cannot be parking next to that Hydra it is not a water meter it is a is
