albian Street poll 12-1 will be set against curbing in the sidewalk in accordance with the provisions in accordance with plan number 3111 0824 are there any proponents to this public hearing any proponents please come down a quick overall please good evening president CRA City Council Members um National Grid is uh requesting um a new poll set on the on the east side of albian street um right

now the existing pole line is on the west we're looking to set a new poll um for the customer at 222 Alan Street uh right now they service um I believe they have like a a 15 foot narrow pathway that leads to the back they don't have a they don't have an a driveway an accessible driveway so the existing uh service runs along 218 all Bean street that if that house ever catches

Balo hi repeat that excuse me repeat my no you're good I'm here about the incident that happened Friday night and here to correct something that the stabbing did not happen at Cel the stabbing happened at 75 Raymond and he ran into catel and thank God that I was still there playing cards and one of them elderly residents did not open that door or we'd be having an entirely different

conversation now it teams to send from the same address 75 Raymond Street all the time I mean it's a second incident this year the other guy had his head split wide open in front of the doors this was a stabbing and thank God I I'd like to recognize her name is Clarissa VES who was in school for nursing was a big part of Saving that man's life and it all happened in the foyer

and it just the residents of catel are all seniors and they they don't even want to come out of their Apartments though I had the community room pretty active now they they're scared again and I just want to know what I have to do to get this guy to stop in a rooming house over there and I don't want to mention his name but I'm pretty sure we all know who it

is and I just want to ease their pain at cartel because they don't even want to walk down the sidewalk CU it's still covered in blood well I have a question Council C4 sent First Council kby goe yeah I don't need a response back it's just a form of reply but obviously did you contact the police that's the first question I have the been to the residents that's the other question and you're just going to

do everything within our power and and the mayor's office and the police department um to make them aware of it and we have ordinances on the books that deal with these type of properties so I'm just going to make that comment if you didn't know that already so thank you are you than C5 um the only concern that I had is you said that somebody was running a rooming house and usually that

has to be we just did a whole issue on on rooming houses and uh what are some ordinances around that but I would suggest that you talk to that gentleman over here uh and if you give him if you give him the address I know that he will check that out and see if there's a license or if there in fact is a rooming house cuz if there's not um there could

be issues for whoever's running that I sure half the way thank you yes Glenn half the way yeah thank you you're welcome thank you Mr Baba for clearing up Friday's incident appreciate it thank you thank you item number two committee on finance convened with the city administrator the director of City operations and the building inspector to discuss safety concerns regarding Pearl Street parking

garage and the Third Street Parking Garage it was adopted on January 28 2025 whole discussion whole discussion and table I'm if need to be want come down please you come down that way as well I make you

happy okay could each one of you please just identify yourselves for the Public's interest and put the microphone close to you we speak into it I appreciate it thank you just how you Mr hathway Glen hathway Building Commissioner inspector of buildings for the city of for River Aliva director of City operations Stephanie McArthur director of traffic and parking Emily Ary inum Director of

Finance does anyone want to begin counc C5 counc proud yeah the only reason that I put this resolution through was because we have two parking decks in the city one of them is on Pearl Street and the other is right outside of City Hall they're in rough shape there needs to be work done there we I believe received a grant Mr alera for 600,000 was that the amount do you

recall it wasn't a grant Council what we did is we merged the accounts that we weren't utilizing for other projects so we have that um 600,000 correct okay and Mrs maatha what do we receive in money from both those garages in the entire year so monthly we're looking at about 25 to 30,000 a month and it's for three of them actually it's the open lot as well that we collect revenue on so it's

so roughly 30,000 for the open lot plus those other two lots so we're making a lot of money on those lots people that Park jurors that Park there I believe the courthouse has um a deal with us to park juror's cars I used to work at the DA's office so I know a lot of the attorneys and when I was there some of the jurors were complaining I went checked it out

myself smells like urine the place is disgusting if we don't have the money to fix something and it's going to take forever to fix that what's the administration's thought and I know there's nobody really here from an Administration sell them I don't care how much money you spend on them I mean on Pearl Street you have a Jenga of blocks holding it up and and one of the pieces fell last week from there one of

the tiles inside fell if that fell on somebody you'd have a heck we would have a heck of a law a lawsuit I know we don't have the manpower to to go in and fix that we're going to have to hire outside companies to come in we're going to have to do a study we're going to have to put for proposal we're going to Meanwhile somebody gets her I say to the

administration who's not here and to this Council what's the flavor of selling those if you sell those and you made money you've got 600,000 she's got about 300,000 for a year right oh we had two years and then where we have the empty lot build something there like they put at Primacare so it's sturdy and solid get get rid of the other ones so people who can afford it can buy it and can fix

them I don't care you can put uh lipstick on a pig it's still a pig so and I don't know Mr President nobody's here from the administration I did talk to the mayor about my feelings um I can speak to it some you can okay great so we did have conversation um you know part of that conversation with the administration would also include Finance team right so part of what you would assess is you know the

affordability of it you're saying can we afford to fix it so that's a big part of the conversation is can we fix it and then the other side of it um that we'll have further conversations on um that will hopefully be able to be brought forward is you know the idea that this is a public service that we're offering so if we sell these to somebody else to have them maintain it we don't have the

control over how much parking is offered how much parking is offered for for the whole of the downtown those two garages and other than having that one lot and then the metered parking spaces we wouldn't have much parking down here at all that we need so it is an option to do that you know and we can look at the cost valuation of that but it's just a reminder that it is a public service

that we're offering that we would kind of lose the ability to have control over you know the cost of what people are being charged in the accessibility councilor I just want to remind everybody this is about Public Safety Safety in the parking garage not about let's sell them it's not the real estate committee so uh the resolu parking garages are not in the real estate Comm I know they're not but I'm say you're

talking about selling them we should refer to the real about this this conversation they came down to to talk about how we can improve the safety in the parking garages and what we're looking to do you're right I just want to make sure that the administration is represented before you we didn't you're right but you know when you're talking about the public safety of it no I know

but they came down to talk about public safety and what they can do improving and safe put in place in safe guards and not prepared to talk about selling it well I just throw that out there but you need to have security guards there uh you need to have fobs or something that's hooked up to the gates so people aren't going in there we had a conversation

um Mr ala and I and they go in and clean it maybe twice a week or something but we we've stepped up our our efforts on that we've we we're going four times a week we're cleaning the place we're we're trying to do an inspection there's a lot of activity in those areas so we're we've stepped up the efforts on that the traffic folks are there de touring for the safety purposes we have

our folks going in there at different times to make sure that we clean the place up we do have a plan going forward by by selling those garages is to me it's not the the right thing to do we receive those in rough condition so we have a plan that we put forward to make sure that we get those PL that those parking garages all loaded up with with vehicles right now we have the upper

levels that are just not being filled right now and there's a reason for that it's a safety concern and that's what we we we're looking at I I brought in a company to give me some prices to assess an assessment of should we move forward with this the engineers without a doubt said this is going to happen throughout the years we we just need to do a little more an investigation so we paid for that

investigation moving forward we did the assessment they said that there is no real major safety with that those garages right now from that we're in the process of x-raying some of the concrete we're in a process of of physically testing each each beam to make sure that we have some some stability very shortly within the next few weeks we're going to receive the report from there we'll have

a a a way to repair those beams which are an engineer for is we're using TI and bond th those folks have been doing this for many many years so we feel good about that we're we're going to gain those sparking spaces up top we're going to add lots of solar panels up on top and that th those garages are going to be vibrant very sure tell me Mr Olivera

if you know or if anybody at the table knows how much money have we spent repairing those garages in the last five years so so counselor I don't have those numbers with me but maybe someone else does May Emily could get that here's what I will tell you about that anytime you have a structure like that and you don't maintain it they when I first got here they were using salt on a concrete

garage you can't do that that I mean deterioration up on the up on the top level they had plates to to to stop holes those are all things that were done before we we took responsibility for that now we're trying to make sure that everyone is safe in that garage there was you know one time there were concerns about uh droppings coming from beams and stuff like that we we protected that so every at every

situation we're trying to make sure that we protect everyone who utilizes that and and the City well I know Pearl Street did have something fall are you aware of that um Mr Hathaway yes so if that would have fallen on somebody's head then what would have happened we' had a lawsuit correct so I I get it what you're saying that we're going to you know we want the the parking decks to be

safe and we're doing this and the engineers are coming and they're going to x-ray this they're going to x-ray that we haven't done anything in so long I think uh Mr Hathaway I think I had talked to you about the wood structure that looks like a Jenga yes block yes and I mean how long has that been there how many years has that been there it's been there just before Mr Oliva arrived

uh to the city at his position was that two years approximately about two years yes and um my understanding is that uh a construction company or engineering company is evaluating the situation over there and they're going to come up with a plan um those blocks that I have called cribbing um I put those I ordered those there temporarily in the event something were to happen um between me and everybody in

this room those blocks will become a piece of butter with the weight of the brid the structure if they fall on that it's just to give anybody if they were to fall the opportunity to get out get out and they're only there is a precaution they're not going to do much they will help um I don't think I'm going to say I don't think I'm pretty sure uh they'll never be

utilized uh I at least got willing they'll never be utilized but um I ordered them there for safety reasons that's all and and I agree with Mr alera they've been cleaning it a little more I know it was two times a week now it's four um Mrs maatha has some of the traffic that swinging by to see but at night none of you are around Nobody's around so you have

people that go in there how many needles do your guys pick up when they're there people defecate and urinate in the corners there that's not fair to some of the elderly who would park there they're afraid from those High rides that they're afraid to go in and and park there so Council this is not a Fall River thing I will tell you that we we we're stepping everything up we're ramping everything up to try to make

sure that we the best the best product but if anyone in this room thinks that you're going to get rid of those parking garages and try to build something in this this day and age there's a major cost I'm going to be as blunt as I can you're not going to be able you're going to be able to take a lot of money and put into something else so what we have right there the

engineers felt really good about renovating that they would they would shut the place down if it was that bad they did the initial assessment we paid for the initial assessment what what that cost us $22,000 okay out of the 600 that we have okay so it it was really the assessment was for me to tell the administration stop whatever we do stop we don't want to move forward with any

of this from that assessment that almost like a feasability from that assessment we we took the uh the burden of of making sure that we fix that part those parking garages it once we get that done I mean we we've illuminated the place up we've put new cameras up there we we're cleaning the place up there's a lot of things that we're doing it's just that at this point making sure that the whole

place is safe and fix this we're going to be in a great situation once this gets fixed obviously we talked about putting some fencing putting some fobs making sure that we restrict folks but you're never going to be 100% capturing anyone that wants to wants to get to into that a little bit of a deterent Mrs macaa how much money the money that you've raised MH where where have you utilized that money does it go

back into that does it go to the general fund it goes into the general fund okay so it goes into the general fund and then Emily the money that's in the general fund we haven't repaired that so what we're just using that somewhere else I mean that's the problem so the way the revenues work is we have a lot of different fees and and stuff that comes from a lot of different

departments that kind of goes into general fund local receipts and we have it to you know help balance the budget and with having money like that coming in and the consistency of it and I will say some of it's been increasing from her side of things um it allows us to do more to take on more capital projects to take on debt as needed so no matter what you know even if you wanted to pull it

out and say it's just for this if you leave it in the general fund it's it can do the same thing it's about what we as a council and administration put forward as a priority project but unfortunately it hasn't it's you know and that's got to change it's done you put that money in there to help balance the budget and while we're Balan balancing the budget we're not keeping up with the the

investment that we have or the property we have and that's something I hear constituents complain about all the time the city does not maintain the buildings it owns I don't think Mr haway would let a private person have that wooden thing there for two years or three years he wouldn't because it's the city okay will let it be there but I know him he he's a bulldog to go after what building rules

and regulations are to do it right so so I'm glad that you're making some progress part of this study that that they have to do for the analysis of the concrete it's temperature related so they're into the next stage and very shortly with the temperatures Rising they're they're going to complete the study so from that point on we'll know what we're going to need for funding to repair that once we repair it it's a

different different situation well thank you but I am concerned with the safety especially of the elderly that live in that area um and other people and I think it's it's also for anybody coming in when you're a juror you come in from All Over Bristol County it's not just for River people that that is an awful impression they get of the city of for River and we want people to have a

better impression because we are better than that Mr President with that I yield thank you C Mr Oliver is that building structurally sound the the engineers did did say that we were in good condition with the with the the building we wouldn't have moved forward if they didn't feel that I just want to give a little bit of History to some of my colleagues who might not be aware of this but the city has not

always maintained and been in possession of those two buildings correct we turned them over to the Redevelopment Authority years ago they took care of them or didn't take care of them for a number of years and then when they found it was not cost effective for them they they sent it back to the city and the city now has them back so it's not just as the city's been ignoring this Pro for a

long time it was in someone else's care and I guess investment wasn't made back then either so it leades us in a terrible situation but as Mr Val said the building stru structurally sound then we can fix it we can repair it Mr hatway if I may i' just like to add my two cents into all list I would encourage the counil the mayor and all the people that are involved in these

decision makings to please move forward and start a process so that Mr Oliva can get the repairs moving forward every year we wait every year it gets worse and worse and if we start small and we end up big then we'll have a complete building but as long as we keep waiting as long as we keep playing with our thumbs okay the deterioration keeps going we need to stop and get it

moving forward that's what I put in the request cuz we can't do nothing without the request can I just say one more thing about this we have started this we have started the process we came in front of you asking to merge the funds right we have the funds we've signed off for the contract to have the studies done we we're moving we can't we can't push anything faster than this at this

point the engineers have it in their in their queue and they're working on it right now so we're waiting on a couple weeks for all the analysis to come back from the concrete testing and that's where that's where we're at at this point it's it's happening thank you CC counc P thank you um so I I just uh clarify for the public in my own edification you mentioned $600,000 correct so let's clarify that

for people who aren't aware including myself or to remind me where is this $600,000 coming from so we had projects that so councelor I sorry to cut you off but we had projects that were not fully completed so you're talking about capital capital project so are you talking about the go ahead we came in front of you and we asked can we merge this and we came up with the $600,000

funds okay are you are you talking about capital projects and capital that was spent out but was uh sitting there um under not utilized which we've been talking about was little remainders of project so if it was a million dollar project and they left 10,000 in there things like that so little surpluses all over were able to be pulled together was nothing for Capital with the with the same longevity in terms of those

projects facilities related projects facilities related use correct same longevity same everything got it okay so do you you don't have any you won't know the cost to get the other two floors open on Third Street until the engineering plans are complete where you can then go out and get estimates for it correct so they gave me a roundabout number of about 1.2 1.3 per per building per building per building now let me

just for my own clarification Third Street has two empty floors correct Pearl Street has none they do they have two or one I believe there's two Pearl has two and I think uh Pearl has one third has one no no no pearl has one just them again I just T them again Pearl Street Pearl Street down there has one empty floor Third Street has two and you're saying for both buildings it's

going to be approximately $1.1 million approxim through the through the initial assessment through the initial assessment they gave us those those dollar amounts okay and the fund and the funding sources to make those buildings safe is going to come from where that's where we we talk to the administration and we talk to the CFO and we have to find those funds yes sell one people one give me give me two more

weeks on the job and I can Circle back with you fair uh we we'll do that I think I think the fact that we're having this discussion to miss a haway point you're asking for the resources but this Council has been pretty steadfast in trying to help when things come to our attention to make the city a little bit better and if we're looking at something that's generating over 25,000 $25,000 a

month what I think we need to start talking about to M Mr MacArthur's point is we have to double down on trying to get more Revenue in right now than going to the taxpayers and asking to increase taxes over and over again at $25,000 a month if we can make that a $40,000 a month Endeavor that's something that we should be talking about doing right we you know we're going to the council and

the people in the city are going to start harping on the fact that we have $24 million that we heard tonight possibly in our stabilization account and I know it's nice to see that sitting there and collecting interest and all that other stuff but if you can reinvest some money to make P make those make more money for the taxpayers and relieve the burden I think that's where you're

going with this right Mr Al absolutely absolutely that that's I mean that we just did an analysis how many open spots we have so we were just crunching the numbers these are all things that we've been talking internally that once we get the report in how are we going to pay for this so those are some of the things that we're talking about I'd like to take it a step further though on the

parking lot across the street from Third Street has there been any discussions with the administration on a long-term capital plan or anything along those lines to make that a a two uh story you could put a twostory on that parking lot and generate additional income have we have that has that been discussed we've had discussions have we got prices for that we haven't we haven't we haven't

gone past that at this point I think the priority has been fixing the current crre yeah I agreed but if we can also work simultaneously to try to find a way where we can possibly get a price to make that a second level over there if we can to generate probably another 20 parking spots or 30 parking spots across the street would probably be an effective way to reuse some money and

bring in revenue for the city right it's our parking lot it's an asset that we have it doesn't cost us money to maintain the parking lot other than snow removal which you probably do free so why not utilize that absolutely we and the the talks have been what what would the cost be right to erect that but at this point it's mute because we need to figure out what we need for for the

actual two buildings at this point so knowing that that is definitely on our our radar screen but we we need to know what's the what's the liability that we're going to run into when the report's done is there anything that's needed from the city council right now in terms of helping you get anything done to keep these places safe or funding mechanisms to help get repairs done right now councelor I I

heard it from the mayor I'm hearing it from you I know what the direction is from from um the leadership in this in the city okay I think we're good right now once the study's done and we have final amounts um at that point I'll have to had time to look for how we want to fund it and we'll just you know be prepared to hopefully address that in the next couple of months to okay and

every time I'm in cor the same uh lady the translator she just she's in a bad mood because she could didn't get her spot you getting a token or I don't know what the what the procedure is but you probably know she actually have a waiting list for third street yeah okay I yeld than you yeah M MacArthur I'm just curious when was the last time the rates were looked at for those

garages um I know it hasn't been done by me um so I've been in the position for about a year so we took over the garages in May of 2019 um and the rates have stood the same we haven't increased anything since then okay we were having conversations about um looking at the rate um probably in tand with repairs being made I think we have all including Stephanie the have heard a lot of

complaints about the condition of the garages and in some ways um doesn't quite feel right maybe increasing the rates while they're still in this condition but as the conditions begin to improve it's definitely something that we plan to look at thank you thank you one thank you Mr President so just I want to Echo my colleagues like we fully support the fact that you know these parking garages need to uh be

fixed and the funding mechanism needs to be identified and brought down to the council and we'll we'll make sure the appropriation might my only concern is is every year we get a capital Improvement plan um and and those garages are not listed on the capital Improvement so it just lends the question to one why isn't on the plan what else are we missing because from from my stand point we should be

capturing everything right not just things that need to be repaired but you know when we start talking about City buildings roofs Windows everything and and I just quickly look through and glance there's there's no mention whatsoever and this goes out to fy3 so I'm just trying to figure out what else are we missing in terms of structural needs and so Council they it was it was in last year it just was not

added to this year's we just didn't have a I didn't have the clue on it the cost number one and the and being able to have the assessment at that point but it was was in the prior years it just didn't make it into this year so can I just I guess for my my recommendations to the administration would be that we identify all the capital needs right so equipment building structural and if we

don't under if we don't if we're not sure of what the um cost is we just put an estimate and just say that that it's an estimate because from from our standpoint for us to be able to advocate for different projects and and especially when we only have uh a certain amount of dollars that are that are available to to be allocated we want to make sure that we we're prioritizing

what's needed right so if we don't if we go through this list and we're not necessarily thinking about the parking garages um until something happens then it's it's hard for us to prioritize saying okay maybe maybe the parking garages need to take a priority over um just going to make something off the EMS building the steel building right and I'm not saying that that's the case I'm just building for building that

that's that's all I'm making that comparison to but from my standpoint we just need to see that and and more important finally uh especially for our buildings just to see in in the equipment that we have the uh useful life of that stuff so where where are they are they in good condition poor condition um you know useful life has it exceeded its useful life things of that that nature just just for f future

planning so when we're looking at the budget uh in the funding associated with especially stabilization accounts that we want to uh potentially Advocate to to have different funding mechanisms comes out coming out of there so that's the only thing I I would say and I'm I'm glad from a structur standpoint we we all on the same page that structurally right now we we are we are good with these two

buildings structurally I believe we are good okay um cosmetically and regular maintenance wise we need some serious attention and that's where we need to go after get those items done in order to maintain the structural Integrity of the complex and uh the longer we wait the longer we the worse it's going to be yeah right no I recognize that I I just want to make sure as in the current

conditions that we're in there's no safety concerns and I know you've got that third party review that that basically says we're in good condition um but I I look forward to seeing that come down with with funding mechanism associated with it I asked that statement earlier tonight in in in regards that the council consider supporting whatever money is needed at the time to put into these structures

because they desperately need it in order to maintain them to keep the structural integrity for the future for the future of the city for the future of the building and for the future people of parking throughout the community so um the faster we get it done the faster we get it moving and the safer everything will be for all and uh we won't be talking about it anymore for another 10 years

hopefully and then just in terms of you know the statement trying to find the money uh for the capital Improvement plans I I think we have the Colin Center come down and they they identified various categories for funding mechanism so uh free cash debt uh pay as you go so building in the operational uh budget so I don't necessarily see that in this Capital point that we've put in so

moving forward if we can have and and I'm not saying that we're going to be um you know stuck to the decisions that we make in terms of you know whether it's going to be debt versus uh built into the operational budget but if we can get a sense of you know where we anticipate to see some of the funding priorities come from uh that would be helpful just from from our standpoint agreed I I

wasn't a part of this one um this year so but that is what I'm used to seeing in the way I've I've kind of handled capital P plans um in the previous Community I worked in so I'm hoping to be able to make some of those um changes and improvements I've heard a lot of feedback um from different counselors on the capital Improvement plan and the way it's been utilized in the past so um

hoping that I can take some of that feedback and make improvements for you guys moving forward and since you're taken feedback my uh yeah my other feedback every year is is if we can identify uh for so for instance Debt Service if we want to spend a million $2 million $3 million that we know what that is from a Debt Service standpoint so that when we're looking at Capital items we can it's easier to prioritize

from that standpoint um if we're looking to you know put 2 million $5 million in the operational budget for these Capital Improvements that we we know where we're going because you know there's there's a lot I think when we look at it you know it's millions and millions of dollars that are uh associated with the capital Improvement requests that have have been put into place and we recognize that each fiscal year

we're identifying it but we we recognize that we we also recognize that we can't spend all that money to you know figure out and invest in all the capital Improvement needs that are required for fiscal 25 26 so we have to just kind of manage that a little bit better so yes I would like it to become much more of a living document that we're actually using almost like the budget book where

we you know it kind of changes each year as we go along and as we get more information but we have a pretty solid plan that we'd be moving forward with each year okay he y thank you thank you councelor counc C5 followup do you want to talk yeah the only thing that I wanted to say uh to Mr olera when he spoke about uh when these are repaired to put solar
