so um I'm going to go ahead and start unfortunately our chair is unavailable for tonight's meeting um I would recommend a motion to be made to elect a temporary chair for this meeting and this meeting only I make a motion to elect a temporary chair and I second do you approve approve we can go ahead and start okay with the you want to do that one y okay so bear with me folks this is my

first time being thrown under the bus by these individuals so trying to do the best I can it'd be great so okay pursuant to the open meeting or any person may make an audio or video recording of this public meeting or may transmit the meeting through any medium attendees are therefore advise that such recordings or Transmissions are being made whether perceived or unperceived by those present and are deemed

okay so we're going to uh start with the 170 last street is someone here from 170 last

the next one is uh five uh I'm sorry 552 Bowen Street Bowen and Hicks was Patel hello how are you my name is ran p and I am the President of uh brist County homes who is the owner of the property we have submitted the um site plan review plan for the layout of this sit do you have a copy of it no it's not I just have the application from engineering for the curb credit so

you agreed to it right yeah yeah so thank you so back at the beginning of the year before I got my building permit we had to do a site plan review uh I thought all of the departments in the city got a copy of this but apparently did not um and it was approved and they gave me commit based on this plan and it clearly shows that on Hick

Street there is a Double Y curb cut so we could get two vehicles off the street now the reason why we couldn't put one behind the other is because of the um the ground uh recharge from the runoff of the roof had to go in those chambers you see in the backyard there uh so if we went double deep we'd be on top of those and that just doesn't work the other issue

is there is there is about uh 20 28 48 is about 50 ft from the corner to that two space opening and if you took away an extra 10 ft of that opening you would not get an extra parking spot on Hick Street but you would cause it to have only one off street parking and a car that would have to find a parking spot on the street somewhere so this actually

alleviates an extra vehicle having to park on the street okay so you're you're asking for an extra 26 ft it looks like yeah for a total of 40.8 20 the 26 ft for double opening and you still have two cars uh parking from that point towards the corner if you took away 10 ft you wouldn't get an extra an extra parking spot I assume that's why the uh the um site plan

review people approved this thing we did I I don't think we had any issues there was no there was no issues from the engine no issues and no objections so uh we'll make a motion to approve the curb cut at 552 Bowen and Hick Street make a motion to approve second it no objections all approved thank you do you want to keep these or for your record is that the same copy that you gave yeah I

got three copies you thank you appreciate itk you okay so the next is um the next is miscellaneous uh items that would Ted in the last meeting uh the issue of Eddie Street being uh a one-way heading south from svy Street to Bedford Street um we did receive during this meeting a petition I can read it it's from uh a Cynthia cabw at 34 Eddie Street uh to make Eddie Street to be

actually Eddie Street One Way neighbors are having trouble entering and exiting the driveway from traffic coming both ways there is no room for two cars to pass each other buses are now using Eddie Street which could lead to an accident with children on the bus we believe the road is not wide enough for from Eddie Street to be Street to have two-way traffic we the UN assigned uh concerned Neighbors on the

Eddie Street area so we have a total of 18 signatures here like to enter that into the records ask if she's is anybody from Eddie Street any uh any objection would you like to say anything no I definitely believe it need to De One Way extremely tight lot of traffic kids the neighborhood yes very dangerous we talked about it heading One Way South from Cy to is that agreeable that was

according to the signatures there yes okay definitely and we had tabled that in the last meeting so we'll make a motion to make uh Eddie Street a one way south from cvy to Bedford Street I make a motion to make uh Ed Street a oneway South heading heading south to Bedford Street I second it no objections motions approved we have a fire chief here who wants some discussion Chief did you like

to speak on that behalf yeah we need you we need you I'm sorry we should I put the C before the horse so we uh we'll have to resend we resend that motion have a motion to resend that okay based on the information that the chief of the fire chief BAC would like to speak apologize yeah no worries I apologize my first day it's all good we didn't see we didn't

see you over there it's all good next time I'll it right in I'll make sure my presence is announced before I come in uh so uh I did hear about this a couple days ago um and I wrote an email to uh Stephanie uh regarding my concerns about this um not necessarily that I'm opposed to it becoming a oneway but I would also like to see um if if if Eddie Street becomes a oneway from Locust

Street South then it delays my apparatus what'll also delay police and EMS getting um getting into father defario Village um because uh Johnson Street is blocked off uh on both ends with with uh Jersey barriers so my concern would be uh that that my apparatus now have to go up to Locust double back to get into follow defario Village um so I did Express that concern and and I I certainly um don't I I understand and

appreciate the concern that the residents have with uh with vehicles going both ways on the street but I just wanted to um ensure that uh we weren't going to delay um you know emergency vehicles access to to the street in the area certainly don't want to delay the emergency vehicles from getting where you have to especially father defario is very congested yeah so and those barriers from what I could understand

were put up in the early 90s when the uh Hillside Mana became father defario and reconstruction of those and I think it was for multiple reasons I talked to Deb moriset was a housing manager and I had worked in that area years ago one was uh they had excessive amount of drug dealings in that area they want to curb the the traffic flow they want to curb the people coming into um do those

illegal activities and then they also uh they had construction going on so it kind of eased the the flow of traffic with the construction gentleman could could pursue their uh their daily job so um we appreciate that concern we have to look into Johnson Street obviously yeah I think that that's a that's a reasonable uh accommodation is open if if Johnson Street's opened up then that alleviates

all of my concerns it actually makes for quicker access you have a suggestion that you suggesting yeah I would suggest if we can eliminating those those the the roadblocks uh taking out the Jersey barriers that are blocking Johnson Street um that uh father defario comes in as a Johnson Street address yeah and then we we have to go Eddie Street to to gain access to it and I know it was done

on I believe it was Miller Street going into Maple Gardens was blocked off for years and I know that that has has since been removed um and it has made our access tremendously better into into that area as well so okay so it becomes a public public safety issue which we should attend to that yep y m Cabo you had some something to say my concern is if it does go the opposite way of what

you are saying I understand emergeny vehicles but my husband has a handicap spot and he would be getting out on the street side with the walk so this wouldn't change that wouldn't change Eddie Street he just adding to the fact that Johnson Street's going to be an issue now because both of them are going to be tough to yeah no no no no I think if removing the Jersey barriers on

Johnson Street then Eddie Street can be a oneway whichever direction that works best for you um and still allly direction would no not at all not at all thank you you're still good still good okay so we uh we want to table that to to discuss about Johnson Street Le have the chief bacon spoke acting Chief uh uh Fado needs to speak Y and maybe somebody uh from the housing from the

Housing Authority we have to get someone there so we we'll make a motion to table that issue just for now just to give us a little more time to explore the Avenues it's going to be a problem we don't want to we don't want to hinder the efforts of the fire of the police getting to where they need to go so we want to make it better for them and the residents but you submitted a nice

Proposal with your signatures to uh to vote for that it seems like the residents are in favor yes so make a motion to table that for now yeah taking into consideration uh yes what Chief bacon brought to light here uh but make a motion to table this for now and resend the previous vote maybe we get you back next month to uh reiterate that whenever you uh I'll be fired I'll be fired then I'll be sitting

come here tonight so just night here do you have any other thing you'd like to present any plans or anything with that how to how to do that or with the adjusting any other side streets or anything or U no not really okay so we will look at that and table that for next month table that for next month we have to have police do a study traffic study of the area I just F make like

things easier for like local businesses like have to go on a block to get to them people can just drive straight there a little more cars on the road than we were younger it probably L was that I said there was a little more cars now on the road than be younger yeah and I also think they would lessen the traffic on uh derky Street too cuz that can get backed up during like rush hours

hey good afternoon can you just state your name and address please yes Erin Kei Pary 1745 Blossom Road I'm sorry once again Erin and Keith Pary 1745 Blossom Road 1745 Blossom Road yes go ahead um so I know I reached out for quite a while to Mike laasia so he actually reached out to Stephanie and then he cced me into the emails cuz he agree to the point that a lot of the par

parking issues that we have has become more recent in the last few years and there's a lot of different not great things in the woods going on so it's becoming more and more there is between the littering of prohibited I mean it's Watershed proper property my my children other children have to walk by these cars to go to the fork which we call the fork because it is an intersection it's

a fork and that is the bus stop for Diamond at 5:50 in the morning what address what are you talking about at Blossom where the fork is it yes the fork in the road it's blossom in Indian Town that's a bus stop for the children that is actually for diamond for Diamond students yes so um as well as obviously buses go by for the other schools after so at the same time there are cars that

use the excuse that parking because it's a narrow road if you have two trucks you that's that's it you can only go byy so cars on the side are already impeding the traffic that way because you can't get two cars by with this car cars on the side of the road for that issue same timing when kids are walking by you're not seeing it in the Darkness at 5: in

the morning at the same other issue is cars have blown the bus and which is already a problem as it is they're blowing that stop sign IND in town to for blossom my child is sitting there at the fork at 550 where do they Park when they pick up their children for the diamond bus so right now it's only my child okay it's only right now it's only my child but if there was more and there

will be because there more a little younger behind mine um he used to get the diamond bus there as well okay so but the thing is when that person was well there was a car there I didn't even see the stop sign because the car is a parking on the side of the road and then it's that was in the afternoon they blew through no was in the morning oh it was

in the morning yeah so what are they doing there that is what the excuse was you picking up your child at the what are those other people doing there exactly good so it's all legal activ all legal activity at all hours of the night I I clean the side of the road sexual activity in their cars uh drugs drinking alcohol on the side of the road constantly beer bottles okay it's great

have you spoken to anybody in the police department so yep the reservation cops know and that kind of where the some of the stuff is if there's no parking signs there really is nothing they can do they can't site anyone they can't try to enforce it this is where this became a without no parking sign we're kind of hands a tied what are the environmental police enviral police mik who I also

going for this first step cuz once you get to the houses no one's going to park there cuz we tell them to leave anyway it's they want they want the woods to be to hide so so how long a distance are you talking about so what we had I think Stephanie would I had wrote it back to you was it was basically from the fork to right before the houses but 1739 and

then it would be the other side as as well as Indian town I think that was 292 Indian it's right before the first 100 feet maybe or more how how much feet is that literally from the fork to I think Indian Town Road would be a little bit more than little bit more yeah and D to would be a little bit more than Blossom it would have to be both

sides of the road because again it is and it is I there is damage to the sides of the road because of cars running out the sides of the road today today I was walking to go cuz it's nice out I want to go walk to go get my child why not and I'm going by and I have I have to push over for one car cuz I do go to the

side but I can't even go off to the grass because now there's like mud and just it it's all splashed out today and I'll read it out and again we're supposed to be careful with that because it is watershed property it is the you know conservation land and this is what's going on and you know I know there's so much worse in the city yeah but it's still the same there still

issues no matter what taxpayers do and you know it's more to curb all the illegal activity out that's just going to ask you nobody's out there you really have no idea and right now they have no street lights grid just changed a bunch of telephone BS okay there's no street lights were the street lights before yeah yeah and then someone stole them off of they're in the process of putting

them back up not even those were stolen now like one up it's it's probably going to be another year before they so your issue is to try to curb the people with the parking that are doing legal activities there yes this was the first St to Hope provide safety for the bus when the bus stops and the epos can as well can now enforce because they said their hand TI because there's no signs

as of right now so would you be uh in agreement if we motion to table this so we can talk to the Police Department the environmental officers and and Mr laari if we have to to get a better understanding which I know he's the one who actually reached out the second first so you know and he said even mentioned it he was like you know why have parking lots it's not going to hurt

for the hiking you know and again the traffic's only gotten bigger down there because that's what he wants for the reason what reason did they give you about the traffic lights not going up well traffic not the city lights Street nothing right now because they're not done with the polls yet it's kind of been a slow process but at the same time I have asked the guys and like I said

the ones near us were stolen off off the poll so someone stole them also in the woods okay because they were taped they were taped to the bottom so you'll find some and some are missing and all the ones right there are missing now because if it's not in front of a house no one's getting caught doing anything in the woods okay anything else to add you want to add no are you accepting the fact

that we we should go talk to the police at least the police and the environmental guys we've all talked to them and they all just they basically said we had to kind of do this that's why I'm like was like I'll I'll message Stephanie and I'll C see you so you're time frame for this legal activity after after dark anytime after 6: p.m. it's all day oh all day it's all

day I mean can remember I'm I at 2 o' I have to get my child you know I still have to it doesn't matter what time I mean I went and picked up all the trash and there was nips the next day nips and Bottles the next day I mean this is happening all the time okay you know it's sad it's changed it's definitely changed he's been there for 35 years in a

sense I've been used to be signs at the entrance of the Wilson roadside once you come over the Crossway into the reservation area and right at the Fort there used to be signs saying not for through traffic or for through traffic only or through traffic close basically for people that live out there right for those have been since taken down a long time ago and the uptick in traffic and

just people's speeding crazy too is more than 1,000% this was what I was told was the best first step to try to help and then help the also epos be able to do their job so and would you be requesting the prohibited parking on both sides yes that's what I was told so on both sides of Blossom and both sides of Indian town okay because again it can't even though

I'm on Blossom it's still the same issue on the other and then then that's where the stop sign is and then I have them blowing that and when anyo went to confront that that that the Diamond Bus gave them well there was car parked I didn't see the stops I they live there so okay I will see if we get a handle on it and and speak to them and uh get some

downstairs so I cannot use that space because they have ad yeah so they don't have a drive apparently right you do have a driveway or you don't you don't have a driveway there's no space no access to a driver or a garage there's no okay so there is a handicapped spot there for for the other tenant the yes it has the adaptable B they can't park anywhere else the van is very large so

it pretty much takes up the entire space so I would request a space either directly in front of or behind that um and frequently there is no place to park on on this street um by by the end of the day so spot would go in front of it or behind it um behind it would be fine yeah I think uh Stephanie said it goes closest to the door that you would

utilize so they they'll look at it when they get out there y there's two there's two uh entrance doors at the gate one side is uh for the opposite side of the building and I would be the first door okay C there you need a curb cup no it looks like so is there is there a curb Cup in front of that space that's there right now the C is directly so it would have

to go in front of it it's directly behind that V yeah so it would it would essentially go in front of that one cuz we can't put it we can't put a parking space at the curb cup so yeah so it would go in front of the space that's currently there there's like a tree right behind the curb cut and that's the next closest um it's just difficult out request this because um they are

neighbors across the street some of U them whom are contractors who do different types of work so they Park their company vehicles um on our side on this opposite side of the street which they're free to do it's you know but they know that pretty much everybody that lives in this building uh has Mobility challenges and they continue to park their their their business vehicles on our side when the other side of the

street may have space or just further up and I've explained to them tried speaking with them and tell them Hey listen I have uh degenerative bone disorder and neurological issues I can't carry groceries and fils downhill that's a very deep sloping Hill to walk down okay so I already have issues with balance and and and things like that um in January I was in a leg bra leg stabilizing brace and it's it's it's not

working out well sorry to hear that but it it doesn't appear that there's any other issues or objections that uh they we that we won't be able to do that for you so motion to approve motion to approve second no objections motion approved same thing like 12 weeks or so and it'll take a different look at it because it's a different different situation okay thank you for coming 1077 Pleasant Street uh Amelia

no will you generally Park anywh you can down the street and it's so like I would like Drop Like Park it's a oneway street so it's tight so there cars on both sides so I would have like put my Mery light I'll take her out the car bring her in the house come back out go find a parking spot it's I do that two times a day cuz she goes through the DI or

something like that sorry I know it's a very congested area but part of the guidelines for that is you must be a licensed driver with the vehicle for your own use and she does not have a license at this time no she's yeah okay we have to decline yeah I think we have to decline so make a motion to deny motion to deny all right than sorry sorry motion second second okay no objections motion to

appointments and they have to park on Pleasant Street I mean I can still walk blind person you have your you do Drive I do drive and you do have your card I see yes and do you have a letter from your landlord that says there's uh no upstreet parking for for your access oh no I didn't even no I didn't think1 in that yeah she good get it there let me just look at the the photo

and that's the whole parking lot's taken there's no room for anybody to park in there it's you know I've seen someone try to park in there and theyve told them don't you can't park there because it's for staff okay and the handicap spaces yeah I know I know that's I know that's not to be the case but I've actually seen someone tell them that that that this is for you can't park

there in the handicap SP and they and they are handicapped yeah they handicap and but they couldn't because but basically just alleviate all the problems you know CU basically the the whole back of the parking lot gets taken by um the the staff yep and then those two spots that are like right there nobody even goes in there because and basically when you're going to pick up the kids or drop off the kids it's all

blocked off because they have two um blockades there no not block uh yellow like uh wooden horses yeah the wooden horses they block it on so nobody's really allowed to go in there and then they have the bus stop right there right in front of that which is why they put those horses there cuz the kids are coming right right walking right by that spot so a danger to the

kids walking in and out but I see so many parents were plets driving by and what really got me to do this is because they would drive they drive there sometimes they drive there an hour two hours early so they can get a good spot and they just wait there but I seen this gentleman uh basically having like uh some kind of chest pains or heart attack and I'm like they shouldn't have to wait

here for 2 hours for a spot to pick up how many spots do you think are in the tany lot 25 um I actually I don't know I say the diagram just I had an email and I wrote it down on the email exactly how many of there were but I I don't know if you guys got that I have the a photo here there were 40 spots and 38 were

regular spots two were handy yes there you go yeah why why spots well I calculated what uh the laws through you know what uh Ada or and they allow for like if there's 200 PE you know so right I I looked up how many students there were there's 275 roughly students they drive right but their parents do and let's just say each one of those kids had a parent but take away like 15% so that'd

be like uh I don't know take away like 40 kids so you're still in the range of about at least over 200 kids have parents that are going to come pick them up so according to the thing it allows for seven spots 200 parents 200 cars are going to be coming into that area alls for based on the spots not the amount of people it's just like going to the mall

the mall has 100 spots then it's the the rules apply for 100 spots not because you're going to get a thousand people there you know what I mean I figure you get about you get around two 100 200 people it's and it's it's very crammed up in there I don't know like the streets are very narrow parking is tight some you know so that's like something if if you guys went by it had seen it

you you seen it yeah I well I pick up my son from that it's how I see it I think uh um and these spots the issue is if it's a handicapped spot it's going to be a handicap spot for 24 hours a day you got right and that and that's another thing I put in the email too so if you drive by there any time of the day on any given day nobody's parking on the

streets because all the housing around there is all have their own driveways and they all have their own garages nobody parks on the street there right and that's on that side of the street definitely like if someone just had a Christmas party or something I mean there's plenty of parking it's just during that time of the day where it's just crowded there it's just it's just a tough issue with all the schools in the

city that they they and you know you're going to get people that are going to pick up their son and daughter and they're going to S over here for 2 minutes and that's what they're going to say all the time and that's the hard part so I think we have to take a better we'll at it and call the school I believe the discussion we there needs to be a discussion with the school

administration on absolutely bring it all to the table and take also we have to take into consideration uh the the the students parents and Guardians that are coming in to just pick up the other children in the seven spots and we're not saying they're not needed but uh it's going to put seven spots in the prime location where they're only used for a couple minutes and everyone you know and where everyone

needs access so I think that maybe they can free up a couple spots inside the school property and maybe that will alleviate yeah I know I know that that's yeah could they use some kind of different signage yeah on that side for that moment for that time while like I said there's no access to that yeah CU they put up those uh but those those horses to block people from going in and

but you just won't need me for anything like the you need me there or um no I mean not if you want to come you're more than welcome to you're not obligated to it's going to be it's going to be it cor it'll be televised so you'll be able if you guys feel the need that there there is a need then there is a need if there's not there's not yeah you already
