4:27Has it happened? Yeah. So uh last week we had a we had a meeting with all department heads in the city. Police department had three uh JT was there, the sergeant was there. So everybody on the same page, fire department and everybody. So no, I haven't been made aware of any issues now. So the game plan is basically the same. We're not changing anything. We're uh we're still with the bracelets, two drink minimum,
4:52and everybody was everybody was comfortable with that with the police department and so forth and so on. Well, okay.
4:58Um, again, I don't have any questions. I just wanted to say to the board, one of the things that I was going to speak to the mayor about, not not in by way of uh a complaint or anything, but I know sometimes that we have certain one day liquor permits that come before us that say, well, it's a city sponsored event, so they don't have to get the police department.
5:19Um, and that is well, they have to get it. They're just not responsible for the payment. the city will in in more than is that how it works? Yeah, they still have they still have to have a but they wave the fee. Is that what what happens?
5:33I believe in certain circumstances they may wave it. Okay. All right then. I I'll take that back. I'm still going to have a talk to how that works and what goes into the determination, but I just for my own edification, not that there's anything wrong here, but for my own edification as to how they determine who may get a wave in city circumstance and who not. 40:17be owned the building so it's a new landlord and we believe it'll be a nice thing. She's uh put up quite a bit of money of her own. She's got an equity line to on her home to take care of the balance of the sale plus she's giving a small mortgage back to Mr. Suza that she hopes that she'll be able to uh recoup soon so he can pay him more off quickly.

47:14Um I'm going to ask that the for police department um uh Miss Melo give us a detective give detective Monus to give you a uh give us a synopsis of what is uh what is the issue we have. We the board already has a list of police calls and so forth and so on, but detective.
47:41Okay. No, that's okay. I'm sorry. Did you want me to read this email first or do you want me to just give a brief explanation of what's been transpiring first? I just a brief explanation and then I will, you know, we'll have questions from the board. Okay. Okay. So, we've been receiving a number of complaints regarding iced out pub. This this is something that I feel like we had actually met with maybe a year ago
48:04regarding this matter. Um I know that things have been quiet for a while more recently. I don't know if it's just the weather warming up and there have been more entertainment going on, but the calls have been coming in pretty regularly every weekend. Um they do come in with a named complainant pretty often rather than not. The same gentleman.
48:25Same gentleman. And sometimes there are actually others that come in from um unknown callers or there was one that was like a refused caller. I believe it was a female. So there are some calls coming in from other people. But we do have one in particular u male that we know of that calls regularly. There is something here that I was actually just asked to read as well. Um I will read
48:47this. This is an email that was sent to um the licensing board. So, uh, to whom it may concern, we are next door neighbors to the iced out pub. We have issues we've been experiencing since the location operated in business. Loud noise from customers outside the building, smoking or all arguments or laughing.
49:07It's loud customers and the cars partying outside where you can actually hear the conversation in my multif family. I've lost tenants on the second floor, moved out due to the noise. This is my first floor. I have family. Sometimes the noise stays until 3:00 a.m. after the party from the bar.
49:27On the weekends, you can hear loud music. Um, this person did want to remain unnamed. So, it just came in as a neighbor, but nonetheless, I've provided the board with all of the calls that we've received recently. Um, I know that some of our officers that patrol that area, they do go by regularly. We have business checks is what we call them.
49:49Any officer that's working during the time frame in which we're normally receiving these complaints will go in and check to make sure that they're not hearing or observing any arguments in the parking lot or loud noise, anything that could be preventative of neighbors calling. However, the calls are still coming in and I'm finding that they are a little later in the night, closer to like 2:00 a.m. quarter ofish.
50:11Um, yeah, that's all I really have. So, I don't I want to turn it over to the board to review. There was two that I actually provided you all with. Those were the most recent ones from this past weekend, May 15th and 18th, the calls came in. So, every weekend it's being documented. We do have officers that have started a report in which every every time that we respond to a call,
50:35they're documenting whether or not when they respond that there is noise. More often than not, it's not something that if the officer is available because obviously it goes by sector car. So it goes in order of priority for the call that's coming in. Um they might not always get there in time. So sometimes there are officers that will report that they've been by and there are no noise,
50:55but it's also been like 30 minutes and maybe since the call has come in. Um and then there are often times where they do say that they're going in and speaking with a gentleman who's identifying himself as the owner. Okay. He's my brother. Okay. And that they speak with him and that he's aware of it and that they'll he'll lower the music down. So, I know that when we last spoke, I had
51:14suggested I know that you guys had just started taking over the business and we had talked about maybe there not being enough insulation in the area in which you have the speaker and that you thought that maybe it was the bass that was and we lowered the bass and we did new like with speakers we moved them more forward and like towards the back, right? But I think it's the same guy and
51:34now he'll call and he'll be like, "Oh, there's a there's a this phone over and over again. You can't just you have you're going to have to come up and give me your name if you can't all just speak. She I'm I'm not trying to be disrespectful. We just can't do that. But yeah, it's it's a lot of it is the same gentleman. And I don't know if he's having others call. I mean
51:54I have people that literally live right behind our building. He's never never complained. Literally my parking lot, his driveway are fence to fence. I have um a customer who lives across the street. She's been inside my establishment, you know, and she's like, "Your music is never loud and obnoxious to where I have to put my TV full volume." And she said her parlor is literally adjacent to the street, like
52:20right at the street. I mean, I get it.
52:22We're an establishment. People can be loud. I understand that. Um I But we're just trying to provide a good time. I mean, the calls are mainly for music. We we try to prevent fights or any of that.
52:37People bringing in weapons. We try to prevent all of that before they even come in our building. You know what I mean? Like make sure nothing's wrong.
52:43Make sure it's safe, fun environment. I mean, and I don't mean to be rude and interrupt you. I'm going to tell you what I really have an issue with here.

54:10Um, I just The only thing is I got a lot of like I don't I used to own about Trust me, in a neighborhood far more condensed than you you young ladies have, but down on uh South Beacon Street, there was the houses all across the the every right right around me. And uh I know it can be a problem, but like this last one is this is 14 2:15 they showed up. 1:44 the
54:39large group of people congregating pocket talking loudly and being disruptive. spoke to the owner. Was told that was noise complaint. Had to clear everyone out of the parking lot.

Um you have a license to two. Um maybe you could say you you this would be a managerial decision but the m just music completely off at 1:30. 56:14continues going to be back in front of us to get today. I don't think we're going to take much action today. I don't know. I'm not going to make a recommendation for action today but uh the um you're going to be back in front of us and it's just going to kill your business. And it's every single weekend he calls the cops on this. Well, that's

And if if be quite honest, because we've done this before with other businesses, if I were you, I would document that and an email to Carrie and say, "These are the

Just obviously you feel it's one guy, we don't know, but just just say there are complaints with noise in the parking lot and music.
