Resident Requests 'Autistic Child' Signage and Handicap Spot on Kishan Street
The Fall River Traffic Board held its meeting on August 19, 2026, chaired by Stephanie McArthur, Director of Traffic and Parking. The board began by approving the minutes from the July 15th meeting. They then approved a curb cut application for Jessica and Mark Forslund at 498 Reading Street to add a 12-foot driveway on Montgomery Street. A request from Peter Amaral of Shoreline Solutions for a loading zone at 4510th Street was also approved for the hours of 6 AM to 7 PM, seven days a week. The board approved a request from the Veterans Association of Bristol County for prohibited parking along their new property on King Street to ensure safe access for trucks. The restriction will be in effect Monday through Friday, from 7 AM to 6 PM. A significant discussion was held regarding City Ordinance 70-319, concerning the all-night parking of commercial vehicles. The board voted to recommend an amendment to the ordinance, changing the restriction to apply to vehicles over 30 feet in length or over 5 tons, an increase from the current 2.5-ton limit. Two other traffic safety and parking requests were tabled due to the applicants' absence. The latter half of the meeting was dedicated to handicap parking spot applications. The board approved new spots at 124 Eagle Street, 1427 North Main Street, 6 Kishan Street, 322 Brownell Street, 949 Locust Street, 298 Mulberry Street, 12 June Street, and 293 Mulberry Street. An application for 54 Kellogg Street was tabled. The board also approved a request from the traffic department to rescind nine outdated handicap spots across the city. The meeting was then adjourned.

0:40Can we get a motion for approval of the July 15th agenda?
0:44Motion.
0:45First by John, seconded by Chris.
0:48Is there anybody here for Citizen input, something that is not on the agenda tonight, something that they just want to come in and discuss.
0:59Anybody?
1:00Okay, there is nobody coming forward for that.
1:03First up are the curb cut applicants, Jessica and Mark Forslund.
1:10Okay, you can stay right there.
1:13The engineering department has reviewed that application as well as the location.
1:17They found no issues and there are no objections to it.
1:22And that location is 498 Reading Street.
1:27The existing parcel was previously served by a 13-foot curb cut driveway on Reading Street.
1:31The applicant requests permission to create an additional 12-foot curb opening driveway along Montgomery Street.
1:37The total opening for the location will be 25 feet.
1:40Previous asphalt pavers will be required.
1:43Any new driveway beyond the sidewalk area The— again, the engineering department has reviewed that application as well as the location.
1:50They have found no issues, and there are no objections to the request per the city engineer.
1:56Motion to approve that.
1:57Motion approved, first by John, second, and second by Helen.
2:00You're all set.
2:09Miscellaneous table requests, there are none.
2:13Miscellaneous request from Shoreline Solutions at 4510th Street for a loading zone.
2:26You're requesting zone signage outside the business?
2:31Yes.
2:31You can come on up.
2:34Just tell us your name and your address for the record, if you could please, sir.
2:37Peter Amaral, 4510th Street.
2:39Street, Fall River.
2:41Um, obviously it's a one-way street, you can't park on one side, you can only park on one side.
2:46Uh, I'm the only business on that street.
2:49Empire Hyundai and Uno's, uh, parks all along the street.
2:53Right in front of the building, there's like a parking spot that's like maybe a car and a half, maybe.
3:00So the building hasn't been used in many, many years, so we are refacing it, cleaning it up.
3:06It's going to be for storage, loading and unloading outboards and stuff.
3:10Um, online sales only.
3:13But every time we've been pulling up, we have cars overhang.
3:17Sure, can't come in through the doors.
3:19Um, at one point it looks like the curbs, the ends were painted yellow.
3:24They're faded, I get it.
3:26Uh, I just need a spot to pull in, unload safely instead of parking on the other side of the street, right?
3:33And, uh, you know, I'll take any kind of recommendation from the board— what kind of parking, loading zone, no parking, anything.
3:42Just so I could have access to the, to the building.
3:46Just the, uh, it looks like you're looking for your business hours of operation Sunday and Saturday.
3:55No, it's, uh, it's like a Sunday through Saturday.
3:58Yeah, it's all week, 6 AM to 7 PM.
4:01Yeah, what it is is, uh, from Maine to New Jersey we get stuff, I go pick up stuff, so it— the times vary.
4:09I missed what you said.
4:10What do you store in there?
4:11Uh, I have, uh, a business in Middleborough.
4:14So this is a secondary for like extra storage for outboards, engines.
4:18Oh, okay.
4:19Yeah, yeah.
4:19So they come on pallets, uh, they're advertised online, they get palletized, they get picked up, put on the truck, see you later, bye.
4:28It's not like a store that come on in, check out the place.
4:32It's, it's just for loading purposes and stuff.
4:36But the building used to have parking many, many years ago, but it was sold to Broome Brome put a fence there, and the curb is cut.
4:44So where you can see the old existing parking lot, everybody parks there.
4:48That's fine.
4:49It doesn't affect me.
4:51What affects me is in front of the building and in front of the doors.
4:54So you're requesting it in that specific area in between the 2 curb cuts for the garages, correct?
4:59So that one area that's probably about 30 feet, if I can get 2 parking spots, maybe 3, that would be absolutely great.
5:08But, you know, like I said, it's the only business on the street, you know.
5:12Uh, Empire Hyundai, I think it's Pleasant Street.
5:16There's like a little repair facility on the side of me, that's Bethel.
5:21Broom is obviously on the other side of, uh, Bethel.
5:24And that's it.
5:25That's the only place on that whole street.
5:27But parking is very difficult.
5:34Sunday through Saturday?
5:37Sunday through Monday through Sunday.
5:40Sunday, Sunday is not a bad time.
5:43Usually when I pull in there, it's pretty cleared out because Empire Hyundai is closed, so it's not a huge deal.
5:50Uh, I've also called the police a few times, and I hate to use the police resources to ticket or move cars out of the way, which they haven't, because I'll be there for an hour Nobody shows up.
6:01As soon as the police show up, people just come out of nowhere, they start moving their cars.
6:04So I get it, man.
6:06I'm not trying to be that guy.
6:07I just need safe parking to unload and, uh, and load up, and hopefully a parking spot for myself too, because I don't have any off-street parking.
6:19That's all week, 6 AM to 7 PM, more or less.
6:24More or less.
6:25More or less.
6:26The motion on the board for that?
6:316 AM to 7 PM every day?
6:35Correct.
6:37If not, and what are we going to make?
6:38We're making a motion for 2 spots or just that section?
6:43There's a spot in the middle that has a curb, but it's the 2 garages on the end of the building, right?
6:49I see you.
6:50Oh yeah, yeah, yeah, on that end it's got a small— can I connect?
6:53Yeah, yeah, of course.
6:54There's a small curb here, and then it's a cut curb, but that little repair facility there, they put a fence there, so everybody parks there.
7:04I get it.
7:06Um, as you can see, that car, it's hanging over, you know.
7:10Is that an entrance door?
7:11Is that a garage door?
7:12Entrance door, another garage door.
7:14Okay, so this is all curb space.
7:17You know what I mean?
7:18Let them take it right here.
7:18Somebody will take it down here.
7:20That's what I'm thinking, right here.
7:21Where they park in front of the other car.
7:23And I don't know if you're recommending that.
7:26You can't really park in the driveway anymore, right?
7:29That's what I'm saying.
7:31Correct.
7:32I've seen a lot of it over there.
7:33I see, you're right.
7:34But don't get me wrong, um, everybody that lives around there for many years knows that it was a building that wasn't used.
7:41Snack Food Heaven.
7:42Snack Food Heaven.
7:43But yeah, yeah, I still have the signage though.
7:46It's not going anywhere.
7:51Okay, so there's a, a, um, driveway on opposing sides of the curb.
7:57Uh, curb in the middle, driveway, correct?
7:59Yeah, right.
8:01So the signs can't go on the, um, I mean, on the cut of the sidewalk.
8:07So, so we're recommending it to be that pretty much— that's a little bit larger than one spot, it's probably about 30 feet— that would be the loading zone.
8:15So it'd be right in between the 2 curb cuts.
8:17Yes.
8:18Of the garages.
8:18Yes, yes.
8:19Everything else is pretty much free game.
8:21I guess, right?
8:23Right, correct.
8:24Correct.
8:24Yeah, because the curbs are all cut.
8:26Yeah.
8:27Yep.
8:28Okay, I'll make a motion.
8:30All right, second.
8:30First by John, second by Chris.
8:32Thank you.
8:34All right, you're all set, sir.
8:35Thank you, Paul.
8:36Appreciate it.
8:37Thank you.
8:3710 to 12 weeks?
8:38Yeah, actually going to be about 14 weeks for that.
8:40So you'll see maintenance go out there, they're going to do some measurements.
8:43Still has to go to ordinance committee and full council.
8:45Um, you may be invited, but it's not required that you attend.
8:48Obviously.
8:48I'm sorry, correct.
8:50Yep, you'll be— yep, you'll be contacted for the meetings.
8:52Thank you.
8:53Thank you, sir.
8:54Next up is 3960 North Main Street for a traffic safety evaluation.
8:58Is that person here?
8:593960 North Main Street requesting a traffic safety evaluation.
9:06That individual did contact my office.
9:08They're unable to attend today's meeting.
9:10Okay.
9:11Motion tabled, first by John, second by Helen.
9:15So we'll table that, give them an opportunity to show up next month.
9:22Veterans Association.
9:23Hi, come on up.
9:29Request from the Veterans Association of Bristol County for the prohibited parking to be placed at the new location, King Street at Globe.
9:37I did notice a very large parking lot there.
9:42Lot.
9:42So we had 100 veterans.
9:44If you could just state your name again.
9:45Oh, I'm sorry.
9:46I'm Sandy Curry.
9:47I'm the business manager.
9:48Thank you.
9:48Kenny LeBeck has the insanity to be in Florida in August.
9:54So we had our first cookout.
9:56We had 100 vets and their families there.
9:58Parking lot gone in the first 20 minutes.
10:01So now we're at street parking, both sides of the street.
10:04And, you know, it's really pinchy-squinchy.
10:07So we ended up with what I call games of chicken.
10:10No, you move.
10:11No, you move.
10:12Like all morning.
10:15So that's, that's a big drama.
10:17And the more day-to-day drama is getting the truck in and out.
10:23There's 2— there's a big white pickup truck that parks on the— in our property line on the street.
10:31So it creates a big blind spot.
10:34Right.
10:34And then we need a turning radius into the parking lot to do— to load and unload.
10:39Is that a main entrance right on King?
10:44Yeah, we're going to operate at 2 entrances.
10:47There's an established therapy and printing company on the King Street side.
10:52And then we're going to use the parking lot side for our activities.
10:58Usually move from Pine Street?
11:00Oh, no, ma'am.
11:01We have to raise about $500,000 more to finish off construction.
11:06We have to do construction.
11:07So we're about 6 months from moving, moving.
11:10But we are bringing stuff in and out.
11:11So that blind spot's pretty crucial.
11:15Seems reasonable.
11:17So from the corner of King, which would go roughly east, over to the edge of the edge of our property.
11:26Is it a parking lot?
11:27Yeah, I have the plot from the zoning board.
11:34Yeah, I could take a copy of it for the record.
11:36That's fine.
11:37I know, just one is fine for me.
11:39Is that right here?
11:40Thank you.
11:40Would that be correct to see there?
11:43No, I'm hoping for over here.
11:46Past the driveway?
11:47Yeah.
11:48So here's the— no one can park in the driveway.
11:52Oh, gotcha.
11:53Okay, King Street.
11:54So our property is all the way to the end of those apartments.
11:59And so we have this turn here and this blind spot here.
12:02Right, right.
12:03So it's just not pictured here.
12:05Okay.
12:11There we are.
12:11All right.
12:18So right there, you guys want to take a look at the— yeah, people losing a lot of sleep.
12:34I don't know, 20, 25, 26, maybe if you include those employees.
12:40There's people that come right here, that is a big blind spot.
12:44Oh, there's no question about it.
12:49Would still be difficult even making the turn if there's somebody parked over here, right?
12:54This spot.
12:55And I don't really think somebody being parked here is going to affect them.
12:57Well, during— in my opinion, all the way up, it's not a huge conflict during the day except for those 2.
13:07Then if you have a little parking sign there, that means that you Camp out there during the night.
13:12Okay, we have a new parking sometimes.
13:16Okay, do we have a driveway?
13:20Yeah, driveway.
13:21And then what looks like a driveway.
13:25If there's an issue, they can always remove it.
13:31Yeah, we can absolutely do certain times.
13:33Absolutely.
13:35How about at night?
13:36They can park there at night, correct?
13:38We can put times on it.
13:39We can do prohibited parking during certain hours if you want to do like a 9 to 5 or an 8 to 5.
13:44Okay, we could, we could do that because those people got to have a place to park at night, right?
13:507 to 6 PM.
13:51Yeah, would be fair.
13:53That would be great.
13:56I think that's fair.
13:57And if anybody working in the neighborhood needs to park, they can park in the evening.
14:02Mm-hmm.
14:06Your hours are going to be the same once you open up?
14:10Other than, you know, the very, very occasional early delivery, we operate from 8 AM to 4 PM.
14:19Except on Wednesdays, we go 10 AM.
14:23That's pretty confined.
14:26Some of the other Occasional meetings at night.
14:30But that's very low-key.
14:31At that point, just permit parking lot.
14:34And you said you did say you did say Monday through Friday, correct?
14:38If Monday through Friday, I think that would be great.
14:45Okay.
14:45So request on the edge of that parking lot to Globe, which will be on the south side.
14:53Monday through Friday, 7 AM to 6 PM is the request.
14:56Is that right?
14:57Sorry, I'm sorry, did you say 6 PM or 7 PM?
15:01Sorry, 6 PM.
15:016 PM.
15:02Okay, 7 AM to 6 PM.
15:04Yes, Monday through Friday.
15:06You're going to get some pushback from your neighbors so that most of those neighbors park in their driveway?
15:12Yeah, I don't know what to say exactly, except I think we all got to be safe.
15:16I mean, here's the thing, if there's an issue, we can revisit I mean, everybody wants to be good neighbors.
15:21Yeah, you know, we want to do the right thing for the, for the neighborhood.
15:25I think it's good for the, for the Vet Association.
15:29So, I mean, the building is deeply underutilized, right?
15:34Yeah.
15:35And I think it's fair that you are doing, you know, just the business hours that we're putting instead of doing it at all times.
15:44Correct.
15:45So at least on the weekends, if there's anything going on.
15:48Yeah.
15:53Motion for that?
15:58Yay, nay, or table?
16:00Second.
16:01No, I'll make the motion.
16:03First by John, second by Helen.
16:05And if there's pushback by the neighborhood, we can revisit and deal with it at that point.
16:11Sure.
16:11Okay.
16:12All right.
16:12Okay, man.
16:12Thank you.
16:13Thank you very much.
16:15We have a request from a resident on Wilson Road.
16:19Wilson Road requesting prohibited parking on the portion of Wilson Road where parking issues have become an issue.
16:26This is for the area of Gina's Restaurant.
16:28Is that person here?
16:30Motion to table.
16:31Motion to table.
16:32First by John.
16:32Second.
16:33Second by Helen.
16:42Request for discussion and possible amendment regarding the City Ordinance 70-319, all-night parking of commercial vehicles.
16:52After a discussion that was held by the Ordinance Committee held on August 11, 2026.
17:00This is something that came before us.
17:02We had given some recommendations, the board had given some recommendations.
17:07They kept the 1-hour time frame in there.
17:12I had had discussion with the Committee for Public Safety, and on that, it actually may have been at this meeting, going back a few months.
17:24And, part of my concern was that the 2.5-ton could certainly include vans with a commercial plate, yet it's a standard length of any other van.
17:38My recommendation would be to up the weight limit in discussion for the board, up the weight limit to 5 tons, which would include, I think, what this ordinance meant to be all along, was the larger tow trucks, larger commercial-type vehicles.
17:55Tractor trailers, tractor trailers, things of that nature, and not necessarily penalizing city residents who use work vans that are over 2.5 tons with commercial plates.
18:12So with that, I can leave it for the board to discuss.
18:16My recommendation again would be a 5-ton.
18:18We can— and again, we can revisit this and come back and tweak it if we need to.
18:26Want to table it for now?
18:27Maybe table it, look at it to see.
18:30So all these big trailer trucks that park on Plymouth Avenue, that'll be stopped?
18:34No, those, those will fall under the ordinance.
18:37Those, those are well over a 5-ton vehicle.
18:39Right, right, right.
18:41Anything larger than 5 tons.
18:43So, you know, you see these vans with trailers on them— I mean, not trailers, ladders on them.
18:47Some of those are well over 2.5 tons.
18:48And that was part of my concern, that city residents who are doing contracting work in vans, you know, with a commercial plate, are being penalized for the ordinance when it's no different than any other van with a passenger plate, but only because they have a commercial plate on it.
19:09So there'd be something where we are going for the overall length.
19:13So that's— that is also something that the ordinance committee did recommend.
19:17If the board is looking to— that's what I'm saying, the trail truck, the ordinance as well, we can cut a length amount, or we can increase the tonnage.
19:26But I think essentially with us increasing the tonnage, that type of vehicle, depending on the length, is going to fall under the 5-ton.
19:32But I mean, the ordinance committee did recommend that if we wanted to do some type of length.
19:39Yeah, that's a possibility.
19:41I would agree that The longer the vehicle, the more tonnage is going to be.
19:47And I certainly think it would fall for, you know, the tow trucks and the larger, larger commercial vehicles that we've seen parked on city streets in the overnight hours.
19:57So, but again, we can, you know, the board can discuss adding a length, adding a weight, increasing the weight.
20:04And this issue is now becoming because of the increased enforcement.
20:08We do have parking control out there certain nights of the week enforcing this specific ordinance because it has been a complaint that has been brought to us by the public and the Public Safety Committee.
20:19So I think we should get it right once and the increase in length and width and correct instead of trying to piece it together and backtrack.
20:27And let's get it right one time that's fair and reasonable.
20:30And the ordinance committee and council did increase the fee as well, which we had recommended with our last recommendation.
20:40They just didn't want to remove that 1-hour timeframe, but they did approve the increased fee to $250.
20:46$250, correct.
20:48So maybe increase, increase the weight limit and add in length, maybe 18 or 20 feet.
20:57Well, an average space is 20 feet.
20:59I mean, a pickup truck would maybe go over that 20-foot mark.
21:03So I don't know if we want to go a little bit more than that, anything over 20 feet, or is that being— could be.
21:13Yeah, I think anything over 20, 25 feet within that range, because some of these pickup trucks are— correct, we'll go over the 25.
21:23I mean, we— 25, so we gotta— correct.
21:25Oh yeah.
21:27So we'll kind of be back to square one.
21:29So we're not looking where we're at now.
21:32And even the increased enforcement currently, it's these large vehicles, the Penske trucks, the budget trucks, these dump bodies.
21:39So then I would say probably a 30-foot range or more would be a better— okay, in my opinion, because some of these pickup trucks are really long, lengthy.
21:50Yeah, correct.
21:51Right.
21:51And they use the personal Right.
21:55So do we want to put the length and the increased tonnage?
21:59Or do we want to do one or the other?
22:02You said like, for the amendment, just put both.
22:04Okay, whatever makes it easier.
22:05And I did confirm we're not changing it.
22:08Legal department knew.
22:09And so we could, you know what I'm saying?
22:11I don't want to, I don't want to change the rules as we, as we keep playing.
22:14The rules are there, and then they all can be a one-shot deal.
22:17It makes it easier for them to understand it.
22:19So I like your suggestion.
22:21Okay.
22:23Weight or length?
22:27I think we're recommending both.
22:28If it's 30 feet, it's going to be 5 tons.
22:31Yeah, easily.
22:32So, okay, which we can, we can do both.
22:35We can do 30 feet or more, 5 ton or more.
22:3930 feet or more, 5 ton or more.
22:42Okay.
22:43Motion for that?
22:44Yeah, I'll make a motion.
22:47Second.
22:48So to amend the city ordinance 70-319, all-night parking of commercial vehicles, to add up to 30 feet or, or 5 times, and keep the times.
23:105 PM, 7 AM.
23:13Yep.
23:14Yep.

25:56Caretaker drives, registration provided.
25:59The applicant's a tenant and there is no off-street parking.
26:06The, uh, placard goes with the It's for my son.
26:12Yes, that could go with the, um, minor.
26:16That can go in any car.
26:19But you're looking for a spot, I presume, to take them out of the house and do what you need to do.
26:22Yes, I actually have a question too.
26:24I actually sent an email to, um, if there's a way that I can also have like autistic sign in the street because people like— I almost got hit twice getting Out of my car.
26:37So my son frequently goes out of the house and everything, so that's my issue.
26:42That's a tough area right near the park.
26:45Yeah, yeah, we can, we can absolutely put some, you know, some signage up there, some slow signage, um, autistic child.
26:51Absolutely.
26:51That's not something that the board needs to vote on.
26:53That's something that we can put up.
26:54So I'll go ahead and do a work order so we can have maintenance put some signage out there for you.
26:59And I saw no further issues with the, uh, Application.
27:04Motion to approve.
27:05Motion to approve by Helen and seconded by Chris.

27:23The applicant drives, has a valid plaque and registration provided.

27:46There's no issues with this.
27:47So there's like, it's like 25 apartments.
27:50I wouldn't have— I, I just moved there in June, and one of The day I went to look at it, because the apartment's beautiful, it's all brand new.
27:58I kept turning all these apartments down because I need a first floor, because I only have 40% left of my lungs.
28:05And that one was great, but the ones I turned down was because there was no parking.
28:10When I went to this one, I got right in front of the door.
28:13Then I went and I paid for the lease, signed the lease right in front of the door.
28:18Well, all the teachers from Morton school was still in at the time.
28:22From that day on, as soon as I moved in, would park.
28:25And the landlords asked the school many times to ask the teachers to park in the parking lot, but they don't.
28:31And then there's at least— there's 7 driveways on this one block, people that park in there, which only leaves us with 13 spaces.
28:41So I go to work, I can't walk far.
28:43I had to let my groceries just go bad in the car because I had to park a block away.
28:49I can't carry things and walk.
28:52I can walk, but I can't carry things and walk.
28:56And so I just need something so I can park closer.
29:01And I know it doesn't belong to me, and all of a sudden everybody will have it.
29:09Is there any other spots there?
29:11I know it I know the area you're talking about.

33:04No, it's stuff over there.
33:06Well, you know what it is?

33:08He has 5 cars and he's got a handicap and he has a driveway, so he parks all the cars on the street.

33:20Opposite side where this man is.
