5.7.2025 Park Board

I'd like to call this regular meeting of the park board of commissioners to order. Today's Wednesday, May 7th, 2025.

It's 5:30 and we're in the city council hearing room.

Um start with the roll call. Victor Faras, Amber Burns, Helen Rego, BJ McDonald, and I should also do the open meeting law.

Pursuant to open meeting law, any person may make an audio or video recording of this public meeting or may transmit the meeting through any media. Attendees are therefore advised that such recordings or transmissions are being made whether perceived or unpersceived by those present and are deemed acknowledged and permissible. There's nobody here. I don't think we have any citizens

input. So we can move on to item three, the acceptance of the minutes from the March 5th regular park board meeting. I make motion that we accept the minutes for March 5th. Second motion made by Commissioner Ferris, second by Commissioner Burns. All in favor? I I.

New business. Uh item A, we have a letter from the mayor's office regarding the use of eight city parks for the summer evenings in the park event series. So, it's July 9th at Father Kelly, July 16th at Rugles, July 23rd at Griffin Park, uh July 30th at Pusky Park, August 6th at Meeport Park, August 13th at North Park, August 20th at Kennedy Park, and August 27th at Lafayette Park. So, those are all Wednesday nights.

I make a motion to approve. Second that motion.

Item B is a request from Jonathan Murray regarding the use of Britain Park for varsity Argusy flag football team to take place on May 19th from 4 to 5:30.

We don't have um there's no soccer on that night or anything. Right. I don't I think they're just using on the weekends, right? Uh Nina would have checked on So Nina and Sam also have like um a new calendar that has everything pretty organized. So when requests come in, they can Right. They're they're checking that calendar to make sure there's no Yeah. So by the time they come to us, it's it's cleared.

Um item C is a letter from Marcia Deont regarding the use of Kennedy Park for the great feast of the Holy Ghost and the event is to take place on August 14th through the 26th.

Um, item D is a letter from Thomas Santos from the Portuguese American Vets asking for the city's help with the beautifification project, asking the city to remove the concrete walkway around the soldier monument and Civil War monuments and replace it with cobblestone on one side and fresh loom on the other three sides. Amber, you weren't here last week, our last meeting. Um, Mr. Santos was here. He's

been working with Mr. Alivera. I suggested that they just get a stamp of approval from the historical commission too before it's got to go before the historical commission. I was talking to Rick Mancini. It's got to be before them. Perfect. We can't do anything until they go before them. Yeah. So, I don't know if we can maybe um approve it contingent on theirs. Table it until we

get more information. Okay. When do they are they asking by a specific date? They want to get started on it because they want to clean it up, right, Vic? So, Victor's involved with it, too. Um, so did what was the outcome from the last meeting? Was it like So the problem was last meeting and and why I'd hope we don't have to table it because last meeting it didn't it didn't make it on

the agenda for the last meeting in time to be discussed. So Mr. Santos was here.

We had a brief conversation about what the project was. I told them it would be on this meeting agenda, but that in the meantime they should also go before the historical commission. Um, I guess my only push back on tableabling it would be we can maybe make a motion to approve it contingent on approval from the historical commission. When when do they meet? So I can just go with him and

uh get it. Can't approve it. You can't approve it. You got to go before them first. But here's the who has the final say. Is it us or the historical commission? Historical commission has the final cuz that's a homestead park.

So what? No, I I'm I'm picking up what you're putting down. So why don't we just say why don't we just write a letter of support but ultimately it's not our decision. Yeah we can write we can't approve it but there's nothing for us to approve if it the final say is with them is what I'm saying like we could be like yeah go ahead but if it's not our horse we can't right it's I

don't know whose ultimate well but the committee can approve right and then if there's any question with the historical commission then we get rejected. No, I know. But what I'm saying is how are what are we approving if at the end of the day it's up to them? So that's what I'm saying. We could do a letter of support saying we think that that's what we we we want it to happen. We just we

want it to happen, but we're the way that I'm understand like we can't we can't say yes, do it without them saying do it. Absolutely. So I feel like we should just do a letter of support and then send it to the committee. the historical committee and then it's ultimately once they get their approval then they're free to do what they want versus it having to come back and they were you know I don't want

to speak for them Victor if you there's anything I'm missing but they're not looking to do anything you know they want to do it the right way right exactly we're not we're not we're not going in there and just taking upon ourselves to do what we need to do to stand up there or No it's more of a beautifification rightact taking what's already there and making a little is not

going to change the look of it. It's not going to So, make a motion to send a letter of support to the historical I know I'm saying it wrong again. Uh historical commission. The historical commission um saying that we think it should be good to go and then once they approve it then then they don't need to come back to us. Yeah, they shouldn't we shouldn't delay it anymore. So, when

when do they meet so we can meet with I don't I don't know. That's your you guys. I think it's a I think you call Rick Mancini. Okay. And get get him um on board right away. Mhm. All right.

Item E is a letter from the mayor's office regarding the use of Bsentennial Park for Fourth of July waterfront celebration. The event will take place on Friday, July 4th from 5 to 900 p.m.

A letter from Carly Maderas regarding a park bench dedication to be placed at the Veterans Memorial at Bsentennial Park.

I'll make a motion. This is the lady that wants to do it for her husband.

Yes. Yes. You want to come? Uh Mr. Denme was talking about this a little bit earlier.

Uh Charlie Denby, the director, Department of Community Maintenance. Um this was a um referred to uh parks through um councelor uh Biola's office. Uh Khali Maderas, her aid, uh sent this over. Um, one of her their constituents had a has a husband that uh um had passed on and he was a Vietnam veteran. And uh when and coincidentally uh the spouse reached out to me and when uh uh Miss Maderas gave

her uh my name, she recognized my name and uh sure enough it was the uh the uh wife of uh Walter Hutzel who was my uh supervisor when I had started working here 26 years ago. And Walter was a Vietnam veteran. And um long story short, she um wanted to put a bench down there and uh her uh so I told her I'd get back to her and um obviously the con a concern to

especially a widowed person in in uh in the situation that she was in is the cost and everything else. But I got a hold of a couple people I know from uh work alumni and different people. And also I got a hold of a a veterans organization from forever, the forever Vietnam veterans and build Maris, their commander. And his father Edmund was a um was a supervisor who had retired from

our place too. And uh long story short, we came to an agreement that we would raise the funds to pay for this bench.

So uh I contacted Mrs. Hustle and uh needless to say, she was overwhelmed with emotion and uh so we're going to pay for the bench on some private funds and uh I spoke to the veterans agent.

Doc was all, you know, he was fantastic with it. So that's where we stand. the bench will be fully funded and uh you know we just and we discussed it would be kind of nice. It was our first uh departmental person that uh will be represented down there that I'm aware of anyway and it was kind of nice you know the um do you have to talk to like Joe Marshall or anyone at the the wall

committee just I don't know as far as like where it's going to go down there.

That's that's the next step in the process. Okay. Of finding a location.

Doc had mentioned that um that um we would venture off in that, but u with myself and Doc and Bill uh we we'll get a hold of Mr. Marshall and uh we'll find the right location for it or uh you know and that's the next step in the journey.

But uh this is uh this is where we're at now is looking for approval to place uh to have a bench put down there.

She's had a rough year. She lost her mother and her son. Yes. One year. I'm very good friends with them. Yeah. Very good friends with him. Very good. Very nice family. and and this today I spoke to her again this morning and it was just overwhelmed with emotion and uh Walter was a great guy and uh it you know he he was very softspoken and he was a he thought he was a good golfer and a

The next is a letter from Josh Ble regarding the use of True Park for the Fall River Independent Baseball League that starts on May 10th through September 30th, Sunday through Friday, from 11:00 a.m. to 6:30 p.m. How's that condition of that feel?

Well, Charlie, you take a peek at that chew yet or Chup. Yeah. So, they got Do you Are you all set for this baseball league that wants to come in at Chupac? Yeah, we took We took off the field. Uh the couple teams out there were out there practicing. They're good to play.

You got something? Um is this just I'm assuming we have everything and all that good stuff that goes along with this. Yeah. So, Nina has been and Sam are working together. Okay. um to coordinate all of that as far as like insurance and everything that needs to be checked off. They're they're handling that all that stuff. By the time it comes to us, it it just they need approval unless uh we have any questions

on it. Okay. They have this has been they've been down there for years. Yeah.

Item H is a letter from Sue Belmore on behalf of Holy Name regarding the request for the use of Ruggles Park for an outside rosary. This event is to take place on May 17th from 10:45 to 12:00 p.m.

Um I guess my only question is if there's softball down there. I don't know if it matters or if they care or is that is that a Saturday? I'm assuming.

Mhm. Yeah. there. I would be very surprised if there wasn't. So, as long as they as long as they know that there might be kids playing softball on the softball field, they're free to use the the park, I would assume, for their rosary. But I guess it just depends on like where the permit is for because like if we do the park, there would have to be like a designated

section, I think. Yeah. I mean, Nina was was referring to this situation as um it would stay away from anyone that wasn't involved with the rosary. So, as long as they're aware that there could be a softball game going on on the softball field, there's plenty of other space there for 50 people to do the rosary, like they can, you know, go in the outfield or wherever. So, as long as I

was going to say, as long as they're aware that I mean there there's a softball game, it probably will be loud.

That's that's the only thing like I know I've been to the games there and it's gets rowdy in a good way. Uh yeah, but the basketball the basketball court is very busy too. Yeah, there's a large crowd. But they're they're at the outfield section and just between the field and the basketball court. It's a large area they can meet. Okay. Yeah. As long as we let them know and like like

pick a spot essentially. Um cuz it does say Locust and Handover which is essentially like the side where the um I think the basketball court would be. But um but yeah.

Um item K is a letter from Grace Gurling on behalf of the Greater Fall River Recreation, the annual summer lunch in the park program. It runs from June 30th through August 22nd and it's at Father Travasos, Lafayette Park, Kennedy Park, Pleski Park, Pelos's Park, and Edna Street, Griffin Park, and Rugles Park.

It goes from 11:00 a.m. to 3:00 p.m.

Item L is a letter from Drainy Richards on behalf of the Redemption Church requesting the use of Lafayette Park for an annual event for families which includes food trucks, games for kids, and live music performances. The event is to take place on July 13th from 7:30 to 2:30.

Have we had this one before? I'm not sure.

I feel like I don't remember this one.

Me neither. like the whole the food truck and live performances. I don't remember this. I'm fine with it. I just want to make sure that they know all of the stuff that they that they're going to need that they need and have to have.

Yeah. Like where's the food truck going to go down there? Yeah. Like there has normally there's like a a map that's submitted with it to like of where they're planning to put everything. Um that it's not until July. So, we we could table it until the June meeting and just ask them for a little bit more info because I don't know, you know.

Well, I mean, I'm I'm fine with approving it. It's more of just making sure that they get all the get like some sort of a map and all of to know where everything is and if anything because I don't know how many people are going to be there, but if they end up needing like police there if it's like big enough because a lot of times they'll just have whoever's beat path that is.

But even like live music like does that mean they need electricity? Does they have all that? So they have to I was going to say well there isn't electricity at off I don't I don't think there is either. Um so they would have to bring So that's the thing if they bring to bring a generator which means that they but that would be a part of their permit. So that would be something

that would need to be signed off on which is outside the scope of this board. Right. I mean we're just saying you can use the park. Well it's the it's a part of the park permit form. Yeah.

Yeah. Well, uh, so they have to get it signed off by the building department.

Oh, at each department. Gotcha. Correct.

You want to make sure that they don't have no bouncy Yeah. Right. Yeah. The inflatables and stuff. Mhm. Because it just says games for kids.

Um, I I have no problem approving it.

It's just more of have making sure that they work with uh Sam and Nina to know what they can and cannot do and then what they do or do not need, right? Um, so I make that motion. I'll second that motion. All right. Fine with that. So the motion to approve pending approval with, you know, all of the necessary information.

Um, you know, no bouncy houses, all that stuff was made by Commissioner Burns, seconded by Commissioner Faras. All in favor? I I. Motion carries. Item M is a letter from Charles Cullen. He's requesting a tree removal outside 214 Reed Street.

Pictures of that tree here. I think that tree is used.

Yeah. Now, would this be a removal or would it be like a cutback?

Is it a good tree? Uh, Miss Martin. So, this is the first time that Mr. Martin I have I haven't looked at this tree.

Okay. Um, recently and normally um the sidewalk crew would go out there and and take a look at this and see if it's something they can work around and do a repair or if it needs to be removed. But um me and Al just looked at this a little while ago and it doesn't look like it's ADA compliant in between the tree in the wall currently. Currently. So um Oh, gotcha.

If if that's the case, then it's an automatic. I'm certain it's an automatic. It's going to have to be removed to to be able to do the repair plus make it ADA compliant.

Gotcha. Got it. Okay.

Um, so so we would approve pending approve it comes down pending Mr.

Martin's uh review and so I can reach out to Darren and have a conversation with him about it. Okay, he can look at it and between the two of us figure out what they need to do over there to make this repair. And then if it if it's not ADA compliant there and it has to come down, you probably can't put another one up, right? Because not Yeah. the spacing is

just not there for it. Now on that, if you were to replace it, like that other those other piece of sidewalks, does that get replaced with it, too? Um, I would have to say it's probably going to be like all the these two panels before it and possibly two panels after it. Yeah.

and all the curb, right? It's a trip has it now. Yeah. So, no, it looks it's looks like it's a little more to it than just taking the tree down, right? There that's going to be quite an extensive repair there to from what I can see. Um, but sure, I can I can certainly have have talked to uh Darren um about the sidewalks and getting that taken care of.

Uh, item N is a letter from Chelsea Stevenson regarding the use of Kennedy Park for the free farmers market. It's on May 20th from 3 to 6. They'll start setting up at 1:30.

Um, this is I feel like they do that every week.

Uh, no, it's just a different one. It's scheduled as as they go throughout the year.

You should do it every week. Every Saturday. I think it's different. So, I think there's one that comes every Saturday and then there's this one they're doing just like the one day. The only I have no problem with this by any means, but I would just want to make sure because there's one that comes it's every Saturday. So, her email does say that it's at Kennedy Park with our local

farmer who hosts the snap markets for the community. So, I read that as that's the guy who does the other ones and she's working with him to do this one.

Because I think what day of the week is the 20th? I think that I'm I think it's a Sunday, right? I mean a Saturday. Is it a Saturday? No, it's a Tuesday. Oh, it's a So it doesn't matter. Item O is a letter from Talos Ferris regarding the request for the Memorial Day week events. So I'm going to just There's one on Friday, May 16th. We'll take them all together. Um there's one on Friday, May 16th. There's one on Saturday, May 17th. There's one on Wednesday the 21st. There's one on Saturday the 24th. Sunday the 25th.

There are two on Sunday the 25th. One at um Blessed Trinity Church and then the other one is at Griffin Park. So I think those go together like they have a ceremony first and they go to the park. Gotcha. I was going to say why are we approving that? Um and then Monday, May 26, Memorial Day, there are two. There's one at North Park and then there's one at the the Memorial Day parade at Start Kennedy

Park.

Uh, I think we can remove this moving going forward. We haven't heard back from Bobby Dailyaly regarding the use of Dumont Park for his softball season for diamond. So, I don't know unless anybody else has heard from him. I haven't heard from him. So, we'll just we'll take that off. Maybe he found another place um to play if he has something else and he wants to come back. Probably done

already though by the time our next meeting. Yeah. Um I make a motion to remove I guess. Is that a thing? Do we have to take action on like an old business like that or does it just fall off? We don't have the info we need to really if it's something that we you made the decision that should be. Well, let's vote on that. Let's vote on that because because it was tabled before,

correct? Correct. We have to like lift from table. take it off the table.

So now the question is um we haven't gotten any more info from Bobby as guarding

regarding when he wants to use the park.

The softball league is running their league there pretty regularly. So we don't know when he wants to use it. So there really isn't uh anything for us to approve. So at this point I would think it would be um make a motion to dismiss and place on file just in general.

I have two questions. Uh question number one, I know that Sam had sent out the new um like application for requests. I have not been able to look at it fully. However, is there like a a a to-do list check box type attachment

that tells people what they can and cannot do in the parks? Cuz I was thinking like as we're talking about this, like you can't have bouncy house, you can't I feel like we should list out all of the things that you can't do and then if you need certain things like who to reach out to so that it's just easier for people to navigate. like I only know certain things because I hold events,

but I feel like even though I'm on this park board, there's things that I don't even know. So, I think it would be like obviously we just wanted to do a generalized thing, but maybe add something with that so that they know like what they can and can't do. So, I won't I don't want to speak for Al, but in my communications with Sam and with Nina, uh they're working together to try

to streamline that because it was kind of clunky in the past. You got to go to all these different departments. So I think right now kind of everything is every every event is kind of funneling through Sam and then the events that are in the park, Nenah is involved which kind of goes to the next point is there is going to be a new clerk going into the um park department that will be

helping or probably taking over for Nenah in that regard. So basically I think the idea is if you you're having an event in the city it goes through SAM. If the event entails something with the park, the new clerk will get involved with it. If it doesn't have anything to do with the park, Sam will then direct them to the other department. So, she's kind of the point of contact for events. Does that make

sense? So, so I I I guess what I and I guess the second point would be I would um encourage you to reach out to her and give her feedback and advice and what you think that she can because I think I don't think we have listed anywhere like the rules of the park like of what you can and cannot do at you know what I mean? Yeah, it might be on the website

somewhere but it's probably should be it probably should be part of like your um permit. We're consolidating that all that stuff currently. Right now we have Sam working with Nina and that's going to be handed off to the new clerk and that we're in a training process at this point. She just started two days ago.

Yeah. So we are going into that process but we're going to try to streamline everything, make everything user friendly and able to read that and have all the um the requirements the dos and don't do. Yeah. Right. Okay. Um, and then my second, because I wasn't here last month, what do I have to do?

Because I know we talked about this like two months ago about trying to add more dog parks. Like what is what is the process for that? Like what would we need to do?

So, at this point, we uh the last time we met while you were here, we uh I presented your request to the mayor and the mayor has um had communication with me and we are in the process of renovating an area large enough in the Kennedy Park adjacent to the Kennedy Park area. So, we are moving on that in that way. probably within the next 30 days or so. Okay. We'll have better

understanding of when it's going to be done. Okay. And then for the North Park area that's just not being used. Is that So that was that was brought to his attention as well and we're looking into that one right now, but we're going to focus solely on that one one at a time and that um we're looking almost like in the pool area that's all fenced in. Yep.

So, we're going to try to fix that that area and beautify it as much as we can.

Hopefully, within the next 30 days, we can really do something at this point.

What that allows and and the mayor had a great idea, what that allows is various areas to be trapped. So when you walk in, when I say trap, I mean when you walk in, you'll be able to have your dog walk around, get into another fenced in area and then get into a larger fencing area so that there's multiple stages.

And I don't want to call it trapped, but just protect and that fence is already there, right? So it doesn't We're renovating that fence to make sure that it's presentable. We're renovating the whole site right there to make sure it's presentable. And that building, we we think that we can revive that building at some point where there will be some restroom areas in that area. So, okay.

Heavy, what did you decide on Pilaski Park when the when you take the gate when they take that gate down on a fence? What did they decide? Are they open space? Yeah, the neighborhood wants open space. Yeah, that's what we decided. That's I don't know if any move on that. I don't know. We did that a few where they had the We had the issue last year. We had to ask them. We had to I

was going to ask the neighborhood association what they thought and I did.

Oh, I see. They don't want a dog park there. They don't want a dog park there.

That was one of the things. Put a dog park there. Remember you brought it up.

Yeah. But they don't want a dog park there.

And I I like the idea at the bottom of Kennedy Park that space there for a dog park. I think I do too cuz like I said, the fences are already up down there, too. That's the same thing with the North North Park baseball field. The fences are literally already there.

You're just going to need to add like maybe two more. You could just leave it the way that it is. Yeah. Um but but yeah, no, I thought we had had the convers I thought I don't know why I thought we had said we were just going to remove the fence and leave it open space. We had to find out. Yeah. So we they want to they want open space. Well,

we we we we actually talked about removing the asphalt. We talked about making some type of a garden area there.

We talked about knocking it down. And my my response to that was when we knock it down, we're not putting anything back up. So if that's the case, then that's that's that's something that we could do easy. So yeah, cuz it's going to be coming to that time of year now where hopefully we don't have So do we want to make sure that that gets on our next agenda so that we can actually vote on

it? Because I don't know why I thought we had. No. So that's my fault. Um I think we the last we talked Helen was going to go back to the committee. Yeah.

All right. So, we'll make sure um we add that to the next next meeting so that we can talk about that. Anybody else have anything? I have just two quick things um that didn't make it on the agenda. One came in today, so I'm going to send it to Nina or today or yesterday. They're looking for Britain Park Diamond um to have their powderpuff game, but so like the girls play uh flag

football. Oh, yeah. So, I think it's during the week. I don't know how many how much details I have, but he sent me that. I got that email yesterday, so I knew it was too late to get it on the agenda. Um, so that'll be on next month's agenda. And then I did get a message, an email, too, and I don't know if this made it to your desk, either Al or Charlie, but the Florida Youth

Soccer, they've had some issues down at um Britain Park with the Portagon getting vandalized. Um, and when they showed up at Saturday morning to play, there was beer bottles and stuff all over the park and they had to go around and clean it all up. And when we got done down at the waterfront Saturday, we went up there and did that rain.
