The Fall River Licensing Board meeting, led by Chairman Gregory Brain with member Michael Pereira, addressed a variety of license applications and one significant public comment. Due to a member's absence, all votes required unanimity. The meeting began with a detailed public comment from Dr. Gloria Sadler, a resident of the Flint community, concerning Leonard's Package Store. She described numerous issues including loitering, public drinking, fights, and drug dealing, and requested the board extend the store's probationary status through the warmer months rather than revoking it. The board later tabled this item, continuing the probation and requesting the owner's presence at the next meeting. The board approved several one-day liquor permits for St. Cecilia Band, the Fall River Carousel's seafood festival, and Tequila Lime Cantina's Cinco de Mayo event, the latter with the condition of creating a safety plan with the police. In other business, a Class 2 auto sales license for Ready-to-Ride Auto Sales was approved, while an application from Brothers Auto Sales and Service was tabled after Building Commissioner Glenn Hathaway raised concerns about parking and past neighbor complaints. The board also approved common victualler licenses for Newport Creamery and The Angry Tomato, a change of manager for Barrett's Waterfront, and a license amendment for For the Caffees Inc. An entertainment license application for Sosabe Restaurant was denied due to a lack of off-street parking and neighborhood concerns. The meeting concluded with the approval of seasonal license renewals and past meeting minutes.

The City of Florida License Board will come to order. To my right is Board Member Michael Pereira. My name is Gregory Brain. I'm the chairman.
0:12Pursuant to the open meeting law, any person may make an audio or video recording of this public meeting and may transmit the meeting to any media. Attendees are therefore advised that such recordings or transmissions are being made, whether perceived or unperceived, by those present and are deemed acknowledged and permissible. City Charter Section 9-18 mandates that all multiple
0:32member bodies develop and adopt rules or policy for public comment. We have adopted such a policy, which in short provides your citizens' input and licensing board specific matters at the beginning of the meeting. There is a sign-up sheet that is located in the back of the room. Did anybody sign up? I know, I thought so.
0:51I think you signed up? I did. For public input? You don't sign me. I wonder. I know but are you on the agenda? Yes. Yeah, no, this is for public input. You don't got to sign in. So if you want to come down.
1:06This is our first public input. I've never had one since I've been here. This is my first public input too. So I'm very interested in see what... Well, thank you for having me. My name is Dr. Gloria Sadler. Hello, dearest members of the Fall River Licensing Board. Tonight I come before you as a resident of the Flint community living at 318 Jink Street. My home
1:32directly abuts the city's Cass Street parking lot, giving me a clear view of the top of Jink Street at Pleasant Street, where Leonard's Package Store is located.
1:43I purchased my home in 2014, so I've seen firsthand the changes in the neighborhood, especially when Leonard's liquor store changed hands.
1:55Since then, I've noticed an increase in people hanging in the liquor store, in the liquor store parking lot, sometimes openly drinking, sometimes trying to hide behind the dumpster on the property. I've witnessed fist fights, including men beating women outside and in front of the liquor store. As a city employee, I do work for the city of Fall River, tasked with revitalizing the Flint community,
2:26specifically Pleasant Street, I've also seen drug dealing, overly intoxicated individuals, and liquor store patrons who purchase their alcohol and then sit on the steps of the Bank 5 or in front of the old Shalimar furniture store, drinking, arguing, cursing, and fighting.
2:49Because I actually live in the neighborhood, no one pays any special attention to me.
2:55So I see it all as it happens. With the exception of the liquor store, the neighborhood has seen good changes. There's been real revitalization along Pleasant Street. The homes near mine at Jenks and Alden recently sold for $1 million. Imagine that on Jenks Street in the Flint.
3:19New residents have purchased and updated what were once decrepit Flint properties. There's a growing sense of pride among those who live here. Multiple new businesses have opened on Pleasant Street. The Flint is seeing real revitalization. I've watched, though, as the liquor store's unruly patrons create an atmosphere of fear. especially for seniors. My own senior citizen tenant
3:50was so concerned about being robbed by liquor store patrons that she closed her Bank 5 account and opened another at a local Pleasant Street bank.
4:02I've also seen neighborhood police ask patrons laudering in front of the bank Why they're there and they simply claim we're waiting for the bus. But then when the police leave, the bus arrives and the lotterers, they don't get on. They just keep publicly drinking, hanging out, entering and exiting the liquor store for more drinks. In closing, I am asking the Fall River Licensing Board
4:30not to revoke the probationary status of Leonard's Liquor Store at this time. The probationary period has taken place during the winter months, which have been especially cold and snowy, meaning that the usual activity that the store has seen had come to a minimal during the cold winter months. Now that the weather is warming, we're just starting to see people coming out and gathering again near the liquor
5:00store. As a resident of the Flint and as a City of Fall River employee, I respectfully request that Leonard's probationary status remain in place for now. And what I have for you is a copy of my letter for each of you. I did print enough, but I also included photos of the foot traffic. Who do I give these to? You give them to me, and I'll give them to you. So you will see pictures.
5:33There are drug interactions going on. And because I work for the city and my job is community revitalization, my job is to be out in the community and see where are the problem areas. What is the problem? What is causing businesses not to want to move into the Flint? And me specifically, I was able to convince a doctor to consider opening up an urgent care facility in the Flint. And when that doctor saw the behavior
6:08that was going on in front of that liquor store, she said, no way. She just decided it was not the place for her to open up a business. Thank you for your time. Do you have any questions for me? Well, wait a minute, Mike. In all due respect, Ms. Sandler did this under citizens input, but we have an agenda item. This should be addressed as the agenda item. Do you want me
6:31to remain for the? Oh, I do. I do because they're represented by council and I want to make sure that council is aware of your request and we'll deal with it then. So if you could please stay here. Sure, sure. And please forgive me I request all of you please forgive me for not being here for that original meeting, but my husband had a heart attack, so I was not around, and
6:52I happened to pop open licensing, and I said, oh my gosh, there was a hearing, and I've been timing it and checking the calendar because I said for the next go around... Because I got some questions about the pictures as well. I have video footage as well, and other businesses have been sending me footage as well. Well, the agenda item is under old business number seven, but... So your attendance goes pretty
7:16quick. Yes, yes. But please stay around if you don't mind. Not a problem. Thank you. Not a problem. Article 2, which is one-day liquor permits. St. Cecilia Band, 293 Almond Street, Maria Lauer for July 25th. Oh, excuse me. Before I get started, and I do apologize for everybody, we only have a two-member board tonight. Our third member is not here. So you have to have a unanimous vote. So anybody who would
7:40desire to not go forward today, we would table it. when we have the third member if you desire. You don't have to go forward today, but you have to decide before going, before your agenda item when I call you. You can't go forward if things don't look good, say, oh, no, I want to come back next month.
7:56So you have that option to do. Does anybody want to entertain that option and not be heard tonight? Okay, here we go. One day liquor permit.
8:08St. Cecilia. Band Club 293 Almond Street, Maria Lauer. Dates of request are 725-26 and 726-26. Hi, how are you? I'm great, how are you? Good. Could you please state your name and address for the record, please? Yes, Maria Lauer, Secretary of State Cecilia Bands. My address is 754 Globe Street, Cove River, Mass. Okay, Ms. Lauer, is this your feast? Yes.
8:36Okay. This is an annual event, correct? Correct. Okay. And I have in the file that you'd be looking for on 7-25-26 from 5 p.m. to 12 midnight? Yes.
8:46And then on July 26 from 4 p.m. to 10 p.m.? Correct. Okay.
8:52I know you do this every year. I'm familiar with the establishment. You are familiar with the rules and regulations regarding police details, so forth and so on, right? Absolutely.
9:01Okay. Questions for me. Anybody in favor? Anybody to oppose?
9:08Any questions from the board? Okay, I'll obtain a motion. Mike? Motion made to grant the one-day permit to St. Cecilia's Bancourt to finish your weekend. In accordance with the times. I'll second that motion. Questions on the motion? Hearing none, all those in favor?
9:19Aye. Aye. All those opposed? Thank you very much. Okay, next is the four-over carousel, 5 Water Street, Kyle Pelletier. May 23rd, 2026. And this happens to be my favorite ice cream place in the city now. Hi, I'm stepping in for Carl. He's not available tonight. My name is Nicole Gagney. And my address is 70 Bluegrass Circle in Taunton, Mass. But
9:45I am a Red Oak Hospitality employee. So I'm just stepping in for him tonight.
9:50That's okay. Yeah. Is this just a particular event? Yep. So this is a seafood festival at the carousel right on Water Street. They're working with the City of Fall River is the big seafood festival for the year, so we're going to have a liquor tent that will be sanctioned off and having police details already been booked for the event. I think it's from 2 to 6
10:16p.m. That's what's in your application? Yep. And we'll have Canned Heat Craft Beer Company pouring as well as Primo's Liquors pouring in that tent. Wristbands will be given out. All right. I don't have a... like a problem with it, it's just you have a confined area? Yep. You're going to have it roped off or whatever it is that that's where it's going to be, not all around? No, so
10:38we have a designated 21 plus liquor tent and then that will be all fenced in so that only one way in and one way out and there will be someone checking IDs as they go in. And you know about the police details. Exactly, yep, we already have that booked. I don't have any other questions. Anybody in favor?
10:54Anybody to oppose? Michael? Yes, I'd like to make the motion to a grant that one day Permit for the four of the carousel. For Mr. Carpel. Thank you so much. And I will second that motion. All those in favor? Aye. All those opposed?
11:06All set. Awesome. Thank you so much. Okay.
11:13Tequila Lime Cantina, 18 Percher Street, Nicholas Ozog, for a one-day liquor permit on 5-5-2026.
11:24Good. Yourself? Good, thank you. Please state your name and address for the record. Nicholas Oza, 95 Resto Valley Road, Falle Reck. You have a liquor license, right? Yes. We're looking to Noma across the street at 18 Purchase Street in their boardwalk area. We're looking for us to do an outside event as well, for Tingo de Mayo. So that's what we're applying for. They have their courtyard right in front of the, where
11:57the Viva Forever used to be that courtyard area. So they've asked us if we wanted to extend our Cinco de Mayo this year to the courtyard area. We'd have a band in place. We'd have a police detail in place. We have a mobile food truck coming in. We would be serving food and the liquor out of the truck. Okay. So it's you, not them, though? It is not them. It is us.
12:20They're letting us use the space, but it is for us.
12:2811am to 10pm? That was the, our normal business hours on that day are 11 to 10. I don't plan on saying open any later that day, even though it is Cinco. We're just doing regular business hours. We won't have the band until nighttime, 530, 830. So they'll be wrapped up by 830. There's not going to be any, like, alcohol going from... Not back and forth. People, patrons in the restaurant will be
12:47in the restaurant. People that are at the courtyard area will be at the courtyard.
12:51That's what I'm going to be. As those planters, right? Correct. Yep. So it'd be everything inside the planters. Once 5 o'clock comes, they said that all those parking spots will empty out while they have people working. We're going to plan on putting up tables and chairs, and that will kind of be our little barrier for everything inside.
13:08Sounds tough. Our concern would be people walking back and forth to Purchase Street. It's going to be very, very difficult to control that.
13:20Especially on single tomorrow because people are going, I want to be drinking and partying.
13:25And for some reason, they're going to think they can. It's going to be hard for you to communicate to your customers that they can't. So how do you, we're not going to stop you. No, no, yeah. But we want to help you. So again, this is my first, I just took this over recently. So this is my first thing. Are you the owner? I'm the owner. Yeah, I'm the new owner. Thank
13:42you. I took it over last month. So we just hit our one month mark of being reopened now. So this is our first year having this business. So this is kind of all new to us as well. So I'm, willing to do what we need to do, open to suggestions if there are any. I think the actual establishment came before us last summer, and I had some concerns about being able to
14:03keep those people confined to that area. I just don't want to see you get in trouble with your overall liquor license by having people think, as Mr. Pereira rightfully states, that they can go back and forth. You've got to just make sure, you've really got to tell your police detail that they've got to monitor. I also plan on having our own door man, whatever word you want to use to be out
14:26there policing as well outside of the actual detail. Can I make a suggestion? Sure.
14:32Detectives, is it, I don't want to give you more work, last thing I want to do, but you think you can meet with him or he can meet with you guys, come to the station, whatever, meet upstairs and come up with a safety plan? And he can forward it to Ms. Pereira? So there is a strategy in place. that they're going to be able to prevent people from walking across Burgess Street.
14:53Because you know they're going to want to. You know, I think it's a block party. Of course. And that's why I didn't want to do it. In the past, they had it. In the past, they did the door sign, but they cornered off the Burgess Street. And it worked good. I actually worked at DTL a few times.
15:05That's not what's happening. You're just going to be the only one. Right, right. Yeah.
15:09Obviously, in the year's future, I'd love to get it to that level, to do what they used to do there years ago. But for this... quickly and you know.
15:16Yeah, you're a brand new business owner so I think we like to accommodate you just as I said meet with the police department make sure you got everything under control so you don't run it. Okay. Okay. Thank you. All right.
15:28Appreciate it. Thank you. It's on paper so if you mess up we got you.
15:31Fair enough. Motion. Yeah okay. Motion to grant the one day permitted tequila line 18 Purchase Street. 18 Purchase Street is the address of the other place right? That is the address of where the yeah the courtyard is. So I make the motion to grant you one day permit. And that will be subject to meeting with the police and making sure there's a proper safety plan. Plan in place. Okay. Okay. I'll second
15:51that. All in favor? Aye. All opposed. Good luck. Thank you. Article 3 is Class 2 licenses. A, ready-to-ride auto sales, 56 North Main Street, Dean Kubo. How are you?
16:13that you need for the record? Dean Cuba, 797 Kempton Street, DeBuffin, Mass.
16:20So this is a wholesale license? Yeah, wholesale license, correct. Okay, because this is just an office, right? Just an office, and it'll be selling the cars online.
16:32Yeah, it sells a lot, definitely. You got a bond. You have a lease? Yes, I have the lease. I have everything, yes. Yeah, I see. You've got it right here. I apologize. I asked you before I even looked. No, it's not here. I thought that was the lease. That was notice.
16:53The bond. Can I just take a look at your lease, Mr. Kuhl? Yes, sir.
16:58Just make sure everything's in order.
17:08Do you have any experience in this type of business? Yeah, I work at Top Quality out of Westport. So my boss was the one that came up with the idea. So they give me some cards and I'll go from there.
17:39Bennett building so I know it's legit that is the Bennett building
17:47anyone in favor of the petition anyone opposed Michael so I'll make the motion I'll make the motion to grant the class 2 license to ready-to-ride auto sales 56 North Main Street to Mr. Kubat and I will second that motion All in favor? Aye. All set, sir. Thank you. Just make sure you get us a copy of that lease, okay, from the file? I got you. Okay, thank you. B, Brothers Auto Sales and
18:18Service, 65 North Quarry Street, Pablo David Roderick Silva.
18:26How are you, sir? Good. Pablo David Rodrigo Silva. My address is 10 Stern Road, apartmentary Boston.
18:42North Quarry? Yeah, North Quarry. It's the business address.
18:48North Quarry Street? Yeah, it's over there. Oh, okay.
18:54Used to be... Yeah, no, I knew. I knew the address. Quarry and Beanie Street.
18:59So you're a new owner? Yeah.
19:01Okay. How many cars you want? I think it's 10 cars license.
19:13You don't have anything in here that's showing your diagram. I think I applied that by email. Yeah, but where's he put in the cars? He's just got parking.
19:25Because under the law, you're supposed to have parking for your customers, for your workers, and then you have to show cars. Because I just know that because I did it for a client. So I know that there is a, I think it's one per, and full-time employee and up to three for customers. So he doesn't show. You don't show where they're going to go. Yeah, but I don't know if
19:49I have to do that in diagram, but you have a 20-car space there, the license for 10 cars. Is that the existing license? I mean, it's been accomplished for years. Oh, no, no, no. I have no issues whatsoever, but I just know that directly, I've been directly, because I represent Century Paving.
20:11And I know that there were some problems there a little bit, but I don't know where the cars go. Since he just has parking. Can he designate right now? Can we do him up there? Yeah, yeah, of course. Special guest appearance and shows where you're going to park the cars. So, we have one parking space here and... How many employees? You and someone else?
20:35Two people? Yeah, two people. I need two parking spaces for that. So, we have like one. like four lines here. So can I just say something? I don't mean to disrupt you. The owner of the property is here and he probably... I'm not sure if I can say anything. He wasn't sure. No, I'm going to ask those in favor. You'll speak next, sir. So these are what?
20:58Sales? Each car. That you're going to have for sale? Yeah. No, no, no. That's just park space. Okay. Even more is like...
21:11So eight cars over there? 20 cars, it's used for 20 cars there. Okay. And where are your cars for sale going to be? Going to be here. That's what I'm saying, these are the cars for sale. Okay, I thought you said, all right.
21:22And also the- And these are two for- Yeah, for employees, yeah. And that's what, sidewalk? That's sidewalk, that's the front of the business, you have space here as well.
21:30Yeah, so what if a customer comes and pulls up and they want to talk to you? They can park right here. Okay, but parking for a customer right there, right there.
21:56Do you have any experience in this business? Yes. I used to work with cars in Brazil a couple years ago, and I also worked for a company here about two years ago. Who? What did you work for? A company in Malden.
22:11It's a small company. They don't have a license. It's like private sales car. It's like on a private. It's not like a big dealership or nothing like that. It's my first business. Legitimate business on the car dealer area. It's your first legitimate business? In the car business. I have a construction company, but on the car field, it's my first business here.
22:39Okay. Anyone else in favor? Sir, could you shed some light on this? Yes.
22:45The owner of the property, I'm his landlord. I used to hold that license since 2006. I was at Allen's Auto Sales for over 20 years there. and we can fit 20 vehicles on the outside parking with parking for the clients and that's where the property fits. And I was there holding the license for over 20 years. Okay. So you want 10 cars and you're going to be able to accommodate the parking for customers and for your
23:15workers. Because you're saying you have 20 spaces. Yeah. Okay.
23:21Anybody else in favor? Anybody to oppose?
23:35Hathaway building commissioner slash zoning officer for the city of Fort River mr. chairman we've had some complaints from the neighbors in the past in regards to this particular location I would ask this gentleman has not checked with us the meaning the zoning office to see if they can we can work anything out or knowing that there was a change of ownership. So he's not aware, I'm sure, of the complaints from the
24:03neighbors extensively from the neighbors whereby there were, let's say, renting or leasing or borrowing adjacent pocket places from an adjacent business and it became contentious. So what I would like to suggest to the board, if I can, is that he come to the building department at some point and have a conversation with the zoning officer because I
24:31believe there is also a zoning decision on the number of vehicles that this place can carry. We don't have that in front of us, but I believe there is.
24:41If it isn't in the zoning, it was in the licensing of the former owner to have a restricted number of car spaces for auto sales.
24:52Yes, there is some off-street parking on the side street that's there, but that was contentious also with the neighbors. Yeah, well, you can't count Wall Street parking.
25:02So I would like to see the board, ask the board to table this, have the prospective owner come to me and talk to me about it. We'll sit down.
25:13We can discuss it with perhaps the detectives also and come to a conclusion.
25:21I have no problem with that. I'd rather just have this young man getting into business to make sure his plan is accurate. No disrespect to him, but still only shows nine clouds. I know he's only handwriting them in. I'd like to know where the parking spaces are going to be to display the cars, where he's going to have customer parking and employee parking, because I think that's required under the ordinance.
25:44I know it is. I agree with you, but also at the same time, I would like to keep the young man out of trouble and make it successful for him. I agree. I agree. Because you've got an auto repair business there too?
25:56Yeah. You already got that license? Not yet.
26:04I'm going to recommend... Can I see you have a variance? How many years ago? 20 years ago. And the average is still good because the slice is still active. No, it's still good. The bearings doesn't go away. And I haven't notified the building department because it was just a regular transfer. And they said I should not, it was up there the whole time. And it was just transfer of names and for active license. And I
26:36have Ms. Heather Moniz right there that did a full investigation on this matter with my neighbors. She did check with about 15 or 20 neighbors by that back in the day. She has a report. They are saying there is no issues with the neighbors whatsoever and was a win-win situation on my side because I hold that license for over 20 years. I gave up that license two years ago to change
27:01business. And back in the day when I did... Don't say that. You might want to stop talking. Oh, I'm sorry. No, because after two years, it lapses. So if you shut this place down two years ago, you don't have a business anymore, sir.
27:13The business was not shut off, sir. Someone else took over the license. We have a lease agreement with them. And now they couldn't keep up to the business. Someone else is taking it. No, no, I understand. I thought you said you gave up the business two years ago. You're meaning you. Mr. Chairman, may I elaborate a little bit? So with that change of... I don't think you're going to have to because
27:34I think we're going to make a motion to table this and get this right because it has a variance... to operate auto repair and auto sales for not more than 20 cars. 10 only can be shown. That's pursuant to his variant, so that's gonna go through you. So he can't have any more than 10 cars for sale, but he also has to make sure he has the requisite amount of cars for
27:55the business itself. And I want him to know that before this. I'm not saying there's any problem, but I think we're gonna, I would entertain a table of this to the next meeting, and at that point in time for him, even the former owner, to go in and see you and get these all things all resolved. Just a couple of, Heather, before I make the motion, the investigation of that gentleman back
28:17there that you conducted, how long ago was that? It's been probably about several years.
28:21I will say that Glenn and I did work on frequent neighbor complaints that were coming in, mostly that there was limited parking, there was parking obstructing the roadway and things of that nature. So, obviously this board has been very, very pro-business and we want to help you Just like the staff that we want to help you, keep you out of trouble. So I'm going to make a motion to table
28:44this business to a time in the future where you reapply after you need to go upstairs with the zoning, the license, whatever you need, whoever you need to meet with upstairs and square this stuff away. And then come back once you're squared away and we'll most certainly entertain this business. Again, could be as recent as next month. It could be in a couple months, whatever it is. It's kind of
29:07like on you at this point. I don't think we can make any conditions to the motion. You're just going to motion to table it. It's up to him to do what he has to do. I can tell you what I'm going to look for myself afterwards is a detailed plan that shows the amount of spaces you're going to show cars for sale, spaces that you have designated for the auto
29:30repair shop, spaces that you have for customer parking, and spaces that you have for your employees. Because by this variance, you only got 20 spaces for both businesses. That's why you're not going to have these other problems with things on the street. I want to see your plan showing how you're allocating 20 spaces for two businesses, customers, and for employees. That I'm
29:58fairly certain. I mean, I'm an attorney. I'm fairly certain that That's what your variant says. You're going to have to show it. And that's going to alleviate problems you may have because there might be over 20 cars in total on that property. Okay?
30:14This way you don't get yourself in trouble. But I'll second that motion to the table. All in favor? Aye. All opposed. You can take that. That's that gentleman's variance.
30:22Okay? Thank you. Thank you, Mr. Carrot-Lay. Common Victorious, Article 4, Common Victorious, Newport Creamery Restaurants, LLC, 1708 President Avenue, Mark Bogosian. My name is Keelan Dodson, and I'm the one that's applying for the license.
30:41Okay. So Mark Bogosian is the owner of Newport Creamery. He recently bought, but I've been operating the Newport Creamery for the last seven years. Okay. Now, is this just a late filing? Is it? What is it, a transfer?
31:00I'm transferring manager. Oh, it doesn't say it here. It just says common picture. So there's going to be a new manager? Technically a new owner. I've been the manager for Newport Creamery. JANCO owned the property. JANCO owned the license prior, and JANCO sold the business to Mark Bogosian, so I'm still working underneath Mark Bogosian. But I've been
31:17the operating manager for Newport Creamery for the last seven years. Okay. So it's Newport Creamery Restaurants, LLC, is the new owner? Correct. And you're just... Transferring the license. Yep.
31:27Nothing's changing. Nothing's changing. Okay. All those in favor? Excuse me. Anybody in favor?
31:33Anybody opposed? Questions, Michael? Yeah. Those are awful, awfuls, right? Are they still drink free and get one free? Absolutely. But for you, you can drink any and get one free. No, no, no. I don't have any special treatment. You have to drink them on the premises. The fourth one I'll let you take home. Okay, so there it is. Because I don't hear it anymore on commercials. I was always here when I
31:53was a kid. It used to be two in one day, too. Mondays, Tuesdays? Mondays, June 1st. I just had one yesterday. All right, so I'm going to make the motion to grant this common vehicle as licensed to a new market. Conditioning him not having to drink them on a price. I'm going to second that motion. All those in favor? Aye. All those opposed? Thank you very much. B, the Angry Tomato, 1365
32:17Rodman Street, Joseph. Armstrong. How are we doing? Good. How are you? Please state your name for the record, sir. Joe Armstrong. Joseph Armstrong. That's okay. I think it's Armstrong.
32:27Oh, this is the St. John's Club? Indeed. Did I tell you we just did this? We had a problem with that young man, didn't we?
32:39It was cause of restaurant before. They moved the province, those people. The ones that were here and I had to think about who's serving the food, who's serving the liquor? They closed it down to move the province, so I guess this guy's... But you're not doing liquor? Not at all. So what, is it just food, that's it?
32:56Just food. So you're gonna do like the Liberal Club, for instance. You're gonna do the food, they're keeping all the liquor? Mm-hmm. Okay. Nothing's changing in there? No.
33:05Which hours of operation, sir? 11, during the week 11 to 9, on weekends, um...
33:1411 to 10, but I was looking to do, I guess they did big takeout until midnight, so I was looking to do midnight on weekends.
33:24So Monday through Thursday, or is that Sunday through Thursday, 11 to 9 p.m.?
33:31Sunday through Thursday. Can we allow before 12? I thought there was something with the city council. You had to go to the mayor's office to get something on Sunday.
33:38I apologize for not knowing that. We'll approve it as is, but there may be, can you check in that corner?
33:49Anybody in favor of this petition? Anybody opposed? Michael? So you can sit there, you can order a meal, and you purchase that meal from you. Can they have a drink from them, in front of them, from the bar? So they're going to walk over there, or someone's going to come to another server? Because, I mean, at the Liberal, another server comes to you. Yeah, another server. Yeah, that's what this is probably
34:10how we have to kill him. I tried to help him and he thought I was hurting him. I'm telling you, you can't have your people serving that liquor because if somebody happens, you're going to get in trouble. He thought I was hurting him a hard time. Okay, I make the motion to grab the common victim's license to the Angry Tomato. I will second that pursuant to the times that we're given because
34:29I don't see anything on the application, but I'm not always good at it. I see he's got a license in there. He's got a safe serve. He has everything in order. So there'll be 11 a.m. to 9 p.m. Sunday through Thursday, Friday and Saturdays, 11 a.m. to 12 midnight. When are you going to open, sir? Within the next couple of days. We're doing a friend and family, I believe,
34:54what, Saturday, I believe. And we're going to have our grand opening very shortly. And what type of menu is it? It's a mixture. Mostly Italian. Mostly Italian. I'm going to have a little bit of Portuguese. I'm going to do some barbecue there as well. So I, did we make the motion to second it? Okay. All in favor? Aye. All opposed. All said good luck, sir. Thank you very much. Have a good day. Okay.
35:26Okay, yes. Now we have item five, change of manager, Barrett's Waterfront, excuse me, 1082 DeVall Street, Bobby Lou Holdroom. Good evening. Can you please state your name and address for the record? Sure. Bobby Lohomgren, 14 Athens, Brockton, Mass.
35:41Okay.
35:47So you're now going to become the manager? Yes.
35:53All right. So nothing's changing? Nothing's changing. How long have you been affiliated with the establishment? I opened Barrett's Waterfront. My parents own Barrett's, so I've been around store to store. also hold the license for fall river barrettdale house and what main okay so i apologize a little late me asking that but anybody in favor of this position anybody opposed michael
36:31yes i make the uh motion to grant the change of manager barrett's water to Bobby Lou. I'll second that motion. Thank you. All those in favor? Aye. All those opposed, good luck. Thank you.
36:50Now we have Article 6, License Amendment, Change of Stock, Pledge of License. For the Caffees Inc., 580 William S. Kennedy Boulevard, Jaminie Paytel.
37:05Can you please state your name and address for the record? Good evening. My name is Jackson Christian. I'm an attorney at Megalutus Ngakis. My business address is 56 Central Avenue Lynn.
37:12Okay. Is the stock pledge right now? Yeah, so back when they purchased the store, when Jiminy did in 2023, Northern Bank and Trust gave them a loan for the purchase. And, you know, as part of that, the ABCC and the city approved pledge of the license and the inventory and the shares at the time. And now that Jayant and Chirag are purchasing shares from Jiminy, you know, as part of the original loan, Northern
37:43Bank has the right to approve of any transfer. And as part of the condition of the transfer, they're requiring that Chirag and Jayant also pledge their shares to Northern Bank and Trust. Okay, so we're approving basically a pledge of the license from the I think this is just for a pledge of the shares because the license is already pledged to Northern Bank and Trust and the inventory is already pledged. And Jiminy's
38:06shares, because she currently has all of it, is pledged. But now that two new people are coming in, we have to do just like a new pledge of the new people's shares. So that's the pledge. And then the other thing we just need approval of is the transfer itself to Jayant and to Chirag. Okay.
38:23All makes sense to me. Anybody in favor of this petition? Anybody opposed? Hearing none. Michael? So, could I read it just as it states here, Ms. Pereira? License amended change of stock slash pledge of license that's appropriate motion? Yes. You think you need it any more specific for the record? No, that's perfect. What do you think you need? Satisfy the
38:51bank? Yep, no, that'll be perfect. The ABCC will be happy with that, I think.
38:55All right, so that motion's made. and then I'll second. I just want to make sure you're okay with what you need for the bank and the ABCC relative to language. I would say approval of the transfer of the stock to Jayant Sutard and Shirok Patel, and then secondly, I would say approval of the pledge of the shares from Jayant Sutard and Shirok Patel to Northern Bank & Trust. All right, could you
39:13do us a favor? No, no, really, could you just get that to the clerk tomorrow, not to be fair to her, to try to write that down? I will approve the motion as requested by counsel. with the condition that she supplies the exact motion that she needs and you need, okay? Yeah, I'll email you that, Courtney. First, we'll put it into the record if you have a need for any particular purpose.
39:32I appreciate that. Thank you very much. Motion is made seconded by myself. All those in favor, all those opposed. Awesome. Thank you so much. You're very good.
39:44So Sabe, I'm sorry, Article 7, Old Business, New Business. A, Sosabe Restaurant, bar and lounge entertainment license, 915 County Street, Adelson Texera. Hi, my name is Adelson Texera.
40:02I'm the one to serve Russian. Okay, what is it you're looking for here? I think the last time you came here you told me to run the business first.
40:11Yeah, yeah, I do. I know you're... But what are you looking for? I mean, I'm going to be honest with you. I've gotten calls, okay? And I have no objection. It used to be old Gil's. I have no objection and you have a license to run your restaurant and so forth and so on.
40:34I don't want this turning into a nightclub. This ain't gonna be a bar that people are gonna be here till one o'clock in the morning. No. You only do like six to ten. Six to ten, what kind of music?
40:47It's like old people music. You don't have to be old people music, but that's okay. I know I'm old, so I'll probably stop in. But what I'm saying is that's a residential neighborhood. You're there, and you're rightfully there.
41:04I can't do anything about that. I'm not trying to slow your business down. I'm really not. It's just that there's problems that have called about parking. That's not you bought the business. It was ongoing. It is what it is. I just don't want it to become a situation where there's people hanging around there at midnight, loud music,
41:22congregating outside. Always just used to be a small Portuguese restaurant, maybe a bar, a little bit of a bar crowd, like guys sitting there, regulars. I don't want this to become brought, bringing into the neighborhood, like kind of nightclub kind of situation. I really, really don't want that to happen. No, we're not having that. I'll
41:42tell you, I can't even vision... they would have the entertainment in there. Well I haven't been there in 30 years so I can't tell you. No, probably 10 for me, but I remember the bar, you go in, it was along the wall and it was a little area, not much, and it was a weird shape, it was almost like a long angle, the bar. I do remember that. And then you got
42:01the restaurant in the back, that's it. So where are you going to have the entertainment? We still have the same, the only thing we move a lot of table, we don't have a lot of table we still had before. So the restaurant part or the bar part? No, the restaurant will have a little small area. I can show you the video like this. I do have a question. What type of entertainment
42:17are you looking to have? Is it going to be like a DJ or are you just looking to have live
42:26entertainment? He's asking for live music and karaoke on here.
42:31Okay. No, it's not DJ. It's more like piano and stuff like that. What are your current hours of operation? Trying to do like 6 to 10. Like you're currently working for? 11 to 1 a.m. Sunday to Friday, on Saturday, Sunday we have a 10 to 12 o'clock. We only have, trying to have the, trying to bring a little bit of customer because we were almost, almost three months, the business life is
43:04now. No, listen, I'm not trying to hurt you young man, I really not. I'm not trying to hurt anybody. I just am very cognizant of the fact that that neighborhood is really, other than you being there, I think you can admit, Other than you being there, it's... Yeah, about to live upstairs too. I know. You know, and I have a park in the back, in the driveway, and the other guys, the
43:26body shop, he told me he's gonna let me use a couple of parks there too. His name is Mike. Mike. Mike Gavala. Yeah, just talking right now, he said anything you can buy, any paper you guys need. Just Thursday,
43:41Friday, Saturday? Say it again? Thursday, Friday, Saturday? The only thing we did is Sunday morning we do breakfast, brunch. Is the people go there like 11. No, no, no. But your entertainment, you want Thursday, Friday, Saturday? No, we're only going to do, not Thursday, we're going to do Friday, Saturday, and Sunday morning.
44:03We're going to do like after people get out of church, we're going to do like brunch, breakfast. At what time on Sunday? We're going to try to do like 12 to 4.
44:20time, customer go there, help them, you know, make sure there's nothing outside of the parking. I spoke to the police department. Up until this point, they don't have many complaints per se, okay? And you've only been open three months, which is good. You don't have many. So, let me just see what else happened. I got a couple things to say. Anybody in favor? Anybody that opposed? Mr. Hathaway.
44:57I'm Glenn Hathaway, building commissioner, zoning officer for the city of Fort River. Mr. Chairman, I have received some complaints from neighbors for parking. I would ask the board to deny this request for the entertainment due to the fact that they have no off-street parking whatsoever for the existing business that's there.
45:19There is the parking lots that the Ogills once had as part of their licensing agreement with the establishment of O'Gill's has been sold off and now there is no parking whatsoever and it seems to be detrimental to the neighborhood. And here we are, we're going to take, which is a restaurant with a slash bar that once had parking. Somehow or another they were granted a change of use, a
45:47change of ownership for the license and did not check with the zoning officer or the licensing for parking. Thereby, it's affecting the neighbors.
45:58I don't know what else to ask other than to deny the license for the entertainment because it's only going to make it worse for the neighborhood. The only problem is that, and we've had discussions, they don't have any.
46:12That's fine. I'm not so concerned about, there has been two calls to my office in regards to noise complaints. I've, my girls in the office, the clerks, I tell them to call the police. If they tell us on Monday or Tuesday, they've got to wait until the weekend to call the police because that's when it's going to happen again. Now, if they don't call the police, I can't help
46:36that. I'm just telling you, explaining that I have received two complaints. No, and I believe you because I have... Our office two different times have received complaints from people in the, what I'm going to say is, I'm guessing the neighborhood. But my concern here tonight is the fact that they're looking for an entertainment license with no parking whatsoever for that business. You mind? No, go right
47:01ahead. I've got to ask you a question because I think you said it twice tonight, that these people are getting licenses from us without checking with you on zoning? That's correct. Is that something we're messing up on? I don't know. It's falling through the cracks. So his, I don't want to speak out of terms, but this particular, I said, somebody's got to close that loop. So
47:27again, there was, let's talk about from day one with this establishment, because that's the one we're talking about. My understanding was the property, the owners were retiring.
47:39They were selling the business and they were selling off all the real estate. The next thing I know, we were receiving permits to build in the parking lots of Ogill's. Ogill's is closing. They're closing the business. They're going to put apartments in where Ogill's was. That's what I know. Until I get two phone calls, my office receives two different phone calls at different times from people complaining about the
48:08noise coming from Ogill's and the parking arrangements. So, okay, now I start asking questions. Well, O'Gills is still in business. Well, how did this happen?
48:20So there's a crack somewhere that fell through in the change of ownership, and they never got to check with the licensing. So you're on top of that. I talked to Glenn. But here we are. We sold the parking lots off. But I called today over to planning. And I was told today that there are no, that first of all, O'Gills was opened, before they ever bought any of the parking lots.
48:46That there are no zoning variances on record that ever conditions O'Gills, nothing to do with them. That's years ago you talked about. Yeah, that never condition O'Gills to have any parking. Never. So that's why they were allowed to file and there's no parking requirement. I don't know if it's right Glenn. And all due respect, I don't know, I called late this afternoon in anticipation of this because I
49:13got a call about parking. I told you. I got a call about parking. And I said, well, it's a zoning issue. If the zoning, if there was ever a variance to open that up way back when, and they said you can have a restaurant conditioned upon having 40 parking spaces, 20 parking spaces, 10. If they don't have 10, then they can't open up because it's in violation of zoning. So...
49:38What I'd like to do, in fairness to these gentlemen, is because you didn't even know this was on today, and all due respect to you. I did not. You did not. And I would like to, and all patience to you guys, I'm sorry, maybe take a one-month table of this to find out exactly what the situation is with the parking. As far as I'm concerned with the times they're asking, I was going to ask them
50:07to go from at least from a period to go only to six to nine.
50:11So they say, I know it's one hour less, let's make sure it's not a problem, and they don't get any complaints. I respectfully disagree, and I'm going to explain that to you. So obviously, I grew up in a family, and I'm very familiar with that area too. They were given, not these guys, but way back then, Ogilch was given a license to open a restaurant. Absolutely. And there wasn't any
50:34consideration for parking because they were, There was no, you know, mandate that you have to have certain apartments. This fellow here, in this group, they came and they opened a restaurant. And there's no, there still isn't any condition for off-street parking because it's still a restaurant. I'm going to have to, I tend to agree with Mr. Hathaway that there's no room there for entertainment. Oh,
50:59okay. There's absolutely no, so my motion is going to be to deny the application.
51:06That's my motion. I feel that there's no room in that neighborhood to defend this.
51:10He's got a business and what he originally asked for, now he's asked to expand.
51:15We gave him the original ask, which was fine. He was entitled to the original ask because it was just a restaurant. And now he wants to make it an entertainment facility, an entertainment license. So my motion is to deny the application. It's a point well taken. I mean, based on your, I'll second your motion. Okay. All those in favor? Aye. All opposed? So voted. Motion to be in the attainment license
51:37is denied. Thank you.
51:43Sorry. Leonard's Package Store, B. Leonard's Package Store, 1331 Pleasant Street, Tarun, Ketel. Now let me ask you this. This is not like attorney Salino not to be here. Was he instructed to be here? The guys are not even here.
51:59That's what I'm saying. No disrespect to having you hang around, Mr. Adler. I'm just one of my colleagues who I know represented Peter Salino. I'm not doing it solely because I know him, but he never doesn't show up. He said he had spoken with you about me. He said he wasn't going to show up just to be tabled because he was planning on holding off his mobile. No, no, no. I had a conversation with him,
52:23and I told him that I had not gotten anything from the police department. And I told him that we were more than likely going to extend this the summer because of what... What's on the agenda? What are we here for today for this?
52:40What's his fault? When he first came in, we gave him a probationary period like Ms. Sather rightfully stated. She's 100% right. And he was supposed to be in and I told him that I would check with Detective Monis and see what it was.
52:54Okay? Because he wasn't sure if he was supposed to be here last month. Okay?
53:00So I said, let me check to see if everything is okay and then we'll make some type of decision. That being said, I now, because of Ms. Sam's comments, I want them here.
53:17I'm going to continue the probationary period for another month, but they're going to be here next month. But I would also, and I'm going to ask you to be here next month if you can. The reason being I want you to further explain your issues. The one question I had for you, aside from them, is I looked at some of these pictures. I don't want to get into the weeds because I'll
53:38do it next month. But I see you've got some congregation pictures, people congregating, next to that other establishment. Now is that a problem too? I'll tell you why they're congregating over there. Because the The owner of the Paradise restaurant told them to get away from his store. And I have text messages that I can print out. Because he's coming back before
54:07us very soon. He's renovating his place. So I want to make sure that he doesn't want any problem. Mr. Ronald, Renee, I'm very familiar with most of the business owners because like I said, my position with the city is to revitalize the Flint.
54:21So my job is to always be out there engaging, knowing who the owners are.
54:25If I see a problem, I bring it to their attention. If they see something to be a problem and need me to bring it, escalate it to Glen or whatever department, that's a part of my job. And so, again, I'm always familiar with the owners. And there have been times where they're congregating between the liquor store and Ronald Renee's property so badly that I'll take a photo and I'll send it.
54:51I'm like Ronald Renee. And he will look on his cameras, and they won't know he's inside. And he'll come in outside, and he'll tell them, you can't hang here at my property. He doesn't care what Mr. Patel doesn't say. But for his property, he's not having it. Mr. Rene is not having that. Mr. Patel on the other hand, what I didn't say because I didn't want to get into the weeds is I've gone into the business
55:22to stop some of the behavior, to have conversations and everyone says this. I don't speak English. The workers are telling me. I'll say Okay, here's my business card, tell the owner to call me to this very hour, to this very minute. I've never received a phone call. In fact, I had a conversation with my supervisor, Mike Dion, and I said, Mike, this is really
55:49becoming problematic. I saw this residing as a resident on Jenks Street, but as an employee for the city, and this is what my position is. This is a bad problem because now I'm really paying more close attention. And my supervisor suggested I write a friendly little, invite him in and kind of say to him, how can we work together to resolve this issue? Guess what? To this very
56:15day, Mr. Patel has not responded. Well, if you could please come at the next, and I apologize if you sit here. I wish I would have thought myself I'm getting old because I did have that conversation. Because I spoke to Heather and Detective Monis, and I thought things were better. No, in fact, in my phone right now, if I were to pass my phone around, you'll see where they're
56:40starting up, and there's this one short one. Oh, he's just blatant. And when he recognizes my vehicle, he now will go sit at the bank. So I even took pictures of him sitting at the bank because I'm working now to have a bus stop move so that the police will not have that Well, they said that we're waiting for the bus because that kind of puts the police in a bad position.
57:02And then when the police, like I said, they drive off because they've got a call, soon as the bus comes, they don't get on. So I figured let me try to be a bit more proactive and work with the regional transportation company and have that bus stop moved. I'll tell you.
57:24I was a police officer for over 31 years and I did quite a bit of my career in the Flint, the good times and the bad times. And it's the first time I've had the pleasure of your company. I don't know you. I don't know if you know me, but I don't know you. And you're very eloquent and I think you're an excellent advocate for the Flint. And if you're going to
57:43be involved in the revitalization of the Flint, I think it's in good hands. My son is a Fall River police officer and it drives him nuts that I'm out there. Well, can you, I can catch your name at the beginning you said? Sadler.
57:56Oh. My son is William Sadler, yes, the big guy, yes, yes. So he grew up in the front? I purchased that home in 2014 and the only reason I purchased that home is because it had a guest house in the back and my son wanted that guest house. I lived in Quincy. My son wanted me to purchase property that he could put his photography and DJ equipment and have a man cave.
58:20In addition to, he didn't like living in apartments where he had to move because people were smoking marijuana or drinking or playing music. And at the time, I think he just had the two little girls. Now he has four. You have an excellent son too, an excellent police officer. So he asked me to, can't you buy a property? And I purchased that property, and I did so much so that I left
58:43Quincy and moved to the property. That's nice meeting you. The Flint's in good hands.
58:48Heather, I did have one question, though, about this, the Leonard's. Since that meeting, we had him here that day. Has Mr.
58:57Patel made any contact with you at all as far as safety plans? He has, or hasn't? So I'm actually glad that you asked, because When I was brought to my attention that this was going on the agenda today, I had done some looking into it to see what has progressed or not progressed as far as the recommendations that were brought in front of Mr. Patel and his attorney at the time. And
59:17from what I could see from the calls, it does seem as though he has been proactive from what I read from some of the reports that were being generated.
59:25Our officers are still responding there, but at the request of Mr. Patel to deal with issues that are being had there. However, I will say that I did agree with you in saying that when I looked at it, it does show that there has been a progression. These calls have obviously been during the winter days and I know and we all know that as the weather gets warmer that could potentially change.
59:46That was something that I had actually proposed as well when it was brought to my attention that it was going to be on the agenda. I mean things look great and they do look as though they're moving in the right direction. However, it is still a bit early to tell given that the problems will persist in the warmer weather. We'll wait until it's going to be tabled and we'll bring it up.
1:00:04given the fact that she's so involved and has pitches and so forth and so on, I mean, we're going to have to, more than likely, without making a decision, I'm leaning towards obviously extending this and making sure we're on top of it because it just can't continue to happen because there is money being spent on Pleasant Street and revitalization is moving forward, so, you know. We just had another
1:00:28business open on Saturday and unfortunately, myself nor the mayor could be there, because I was doing a Flint Community Garden kickoff along with the rail trail extension completion and so I could not be at that business to really allow the public to see another business on Pleasant Street had opened.
1:00:53Motion to table? Motion to table. I'll second that motion. All those in favor, all those opposed. Sorry to make you wait. That's okay. I don't have any problems with that. Kathy Assad's looking down on you and saying, good job, keep it up. Oh, my gosh. I wish she were here. I wish her daughter, I'm hopeful that her daughter at least saw the pictures and L. Lima. Yeah. Oh, yeah. Because I had
1:01:15an opportunity to meet him. Kathy I didn't meet. Yeah. Oh, yeah. I've heard amazing stories of how she really was a community advocate. Yes, she was. All right. So thank you all for listening. Thank you. And again, I apologize. No problem.
1:01:30Not a problem at all. Thank you so much. Now we have C, approval of all submitted 2026 seasonal licenses, which are the East End Sportsman Club Inc, 999 Lake Avenue All Alcohol Club license, Baj LLC, DBA, The Tipsy Segal, Warren Ferry Street, Restaurant All Alcohol, Common Vixless Entertainment, MBL Group, LLC, DBA Pier 52,
1:02:0052 Ferry Street, all alcohol, common, Vixels, licenses, entertainment. No issues with these. These are just renewals, correct? Okay. I'll entertain a motion, Mike, to approve all three of those.
1:02:10Motion. Second. All those in favor, aye. All those opposed, they are all granted.
1:02:16And now, you have to sign the minutes, right?
1:02:26to approve and sign the minutes of February 18, 2026 and March 18, 2026. Motion made? Motion. Second by myself. All's in favor?
1:02:39Aye. All those opposed?
1:02:53I will entertain a motion to adjourn. Motion. Second.
1:02:59All those in favor, all those opposed. Thank you.
