0:55Nobody. Okay. We are going to uh just for everyone out there, we're going to take one matter out of order. It's um agenda item six, alteration of premises.
1:05Uh a it's laista lounge LLC, 227 South Main Street, Nuno Dodto. Um I spoke to Attorney Frank uh prior to the meeting.
1:16Um had a conversation with the building inspector uh today. Um he just wanted to make sure that um Mr. Dotto if you can call Glenn. So he has Have you got a building permit and everything already?
1:27Yes. Okay. As a matter of fact, Mr.
1:29Chairman, he just told me he's working with Frank in the in the in the inspection department. He still has some things that Frank wants to see. So I think it behooves us all if we could continue this to April. You'd be in a better you'd be in a better position.
1:43I'm going to ask for a motion to table this us until the April meeting to make sure all those things are inspected and done so that when we make the decision, Mr. Dotto on your part, we have all of the facts and we'll get the full clearance from the building inspector.
1:55Is that okay? Okay. I'll entertain a motion to table this matter until the April meeting. I'll make a motion to table until our April meeting. Second.
2:03Uh any questions on a motion? Hearing none. All those in favor? All those opposed? Thank you. Thank you, Mr.
2:07Chairman.
2:10Uh we're going to go now to uh agenda item two, one day permits a uh St.
2:16Anthony of Padawa Church, 484816th Street, Reverend Reverend Maurice um O Gin. And it's a one-day liquit for um June 7, 2025 and June 8th, 2025. Well, actually, it was supposed to be the 14th and the 15th, too. I don't know. Do I have to come back for another meeting because of that? Cuz I have both things over here that was approved. I mean, was I got the Cuz we got to It's one after another.
2:50It's not It's not on the I got I think it's right here. One. You did them separately. Yeah. Yeah. That's why I didn't see that. Okay. So, do I have to come back or That's up to the board.
3:03This is This is the feast, right? Both feast. Yes. one for the holy holy ghost and the other one's for Anthony and and it's and it's it's one after another this year. The last last year was two success. I think if the board desires I think we can amend this um petition to include um June June 14th and 15th and 15th the same same hours and the same thing. Okay. Could you so before we get
3:28going I apologize. Can you please state your name and address for the record? My name is Manuel Maderas. I I'm the head you can see the leader and that's my other guy there the leaders and uh we presented San Antony's church okay for the last 30 some years. Okay. So now this is just your customary feast right same thing. So so you know all the rules what's got to be done
3:52relative to police details and so forth and so on. Correct. Yeah. I got all the all the all thecept Yeah. It's only for BNY. Okay. Um, and it's it's Can you just give me briefly what's the hours of operation? 5 to 11.
4:085 to 11. All four nights. All four nights. Okay. Um, I don't know. Does anybody uh on the board have any questions? None. Anybody uh um in the audience uh for this petition? Anybody opposed? Uh hearing none, I will entertain a motion to uh grant the one-day liquor permits with the amended items of excuse me, which will be June 7, 2025 20 uh June 8, 2025, as well as June 14th, 2025, and June 15, 2025. Yes.
4:40I'll make a motion to approve the one-day permits for St. Anthony of Padawa Church for the following dates of June 7th, June 8th, June 14th, and June 15th of 2025. Second. Any questions on the motion? Hearing none. All those in favor? All those opposed. All set. Thank you. And you don't have to come back.
4:59Thank you, sir. Good luck. Have a good night. Have a good weekend.
5:03Uh one day liquor permits B. Bostoning promotions 403 Anowan Street. Nicholas D. Salvo for uh March 29th, 2025.
5:15Correct. Can you please state your name and address for the record, sir? My name is Nicholas Dalvo. The address is 44 Chattam Road, Bill Rick, Mass or 1821.
5:26Okay. Can you tell me a little bit about this is cuz this is not this is not an annual thing, is it? It's not. No. Um, so this is going to be a pro boxing event. Um, we have a lot of local fighters on the card. It's going to be at the CIO and um, yeah, we we've done uh, six events in Melrose where we've done one day liquor licenses. Never had
5:49an issue. Um, and you know, we have a good staff, tip certified, um, and insurance and everything. So, um, I don't see any issues. And we have, um, a two officer detail already set up. Okay.
6:07We have on the time of the event begins at 6 p.m., but what time are you asking for the license until what time? Cuz you don't have an end time. So, our events usually run from 6:00 to 10:00 p.m. Um, what I do is, so we have the co-main event and the main event of the card.
6:27The co-main event is the next to last fight. We cut sales at the start of the co-main event. Um, so otherwise we would we would cut off at 10:00. Okay. So, so do you feel comfortable asking for this liquor license from 6:00 p.m. to 10 p.m.? I do. Okay. So 10 p.m. it will be.
6:46And you know all you you you familiar with the fact that um and I know Mr.
6:50Pereira is always a stickler for this having been a a police officer. You know all about the police details and what has to be um at the event. Correct. Yes.
6:59Correct. Okay. Um and and you said you've had experience doing this in the past as you just said in Bill Ricker or what have you in uh Melrose. Mel Rose. I apologize. You live in Bill Ricker, right? Yes. I'm sorry. Um I have no questions. Any other questions from the board? I I do have a couple questions.
7:13So go ahead. All right. Um, Mr. Sal, what's what's the occupancy in that building? Uh, it is 500.
7:22All right. That that's that's actually my issue because you got a pro event, right? You have a box and ring, right?
7:28What floor is the ring in? Uh, it's going to be on the second floor. Okay.
7:34So, this is this seems this happens my issue. So, what happens if you have a very successful evening, 550 people show up, you're turning people away and everybody's going to want to watch the fights. I How many fights you got in the cut? 10, 15, 11 fights on a cut. All 500 can't be in that room that the ring is. The occupancy isn't 500 in the ring room, I don't believe. Correct.
8:00So, I only printed 400 tickets. All right. even for. So, what's the occupancy for the floor where the ring is in? That's the gym, right? The the gym, which we're all familiar with this building. So, yeah, that's a very good question. The room the room itself is a 500 person occupancy without the I don't believe that without the ring. Are you sure that's all right? So, now without the ring. So, now we put the ring in.
8:23500 people in the gymnasium there. I don't think that might not be sir. Yeah, I think the entire my whole life. So you don't keep you're not 500 people in that gym up up in the balcony too. There's only I know for a fact there's only four levels on I don't know if you're going to have obviously you'll have some floor seating but the two the two main things is four levels. That's probably 80
8:45people. The the the balcony is probably another 100. I I'd be shocked if you can get more than 200 people in that that gymnasium honestly. Yeah that that's my concern. Uh, I know it's a fire department issue and I'm sure they've they've seen they've been down there and they will be there and and you will have a detail for firefighter as well. Yeah.
9:03But I just because you want to serve liquor and that's our end of it obviously and it's an all liquor, right?
9:09So you're going to serve beer and liquor.
9:12Um I don't I don't see how you can deal with 400 people and that want to see a fight and I don't think that rule holds.
9:20I never been in. So I don't I mean No, no, no. You can't fit I mean you fit four or 500 people count on the first floor cuz there's the old boxing in the back. You have the whole boxing in the back. Is that still there? The whole ring. Uh yes. So we're where when you walk in the first floor way in the back used to be that's where Ronnie Cole used
9:39to have boxing for years. Yes. Right. In the back. So we're we're up on the second floor on the um on the uh basketball. I know they did. I I used to go there every single solitary day.
9:50Honestly, I know you had the ring in the back, then there was the the hall on the first floor, then you had the lobby and the office to the left and the little room to the left, right? Where you going to have your bar downstairs on that main floor? So, the bar would be um on the in the actual room. Yeah. Room on the first floor. Yeah, on the second floor. Oh,
10:10wow. I know they got the two small rooms there.
10:14I don't I mean, I don't know if we do we have anything to do with the In all honesty, Mr. I don't know if we have anything to do with the attendance, but you're right. There's you can't you're not fitting 400 people in that. Yeah. I mean, I won't I'm not going to be able to support a liquor license fair in this this uh the area that they were going to
10:32serve liquor in. It's It is going to be tight. That's very tight because you're not going to be putting you're going to put chairs on the stage. Uh the basketball court.
10:45Uh no, that's I don't honestly, sir. I I swear I don't know how you're going to get 200 people in that place.
10:53And I honestly I was there every day in my I played that from junior basketball to seniors when I was in college. I've been in that place thousands of times.
11:01That's not fitting 400. That's That is going to be tight.
11:07I I hate to mess up your event. I really do. But I don't um When is it? It's in 10 days. Yeah, 10 days. Yeah. Could um Carrie, can we get an answer about the um maybe you can get one right now? I mean, can you call somebody? Can you call uh uh not the chief, but you can call the captain or the deputy photo? That's what I'm trying
11:27to get. Oh, I don't you're talking to me or her? I don't have I don't have a chief. No, I have the building inspector who could probably have some input on that. Cuz I think I don't want to mess this gentleman up. So, I would even come back again if we need to. But I I I that it does not fit 400 people in that second floor. That's not going to
11:46happen. If you do that, you there will be a problem. Honestly, that that that's that's my issue because it's uh everyone's going to want to watch those 11 fights. You can't take turns. You can't let 200 watch you and then the next 200. There's no way. It's not feasible. So, you can fit four you can fit 400, sir, if you count the first floor. People are going to be down on
12:04the first floor having a cocktail or a beer or whatever, but they're not going to watch the fight. where you have the fight, you're never going to get 400 people here. Anybody who told you that Oh, there's no way.
12:17I don't even know what the I don't even know if that's the capacity in the whole building. I think I think it's 500 in the entire building if I'm honest. Yeah, but I don't know. Oh, that's why if we can get an answer, maybe have him hang around and we'll come back to him last possibly and I'll see if I got any response from Glenn or you can table it and we can whichever
12:38you prefer. Why don't we do I mean I don't want the gentleman to have to come down again. We'll we'll we'll pass on it. We'll hold it till the end of the meeting. Hopefully Glenn will get back to you and if need be we're probably going to have to table it and set a set a special meeting. I don't want to mess up your event. Thank you. All right.
12:53Trust me, I'll wait around. Yeah, I'll try to get to the bottom of it. Okay.
12:58Thank you.
13:00That's very good question, Mike. I mean, it really is. I missed that. Okay, we're going to we're going to just hold on that and uh pass it.
13:10We're going to go to three.
13:11Entertainment. Viva Fall River, 38 Granite Street. Patty Rigo. Can you please state your name and address for the record? Sure. Patty Rigo, 25 Ward Street and executive director of Eva Fall River. Okay. Um can you tell me a little bit about your request? Sure. So um our visitors center and shop is located um on the property that is owned by um 10 Purchase Street, which is our CSI Holdings. Um our
13:38address is 38 Granite Street. We're in the parking lot. So if you might have be familiar with the property used to be like a drive-thru bank. Since then, we've converted it into a storefront and um outside of that is a parking lot and what we call a pocket park. So, we have these pavers outside and it's meant to um once the grass starts growing, it creates an outdoor area whereby we can
14:01have events and activations. So, we're going to have a farmers market every Thursday to kind of um get the get some action down in the Purchase Street area and help the restaurants out. So, we're looking at about uh 10 to 12, you know, produce providers, you know, artistal foods, honey, this, that, and the other.
14:18And, you know, in order to provide more festive atmosphere, we want to have some live music. Um, and so I wanted to go ahead and get the entertainment permit as as requested or required actually.
14:30Um, and we're not looking at anything like we're not talking like like a 10 piece band or heavy metal or anything like local all local street you know performers um you know guitarists um maybe some students but nothing super loud and we're we go from 4 to 8 and just Thursdays. Mhm. Thursdays from June 12th through September 18th. This going to be outside? Mhm. Well, weather permitting and if if it rains we but
14:55then we do nothing. Come to us to do the outside thing. How does that work out?
14:58That's what she's requesting. Just to have come outside. Yeah, she's requesting to have entertainment outside.
15:04Okay. But don't they have to license outside first?
15:08Well, she told Well, she basically told you where it's going to be, right? It's going to be where the pavers are. Yeah, it's I mean I mean I don't know if this makes a difference or not, but it's private property. I don't know if that like and I put forward the I did have an event permit. I I'm not saying that. I I have no problem actually with the music,
15:24but I thought that we there was a new thing that if someone had to use outside, they had to have Didn't Wasn't there a board or something they had to go through to get permission to even allocate uh utilize outside?
15:36I don't know. Like not everybody can just have like I thought that well she it's private property. I think that's where the issue would lie.
15:45Okay. I just thought that like for instance if uh TA wanted to use that outside remember they got those blocks that's because it's on the sidewalk.
15:53Yeah. Okay. Cuz this because it's on that's yeah impeding a public way.
15:58That would be that. Okay. All right. Um any questions on the board from the board? None. I have none either. Anybody uh anybody in favor of this petition?
16:08Anybody opposed? Uh hearing none. Uh I'll entertain a motion to grant the entertainment license. Yes. So, I'll make a motion to grant the entertainment license for Viva Fall River on Grant uh Granite Street for Mr. Regal. I'll second.

30:35It starts right there. It blew.
30:39Mine's been Oh, sorry. I messed you up.
30:41I messed up.
30:44There you go.
30:48Well, you got the same number as me.
30:49Mhm.
30:52200. You saying for the whole building?
30:55Yeah. I just say I something's wrong with this.
31:01Has no sprinkler system or a fire alarm.
31:04I think it's grandfather.
31:07Yeah. But but he says that he said that if it's over he said 200 with larger capacity brings in brings a firewatch to special for special events. Well, he's hiring a firewatch. But I can't.
31:26Correct. You're going you're hiring a firefighter. You can come back down, I guess.
31:31So, I had sent Carrie the inspection certificate from the last boxing event that was held there in December. Um, I sent it by email. Um, and the inspection certificate for a boxing event. This is with the ring in the room. Uh, total occupants 413. And they do these regularly. Yeah, they do inspect the building. And who did? One of the building inspectors, I imagine. Um, I can I can't see what his name is. I
32:02can probably figure it out if you show me the signature. I know their signature. I can again. Is that the building or the room? It can be That's the building. And they break it down per like floor. All right. So, what's Well, the building might be 413. I'm not That's Eugene. Yeah, that's Eugene.
32:18That's It's funny. You know it, too.
32:20That's Eugene. Well, well, can I just You can take this. I don't Do you mind if I just take a look at this? No, go ahead.
32:39Jeez. And so they they do boxing events in this room regularly. And he said that or the um the gentleman who I'm renting the room from said that for every event that they do, it's the same. um inspection certificate. They were always given the same amount, but this was from the most recent. It says it is. I I can't believe it. Have we provided liquor licenses before? No, that's not
33:07that I'm aware of. It doesn't sound No.
33:09Okay. But they might have had a Yeah. Like a a caterer come in and do it. And I have no Okay. But I I am renting the whole building so I can put the liquor on the first floor and have people so it's not in the way of anything. No, sure. It's not your fault.
33:27That says you can put that there. I can't I honestly I just It says the boxing area second floor. That's where the ring is.
33:36Correct. Correct. Is 364. And yeah, but then it's it gives it gives 449 in the in the in the balcony balcony. I can't that's not our business. That's that I mean we're not in charge of that. I just I am honestly honestly I've been in there thousands of times in my lifetime.
33:54I just was I I if the city's saying it I don't want to hurt the guy though. No. I mean so too. Yeah. No, no, no. I I don't want to hurt the guy. I really just don't. I want it to be right. I just I can't believe that they're saying that that's the capacity. Even Glenn said 200.
34:11So Eugene saying it's it's he regular signatures on it and Glenn saying it's two and Glenn's the boss up there. I mean well he but they didn't do the certificate. No, Glenn did the certificate and I'm excuse me Eugene gave him the certificate and that's obviously accurate. He had to go in there and go and go over it and what all alcohol? Yeah. Well, like Mike says though, it's it's kind of not on us
34:38then. I mean, if they're saying that that's the capacity, then I'm, you know, the and the city signed off and gave this gentleman a certificate. I I'm not going to penalize a copy of it, correct?
34:47This is a copy. Yeah. He doesn't actually have a certificate. He probably took a picture of of him hanging on the wall. Am I right? No, December 24th.
34:55This was sent to me by the person I'm renting. And that's like, what's the date on there? It's 24. Uh, December 20.
35:03Yeah, December 19th. I I December. But I that's might be when it was December 14th, 24. What does it say underneath there? Uh underneath the date. It's that's both the date it was issued and the date that it expired. So it's only two months ago.
35:19Two and a half months ago. It's the date it was issued and expired. And expired.
35:24Yeah. One day cuz for the one day event they only had a one day event. Mhm. I Okay. So that's what So they give them a one specifically for each event they have there. That's what it's looking like. I didn't know that. All right.
35:38Yeah. Um well, I I'll tell you what I'm going to do. I'm gonna be fair to him because I don't want to mess the man up.
35:45I'm going to ask that a motion be given um to allow this to move forward on a one day liquor permit subject to the issuance of a current one of a of a of a what is that called on the top, sir?
35:57It's a certificate of inspection.
35:59Subject to a certificate of inspection relative to the capacity. So whatever if the city building inspector through either Glenn or or Eugene or or Frank say the number whatever the number is he's got to live by. I mean he's already got one. So and it's only 3 months old and it's for the boxing area. I understand why he rely on that but we'll cover our butts by saying so I'm going
36:23to entertain a motion to approve your one day liquor permit subject to a uh issuance of a certificate of inspection which will give you the capacity.
36:31Correct. Okay. You okay with that? Yeah, that's fine. Okay, I'll take that motion. I'll make a motion to approve the one-day permit for Boston boxing promotions for March 29th, 2025, uh, subject to the issuance of a certificate of inspection relative to the capacity.
36:49Second. Um, any questions on a motion hearing? None. All those in favor? I oppose. So, just make sure you do whoever you got to go to to get that get that so it'll be valid for your event and That'll be it. I will. Can you come in tomorrow? Thank you. Um I Do you need me specifically in or can I send u a member of my staff as long as they know
37:14what's going on? I have to understand what kind of went on this evening. I can do that. If that person comes in, they have to come in in the morning or around 3:00 because there won't be any building inspectors there. So, they got to be there at 8ish. I just I think it's best that you get this fixed sooner than later since this is right around the corner. Okay. Yeah. We don't want to
37:32hold you up, right? So, make sure you you try to deal with it as soon as possible. So, if somebody goes ahead and changes your occupancy on it, not that I'm saying that will happen, right? But I know you must have money into this, right? So, I would do it sooner rather than later. Okay. Okay. Okay. Have them come get me when they come in as well.
37:50Okay. Okay. I'm on the same floor. So, tomorrow morning? Yes. Or or by Friday at least. It's I'm just trying to make it so you have peace of mind in some capacity. Okay. Thank you. Thank you so much.
38:02And that that would be so we would need to schedule the building inspection through you is is that building department but Eugene and possibly Glenn might go due to the Okay. controversy over the occupancy. Okay. Okay. All right. All righty. All right. Thank you.
38:19You're very welcome.
38:22Okay. Uh old business. Uh improving. Can I have a motion to um approve the minutes from February 19th, 2025? I'll make a motion to approve the February 19th, 2025 minutes. Second. All those in favor? Abstain. I wasn't here.
38:40Um, and then is it I have to acknowledge and sign receipt of employee handbook. I never got one. Thank you. No, I did.
38:47They got them just last week. Last month, excuse me.
38:51Keep the paper and I'll keep the paper and you keep the book. And I just want to speak to you guys about something in a minute. on the on no. Okay. No. Um I'll have a motion to adjurnn. Please.
39:03I'll make a motion to adjurnn. Second.
39:07Thank you. Okay. And we off. We off.
