4:42Uh so it's a two-story mill that was built in 1871 as part of the Waffanog Mills. Uh it's in the National Register of Buildings was in 1983.
4:54And our goal is to restore and replace 54 windows.

So we we contacted Horn and Maryland and Somerset and sent them pictures of the windows that we have right now and asked them to provide us some options that they have that would meet um preservation um um standards. Um so we've uh there was a project in Providence at the 60 Ship Street that they renovated the same type of windows that we have. Um we have very
5:43large windows. They are 11 ft high by 6 ft wide. So it's a very special window that needs to be um made.
5:53Are they approved by the uh secretary of state standards? Good.

6:05This is remaining the same size. That's Yeah, the windows are staying the same size and the same style. Uh so the windows they actually have two panels that swing out.

6:15Um so that's what we're doing. and they have two vertical panels. So the window comes actually in like four different pieces that then gets assembled on site.
6:23Um and they're made to order. Uh so Horner Mill will come in measure the windows and right now it takes about 10 to 12 weeks for the lead time for the windows. Uh so if approved um by the CPC we'll will the goal is to to work on this next summer. So we'll get um the order in and then get the windows in and install the windows.
6:45Okay. The key is to to make sure and ascertain from the corner that they are following the interior standards. Okay.

7:02I'm always fascinated how you can find these companies that can do this extraordinary work. What how did you go about finding them?
7:11Well, I I knew about Horn Windows because I've done worked with them in the past. So, I just wanted to make sure we could find something that would match what we had. So, I sent them the the pictures of the current windows. So, they were able to look at their catalog to see what they had done in the past.
7:25And that's when they pointed me to the project in Providence. And when I looked at it, well, that's great. Those windows match exactly what we're looking for.
7:32And those windows that were used uh met the uh historic preservation uh process in province as well.

8:46Hi, my name is Patricia Todd. I'm the property owner of 104 Anowan Street, originally known as American Printing Number Six. Um, my family has been sewing factories in Fall River since 1936.
9:03Owned lots of mills, been through the drama. um lost the businesses. So, this is my last mill and I'm trying to renovate it and I'd like to start with the first floor windows. Um I have So, this is Steve Toten from Architectural Preservation Group. He's been working with me. We res we renovated the carriage house next door.
9:33I think it's beautiful, Rick.
9:36Um, I've seen it and it is, but you have opinions. So, but but I would like your opinions on how we do this. So, our big dilemma is it's about 44 windows just on the first floor. So, I want to start on the first floor. It's a 28,000 square foot mill, American printing number six. Um, I want to restore the mill. I don't want it to be torn down.
10:02So, I'm really trying to preserve it.
10:06Um, so I just want to start on the first floor just doing those windows and I just need some help. Steve is helping me. Um, he does historic preservation.

10:20Okay. Um, all right. Tonight, tonight's meeting is primarily for letters of support for the CPC. 10:46We have requested $350,000 from the CPC to start on the first floor.

We have requested funding to replace our slate roof uh which is um just become really deteriorated. We'd like to use a composite slate with the Da Vinci um composite slate material um to replace that roof. and we're going to replace both the main building and then the addition um which we're going to fund
13:32ourselves to replace. So we're here seeking a letter of support from the historical commission for the use of I guess the Da Vinci slate.
13:44Okay. And then at a future date, you might when you're ready for construction, you should be reporting or coming back to us and we can work on the product and make sure that the installation meets the secretary of interior standards. We can help you with that.

14:02And our plan is to all the copper, you know, the roof cap, you know, there's all copper on all the edges and stuff.
14:07Our plan is with to work with the contracted. We want to maintain all of that, you know, as close as we can to the original or replace, you know, what is there if there is a product that would, you know, there's there's a few pieces that with the wind have like bent up and and things like that. So, we'll have to see, but our plan is to try and make it look as original as possible.

14:42This is fantastic. This is an interesting product and absolutely interesting. Something that others can learn about.

So they have a recycling program through the Da Vinci, you know, that product. So they'll actually recycle the waste materials and things. So it's also good for the planet.

17:44And oh, so um this project may look a little bit familiar because uh this is going to be the second phase of a historic inventory that that uh was uh that is almost completed and you'll you'll hear more about later in the year. uh it was done by public archaeological labs identifying over 90 different historic and archaeological sites in the bio reserve area which is pretty much from
18:11Meridian Street all the way to the Freetown line. Um uh that was the first phase. So the second phase is going to be very similar. I actually uh left you each with a a a handout here which which um describes what was involved in the inventory of the first phase. Uh um and the product the final product is going to be a report and um prepared form A's form B's uh E and others that
18:41can go to mass historical to make sure that these properties are properly uh identified, described and protected in perpetuity. So that's that's kind of the the the mission of the bio reserve ecologically for biodiversity and things like that. But there's so many interesting archaeological and cultural features that we thought it was important to make sure that uh we know what's there, where they are, and to do
19:05all we can to protect them. So the the middle uh sheet is a map which shows um in in a very comprehensive way where these sites are across the bio reserve.
19:15You'll see North Puppa Pond and and Copicut Reservoir as as key uh east and west landmarks. And you'll see now this this really isn't meant to read because the font in order to get 18 square miles on a map the font is not readable but just gives you an idea of the the the scope and breadth of the of the features. So this phase two uh is identifying an additional 30 or so uh uh
19:44projects uh or sites I should say historic sites that either weren't at that point readily uh identified and and um so this would be continuing on this work in probably similar uh fashion.
19:58We'll have a similar product uh to uh to you know to be with the city as a permanent uh record of these things.

20:49Um so this is um this is the most modest I think of of all the 1873 waterworks buildings that we have. Most of them you're familiar with. the 1873 pump house. Uh the standpipe. This is all on Bedford Street. Um this is a shed. This is what they call a um uh contributo building.
21:12Uh it's it's brick and what it needs is a uh it needs a new roof. It needs, you know, window doors and trim. And so it's our intention to uh go before the uh CPC and try to get funding. We went last year. In fact, you wrote a letter last year uh and thank you for that. Uh we were successful. It was getting quite competitive. So, we we're going to try

22:09John the Baptist Church.
22:19Um excuse good evening. My name is Ehor Slicki and I'm a trustee at St. John the Baptist Ukrainian Church. Um this year we're applying uh with the CPC uh for a grant to paint the interior of the church, the walls and the ceiling. Um and so we're looking to get a letter of support from the historical commission uh for that grant. Um and look at um if you uh if you look in the package, you
22:46can see that the walls and the ceiling have a lot of um murals and and religious paintings. and we are not going to be touching any of those other than maybe a light cleaning with a feather duster or something like that.
22:58Um, other than that, the the the church the interior was last painted about 35 years ago. And so the paint has faded.
23:05It's it's cracked and there's some deterioration in in in the plaster work itself. And so we're looking through to re repaint just the painted parts matching the color. the the ceiling is is kind of a light sky blue and the walls um as as I remember originally were like a slightly off-white off white color and that's faded to sort it um one of the people who gave us an estimate said it looks like peach or something.
23:34It's really not. It's I think it's just the colors faded so much that um it's it's changed. So we want to bring it back to a lighter color. So that so that's kind of the the roughly the project then. So, we're looking to get a letter of support uh from the historical commission uh to the CBC.

23:57It it is historically painted inside and we don't normally deal with colors per se, but to remain historically significant, you have to somewhat maintain some similarity in color. So, that's going to remain.

And we're making sure that we're not we're not going to cover up any of the or paint over or even try touch any any of the the uh the the murals and and their paint paintings that are on the walls and on the ceilings. 24:38either the plaster or the paint has peeled off and so those we're going to try to repaint those just those sections matching the color those color um is u on those bands is the background is like a dark red maroon color with sort of gold high design in in it.

24:58So, so that's the only part, but that's going to be um there's very minimal of that.
25:03All right. Good. And again, there are designs for that with the Secretary of Interior standard. So, u you know, have you ever received some of the guidelines that that pertain? So, you're all set there. All right. Good.

25:22Um it's I think it's going to end up getting um uh patched. I think they're going to put a patch on it, um, some kind of fiber patch and then either put a fresh coat of plaster on that or just paint primer and then paint on that. Um, the building is so it's from 1914. So, um, the the plaster in here is is on wooden L.
25:44So, we're we're very u we want to be very careful about touching any of that either removing it and so we're trying to just keep everything in place as much as possible. Um there there are some cracks in it usually like in the joints where the where the walls meet. And so those are probably going to get repaired which is probably going to be like a um
26:03I I I assume it's going to be like a um a cloth strip and then it's going to be to cover the the crack itself and then painted over.

28:06This this renovation, roughly $645,000 renovation, is to repoint all the mortar joints on the tower. Um, we requested $150,000 CPA funds. It helped fund both the scaffolding and the pointing of the tower. It's part of a larger project, roughly a $6 million renovation going on in the cathedral, which includes the windows, the pews, the interior lighting and painting. So, okay, just an off question. uh with all
28:38of this interior work and exterior work that you're progressing with, is that going to keep maintain its originality to the building?

30:02Hi, my name is Sandy Dennis um executive director of Creative Arts Network. Um and we manage the Waterfront Cultural District in Fall River, Mass. And we are requesting a letter of support from the historical commission um because we are also applying for CPC funds. Uh this project is very similar to uh Michael Borsier's project only in a different section of Fall River. This particular
30:28survey would be u the waterfront cultural district in Fall River, Mass. I did drop off a packet to your office, but I emailed everyone a packet. So, I'm not sure if you received it. If you didn't, I have an extra one. Um, but basically, we are working with Roger Williams University to help us spearhead and kind of springboard this project.
30:50But then once their portion is done, we're going to need the funds to um work on another phase of it and eventually do the form B's Z's eyes, whatever forms we need because they're not properties.
31:02They're historic buildings, businesses.
31:06U we're also doing some land forms.
31:08They're going to be researching and surveying some land forms such as crab ponds. Um although Central Street Bridge is a structure because it's so unique and granite, we want that researched as well.

Um had um two vendors in to look at the look at the project. Um, one of them was very confident in restoring the sashes that that had been taken down on the on the second floor and still remain in storage. Uh, we've been unable to locate
33:09the sashes for the north side which is Anowan Street, but the ones I just referred I should have mentioned are for the Water Street side. So sashes exist that can be restored for the Water Street side at the moment. sashes do not exist for the Anowan street side would have to be fabricated from scratch.
33:27Um, also there are some basement windows on the Anowan Street side that can be restored in terms of uh their accessibility at the moment.
33:35And again, you're going to maintain Secretary of Interior standards when you have these these windows manufactured.

34:05No, I unfortunately it's everyone has most people have passed away that had any historical involvement with that building. So I have no idea when the original windows were taken out and why.
34:16And those casement windows you're referring to, those are those those feed or they enter into the archive section that's on that side of the building. Um, these are coming out, correct? Okay.
34:28And the ones that would be going back in would be have to have a UV type membrane um adhered over the glass to keep the um artifacts from deteriorating from light, UV light, UV light.

36:28Good evening everyone. I'm Caroline Alen U for the Fall River Historical Society at 451 Rock Street and we are here um requesting a letter of support from the um historical commission uh for our application to the CPC um and it is for phase two of our roof and exterior restoration project of our building. Um phase one is currently underway.
36:53Um the request for the CPC that we have is $582,735 against our total uh project cost for the roof um which is 3 million um500, uh422.
37:10Um so the um museum buildings as I'm sure you know is one of the finest preserve French second empire structures in the city. Um and if funded our project uh will complete the exterior restoration of the building um from our set line up. Um and uh part of this was also and part of phase one was to match um the original paint color to our building. Theirricolor uh scheme that is there right now is not
37:38original um to the building. It was actually all one color. Um so we have had that uh 1870 paint matched. Um, and the plan is to replicate it um throughout the entire woodwork of the building.

Form B's and form A's are going to be completed. uh and essentially we're all familiar with that from so I don't have to go into that but maybe for the general public just let them know that the area the cultural district in Fall River where either 50 or 51st there are only 51 cultural districts I believe out of the 351 cities and towns in Fall River
39:55and we have the pardon in the state in the state correct and thank you and the um cultural district extends from the Commonwealth Landing and heads south to probably where the Luns uh waterfront uh boats are stored and then turns up to Columbia Street, runs up the Main Street. So, it's it's right and it follows Route 79 east onto the water. So, it's rather a large area and it's going to be all looked at by Roger

And we're going to have a sizable group.
41:22Again, we're going to try and invite uh the mayor, city councilors, u uh our rep two representatives uh from these areas.
41:31Uh and there'll be preservation historic society, preservation society. We'll be getting all these individuals in to view this. It's quite impressive. Uh I I've seen the the reports. I've actually participated in them and it's it's really outstanding the amount of work that's being done and what's out in that bio reserve that most of us were unaware of, you know, so really really exciting.
41:59The second item would be the uh Highlands local historic district update that was funded funded through the um PAL group and we're about to start it looks like there's and all of the commissioners here are invited if you're interested in it'll be on Thursday the 9th of October. is going to be the prelim preliminary walk through. Uh they're going to do some assessments and and walk the neighborhoods and take a
42:32visual uh look at the buildings and and we're going to sort of strategize what we're going to be doing uh with with the the properties. So, that's going to occur October the uh 9th on a Thursday.
